CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with
Alderman F Tauter, Prickett, Tistle, Travis, Jackson, Bonaguidi, Rateike, Blume,
Tures, Wright, and Luellen responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Luellen to approve the. minutes of June 5th and adjourned melting of June 12, 1961.
The motion was voted upon by acclamation.
OPEN BIDS ON FUEL OIL: On motion by Alderman Rateike and seconded by Blume,, the
Clerk was instructed to open the bids for fuel oil. The,following bids were

AOn-motion by AldermanTures and seconded by_Tistle the bids were referred to the
Sanitation and Finance Committees and Superintendent Warnicke.
The Mayor called a recess to hold a meeting of the Board of Local Improvements
to open.bids on S .A. 173 and S.A. 174 projects.
After reconvening the Mayor called for official'reports. The Clerk submitted
the report of the City Treasurer.
ENGINEER FLETCHER MADE THE FOLLOWING REPORT: "Well No. 4 has been shot and the
sand bailed out. Delivery of the new turbine was delayed because several of the
bronze impellers were faulty in casting and have had to be recast.
"The old turbine was installed back in the welt t wo weeks ago and was used to
pump the sandy water to waste until it -was cleared of sand. Due to the hot
weather at that time, the old turbine was then connected to the system and has
been in use to this date. '

"We expect'delivery of the new turbine this week. However, the tests made, in-
dicate that a considerable amount of sand has sluffed into the well from the shots
made in the sandstone layers and will have to be'bailed out before the new turbine
is installed.
"As, of this date, we have only enough money left in the contract towork one week:
I doubt whether the sand can be removed from the well within that time.
"Until we remove the old turbine from the well and start bailing out the sand,
we have no way of estimating the amount of sand in the well.
"I am requesting 100 additional hours of men and equipment at the contract price
of $17.00 per hour or the amount of $1,700.00 additional to the contract, in
order that we may have sufficient money to operate until the next Council meets,
if it becomes necessary to work that long to bail out the sand." /s/ E'.N.Fletcher'
The motion was made by Alderman Tures and seconded by Jackson to approve the
additional expenditure of $1,700.00. The Mayor put the question and the Clerk
called the. roll with the following results: Ayes: Alderman Rateike, Blume, Wright,
Tures, Luellen, Flauter,. Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi.
Nays: None. The Mayor delcared the motion carried.
ENGINEER FLETCHER MADE THE FOLLOWING REPORT: "Due to unexpected difficulties
encountered in the drilling of Well No. 6, it is necessary that I request the
following change in plans 1) Ream hole from 19" to 21" from elevation 5951
to elevation 8961. Install 18" casing from 5881 to 8961. The cost of this work
is to be $4,214.00. 2) Install cement block and set 12" casing from elevation
10401 to 8701. the 12" casing to .be furnished @ 8.00 per foot. 3) The Labor and
Equipment to be furnishedet the Contract price of $17.00 per hour for two men and
drilling machine; extra men at $6.00'per hour. The estimated cost;;0f this work
is as follows:
170 feet of 12" casing @ 8.00 - 1,360.00
24 hours of Equipment & 2 men @17.00 - 408.00
24 hours of extra:labor @ 6.00 - 144.00
Total of estimated Cost - - 1,912.00
The total cost of all of the above work is $6,126.00.
"After the 12" casing has been installed,.it will be necessary to complete the
last 500 feet of the hole at a diameter of 12" instead of 15" as per contract. The
contradtor..has:offered .a credit of $2.00 per foot for this reduction in size of
hole or a total credit of $1,000.00, making the. net coat of the above work
$5,126.00.
"I believe that enough money has been provided.in the contract so that this
will not result in an addition to th4 contract price bid." /s/ E. N. Fletcher.
The motion was made by Alderman Jackson and seconded by Tures to approve the
expenditure. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman.Rateike, Blume, -Wright, Tures, Luellen,
Flauter, Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi. Nays: None.
The Mayor declared the motion carried.
TO ADVERTISE FOR STREET IMPROVEMENTS ARTERIAL AND NON -ARTERIAL STREETS: The
State Highway Department has approved the above, and at request of Engineer
Fletcher the Council approved to advertise bids to be returned July 5th.
ANNEXATION PETITION N.W. SIDE THACKER AND MT. PROSPECT ROAD: Alderman Bell
requested to refer the petition back to the City Clerk to advertise petitioner
to submit a plat.
APPROVE TO VACATE ALLEY OF BIBLE FAITH CHURCH: Alderman Bell made the following
report: "Your Committee on Municipal Development has investigated the above

and has found alley is shown on less than half of the lots on the block. Five
lots on the north side of the block (fronting on Rose Ave.) show an alley and
four lots on the south side of the block (fronting on Thacker St.) show an.alley'
having been dedicated. Property has never been used as an alley and no hardship
would be imposed on any resident as a result of this vacation. We, your,Committee
on Municipal Development, therefore recommend since it would be impossible to
improve this alley due to the lack of continuity, Council waive its usual proal
cedure of requesting compensation for this.vacation. Alley be vacated as requested.
City Attorney be authorized to draw the necessary ordinance." On motion by Alder-
man Bell and seconded by Prickett the Council concurred in the report.
ANNEXATION SOUTH SIDE RAND RD. NORTH OF FOURTH AVE: Alderman Bell reported the
above annexation petition withdrawn.
APPROVE ULRICH'S SUBDIVISION: Alderman Bell made the following report: "Your
Committee on Municipal Development has investigated the above and has founds
property is not within City limits, but within 1-1/2 miles of city boundary. Sub-
division consists of one lot 343 X 120 feet, being separated from a larger tract.
Plan Commission has approved the subdivision. -We your Committee on Municipal
Development, therefore recommend approval of subdivision as platted. Mayor and
City clerk be authorized to sign plat." On motion by Alderman Bell and seconded
by Blume the Council approved the report.
Alderman Bell reported. on Municipal Development Committee meeting June 291jh at
8:00 P.M.
TO ADVERTISE BIDS REMODELING CITY HALL BASEMENT: On motion by Alderman Rateike
and seconded by Bell the Council approved to advertise bids for the above with
John Geiger preparing the specifications, with bids returned August 7th..
Alderman Rateike made a report that the steps of City Hall and sidewalks in front
were in need of repair and investigation was being made.
TWO LIQUOR LICENSES DENIED:- Alderman Bonaguidi made the following report regard-
ing request for beer and wine license at 1881 Oakton and 1062 Ise St. "Your
Committee on License, Health and Inspection has investigated the above and has
found there is no ordinance permitting this type of liquor license. After due
and careful consideration we unanimously agree that this request be denied." On
motion by Alderman Bonaguidi andseconded by Jackson, the Council concurred in
the report.
BUS SERVICE TO ORCHARD.PLACE AREA:/- Alderman Bonaguidi reportOd the United Motor
Coach Company proposed a route and schedule to have a trip every hour between
9:05 A.M. and 2:05 P.M. to and from Des Plaines to this area. More'trips will be
added to the proposed schedule providing enough riders are attracted to this
service. Civic Association officials spoke and agreed to contact the people and
inform Alderman Bonaguidi regarding additional service desired. On motion by
Alderman Bonaguidi and seconded by Tistle, the Council accepted the proposed
route.
AWARD BID ON Ce r' SSOR: The motion was made by Alderman Jackson and seconded
by Bell to award the bid on compressor to the O'Learyts Contractor and Equipment
and Supply Co. for $2,495.00. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures,
Luellen, Flauter, Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi. Nays: None.
The Mayor declared the motion carried.
AWARD TRUCK BID: The motion was made by Alderman Jackson and seconded by
Tistle to award the 1/2 ton pickup truck bid to Kuhlman and Nagel for $1,826.91.
The Mayor put the question and the Clerk called the.roll with the following re-
sults: Ayes: Alderman Rateike, Blume, Wright, Tures, Luellen, Flauter, Prickett,
Tistle, Travis, Bell, Jackson, Bonaguidi. Nays: None. The Mayor declared the.
motion carried. -

THACKER STREET STORM SEWER AND PAVING RESOLUTION: Alderman Jackson made the
following report: "Your Committee on Streets and Traffic has investigated the
aboveand has found that the agreement is in the best interest of the Des Plaines
and that sufficient Motor Fuel Tax will be accumulated to pay our share'when it
falls due. We, your•Committee on Streets and Traffic,. therefore recommend that
the Mayor and City Clerk be directed to sign the above agreement for Des Plaines."
On motion by Alderman Jackson and.seconded by Travis the Council approved the
report and adopted the resolution.
DRIVEWAY 1000 LEE STREET APPROVED: Alderman Jackson made the following report:
"Your Committee on Streets and Traffic has investigated the above and has found
1) that the requested driveways are reasonable and do not create an unreasonable
traffic hazzard. 2) That the petitioner has filed identical requests with the;
State Department of Highways. We, your Committee on Streets and Traffic, there-
fore recommend that the Building Commissioner be instructed to issue permits for
one 301 driveway and one 35' driveway when the petitioner presents him with a
copy of the State's approval of the above." On.motion by Alderman Jackson and
seconded by Tistle the Council approved the report.
NORTH SCHOOL PARKING LOT PAVING: The Mayor referred a letter from Engineer
Fletcher regarding improving North School Parking Lot to the Parking Meter
Committee.
Alderman Luellen made a progress report on Elm Tree Disease.
Alderman Rateike reported the judge would not let the city be included in the
case of County Zoning on Ballard Road.
APPROVAL OF BILLS: Alderman Prickett presented the following resolution: -

Alderman :Prickett made a motion which was seconded by Bell to adopt the
resolution. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Blume, Wright4 Tures, Luellen,
Flauter, Prickett, Tistle, Travis, Bell , Jackson and Bonaguidi. Nays:, None.
The Mayor declared the motion carried.
FURNITURE BIDS: The motion was made by Alderman Prickett and seconded by
Bell that Comptroller Bach select the lowest bids -on furniture items not to.
exceed $3,500.00. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures,,
Luellen, Flauter, Prickett, Tistle, Travis, Bell, Jackson and Bonaguidi. Nays:
None. The Mayor declared the motion carried.
BRENTWOOD IN DES PLAINES UNIT 3 PLAT: The Mayor referred the above plat to
the Municipal Development Committee.
DES PLAINES TERRACE UNIT 2 PLAT: The Mayor referred_the above plat,to the
Municipal Development Committee.
REZONING REPORT DEMPSTER-LYMAN: The Clerk read the above rezoning report of
the Zoning Board recommending to rezone from R-2 Residential to C-2 Commercial,,
for a nursing and convalescent home and related uses. The motion was made
by Alderman Bell and seconded by Rateike to concur in the report. The motion
was voted upon by acclamation, and the Attorney to draft ordinance.
REZONING REPORT S.W. CORNER•TOUHY AVE. AND MT. PROSPECT ROAD: to rezone from
1-2 County to M-2 Genetal Manufacturing Dist. The Mayor referred Same to the
Municipal Development Committee as this is upon annexation,(Rockwood.Construction
Co.)

REZONING REPORT 401 E. TOUHY - INTERSTATE STEEL CO. from 1-2 County to N-2
Light Manufacturing upon annexation. The Mayor referred same to the Municipal
Development Committee.
REZONING DENIED N.E. CORNER.NORTH AVENUE AND FOURTH AVENUE: The Clerk read the
above report to r e0one from R-2 Single Family to R-4 Multiple Family. The
Zoning Board denied the rezoning. On motion by Alderman Bell and seconded by
Prickett the Council concurred in the report.
REZONING DENIED ON ILLINOIS ST. BETWEEN PROSPECT AND EVERETT AVENUES: The Clerk
read the above report to rezone from R-2 Residential to R-3 Two Family (Duplex).
The Zoning Board denied the rezoning. On motion by Alderman Bell and seconded
by Tistle the Council concurred in the report.
ORDINANCE ANNEXING SCHOOL PROPERTY: The Clerk read for the second reading
the above ordinance. The motion was made by Alderman. Flauter and seconded by
Bonaguidi to adopt the ordinance. After discussion about sidewalks, the motion
and second were, withdrawn and ordinance tabled.
ADOPT ORDINANCE TO REZONE TO M-2 MANUFAATURING, 1202 HARDING AVE.: The Clerk
read for the second reading the above ordinance. The motion was made by Alder-
man Flauter and seconded by Tistle to adopt the ordinance. The Mayor put the
question and the Clerk called the roll with the following results: Ayes: Alder-
man Rateike, Blume, Wright, Tures,; Luellen, Flauter, Prickett, Tistle, Travis,
Bell, Jackson, Bonaguidi. .Nays: None. The Mayor declared the motion carried.
ADOPT ONE-WAY ON BROWN ST. FROM OAK TO ALLES ST.: The Clerk read the above
ordinance for the second reading. The motion was made by Alderman Rateike and
seconded by Prickett to adopt the ordinance. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: AldermanRateike, Blume,
Wright, Tures, Luellen, Flauter, Prickett, Tistle, Travis, Bell, Jackson, and
Bonaguidi. Nays: None. The Mayor de.lared the motion carried.
ADOPT LIBRARY DIV. OYEES ORDINANCE: The Clerk read for the second reading the
above ordinance. The motion was made by Alderman Rateike and seconded by Blume
to table the ordinance. The Mayor put the question and the Clerk called the
roll with the following results:. ayes: Alderman Rateike, Blume, Flauter,
Tistle, Bell and Jackson. Nays:.Alderman.Pridkett, Travis, Bonaguidi, Tures,
,Wright and Luellen. The Mayor voted "no".and declared the motion lost.
The Mayor put the.question on the previous motion and th4 Clerk called the roll
with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures,
Luellen, Flauter,,Prickett, Tistle, Travis, Bell,.Jackson and Bonaguidi. Nays:.
None: The Mayor declared the motion carried.
ADOPT ORDINANCE VACATING ALLEY OF BIBLE FAITH CHURCH: The Clerk read for the
first reading the above ordinance. On motion by Alderman Prickett and seconded
by ,Bonaguidi the ordinance was placed on passage. The motion was made by
Alderman Prickett and seconded by Luellen to adopt the ordinance. The Mayor
put the question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, W right, Tures, Luellen, Flauter, Prickett,
Tistle, Travis, Bell, Jackson, and Bonaguidi. Nays: None. The Mayor declared
the motion carried.
C. & N -.W. AGREEMENT -12 INCH WATER MAIN TO BE INSTALLED UNDER THEIR TRACKS SOUTH
OF TOUHY: The Clerk submitted the above agreement and on motion by Alderman
Prickett and seconded by Blume the Mayor and Clerk were authorized to -sign the
agreement.
GORDON A. NIELSEN LETTER 329 HAWTHORNE LANE: The above letter requesting tapping
on.water main was referred to the Water Committee.
At Alderman Bellts request the Building Commissioner was instructed to investigate
sign at service station at Touhy and Cedar.

APPROVAL OF MINUTES:OF JUNE 19, 1961 The motion was made by Alderman Blume and
seconded by. Travis to approve the minutes of June 19th. Alderman Rateike re-
quested to change from Ballard Road to Grove Avenue on Page 4. The Mayor re-
quested to delete the word "lowest" in report on furniture bid. The motion was
voted upon by acclamation and approved as corrected.

On motion by Alderman Wright and seconded by Travis, the bids were referred to
the Parking Meter and Finance Committees.
OPEN BID ON TUCK POINTING: On motion by Alderman Tistle and seconded by Figard
the Clerk was instructed to open the bid. Only one bid was received. Oscar
M. Orlin, Chicago —$115.00. On motion by Alderman Blume and seconded by Tistle,
the bid was referred to Public Buildings and Finance Committees and Superintendent
Warnicke.
OPEN BID ON PAINTING EXTERIOR OF CITY HAIL: On motion by Alderman Flauter and
seconded by Luellen, the Clerk was instructed to open the bids on paihting. Two
bids were received . Erwin F. Hauck, Des 'Plaines - $765.00 and Ernest Larsen
Decorators - $960.00. The motion was made by Alderman Rateike and seconded by
Blume that the bids be referred to the Building and Grounds and Finance
Committees.

man Jackson and seconded by Travis, the Clerk was instructed to open the bids.
