J.ienrich, City Clerk MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, JUNE 12, ' 1961 at 8:00 P.M. CALL TO ORDER: The meeting'was called to order by Mayor Herbert H.Behrel, with Alderman Flauter, Figard, Tistle, Travis, Bell, Bonaguidi, Rateike, Blume, Tures, Wright, Luellen, and Jackson responding to roll c all. REPORT OF ZONING BOARD TO AMEND ORDINANCE: The Zoning Board recommended to amend the ordinance Section 3B4, Area and Intensity of Use regulations. "3. REAR YARD: There shall be a rear yard having a depth of not less than 25 feet or 20% of the depth of the lot, whichever dimension is'less-except where a usable -alley abuts on the rear lot line; and also, except where the subject lot is a corner lot." On motion by Alderman Pal and seconded by Travis, the Council approved to have the City Attorney draft an amending ordinance.' Alderman Tures arrived at this time. ULIRICH SUB. PLAT: The Mayor referred the above plat to the Municipal Develop- ment Committee. Alderman W right arrived at this time. SAFETY COUNCIL'ETT'ER: The Clerk read the following letter. "The Safety Council at its May 9th regular business meeting discussed at' length the delay of the ONE WAY SYSTEM -for Lee Street and Gracfland Avenue. "It was felt that we should go on r ecord as opposing any d elay of the one way system as approved by the state and that an effort should be made to at least put part of the plan into operation as soon as possible. "It was recommended that a study should be made if funds would be available for a part of the light system at less than a $100,000 would not be workable. The balance of the program could be put in as funds were made available. ' "Another suggestion in an effort to move traffic was to use additional police to direct traffic on Graceland Avenue for one way program. "The cost of lives and injuries in accidents are uppermost in our thoughts but of equal importance is the economic loss to our citizens, our business people and the city of Des Plaines that traffic snarls create. "The Safety Council recommends that every a ffort'shoe be made to shorten.the delay of the ONE WAY SYSTEM." /s/ Walter J. Wieser, President." Also, to post speed limits on Touhy. The Mayor requested the letter be Deferred to him. CP 6/12/61 i A PETITION REGARDING WIDENING BROWN ST.: (The Clerk presented the above petition requesting to widen Brown Street on the north side instead of south side. The Mayor informed the Council he met with Engineer Fletcher and a gentleman from Brown Street and they thought the best thing was not to widen the treet,. On motion by Alderman Rateike and seconded by Blum the Council approved to have Engineer Fletcher contact the State Highway Department to change the plans to not'widen Brown Street. PETITION TO ANNEX NORTH OF THACKER zWEST-OF MT. PROSPECT ROAD: The Clerk pre- sented the above petition. Thd Mayor referred same to the Municipal Development Committee. ADOPT ORDINANCE LICENSING AND REGULATION OF TRAILER COACH PARK: .On motion by Alderman Travis and seconded by Bell, the Council approved to remove the above ordinance from the table. CHARLES FORBERG REAPPOINTED TO THE TRAFFIC COMMISSION: On motion by Alder- man Prickett and seconded by Jackson the Councilapproved the Mayor's appoint- ment of the above. A. C. WILSON APPOINTED TO POLICE AND FIRE COMMISSION: On motion by Alderman Figard and seconded by Flauter the Council approved the above appointment by the Mayor. LT. A. HINTZ TO BE PROMOTED TO CAPTAIN: On motion by Alderman Figard and seconded by Rateike, the Fire and Police Commission are to be instructed to promote Lt. A. Hintz to Captain. TUCK POINTING BIDS:. On motion by Alderman Rateike and seconded by Blume the above bids are to be returned by July 5th. UTTER FROM CENTRAL SCHOOL SAFETY COMMITTEE: A letter from the above was re- ferred to.the Street Committee. REZONING BELAIIOE AREA: On motion by Alderman Blume and seconded by Rateike the Council approved to refer to the Zoning Board to investigate and rezone the Belaire Area as some areas were zoned before annexation.
