Mayor Behrel reported regarding his meeting on Sales Tax Meeting with other
Mayors at Mayor Daley's meeting and his trip to Springfield regarding Sales
Tax, which he opposes and the building of a Motel on Chicago property at
O'Hare.
RESOLUTION REGARDING SALES TAX AND MOTEL: On motion by Alderman Prickett and
seconded by Figard the Council requested Attorney Dowd to prepare a_resolution
to be sent to Springfield to oppose the Sales Tax and the building of Motel,
on Chicago property at O'Hare.
Alderman T istle's request about ordinance on moving houses was referred to
,the Building Control Committee and City Attorney.
ADJOURNMENT: The motion was made_ by Alderman Prickett and seconded by

OFFICIAL REPORTS: The Clerk submitted the report of the Comptroller, and Building
Commissioner for. May. Mr. Weideman reported about back -filling at building at
1226 Washington Street. Attorney is to locate owner of property.
Engineer Fletcher reported he had prepared estimate of improving Algonquin Road
from the Soo Line to River Road. 'The Mayor referred same to the Street Committee.
Attorney Dowd reported the Master of Chancery's report was unfavorable to the
City regarding Service Station'on Northwest corner of Golf and Mt. Prospect Road.
Attorney Dowd reported the -Master of Chancery reported in favor of the City
regarding the City opposing Multi -family -on the Northeast corner of Algonquin
and River Road.
APPROVE KUNTZE'S HIGH RIDGE KNOLLS SUB. UNIT NO. 6: Alderman Bell made the
following report: "Your Committee on Municipal Development has investigated
the above and has found Plan Commission has approved the plat. Park and School
donations have been approved by the Council, at the time the property was
annexed.. Plat meets all of our City requirements with tOe exceptions set forth
on the flan Commission report. We, your Committee on Municipal Development,
therefore recommend approval bf the plat as, shown. Mayor and City Clerk be
authorized to sign the plat upon receipt of bonds to cover the necessary im-
provements." On motion by Alderman Bell and seconded by Prickett the Coancil
concurred in the report. °
APPROVE VILLAGE GREEN APARTMENTS SUB.: Alderman Bell made the following report:
"Your Committee on Municipal Development has investigated the above and has
found property is presently zoned Multi -family. Plan Commission has approved
the subdivision... Plat meets all requirements set forth in'our code. We, your
Committee on Municipal Development, therefore recommend Subdivision Plat be
approved as shown. Mayor and City Clerk be authorized to sign the plat upon
receipt of bonds to cover the necessary improvements." On motion by Alderman
Bell and seconded by Blume, the Council concurred in the report.
APPROVE FOREST MANOR SUB. NO. 4: Alderman Bell made the following report:
"Your Committee on Municipal Development has investigated the above and has
found property is not within the City Limits but within the mile and one half
limitation. Plan Commission has approved the plat. No sidewalks are. shown,
but the balance of the subdivision is so built and, in fact, no sidewalks
exist within one mile of this property. We, your Committee on Municipal Develop-
ment, therefore recommend plat be approved as shown. Mayor and City Clerk be
authorized to sign plat. " On motion by Alderman Bell and seconded by' Prickett
the Council concurred in the report.
0. W. BLUME SUB. NO. 2: Alderman Bell made the following report: "Your Committee
on Municipal Development has investigated the above and has found Plan Commission
has approved the plat. Engineer Yletcher has drawn specifications for all im-
provements. -Flat meets all of the requirements as set forth by our specifica-
tions. We, your Committee on Municipal Development, therefore recommend
approval of the plat as shown. Mayor and City Clerk be authorized to sign the
plat upon receipt of bonds to insure the necessary improvements." On motion
by Alderman Bell and seconded by Rateike the Council concurred in the report.
REPORT ON ALLEY VACATION ON CENTRAL SCHOOL PROPERTY: Alderman Bell made the
following report: "Your Committee on Municipal Development has investigated
the above and has found petitioner is contemplating selling this property for
commercial use. No proposed usage for the•property was proposed. If used
commercially, it is entirely possible that alleys will be necessary to properlyr

service this area. , We, your Committee on Municipal Development, therefore
recommend that this petition be resubmitted to the Council when a prospective
buyer is obtained. That at that time some suitable offer be proposed to
compensate the City for vacation of public lands. That this present request for
vacation of approximately 375.feet of dedicated alley be denied." On motion by
Alderman Bell and seconded by Blume the Council concurred in the report.
PETITION TO VACATE. ALLEY DES PLAINES BIBLE CHURCH: Alderman Bell made the
following report: "Your Committee on Municipal D evelopment has investigated
the above and has found according to our city map, the petition to vacate
this alley is not signed by all of the property owners, who would be affected
by this vacation. Regardless of the fact that residents have used this a asi-
ment as their own property, it has been the policy of the Council in general
and the Municipal Development Committee in particular to obtain some fair
compensation for the vacation of public property. We, your Committee on
Municipal Development therefore recommend petitioner be requested to obtain
signatures of all property owners abuting this alley, indicating their desire
for vacation. Petitioner also obtain an appraisal as to the fair value of the
square foot area of this property to compensate the city for vacation of public
lands." On motion by Alderman Bell and seconded by Travis, the Council con-
curred in the'report.
PETITION TO ANNEX PROPERTY WEST OF EIMHURST ROAD AND SOUTH OF GOLF ROAD:
Alderman Bell made, the following r eport: "Your Committee on Municipal Develop-
ment has investigated the above and'has found subject property is petitioned to
be annexed only in the event portions of it are rezoned to Commercial and
Multi -family as well as single family residential. We, your Committee on
Municipal Development, therefore recommend petitioner be referred to the
Zoning Board for public hearings on the rezoning before Municipal Develop-
ment Committee is asked for a decision on this matter." On motion by Alder-
man Bell and seconded by Blume the Cabal concurred in'the report.
REZONING AT EIMHURST AND THACKER: Alderman Bell made the following report:
"Your, Committee on Municipal Development has investigated the above and has
found. request for rezoning was originally denied by the Zoning Board.
Municipal Development Committee suggested that property be rezoned to
commercial and subject was sent back to the Zoning Board. On April 20th
the Zoning Board wrote a letter to the Council stating their views and matter
was again sent to Municipal Development. We then met with both the petitioner
and the Zoning Board, and the petitioner agreet to change the shape of the
property to conform to suggestions made by members of the Municipal Develop-
ment Committee. We, your Committee on Municipal Development, therefore re-
commend that although we feel our original recommendation was a proper one,
since the/property now is at a different legal nature, the matter be sent to
the Zoning Board for a re -hearing.
"The original, request for rezoning was ndade in November of 1960 and., in order
to give the petitioner some definite answer as soon as possible, we respect-
fully request the Zoning Board to do everything possible to expedite their
decision." On motion by Alderman Bell and seconded by Travis, the Council
concurred in the report.
PRICES ON AIR CONDITIONER: At Alderman Rateike's request the prices on the
air conditioner for the City Hall are to be referred to the Finance Committee.
Alderman Tistle made a progress report on Orchard Place Area for buso service.
A letter from'Dr. P. H. Heller was referred to the Health Commission,
CAR WASH: After discussion and report from Attorney Dowd, the motion
was made by Aldermen Rateike and seconded by Prickett to deny permits
for car wash buildings. The motion was lost.
Alderman Tures informed the Council No. 6 Well is down to 1200 feet.

DES PLAINES LUMBER CO. CAR WASH PERMIT APPROVED: Alderman Tures made the following
report: "Your Committee on Water has investigated the above and has found that
in the opinion of the City Attorney an automatic car wash is a proper and legal
operation, in a C-2 Commercial District. (legal opinion attached to report)
We, your Committee on Water, therefore recommend that a permit be issued to the
petitioner upon request and that he be encouraged to install a reclaiming water
system if possible." On motion by Alderman Tures and seconded by Figard the
Council concurred in the report.
SEWER COMMITTEE REPORT FOR CONVALESCENT HOME: Alderman.Rateike made the follow-
ing report: "Your Committee =aver ha's investigated the above and has found
the Zoning Board of Appeals has recommended rezoning the above corner to Commer-
cial C-2 provided that prior to issuance of the building permit a covenant be
recorded in the deed to the parcel restricting the lot to convalescent home use.
An ordinance permitting the requested rezoning to C-2 was adopted by this Council
on May 15th. The issuance of the permit was requested to be further withheld,
pending approval by the Sewer Committee and.City Engineer, with respect to the
question of_adequacy of existing sewers.
"Your Committee has investigated the above and has found that the convalescent
home is being planned for occupancy by a maximum of approximately 100 patients,
a use which would normally .place an overload- on a small.sanitary sewer.. However,
a 5 inch private sanitary sewer owned by Butler Brothers is available on the
south side of Oakton Street at Wolf Road. This sewer is also being used by
approximately 200 mobile homes in the Town and County -Trailer Park on Oakton
Street. In the opinion of the City Engineer the 5 inch Butler Brothers sewer
would be adequate for the intended sanitary sewer usage, since the sewer operates
under pressure provided'by a lift -pump.
"We, your Committee on Sewer, therefore recommend in view of the foregoing, and
based upon the recommendations of the City Engineer, that tie permit be issued
11/ for construction of the convalescent home when applied for." On motion by Alder-
man Rateike and seconded by Travis the Council approved the report.
WEST SHORE PIPE LINE RESOLUTION ADOPTED: Alderman Blume made the following
report: "Your Committee on Building Control and Finance has investigated the
above and has found that the applicant, West Shore Pipe, Line Company desires
to construct a 16" diameter steel pipeline through the northwest section of
Des Plaines. The pipe line will cross under approximately 500 feet of public
property and the West Shore Pipe Line Company has agreed to pay to the city.a
fee of $1.00 per foot consideration. Proper performance bonds and insurance, etc.
have been assured. Pipe line route is shown on attached map. Pipe line is to
carry assorted petroleum products.

"We, your Committee on Building Control and Finance, therefore recommend that
the attached resolution be placed on first reading." On motion by Alderman
Blume and seconded by Prickett the resolution was adopted.
JUNK 1949 STUDEBAKER SEDAN: At request of Supt. Wernicke, Alderman Wright made
the motion which was seconded by Rateike, to dispose of the above auto. The
motion was voted upon by acclamation.
TO ADVERTISE FOR PARKING METERS: On motion by Alderman Wright and seconded
by Tures, the Council approved to advertise bids for 100 parking meters, with
bids to be in by July 3, 1961.
NORTH SIDE PARKING LOT PAVING: On motion by Alderman Wright and seconded by
Rateike, the Council approved to have Engineer Fletcher prepare specifications
for paving the North side Parking loot.
NEW LIBRARIAN:. Alderman Wright reported a new librarian will start July.lst.

DEATH OF HARRY TAICOTT: On motion by Alderman Prickett and seconded by Tistle
the City Council adopted a resolution in memory of Harry Talcott.'
MULTI-FAMILY'ZONING OAKTON ST. CASE: Alderman Flauter made the following report:
"Your Committe on Judiciary has investigated the above and has found the area
known as the Trendel property north of Oakton Street South of Forest Avenue is
now before the County Zoning Board for Multi -family zoning. Since the granting
of such zoning would be contrary to the City Plan and to the best interest of.
the City, we your Committee on Judiciary, therefore recommend that the City
Attorney Dowd be hired to represent the City of Des Plaines in such legal
action appropriate to the matter." The motion was made by Alderman Flauter
and seconded by Travis to retain Attorney D owd for the case. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Blume, Wright, Tures, Luellen, Flauter, F igard, Prickett,
Retie, Travis, Bonaguidi. Nays: None. The Mayor declared the motion c arried.
MR. KRUEGER VS CITY OF DES PLAINES: Alderman Flauter reported that City
Attorney Dowd be instructed, upon receipt of the proper release from Mr.
Krueger, due to injury, to settle the matter for the amount of $66.70. The
motion was made by Alderman Flauter and seconded by Tistle to concur in the
report. The Mayor put the question and the Clerk called the roll with the
following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Luellen,
Flauter, Figard,'Prickett, Tistle, Travis, Bonaguidi. Nays: None. The Mayor_
declared the motion carried.
CITIZENS BANK AND TRUST CO. CASE: Alderman Flauter made the following report:
"Your Committee on Judiciary has investigated the above and has found that
upon the presentation, of certain facts, such as provious zoning, general
characteristics of the neighborhood, the acceptance of proposed.construction
by those in the immediate area and upon recommendation of the City Attorney
in regard to the City of Des Plaines' legal position.
"We, your Committee on Judiciary, therefore recommend that the City Attorney
be so instructed to avoid costly and practical litigation in this matter, and
that a court decree be entered." On motion by Alderman Flauter and seconded
by Wright, the Council approved the report.
APPOINT CIVIL DEFENSE DIREhTOR: On motion by Alderman W right and seconded
by Tistle the appointment of Civil Defense Director was removed from the table.
On motion by Alderman Wright and seconded by Tistle, the Council. appointed
Mrs. Marshall Tarbert Civil Defense Director to December 31, 1961. •
C NIL D EFENSE DIREICTOR S ALARY: The motion was made by Alderman Wright and
seconded by Figard to set the salary of the Civil Defense Director at $50.00
per month with the Civil D efense allowing $25.00 per month. The Mayor put
the question and the Clerk called the roll with the following results: Ayeai
Alderman Wright, Tures, Luellen, Moehling, Flauter, Figard, Prickett, Tistle,
Bell, Jackson and Bonaguidi. Nays: Alderman Rateike, Blume and Travis. The
Mayor declared the motion carried.

TRAFFIC COMMISSION REPORT: The Clerk read the report of the Traffic Commission
which the Mayor referred to the Street Committee.
REZONING REPORT NORTHWEST HIGHWAY BETWEEN CORNELL AND CAMBRIDGE: The Clerk read
the above Zoning .Board report that the.petition be denied to.r ezone to
Commercial.
The Clerk also read a letter from Attorney Howard asking to have the report re-
ferred,to the Municipal Development Committee for reconside*ation. The Mayor so
referred it/
REZONING APPROVAL.OF 1202 HARDING TO M-2. MANUFACTURING: The Clerk read the
Zoning Board report approving the rezoning. On motion by Alderman Rateike and
seconded by Blume the Council approved the report and Attorney is to d raft an
ordinance.
ZONING BOARD REPORT ON AMENDING ORDINANCE: The Zoning Board recommended not to
amend ordinance to allow residential in r ear of store. The Mayor referred
same to the Municipal Development Committee.
On motion by Alderman Prickett and seconded by Tistle, the issuing of permits for
building in Commercial property was referred to Attorney Dowd.
ZONING BOARD REPORT ON AMENDING ORDINANCE: The Zoning Board recommended to
delete the use of regulations regarding number of persons in M-1. The Mayor
referred same to the Municipal Development Committee.:
KUNTZE BUILDING CORP. LETTER: The Mayor readlthe following letter:• "This is to
notify you that the undersigned, Kuntze Building Corp. has taken over the verbal
committment which Mr. Chester Mitchel ,of the Des PlainesrDempater.Develop-
meat Corporation made to the City of Des Planes via the City Council a year
and a half ago. Said cammittment, as I remember it,. was made on the basis of
$3,000.00 per year for a period of five years. The undersigned, Kuntze Building
Corporation will make said payments annually, beginning with $3,000.00 on
June 15, 1961; •,000.00 on December' 301 1961; then $3,000.00 each December
annually thereafter until paid.
"If this is agreeable with the City fathers, I wou3�i appreciate hearing from
you as to whom the check should be made payable.

LETTER FROM LOUIS KLEIN AND OTHERS: The Mayor read the above letter in which
a group of people for the Chicago National Bank of Chicago as'Trustee under
Trust No. 15363, agree to donate some land in Orchard Place Area to Des Plaines
for park and playground purposes. On motion by Alderman Prickett and seconded
by Tistle, the Council approved to accept this land but to be deeded to the
Des Plaines Park District.
ADO? TELEPHONE FRANCHISE ORDINANCE: The Clerk read for the second r eading the
Middle States Telephone Company Franchise Ordinance. The motion was made by
Alderman Prickett and seconded by Tistle to adopt the ordinance. The Mayor put
the question and the Clerk called the roll with the following results: Ayes:

CALL TO ORDER: The meeting'was called to order by Mayor Herbert H.Behrel, with
Alderman Flauter, Figard, Tistle, Travis, Bell, Bonaguidi, Rateike, Blume, Tures,
Wright, Luellen, and Jackson responding to roll c all.
REPORT OF ZONING BOARD TO AMEND ORDINANCE: The Zoning Board recommended to
amend the ordinance Section 3B4, Area and Intensity of Use regulations.
"3. REAR YARD: There shall be a rear yard having a depth of not less than 25
feet or 20% of the depth of the lot, whichever dimension is'less-except where a
usable -alley abuts on the rear lot line; and also, except where the subject lot
is a corner lot." On motion by Alderman Pal and seconded by Travis, the Council
approved to have the City Attorney draft an amending ordinance.'
Alderman Tures arrived at this time.
ULIRICH SUB. PLAT: The Mayor referred the above plat to the Municipal Develop-
ment Committee.
Alderman W right arrived at this time.
SAFETY COUNCIL'ETT'ER: The Clerk read the following letter. "The Safety Council
at its May 9th regular business meeting discussed at' length the delay of the
ONE WAY SYSTEM -for Lee Street and Gracfland Avenue.
"It was felt that we should go on r ecord as opposing any d elay of the one way
system as approved by the state and that an effort should be made to at least
put part of the plan into operation as soon as possible.
"It was recommended that a study should be made if funds would be available for
a part of the light system at less than a $100,000 would not be workable. The
balance of the program could be put in as funds were made available. '
"Another suggestion in an effort to move traffic was to use additional police
to direct traffic on Graceland Avenue for one way program.
"The cost of lives and injuries in accidents are uppermost in our thoughts but
of equal importance is the economic loss to our citizens, our business people
and the city of Des Plaines that traffic snarls create.
"The Safety Council recommends that every a ffort'shoe be made to shorten.the
delay of the ONE WAY SYSTEM." /s/ Walter J. Wieser, President."
