APPROVAL OF MINUTES OF MAY 1, 1961: On motion by Alderman Prickett and
seconded by Rateike, the minutes were approved.
OPEN BIDS ON AIR COMPRESSOR: On motion by Alderman Wright and seconded by
Jackson, the Clerk was instructed to open the bids on the Compressor. Two
bids were received.

OFFICIAL REPORTS: The Clerk submitted the reports of 'Comptroller Bach and
Public Health Nurse for April. Commissioner Weideman reported contractor had
cleaned the material off a lot. Superintendent Warnicke reported the average
daily punpage for Well No. 3 for the 15 days after repair, 1,501,600 gallons
per day. Gallons per day before the repair was 1,182,000.
TO SAND BLAST PIPE OF WELL NO. 4: Superintendent Wernicke requested permission
to sandblast the pipe of Well No. 4 for a cost of approximately $300.00. The
motion was made by Alderman Tures and seconded by Flauter to grant permission
to sandblast the pipe. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Rateike, Blume, Wright,
Tures, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis, Bell,
Jackson and Bonaguidi. Nays: None. The Mayor declared the motion carried
and the Mayor informed Superintendent Wernicke to inform the Council`if cost
was to be increased.
Attorney Dowd reported on the County hearing on rezoning application of multi-
family on Ballard Road east of Potter Road. On motion by Alderman Rateike and
seconded, by Blume, Attorney Dowd is to send a letter of protest to the County
Zoning Board of Appeals. Attorney Dowd reported County Court had approved
Special Assessment No. 174.' Attorney Dowd reported a suit has been filed
regarding the County Zoning Board denying rezoning to multi -family on the
north side of Oakton, west of Mannheim Road. On motion by Alderman Rateike
and seconded by Luellen, the matter was referred to the Judiciary Committee
and Attorney, considering to have an attorney work with the States Attorney
to assist in fighting the suit.
Alderman Tistle reported the Fire Committee would meet with the Fire Districts
for 1962 contracts and requested Attorney Dowd to attend and notify the
attorney for the Districts.
Alderman Rateike reported on remodeling the City Hall basement and requested
`permission to employ John Geiger for an estimate of $350.00 to prepare plans.
The motion was made by Alderman Rateike and seconded by Blume to employ John
Geiger. The Mayor put the question and the Clerk,called the roll with the
following results: Ayes: Alderman Rateike, Blume,lbight, Tures, Luellen,
Moehling, Flauter, F igard, Prickett:,. Tistle, Travis, Bell, Jackson,

REPAIRS ON CITY HALL AND PUMPING STATION: The motion was made by Alderman
Rateike and seconded by Blume to advertise bids for tuck -pointing, etc. the
City Hall and Pumping Station with the Water and Building and Grounds
Committees and Superintendent Warnicke to prepare specifications and bids
to be returned by June 19, 1961. The Mayor put the question and, the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Tures, Luellen, Moehling, Flauter, Figard, Prickett, Tistle, Travis,

and seconded,by Tistle, the Council approved to advertise the above bid to be

AWARD BID PATTEN TRACTOR AND EQUIPMENT CO. ON TRACTOR: The motion eras I made by
Alderman Jackson and seconded by Tistle.to award the D-4 Caterpillar Tractor to
the Patten Tractor and Equipment Co. for $3,050.00. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Tures, Luellen, Moehling, Flouter, Figard, Prickett, Tistle, Travis,

AWARD PAVING BID ON BROWN ST : -The motion was made by Alderman Jackson and
seconded by Bell to award the paving of Brown Street'to the Capital Cement
Company on their bid of $12,306.25 and other checks to be returned. The Mayor
put the question and the Clerk called the roll with the following results: Ayes:

make Brown Street one-way from Ise to A11es Street.
TWENTY FOOT DRIVEWAY DENIED: Alderman Jackson made the following reports "Your
Committee on Streets and Traffic has investigated the above'and has found 1) that
the petitioner is depending upon using the present Texaco station driveways for
entrance to his proposed car wash (the requested driveway being contemplated as
an exit only.) Should Texaco decide against this relationship the only means of
entrance would be over a strip of land 13 feet wide entering from the west side
of White Street. 2) White Street is less than 30 feet wide at this point and
even when a car is legally parked there is only roams for one lane of traffic
at a time and this lane must exercise caution. 3) The traffic pattern on
Oakton just west of White is sufficiently complicated at this time and this
Committee feels that a high traffic at this point would not be in the best
safety interests of the citizens and other road users. We, your Committee on
Streets and Traffic, therefore recommend that the requested' permit for a 20
foot driveway be denied." On motion by Alderman Jackson and seconded by Bell
the Council approved the.report.
APPROVE TWENTY FOOT DRIVEWAY SYMONS CLAMP CO. ON TOUHY AVENUE: On motion by
Alderman Jackson and seconded by Wright, the Council approved the application
for the above driveway.
STOP SIGNS AT SCOTT AND SUNSET AVENUE APPROVED: Alderman Jackson made'the
following report: "Your Committee on Streets and Traffic has investigated the
above and has found 1) That traffic passes through this intersection at a rate
of speed and in'high enough volume tow arrant 24 hour control as a safety, measure.
2) That the constant stream of relatively high speed traffic making the turn at
this intersection presents a constant maintenance problem for the Streets Crew.
We, your Committee on Streets and Traffic, therefore recommend: 1) That a stop
sign be placed stopping southbound Scott Street traffic at Sunset. 2) That a
stop sign be placed stopping westbound Sunset traffic at' Scott Street. 3) That
the City Attorney draw the necessary ordinance." On motion by Alderman Jackson
and seconded by Bell the Council concurred in the report.
ALTERNATE PARKING LINDEN AND TRACKER STREETS:, Alderman Jackson made the
following report: "Your Committee on Streets and Traffic has investigated
the above and has found that the requested additions are in the best interests
of the City. The requested additions to the'alternate year parking ordinance
are 1) Linden Street from Oakton to Prospect Avenue. 2) Thacker Street from
Second to Fifth (Safety Council r ecommendation.) 'We, your Committee on Streets

and Traffic therefore recommend that the City Attorney be instructed to draw
up the necessary ordinance adding the above -streets to the Alternate Year,
Parking Ordinance; and that if the similar ordinance adding Pine Street from
Everett to Prospect (approved by earlier Council action) has. not yet been drawn,
that the three be handled at the same time." On motion by Alderman Jackson and
seconded by Wright, the Council concurred in the report.
BROWN STREET TRAFFICk On motion by Alderman Rateike and seconded by Jackson
to reconsider and make Brown Street from See Street to Oak Street both ways,
was approved by the Council.
'On motion by Alderman Rateike and seconded by Travis, the Council approved to
make Brown Street one-way from Oak to Alles Street.
Alderman Jackson requested the vacation of alley at Central School be referred
from the Street Committee to the Municipal Development Committee.
On motion by Alderman W right and seconded by Tures the Council approved to have
stop signs placed four-way at Pearson and Prairie Avenues, temporarily and refer
same to the Street Committee.
CORA AND THACKER STREETS TRAFFIC: The traffic condition at Cora and Thacker
Streets was referred to the Street Committee and Safety Council.
MAPLE STREET TRAFFIC: Alderman Travis read a letter from Mr. Jack Barry
regarding traffic hazard_ on Maple Street between Touhy and Howard. On motion
by Alderman Travis and seconded by Bell, the letter was referred to the Street
Committee. Superintendent Wernicke is to install 20 M.P.H. signs for school
and as an emergency a stop sign.

At Alderman Luellen's request Superintendent Wernicke is to contact the State
Highway Department for a survey at Thacker and Wolf Road for traffic lights and
at Thacker. and Mt. Prospect Road to contact the County Highway Department for
four-way stop signs.
AWARD LIME BID: The motion was made by Alderman Tures and seconded by Flauter
to award the lime bid to the Marblehead Lime Company. The Mayor put the question
and the Clerk called the roll with the following:results: Ayes: Alderman
Rateike, Blume, Wright, Tures, Luellen, Moehling, Flauter, Figard, Prickett,
Tistle, Travis, Bell, Jackson, Bonaguidi. Nays: None. The Mayor declared the
motion carried.
REQUEST FOR WATER TAP ON IN HAWTHORNE LANE DENIED: Alderman Tures reported an
additional main for seven lots would have to be installed and this is outside
the city limits, so recommended the request be denied. 'On motion by Alderman
Tures and seconded by Rateike, the Council concurred in the report.
At Alderman Tures' request the Council referred to the City Attorney if the
city can deny water for car wash business and laundromats. Also if an ordinance
can be drafted that the car wash part in equipment to reuse the water.
Engineer Fletcher reported Well No. 6 down to 940 feet.
THREE TRIANGLE SIGNS ERECTED: Alderman Blume made the following report: "Your
Committee on Building Control has investigated the above and has found signs
now exist without permits at the following loceytions: A) Northwest Highway
at Cambridge. B) Algonquin Road at Mt. Prospect Road (S.E.Corner) C) Oakton
Street at Mt. Prospect Road (S.W.Corner). We, your Committee on Building
Control and Inspection, therefore recommend: •A) That Sign 'A' is an illegal
use and the City Attorney be directed to instruct Triangle to remove said sign
within 10 days or the city shall do same at owner's expense. B) That sign 'E'
is alegal conforming use and no permit is necessary. C) That sign 'C' be
granted a permit to mope sign back 60 feet from the north property line and
60 feet east of the west property line. Sign's size is 350 square feet."

On motion by Alderman Blume and seconded by Prickett, the Council approved the
report..
.SIGN AT BUSSE AND MINFR: Alderman Blume made the following report: "Your
Committee on Building Control and Inspection has investigated the above and
has found applicant, "Texaco Oil Company desires to .construct a sign at the
front of their property 20 feet above the ground which shall contain approx-
imately 200 square feet illuminated. Property is zoned Commercial. We, your
Committee on Building Control, therefore recommend that permit be granted
subject to signs' location being changed to the rear of the service station
so as not to distract from the traffic flow of the intersection." On motion
by Alderman Blume and seconded by Jackson the Council approved the report.
TEMPORARY SIGN HOWARDLAND EASTVIEW: Alderman Blume made the following report:
"Tour Committee on Building Control has investigated -the above and has found
Builders - Meister-Neiberg, desire to construct a 120 square foot sign on
residential property that is within their subdivision to advertise their homes.
Sign is not illuminated. We, your Committee on Building Control, therefore
recommend that a permit be granted for a temporary sign for a period of one year."
On motion by Alderman -Blume and seconded by Bell the Council approved the report.
TEMPORARY SIGN ELMHURST AND GOLF ROAD: Alderman Blume made the following
,report: "Your Committee on Building Control and Inspection has investigated
the above and has found that applicant "Golden Manor Homes, Inc." desires to
construct two billboard signs of 350 square feet each and illuminated on their
property on Elmhurst Road approximately 1100 feet south of Golf Road to
advertise homes constructed on their property, zoned R-2 residential. We, your
Committee on Building Control and Inspection, therefore recoem:end that a tem-
porary permit for the construction of one. sign only for a period of one year,
'to advertise said homes." On motion by Alderman Blume and seconded by Travis,
the Council approved the request.
CIVIL DEFENSES Alderman Moehling made a verbal report on Civil Defense. The
motion was made by Alderman Moehling and seconded by Figard to concur in the
report. The motion was made by Alderman Rateike and seconded by Flauter to
table the report. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Rateike, Blume, Tures, Flauter,
Prickett, Tistle, Travis, Bell, Jackson. Nays: Alderman Wright, Luellen,
Moehling and Bonaguidi and Figard. The Mayor declared the motion carried
and that a meeting of the Council as a Committee of the Whole be held to
consider the report.
APPROVAL OF BILIS: Alderman Prickett presented the following resolution:

MIDDLE STATES TELEPHONE FRANCHISE : The Clerk read for the second reading the
Telephone Franchise Ordinance. The motion was made by Alderman Prickett and

TRAILER COACH PARKS ORDINANCE TABLED: The Clerk read for the second reading the
above ordinance. The motion was made by Alderman Wright and seconded by
Moehling to adopt the ordinance. On motion by Alderman Travis and seconded by
Bonaguidi, the ordinance was tabled so the new Aldermen had time to study the
ordinance.
ADOPT REZONING ORDINANCE.S.E. CORNER OAKTON AND EIMHURST: On motion by Alderman
Bell and seconded by Prickett the above ordinance was removed frau the table.

TWO RESOLUTIONS FROM ILLINOIS COMNERCE COMMISSION: The Clerk submitted the
above. The Coammission's, approval for automatic flashing light signs at Touhy
Avenue and C. & N.W. Belt Line and interconnection existing automatic flashing
light signals with proposed highway. traffic signals at Mt. Prospect Road and
Northwest Highway. The Mayor ordered the resolution placed in file.
A request from the Des Moines Art Guild to use the building side of sidewalks
on Prairie Avenue west of Lee for display was granted but that they get .a public
liability policy to protect the City.
FIRST READING TRAMPOLINE ORDINANCE: The Clerk read for the first reading the
above ordinance.
At AldermanBell's request. the police are to check regarding smoke from rubbish

dump at River Road south of Toll Road and make arrest if not stopped.
Mayor Behrel reported regarding his meeting on Sales Tax Meeting with other
Mayors at Mayor Daley's meeting and his trip to Springfield regarding Sales
Tax, which he opposes and the building of a Motel on Chicago property at
O'Hare.
RESOLUTION REGARDING SALES TAX AND MOTEL: On motion by Alderman Prickett and
seconded by Figard the Council requested Attorney Dowd to prepare a_resolution
to be sent to Springfield to oppose the Sales Tax and the building of Motel,
on Chicago property at O'Hare.
Alderman T istle's request about ordinance on moving houses was referred to
,the Building Control Committee and City Attorney.
