'Henrich, City Clerk THE MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN THE COUNCIL ROOM, CITY HALL, MAYA, 1961 AT 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with alderman'Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson, Callaghan, Rateike, Blume, Wright, Neff and Moehling responding to roll call. APPROVAL OF MINUTES:.The motion was made by Alderman 'Prickett and seconded by Rateike to approve the minutes of April 17th and the sijourned meeting of April 24, 1961. The motion was voted upon by acclamation. OPEN BIDS FOR USED TRACTOR: Oniimotion by Alderman Jackson and seconded by Massman the Clerk was instructed to open the,bids on used tractor. The following bids were received: Patten Tractor and Equipment Co. - net price 0,050.00 R. H. Lyons Equipment Co. - net price 4,500.00' On motion by Alderman Massman and seconded by Blume -the bids were referred to the Street and Finance Committees and Superintendent Warnicke. OPEN BIDS FOR PAVING BROWN STREET: On motion by Aldermgn Figard and seconded by Massman the above bids were opened. The following five bids were received: Marquette Construction Co., Chicago 15,904.00 ....*RobtA. Black, Inc., Chicago 15,631.00 Milburn Bros., Mt. Prospect 12,783.25 P. J. Crowley Co., Maywood 12, 436.65 Capitol Cement Co. 12,306.25 On motion by Alderman Jackson and seconded by Bell the bids were referred to the Street and Finance Committees end City Engineer. OFFICIAL REPORTS: The Clerk submitted the reports of the Building Commissioner III Weideman and Nurse Emerson for April. Chief Kolze reported the repaired fire truck will be back in service in one week. Attorney Dowd made some verbal reports. -2- 5/1/61 Alderman Rateike reported the final bill on remodeling the City Hall was included in payment and commented -on the fine service of John Geiger as architect. Alderman Callaghan reported the'License and Inspection Committee had r1 - commended no increase of the two requests for liquor license but for certain reason recommended that the request be referred back to the new Committee. Alderman Callaghan also reported that the Committee had not met regarding bus service to Orchard Place Area and requested the item be referred to the new Committee. Alderman Rateike r4quested that Brown Street, after pavement is completed,, 'should be considered as a one-way street so the Mayor referred this to the Street Committee and the Traffic Commission for recommendation. Alderman Tistle inquired about the two homes on C ircle Avenue, one of which has been boarded up; Attorney Dowd said the one home is to be occupied soon and then the other one would be improved. VILLAGE GREEN APARTMENTS PLAT: The Plan Commission had approved the above plat and the Mayor referred the same to the Municipal Development Committee. ZONING ORDINANCE -LOT 16, BLOCK 4, HOMELAND ACRES: The Clerk r ead for the second r eading the above ordinance but at Alderman Moehling's request the ordinance was referred to the Sewer Committee . ZONING ORDINANCE S.E. CORNER OAKTON AND EIMHURST ROAD: The Clerk r ead for the second reading the above ordinance. The motion was made by Alderman Bell and seconded by Figard to adopt the ordinance. Although this ordinance had been completely discussed at a previous meeting by Alderman Bell and approved by the Municipal Development Committee, having been r eferred to that Com4ittee, on motion by Alderman Neff and seconded by Callaghan, the ordinance was tabled. ADOPT ORDINANCE FOR PAVING ILLINOIS CORA AND OTHER STREETS (S:A. 175) The Clerk read for the second r eading the above ordinance. The motion was made by Alderman Rateike and seconded by Prickett to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes:. Alderman Rateike, Blume, Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson and Callaghan. Nays: None The Mayor declared the motion carried. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY OF DES PLAINES ' THAT THE FOLLOWING BILLS ARE DUE AND PAY- ABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. The motion was made by Alderman Prickett and seconded by Bell to adopt the resolution. The Mayos put the question and the Clerk called the roll with the following results:. Ayes: Alderman Rateike, Blume, Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson and Callaghan. Nays: None. The Mayor declared the motion carried. INSTALLATION OF CITY OFFICIALS: The Mayor introduced Ralph Martin who was Master of Ceremonies. Mr. Martin asked all to rise and give the pledge to the flag. Rev. R. K. Wobbe then gave the invocation. The City Clerk Henrich was requested to install Albert L. Sengstock as Police Magistrate who then =3- 5/1/61 installed Mayor Behrel and all the other officials. After Mr. Sengstock gave a talk, Rev. Wobbe gave a closing prayer. Mayor Herbert H. Behrel then called the new Cogncil to order with Alderman Flauter, Figard, ]Prickett, Tistle, Travis, Bell, Bonaguidi, Rateike, Blume, Wright, Luellen and Moehling responding to roll c a4 LETTER FOR TAG DAY FROM N.W. CHAPTER OF THE CITY OF HOPE: The Clerk read the above letter and on motion by Alderman Tistle and seconded by Bell, the Council approved the tag day. The Mayor is to write and suggest they contact the Community Chest for the next year. • REAPPOINT ALL OF THE PRESENT APPOINTT1D OFFICIALS: On motion`by Alderman Prickett and seconded by Rateike, the Council approved the Mayor's appointment of all the present officials until December 31, 1961.
