bids after a discussion was had.- The Mayor put the q{iestion and the Clerk
called the roll with the following results: Ayes: Alderman Wright, Tures,
Neff, Moehling, Flauter, Figard,-'Prickett. Nays:*Alderman Rateike, Tistle,
Massman, Bell, Jackson and Callaghan. The Mayor voted "aye" and the motion
was declared carried.
ADOPT RESOLUTION TO INSTALL WATER -MAIN MT -..PROSPECT AND TOUHY: On motion
by Alderman Figard and seconded by Massman; the Council adopted the above
resolution to request a permit from the Department of Public Works and
Buildings; State of Illinois.
Alderman Rateike reported the 'Board of Local Improvements will hold a
public hearing for sewer and watermains on Belaire-Area, April 27th.
ADJOURNMENT: On motion by Alderman Prickett and seconded by Tistle, the
Council adjourned to Monday, April 24, 1961.

ADJOURNED MEETING OF THE CITY COUNCIL
DES PLAINES, ILL. HEID IN THE
COUNCIL ROOM, CITY HALL, APRIL 24,
1961 AT $:OO P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H.
Behrel with Alderman F lauter, Figard, Prickett, Tistle, Bell, Jackson,
Callaghan, Rateike, Blume, Tures, Wright, and Moehling responding fo
roll call.
OPEN BID ON LIME: On motion by Alderman Figard and seconded by
Callaghan the Clerk was instructed to open the one bid of Marblehead Lime
Company. On motion by Alderman Wright and seconded by Prickett the bid was
referred to the Water Committee and Finance Committee.
REZONING SOUTHEAST CORNER THACKER AND EIMHURST ROAD: The rezoning had been
denied by the Zoning Board and the Municipal Development Committee had
recommended to approve the rezoning. This had then been referred back to
the Zoning Board for consideration. The Zoning Board letter of five pages
was read by the Clerk in which they stated their reasons for denying the re-
zoning but said they would hold another hearing if the Council desired.
The letter was referred to. the Municipal Development Committee for re-
commendation.
SUPERIOR DEVELOPMENT CORP. AGREEMENT FOR SEWER AND WATER: Alderman Moehling
reported -on the above and made the motion which was seconded by Tistle to
place the ordinance on first reading and passage. The motion was approved
by acclamation vote. The motion was then made by Alderman Tistle and
seconded by Prickett to adopt the ordinance. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike
Blume, Wright, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson,
Callaghan. Nays: None. Alderman Tures'abstained'from voting. The Mayor
declared the motion carried.
ADOPT ANNEXATION ORDINANCE OF HOWARD -SUPERIOR SUB: The Clerk read for the
second reading the above ,ordinance. The motion was made by Alderman Bell
and seconded by Prickett to adopt the ordinahce. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman
Rateike, Blume, Wright, Moehling, Flauter, Figard, Prickett, Tistle, Bell
Jackson and Callaghan. Nays: None. Alderman Tures abstained from voting.
The Mayor voted "aye'! and declared the motion carried.

RESOLUTION WEST SHORE T1TE LINE CO.: Thelesolution was referred to the
Building Control and Finance Committee.
ORDINANCE - TRAILER COACH PARKS AND ROOMING HOUSES: At Alderman Wrightts
request, the above two ordinances were held over for the May 1st meeting.
ADOPT ORDINANCE CREATING YOUTH COMMISSION: The Clerk read for the second
reading the above ordinance. The motion was made by Alderman Flauter and
seconded by Rateike to adopt the,ordinance. The Mayor put the question and
the Clerk called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Tures, Moehling, Flauter, Figard, Prickett, Tistle, Bell,
Jackson and Callaghan. Nays: None. The Mayor declared the motion carried.

read for the first reading the above ordinance.
FIRST READING ORDINANCE VACATING PUB=IC ALLEY: The Clerk read for the first
reading the above ordinance, vacating alley under Central School. The Mayor
referred the ordinance to the Street Committee.
PETITION TO ANNEX 40 ACRES WEST OF EIMHURST ROAD SOUTH OF GOLF ROAD: The
Clerk presented the above petition. The Mayor referred the petition to the
Municipal Development Committee.
LETTER FROM A. T. MACKEY, 351 N. MT. PROSPECT ROAD: The Clerk read the above
letter regarding curb on street. The Mayor. referred the letter.to the Board
of Local Improvements. °
HAWTHORNE LANE C 1V IC ASSN. LETTER ABOUT WATER MAIN: The Clerk read the
above letter regarding a builder asking permission to tap on water main
for seven lots. The Mayor referred the letter to the Water Committee.
COUNTY ZONING: The Mayer read a letter from the County Zoning Board re-
garding the lass date the City had received regarding a zoning hearing that
they would see this would not happen again. The Mayor had a notice of
County Zoning hearing docket 181, and the City Attorney will appear at the
hearing with witnesses.
JOHN_BURKE ON C. & N. W.,REZONING CASE: Mr. Burke made an extensive report
on the case,showing two plats and what has been done on the case to date.
Alderman Rateike read a letter from Raymond Reiber regarding no sidewalks
along Potter Road to Maine East High School. The'Mayor referred same to the
Street Committee.
Several complaints on dumping on empty lots were reported by the Aldermen.
Superintendent Wernicke and Chief Kennicott are to watch and make arrests
for dumping. Superintendent Wernicke is to contact owner of lot at 1653
Lincoln to have property cleaned up.
CARNIVAL AT NORTHWEST HIGHWAY SHOPPING CENTER: ' Alderman Callaghan made
the motion which was seconded by Bell to deny the request for carnival at
above shopping center because it would be a zoning violation. The Council
approved motion by acclamation.
MAGNOLIA TREE DONATED TO THE CITY: There were no official reports for the
meeting but the'Clerk suggested Superintendent Wernicke report about the
tree. He reported that Mr. Tomasek of the Bambas Tobacco Company donated
the tree which was oil a lot he had purchased. Alderman Tures and Mr. Bishop

NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES
COOK COUNTY, ILLINOIS:
Section 1. That Herbert H. Behrel, having received the highest number
of votes cast for the office of Mayor, shall be and he is hereby declared
elected to the office of Mayor of the City of Des Plaines, Illinois for a
full term of four (4) years as provided by law.
Section 2. That Otto W. J. Henrich, having received the highest number
of votes cast for the office of City Clerk, shall be and he is hereby de—
clared elected to the office of City Clerk of the City of Des Plaines, Illinois
for a full term of four (4) years as provided by law.
Section 3. That Dorothy W. Eichner, having received the highest number
of votes cast for the office of City Treasurer, shall be and she is hereby
declared elected to the office of City Treasurer of the City of Des Plaines,
Illinois for a full term of four (4) years as provided by law.
Section 4. That Albert L. Sengstock, having received the highest number
of votes cast for the office of Police Magistrate, shall be and he is hereby

CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel

APPROVAL OF MINUTES:.The motion was made by Alderman 'Prickett and seconded
by Rateike to approve the minutes of April 17th and the sijourned meeting of
April 24, 1961. The motion was voted upon by acclamation.
OPEN BIDS FOR USED TRACTOR: Oniimotion by Alderman Jackson and seconded by
Massman the Clerk was instructed to open the,bids on used tractor. The
following bids were received:

On motion by Alderman Massman and seconded by Blume -the bids were referred to

fire truck will be back in service in one week. Attorney Dowd made some verbal
reports.
