The►now have approached the county board at a hearing held March, 1961 - Mr. Dowd, our attorney had asked for a period of 10 days for the city to protest. We, your Committee on Municipal Develop- ment, therefore recommend that a resolution be drawn protesting the proposed zoning change, addressed to the County Zoning Board of Appeals. That Attorney Dowd prepare the protest letter and send it to the County Zoning Board." APPROVE DRIVEWAYS GOLF & ELMHURST ROADS: Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found: 1) that two thirty foot driveways and one thirty-five foot driveway are requested for the South side of Golf Road. 2) one thirty-two foot driveway is requested for the East side of Elmhurst Road. 3) none of the requested driveways'are'within 300 feet of the intersection. 4) State driveway permit # 10-19576 MS 010, 013 approving the above driveways is . attached. We, your Committee on S treets and Traffic, therefore recommend that the requested driveways be approved but that the petitioner be requested to give serious consideration to the installation of traffic divider (non - mountable type) to seperate entering and exiting traffic. This will aid the smooth flow of traffic in the area considerably by preventing exiting traffic from blocking drivers wishing to enter The Market Place. If the petitioner feels'it would be desirable to add 2-4 feet to the petitioned widths to accomodate the dividers it is the intention of this committee that the addition- al widths be approved without further petition." On motion by Alderman Jackson and seconded by Massman, the Council approved the report. APPROVE DRIVEWAY PEARSON AND PARK PLACE: Alderman Jackson made the follow- ing report: "Your Committee on Streets and Traffic has investigated the above and has.found that. the 25' driveway by Peterson Safety Service is reasonable and does not appear to create any serious traffic problem. The proposed drive would be located approximately 45' west of the sidewalk and would be on the north of Pearson Street. We, your Committee on Streets and Traffic, therefore recommend that'the Council approve the requested driveway per the attached drawings." On motion by Alderman Jackson and seconded by Massman, the Council approved the report. APPROVE DRIVEWAY FOR PRESBYTERIAN CHURCH: Alderman Jackson made the follow- ing report: "Your Committee on Streets and Traffic has investigated the above and has found that the requested driveway (20') would be located over 300' west of Maple on the south side of Howard Street. We, your Committee on Streets and Traffic, therefore recommend that the Council approve any driveway up to 25' at the above location and that the Church be requested - to give serious consideration to constructing a 251 drive rather than a 20' one in order to allow for easier entrance and egress,of autos on Sunday mornings. This Committee feels that the wider drive would lessen conflict in this area." On motion by Alderman Jackson and seconded by Massman, the Council approved the report. COUNTY FOREST PRESERVE ROAD ENTRANCE ON ALGONQUIN ROAD APPROVED: Alderman Jackson reported the requested entrance road would be over 20 feet in width (exclusive of flare) and located over 300 feet east of the river. On.motion by Alderman Jackson and seconded by Massman, the Council approved the report. APPROVE DRIVEWAY 1095 LEE__STREEr: Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found that the requested 32' driveway on the East side of Lee St. is reasonable, that the necessary State driveway permit was not attached. We, your Committee on Streets and Traffic, therefore recommend that the —4— 3/20/61 the Council approve the requested driveway but that the Budding Commissioner withhold issuance of the permit until hd has received a copy of the necessary State permit for his files." LOAD LIMIT SIGNS FOR WARRINGTON ROAD AND FIETCHER DRIVE: Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found that since the installation of traffic controls at the intersection of Mt. prospect Road and Northwest Highway, a considerable amount•of truck traffic is cutting through the residential area South of the tracks from Golf Road to Mt. prospect Road. This maneuver allows them to avoid the Golf Wolf traffic light and the Cumberland Circle. The above streets were not designed for large trucks and the nature of the area is strict- ly residential. We, your Committee on Streets and Traffic, therefore, re- commend that the City Attorney be instructed to draw up the necessary ordinance to restrict the use of Warrington Road (from Golf Road to Mt. Prospect Road) and Fletcher Drive to vehicles with a load limit of 6,000 pounds or less, and that the. Superintendent of Public Works be instructed to post the necessary signs as soon as possible." On motion by Alderman Jackson and seconded by Callaghan the Council approved the report. PARKING AT Y.M.C.A.: Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found that the Y.M. C.A. has not.been able to complete thsir parking lot and over- flow parking is causing a hardship on the neighborhood and a fire hazard. We, your Committee on Streets and Traffic, therefore recommend that this committee, the'Marshal of Police and the Superintendent of Public Works be empowered to place "no parking" signs (on a 90 day. basis). where they will` most effectively relieve this situation. After the 90 day period the situation should be review4d." On motion by Alderman Jackson and seconded by Callaghan the Council approved` -;the report. s. AWARD. CONTRACT ON WELL NO. 4: Alderman Tures made the following report: "Your Committee on Water has investigated the above and has found that the bid of Milaeger Well and :Pump Company in the .amount of $13,676.00 is low. Mr. Fletcher has estimated 20 hours time to detonate, make up and shoot the well, 5 shots of dynamite (150 lbs. each) and three hunted hours to clean sand from the well. Any additional time will be paid for according to con- tract. If less time than estimated -is used, deductions will be made accord- ing to unit price. We, your Committee on Water, therefore -recommend that contract be awarded to'Miliger Well and Pump Company and checks of un- successful bidders be returned." The motion was'made by Alderman Tures and seconded by Wright to approve the report. Nays: Neff and Moehling. The Mayor declared the motion carried. THACKER STREET SEWER: Alderman Moehling made the following report: •"Your. Committee on Sewer has investigated the above and has found the plan for Thacker Street improvement proposed by the Cook County Highway Department in- cluded not only widening and repaving of Thacker Street but also the in- stallation of a new storm sewer running under Thacker Street, a project which has been under discussion between the State Department of Finance, Cook County Highway Department and the City of Des Plaines for the past seven years. This plan proposed the installation of a seller of 48 inches in diameter from the Des Plaint River to Wolf Road (a distance of 6150 feet) and a 24 inch sewer from Wolf Road to the Northwestern Belt Line tracks. This project was estimated to cost between $400,000 to $450,000, with the city contributing $200,000 from its motor fuel tax fund reserve, the balance to be paid by Cook County. No repaving of Thacker Street was included in this proposal. "Certain modifications of the foregoing plan have been suggested by Mr. -5--- 3/20/61 ,Fletcher, in order to increase the value of the project to Des Plaines by providing more adequate and much needed storm water drainage for the re- sidential area'and business district north of Thacker Street which is perennially flooded because -of inadequate storm sewer facilities. The pro- posed modification provides that the portion of the sewer from the Des Plaines River to Third Avenue be increasedin diameter from 48 inches to 54 inches, which would increase the capacity of the sewer from Third Avenue to the Des Plaines River from 62.2 to 86.0 cubic feet per second, an increase in the 'capacity of the sewer beyond Third Avenueof approximately 39%. Cook County has by written confirmation agreed to the alternate plan, provided the City of Des Plaines assumes the approximately $50,000 additional cost of the larger sewer. This cost has been estimated at $4.00 per running foot for increasing the sewer tile from 48 to 54 inches in diameter, plus an additidnal $4.00 per running foot for handling and excavating for the larger sewer tile, for a distance of 5150 feet between the Des Plaines River and Third Avenue. "The total appropriation for sewer extension and rehabilitation set forth in the 1961 appropriation ordinance is $35,000.' It is estimated by Mr. Fletcher that approximately $10,000 of this appropriation will be required during 1961 to improve the Weller Creek flumes under the Northwest Highway near Benjamin Electric Company, in order to reduce turbulent flow and thereby increase the capacity of these flumes for handling Weller•Creek•flood water. An expenditure of from $ 1,000 to $1,500"is also anticipated for 1961 to connect existing sewers in Lee and Howard Streets. It is Mr. Fletcher's opiftion that the remaining $23,000 in the 1961 appropriation for sewer ex- tension would be a sufficient deposit during 1961 with Cook"'County to pay the $4.00 per foot additional cost of the 54 inch sewer, the balance of the additiaal cost (approximately $30,000 ) to be paid from 1962 appropriations after completion of the sewer anticipated in 1962. "We, your Committee on Sewer, therefore recommend (1) that completion of the plans for the Thacker Street sewer be advanced as rapidly as possibly, in accordance with the proposed alternate plan which would increase the size of the sewer from Third Avenue to the Des Plaines River from 48 inches in diatheter to 54 inches in diameter; and (2). that the expenditure of an amount not to exceed $23,000 from the 1961 Sewer extension appropriation be approved by this Council."
