ADOPT CATERING ORDINANCE: The.Clerk read for the first reading the.above
ordinance. On motion by Alderman Tistle-and seconded by Figard, the Council
placed the ordinance on passage. The motion was then made by Alderman Tistle
and seconded by Figard to adopt the ordinance. .The Mayor put the question
and the Clerk called the roll with the following results: Ayes': Alderman
Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett,
Tistle, Massman, Bell and Jackson. -Nays: None. The Mayor declared the

RESOLUTION TO CONDEMN PROPERTY: The Clerk read the resolution to condemn
part of Des Plaines Countryside Subdivision for park and playground purposes.
The•motion was made by Alderman Massman and seconded by Tistle to adopt the
resolution. The Mayor'put the question and the Clerk called the,roll with
the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff,
Moehling, Flauter, Figard,-Prickett, Tistle, Massman, Bell and Jackson. Nays:

provement and adequate drainage on Touhy Avenue at River Road and Toll
Road was referred to the Board of Local Improvements.
DES PLAINES LUMBER AND COAL CO. IE21'JR REGARDING CAR WASH: The above letter
was referred to the Water Committee.
TO ADVERTISE BIDS FOR REPAIR OF SIDEWALKS: On motion by Alderman Wright and
seconded by Jackson the Council approved to advertise bids for repairing
videwalks.
At Alderman Moehlingts request the Mayor referred to the Sewer Committee the
report of Engineer Fletcher about Thacker Street and other Streets' sewers.
At Alderman Tistle's request the Attorney is to draft alternate parking
ordinance for Pine..Street from Everett to Prospect_ Avenue. •
ADJOURNMENT: The motion was made by Alderman Tures and seconded by

MARCH 6, 1961 at 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
with Alderman Neff, Moehling, Flauter, Figard, Prickett, Massman, Bell,
Jackson, Callaghan, Rateike, Blume, Tures and Wright responding to roll call.

OFFICIAL REPORTS: The Clerk submitted the reports of Comptroller Bach and
Building Comissionerligeideman, for February. Also the annual report of
the Public Library Board. Mr. Fletcher reported of attending a meeting
with the State Highway Officials. Attorney Dowd made a verbalmeport on
two suits and regarding two homes on Circle Avenue.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded
by Rateike to approve the minutes of February 20, 1961. Corrections made
that two liquor applications be referred back to the -License and Inspection
Committees. The motion was voted upon by acclamation.
OPEN BIDS FOR REPAIRS TO WELL NO. 4: On motion by Alderman Massman and
seconded by Callaghan the Clerk was instructed to open the above bids.
The following bids were received:

On motion by Alderman Blume and seconded by Prickett the bids were referred
to the Water and Finance Committees, City E ngineer and Superintendent of

OPEN BIDS PUMP - WELL NO. 6: On motion by Alderman Tures and seconded by
Massman, the Clerk was instructed to open the above bids. The following
bids were received:

On motion by Alderman Wright and seconded by Jackson, the bids were
referred to the Water and Finance Committees, Engineer Fletcher, and
Superintendent of Public Works.
By request, the Clerk is to refer to the Zoning Board regarding the reason
for allowing :Living rooms above and not in rear of store in Commercial
Zoning. Also about 100 persons in Industrial Area.
TWO NEW PATROLMEN: On motion by Alderman Tures and seconded by Jackson
the Clerk was instructed to notify the Police and Fire Commission to
approve two patrolmen.
BOARD OF LOCAL IMPROVEMENTS REPORT: Alderman Rateike, secretary of the Board
of Local Improvements made the following' report: "Your Committee on Streets
and Traffic at a meeting of the Board of Local Improvements referred the
following matter to your committee. Investigate the possibility of a turn
around at the South end of Illinois Street. Also contact the Park Board
for sidewalks' in this area,•also Public Service for road improvements to
their Sub Station. This project to be done at the time SA 175 is being
done. City Engineer will cooperate with you on the above." /s/ I. Rateike, Sec.
The Mayor referred same to the Streets -and Traffic Committee. •
TO ADVERTISE BIDS FOR ELECTRICAL WORK WELL NO. 6: On motion by Alderman
Tures and seconded by Wright, the Council approved to advertise bids for
electrical work for Well No. 6, bids to be returned April 3, 1961.
TO ADVERTISE BIDS PUMP HOUSE WELL NO. 6: On motion by Alderman Tures and
seconded by Wright, the Council approved to advertise bids for pump house
for Well No. -6, bids to be returned April 3, 1961.
APPROVE PRIVATE SANITATION SYSTEM 24.41 SEMINARY ST: On motion by Alderman
Blume and seconded by Massman the Council approved to allow Mrs. Mary Soar

to have a private sanitation system constructed.at 2441 Seminary St. and
operate same until such time as a sewer line,becomes available.
APPROVE SIGN PERMIT: in motion by Alderman Blume and seconded by Massman
the Council approved the application for sign for the American Motel at
Touhy and River Road. Alderman Neff voted "no."
The motion was made by Alderman Neff and seconded by Moehling to have a
committee of five appointed to investigate water expenditures for repair
of wells. The motion.was made by Alderman Rateike and seconded by
Prickett to table the above; The Mayor put the question and the Clerk'
called the roll with the following results: Ayes: Alderman Rateike,
Blume, Wright, Tures, Flauter, Figard, Prickett, Massman, Bell, Jackson
and Callaghan. Nays: Neff and Moehling. The Mayor declared the motion
carried.
APPROVAL OF BILIS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY OF DES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY
CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME.
The motion was made by Alderman Prickett and seconded by Bell to adopt
the resolution. The Mayor put the question and the Clerk called the roll
with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures,
Neff, Moehling,,Flauter, Figard, Prickett, Massman, Bell, Jackson and
Callaghan. Nays: None. The Mayor declared the motion carried.
TO ADVERTISE BIDS FOR BOARD OF HEALTH AUTO: On motion by Alderman Callaghan
and seconded by,Figard, the Council approved to advertise bids for auto for
Health Department, bids to be returned March 20, 1961.
TO INCREASE LIBRARY EMPLOYEES: On motion by Alderman Wright and seconded
by Callaghan the Council approved to have City Attorney draft ordinance
increasing number of Library employees.
ZENON'S CAPITOL HILLS SUB.: The Mayor referred the above plat to the
Municipal Development Committee.
REZONING 2064-2076 DES PLAINES AVE.: The Zoning Board report on the above
was referred to the Municipal Development Committee.
U.S. GYPSUM COMPANY REZONING APPROVED: The Clerk presented the Zoning
Board's report approving the above rezoning. On motion by Alderman Bell
and seconded by Massman, the Council concurred in'the report.
ADOPT ORDINANCE FOR SPECIAL ASSESSMENT NO. 174 ON PAVING: The motion was
made by Alderman Prickett and seconded by Rateike to adopt the ordinance
after the Clerk read it for the secondL'reading.. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman
Rateike,,Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett,
Massman, Bel1,.Jackson and Callaghan. Nays: None. The Mayor declared the
motion carried.
ADOPT U.S. GYPSUM REZONING ORDINANCE: The Clerk read for the first reading
the above, zoning ordinance for Scientific Research and Development
District. On motion by Alderman Rateike and seconded by Massman, the

designating Elm Street, Cora, Riverview extension of Everett as Arterial
Streets. On. motion by Alderman..Prickett and seconded by Wright, the Council
adopted the resolution.
ADOPT RESOLUTION $20,000.00 FOR IMPROVING STREETS: The Clerk read the
resolution for funds for Elm, Riverview and Everett Streets. On motion by
Alderman Figard and seconded by Rateike, the Council adopted the resolution.
ADOPT RESOLUTION $35.000.00 FOR IMPROVING STREETS The Clerk read the
resolution for funds for Illinois, Cora and Riverview Aves. On motion by
Alderman Prickett and seconded by Figard the Council adopted the resolution.
FIRST READING CLASSIFICATION AMENDING ORDINANCE AND ADOPTION: The Clerk
read for the first reading theebove ordinance. On motion by Alderman Prickett
and seconded by RRteike., the Council placed the ordinance on,passage.' The
