water bills. Total $830.89. On motion by Alderman Tures and
seconded by Wright, the Council approved to remove the bills from
the receivables.

and seconded. by Rateike the Council placed the ordinance on passage.
The motion was made by Alderman Wright and seconded by Bell to

CALL TO ORDER: The meeting was called to order by Mayor Herbert
H. Behrel with Alderman Tures, Neff, Moehling, Flauter, Figard,
Prickett, Tistle, Massman, Bell, Jackson, Rateike and Blume re-
sponding to roll call.
APPROVAL OF MINUTES: The motion was, made by Alderman Prickett
and seconded by Blume to approve the minutes of November. 9th,1960.
The motion was voted upon.by acclamation.
OPEN BIDS FOR NEW ROOF ON WAREHOUSE BUILDING: On motion by
Alderman Rateike and seconded by Figard, the Clerk was instructed
to open the bids for the new roof. There were five bids received.
On motion by Alderman Figard and seconded by Massman, the bids

were referred to the Building and Grounds and Finance Committees
and Supt. Warnicke.
OFFICIAL REPORTS: The Junior City Officials made reports for all
the officials. Attorney Dowd had two claims for Central National
Bank and Ann Wietor. They were referred to the Judiciary Committee.
Attorney Dowd made a progress report on two houses on Circle Ave.
CARLSON'S RESUB. On motion by Alderman Bell and seconded by
Prickett the Council approved the above Resubdivision, the Mayor
and Clerk to sign same.
REZONING SOUTHWEST CORNER WOLF AND TOUHY: Alderman Bell reported
on the above rdzoning recommended by the Zoning Board. "We, your
Committee on Municipal Development, therefore recommend property
be rezoned to M=2 upon annexation. Ordinances for annexation and
rezoning are on each. Alderman's desk, and the motion to place them
on second reading will be made later this evening under 'new business.
This report is signed by all members of the Committee and I recommend
concurrence." On motion by Alderman Bell and seconded by Blume,
the Council approved the report. Included in the motion was the
approval of annexing the property rezoned.
REVERE SUBDIVISION PLAT APPROVED: Alderman Bell made the motion
which was seconded by Prickett to approve the plat and Council con-
curred in the motion.
APPROVE VILLAGE PARK ESTATES SUBDIVISION: Alderman Bell made the
following report: "Your Committee on Municipal. Development has
investigated the above and has found property is part of original
Hoover -Mitchell development abutting the Kuntze property. Donations
to Park and School Districts were made in connection with overall
plan along Public Service right-of-way. Three lots have less than
the required frontage but have more than the minimum required
square foot area. We, your Committee on Municipal Development,
therefore recommend Subdivision be approved as shown, Mayor and
City Clerk be authorized to sign plat." On motion by Alderman
Bell and seconded by Blume, the Council approved the report.
LAKEVIEW TOWERS N0.3 PLAT: Alderman Bell made the'following report:
"Your Committee on Municipal Development has investigated the
above and has found subdivision is part of an overall plat submitted
several months ago by Meister-Neibert.Corp'. Council approved that
plat but for the purpose of re -financing, subdivision was split
into small sections which necessitatdd another Council approval.
Petitioner donated a substantial plot to the Park District lake
property as well as a donation to the School District for each
house to be built. Plan Commission has approved the plat. We,
Your Committee on Municipal Development, therefore recommend
approval of subdivision as shown. Mayor and City Clerk be authoriz-
ed to sign the plat." On motion by Alderman Bell and'seconded by
Prickett, the Council approved the report.
On motion by Alderman Tistle and seconded by Rateike, the Council
approved to have the Police and Fire Marshall instructed to prepare
specifications for bids for radio equipment maintenance.
REMODELING REPORT ON BID "A": Alderman Rateike made the follow-
ing report: "Your Committee on Building and Grounds wishes to report
final parnent ,on. bid 'A' of $13,306.00 is on this evening's
registar of accounts payable. This is the final payment on bid
'A'. Contract, price was $75,467.00, total payments $78,169.'00.
This represents $2,702.00 for additional work as authorized by the
Council. These additions were, gas heat conversion,additional
parking lot and sidewalks, additional electrical work, sink and

and shelves. Your committee feels that 314% additions on a contract
of this nature was reasonable."
REPORT REMODELING BID "B". Alderman Rateike made the .following
'report: "Your Committee on Building and Grounds has investigated
the' above and has found that since the awarding of bid 'B' changes
in City Clerk Office personnel, possible changes in administrative
offices andhealth offices, a second look was necessary at bid 'B'.
We, your Committee on Building and Grounds, therefore rdcommend that
$3,793.00 be added to contract as outlined in Timber Construction
Company letter of November 4th, 1960 and approved by our architect,
be authorized." The motion was made by Alderman Rateike and
seconded by Moehling to approve the report. The Mayor put the
question and the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Tures, Neff, Moehling, Flauter,
Figard, Prickett, Tistle, Massman, Bell, Jackson. Nays: None. The
Mayor declared the motion carried.
CHANNELIZATION PLAT FOR MINER-BUSSE: Alderman Jackson made the
followin- g port: "Your Committee on Streets and Traffic has in-
vestigated the above and has found -1) that the attached plat in-
corporates many desirable features. 2) that the plat is very de-
tailed and worthy of considerable study. 3) that the cost of the
project as indicated would be beyond the present ability of the
city to finance. We, your Committee on Streets and Traffic there-
fore recommend 1) that the plat be retained and that the District
Office be informed that we will need more time to study the
desireability of some of the proposed features. 2) that while the
full proposal is under consideration that some of the features such
as channelization_and signalling be initiated as soon as possible."
PARKING ON WALNUT WEST OF LEE STREET: Alderman Jackson made the
following report:We, your Committee on Streets and Traffic recommend
that the present restriction banning parking from the Walnut -
Lee intersection to the alley west of Lee be extended west 1/2
block to Jeannette and that the City Attorney draw the necessary
ordinance." On motion by Alderman Jackson and seconded by Bell
the Council approved the report.
Alderman Tures reported Mileager Well Company is ready to start
operations on Well No. 6.
WHITE STREET STORM SEWER: The motion was made by Alderman Moehling
and -seconded by Tistle to award the bid on installing White Street
storm sewer to the Joe Divito Company and checks from other bidders
be returned. The Mayor put the question and the Clerk called the
roll with'the following results: Ayes: Alderman Rateike, Blume,
Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman,
Bell, Jackson. Nays: None. The Mayor declared themotion carried.
HEALTH ORDINANCE: Alderman Neff made the following report: "Your
Committee on City Code has investigated the above and has found
that the health ordinances of the City of Des Plaines should be
revised so as to grant authority to the Health Inspector to inspect
rooming houses and rental units to make sure that the proper health
standards are maintained therein; also that such health standards
should be defined and set forth in the ordinances. That the alder-
men have appointed 19 citizens and civic leaders from all parts of
the city to act as a Citizens Committee to process the ordinance
revision. We, your Committee on City Code, therefore call the
first meeting of the Citizens Committee for 8:00 P.M. next Monday
night, November 28, 1960, in this room, to commence work. This
is a joint meeting with the City Code Committee and the License,
Health and Inspection Committee but we hope the mayor, city attorney

and all the aldermen will also attend. First drafts of the two
• ordinances which will be considered are on your desks tonight, and
all the citizens of the, Committee have been notified.
SIGN ORDINANCE:, Alderman Blume made the. following report: "Your
Committee on.Building Control and Inspection has investigated the
above and has found that according to a written opinion delivered
by Mr. James Dowd, City Attorney, the City may be found,liable
for injuries resulting from the fall of signs fastened to, or
atop, such buildings which are not over,a sidewalk or street, but
are upon the top or side of a building wherein the public enter.
We, your Committee on Building Control and Inspection, therefore
recommend that the City Attorney be directed to write an amend-
ment to Section # 215 of the City Code concerning signs so there
will be an annual license fee for the inspection of the afore-
mentioned signs. It is also recommended that the Building Inspection
Department inspect these signs periodically so that,the public will
not be in danger." On motion by Alderman Blume and seconded by
Massman, the Council approved the report.

APPROVAL OF BILLS: Alderman Prickett presented the following
resolution:

adopt the resolution. Alderman Prickett requested the $2,000.00
check for relief firemen be changed to $1,200.00 and twenty two cents
sales tax be deducted from check No. 493 to Ampress Brick Co.

TRANSFER $53,000.00 FROM SALES TAX TO WATER ACCOUNT: On motion by
Alderman Prickett and seconded by Bell, the Council approved to
transfer the above fund.
BOARD OF LOCAL IMPROVEMENTS: Alderman Rateike reported that bid
on S.A. 171 for Westfield Garden sewers total $56,736.50 was
awarded to D. L. Amici, Melrose Park, Illinois. On S.A.174, Elm
St., Riverview Ave. and Everett St. sewers and street surfacing
total $58,290.07 a public hearing January 5, 1961 at 8:00 P.M.
REZONING DENIED LOTS 2 & 3 LAGERHAUSEN DIV.: The Clerk read the
Zoning Board report on the above, which was denied. At Alderman
Bell's request, the Mayor referred the recommendation to the
Municipal Development Committee.
ADOPT ORDINANCE IMPROVEMENT OF ROADWAYS IN SUBDIVISIONS: The
Clerk read for the second reading the above ordinance. The motion
was made by Alderman Massman and seconded by Jackson to adopt the
ordinance. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Rateike, Blume,
Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman,

Alderman Moehling and seconded by Massman, the Council approved to
advertise for cleaning 600 to 700 catch basins.
On motion by Alderman Moehling and seconded by Alderman Neff,
the Council approved to have the City Attorney draft an ordinance
to annex the west half of Mt. Prospect Road from Algonquin to
Thacker St.
Alderman Jackson requested the removal of 3 hour parking on Mill
St. and the Mayor referred same to the Street Committee.

aside as Youth Appreciation Week by the City Council of Des Plaines;
Whereas, they, the Mayor, the Optomists,.the Elks, the Jaycees,
The Times, the Journal and other organizations have cooperated with.
every effort possible; Whereas they have all given unselfishly of
their time. Let it be resolved that we, as Junior City Officials,
thank all who Wave made. this week a meaningful and rich experience.
Let it further be resolved that this Youth Appreciation Week be
continued for the years to come so. that our youth can see how their
city government operates and may. benefit from this knowledge."

CALL TO ORDER: The meeting was called to order by Mayor Herbert

_OFFICIAL REPORTS: The Clerk submitted the report of the Building
Commissioner Weideman for November.
Attorney Dowd informed the Council he received notice of a suit
on rezoning at 1997 Ash Street. The Mayor referred same to the
Judiciary Committee.
Attorney Dowd reported he had checked the Bouton Foster lease and
found they were not liable for the roof repairs.
Alderman Bell reported on investigation of rezoning recommendation
denying the rezoning of Lot 2 and 3 in Lagerhausen's Subdivision.
Alderman Bell made the motion which was seconded by Blume to
deny the rezoning and approve the Zoning Board recommendation
denying the rezoning. The Council approved the report.
REZONING TOUHY-S00 RAILROAD-ESTES AVE: Alderman Bell made the
following report: "Your Committee on Municipal Development has
investigated the above and has found Zoning Board has approved
rezoning to C-2. Property does not lend itself to residential
(R-2) zoning and proposed buildings are far more attractive and
less objectionable than multi -family for this area. Petitioner
has agreed to plant screening shrubs on 30 foot property line,
adjoining residential property. Petitioner has donated approxi-
mately 20% of property for.park usage and will dedicate portions
