On motion by Alderman Bell and seconded by Callaghan the application was referred to the Zoning Board of Appeals sitting as a Commission to call a hearing. CHAPMAN-and CUTLER LETTER -MT. PROSPECT SEWER: The Clerk read the above letter about City sewer connected to Citizens Utilities Company sewer. Mayor Behrel is contacting Chapman and Cutler so the letter was placed on file for later reference. LAKE VIEW TOWER SUBDIVISION NO. 3: The above plat was referred to the Plan Commission. GOLF RIDGE APARTMENTS PLAT: The above plat was referred to the Plan Commission. The City Clerk requested the sign ordinance be referred to the City Attorney to investigate if City -is liable for signs placed on buildings but not over City property but where the public enters the building. Alderman Figard presented an award to the City for participating in the 125th Anniversary. Alderman. Callaghan requested the City Clerk to write to Mr. kunze regarding the money due the City for Weller Creek maintenance. Behrel who presided with Alderman Tures, Wright, Neff, Moehling, Flauter, Figard, Prickett, Bell, Jackson, Rateike and Blume respond - Eng to roll call. =2=_ 11/7/60 APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded byFigard to approve the minutes, of October 17, 1960. The motion was voted upon by, acclamation. OPEN BIDS ON WHITE ST. SEWER: On motion by Alderman Prickett and seconded by Figard the Clerk was ,instructed to open the above bids. The following bids were received:: Joe DiVito, Des Plaines 8,119.55 Rosetti Const. Co.., Chicago 8,426.50 A. Scully & Sons, Chicago 8,830.25 On motion by Alderman Prickett and seconded by Blume, it was de- cided to refer the bids to the Water. and Finance Committees, Engineer and Superintendent of Public Works. OFFICIAL REPORTS: The Clerk submitted the reports of the. Treasurer and Building Commissioner for October; also the same month's report of.receipts and disbursements from Comptroller Bach. Alderman Callaghan appeared at this time. Engineer Fletcher made a: report about payment of sidewalks across C. and N•.W, Railway at Mt. Prospect Road. He is.to contact -the railroad company again in regard to same. Attorney Dowd reported on two houses on Circle Avenue and Council granted him permission to ask for two weeks delay. The hearing was to be November 14th. UNITED MOTOR COACH R•OZONING: Alderman Bell reported the following: "Your Committee on Municipal Development has investigated the above and has found matter was considered es Zoning Board recommended, C-3 zoning be denied. Due to error, request had been for C-2 which zoning board approved. Municipal Development recommended denial of C-3 zoning in view of above information. We, your Committee on Municipal Development, therefore recommend, in view of the .fact C-2 was approved by Zoning Board and C-3 was not actually requested previous recommendation be reversed and C-2 be approved and or- dinance be placed on first reading." On motion by. Alderman Bell and seconded by Figard., the Council approved the report. REZONING SOUTH SIDE GOLF ROAD WEST OF MT. PROSPECT RD. Alderman Bell made the following report: "Your Committee on Municipal Develop- ment has investigated the above and has found Zoning Board has re- commended request be denied. Property owners in area purchased homes understanding area was zoned single family residential. Property is now being used for refrigeration business, buta fruit,stand and Tastee-Freeze operation are contemplated. We, your Committee on Municipal Development, therefore recommend request for C-2 zoning be denied." On motion by Alderman Bell and seconded by Jackson, the Council approved the report. TO ADVERTISE FOR BIDS FOR NEW ROOF ON BUILDING FORMERLY OCCUPIED BY BOUTON FOSTER COMPANY: On motion by Alderman Rateike and seconded by Blume, the Council approved to advertise for bids on above building and Supt. Warnicke is to draft the specifications. Bids to be returned November 21st. On motion by Alderman Bell and seconded by Rateike, the lease of Bouton Foster is to be checked to see if that company was to make the repairs. Alderman Rateike reported he had received prices from two companies for office equipment for police department. The motion was made by Alderman Rateike and seconded by Tures to,purchase the equipment from Ogden Supply Corporation. LEE STREET LIGHTS: Alderman Rateike reported that the majority of property owners do not want the street lights at this time on Lee St. OAKTON STREET LIGHTS: On motion by Alderman Rateike and seconded by Figard, the City Attorney was instructed to draft an ordinance for Oakton Street lights. Alderman Rateike requested that City Engineer prepare specifications for sewer in Bell -Aire Subdivision. AWARD WELL NO. 6 BID TO MILAEGER WELL AND PUMP CO. Alderman Tures made the following report. "Your Committee on Water has investigated the above and has found the lowest bidder to be Milaeger Well and•Pump Company. We, your Committee on Water, therefore recommend that the contract to drill Well No. 6 be awarded Mileager Well and Pump Co. for the amount of $49,250.00 if it is not necessary to shoot the well, or $79,250.00 if shooting the well is necessary. Bonds of unsuccessful bidders to•be returned." The motion was made by Alder- man Tures and seconded by Figard to approve the report. The Mayor put the question and the Clerk called the roll with the following results: 'Ayes: Alderman Rateike, Blume, Tures, Wright, Neff, Moehling, Flauter, Figard, Prickett, Bell, Jackson and Callahan. Nays: None. The Mayor declared the motion carried. ELIMINATE 16%L rate from WATER BILLING: Alderman•Tures made the following report: "Your Committee on Water has investigated the above and has found the 16%$ rate for water in excess of 20,000 cubic feet used is no'longer feasible due to the fact that it is costing the city between 14$ and 15$ to pump 800 cubic feet. Mr. Dowd advises that there is noting in the bond issue ordinance to prevent the city from raising its rates. It would also add about $12,000.00 in revenue each year. We, your Committee on Water, therefore, recommend that the 16r, rate be eliminated." On motion by Alderman Tures and seconded by Wright, the Council concurred in the report and the City Attorney is to draft an ordinance. SCHOOL DISTRICT NO. 59 ELK GROVE TO RECEIVE CITY WATER:, Alderman Tures reported the following: "Your Committee on Water has in- vestigated the above and has found the school to be served with water is within 500 feet of existing water line. A large percentage of students attending this school are residents of Des Plaines. We, your Committee, therSfore recommend City serve this school with water at the outside the city rate." On motion b'' Alderman Tures and seconded' by Figard, the Council approved the report. ZAYRE DEPT. STORE APPLICATION FOR SIGN DENIED: Alderman Blume made the following report: "Your Committee on Building Control has investigated the above and has found: "Application is for the erection of six letters to form a sign atop store; each letter to be approx- imately 12' X 15' or 180 square feet and illuminated . We, your Committee on Building' Control and Inspection therefore recommend that the request for the sign permit be denied as the size re- quested is unrealistic." On motion by Alderman Blume and seconded by Bell, the Council concurred in the report. BUTLER BROS. SIGN APPROVED: Alderman Blume made the following report: "Your Committee on Building Control and Inspection has investigated the above and has found original application was for sign of 352• square feet to be placed opposite Maine High West. Petitioner has agreed to change request to a sign of 132 square feet and to relocate sign 50' west of Wolf Road and approximately 100' south of Oakton • -4- 11/7/60 so as not to detract from the high school building. The property is zoned C-2. We,our.Committee on Building Control and Inspection 'therefore recommend`rthat the petitioner be granted a building permit for the construction of said sign." On motion by Alderman Blume and seconded by Rateike, the Council approved the report: SIGN APPLICATION DENIED GOLF AND MT. PROSPECT ROAD: Alderman Blume made the following report: "Your Committee on Building Control and Inspection has investigated the above and has found request is for an illuminated sign of a single surface 12' X 10' or 120 square feet. The property is zoned residential although there are no homes in the vicinity which would be affected. The property is not owned by the builder who wishes to erect the sign. However, permission has been granted by the owner of the,property.- We, your Committee on Building Control and Inspection, therefore recommend that because the petitioner has not met the requirements for erecting a temporary sign to advertise real estate in a residential zone, the application be denied." On motion by Alderman Blume and seconded by Callaghan, the Council concurred in the report.. LIBRARY EMPLOYEES: At request of Alderman Wright, the City Attorney is to check regarding Library. Board appointing their employees but placing them on the Civil Service as of present. YOUTH APPRECIATION WEEK NOV. 14: Alderman Flauter reported on Youth Week and each Alderman received a form of information. PROPOSED POLICY STATEMENT: Alderman Neff submitted the above state- ment. The motion was made by Alderman Neff and seconded by Moehling to adopt the statement. After considerable discussion with the. Mayor requesting Alderman Prickett to take the chair so he could voice his objection to the policy, the Mayor put the question. The motion was declared lost by the Mayor after a voice vote. APPROVAL 0F'BILLS: Alderman Prickett submitted the following resolution: BE IT RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND HERE- BY ARE AUTHORIZED TO MAKE PAYMENT FOR'SAME TOTAL: $45,408.80.
