Engineer and Superintendent of Public Worksto Check the bids. After re-
convening, Alderman Jackson made the motion, which was seconded by Bell to
award the bid to the Arrow Road Construction Company for $7,955.50 and
return others bidders' checks. The Mayor put the question and the Clerk
called the roll with the Aldermen Rateike, Blume, Tures, Flauter, Figard,
Tistle, Massman, Bell and Jackson voting "aye."
MINER AND BUSSE PLAT FROM STATE HIGHWAY DEPARTMENT: The above plat presented
by Superintendent Wernicke regarding traffic channeling w as referred to
the Street Committee and Traffic Commission.
Alderman Bell requested that the City Attorney investigate regarding the
Auto Shop or Junk Yard on the southwest corner River Road and Tofhy Avenue
TRAFFIC LIGHTS AT WOIF AND THACKER: Alderman Jackson reported the following:
"Your Committee on Streets and:Traffic has investigated the above and has
found that lights on this corner are desirable and necessary. We, your
Committee on Streets and Traffic, therefore recommend that the City Engineer
request permission to use motor fuel tax funds for this project and submit
the necessary specifications to the State." On motion by Alderman Jackson
and seconded by Massman the Council concurred in the report.
WELL NO. 6: Alderman Tures made the following report: "Your Committee on
Water -Finance has investigated the above and has found that the drilling of a
new well is of the utmost importance regardless of where the money is to
come from. Mr. Warnicke is of the opinion that the new well is a must and
should be started immediately. We, your Committee on Water -Finance, there-
fore recommend that we advertise for bids for the d'illing of a new well,
bids to be returnable October 17, 1960." On motion by Alderman Tures and
seconded by Figard, the Council concurred in the report.

The Clerk called the meeting to order, due to Mayor Behrel being in the
hospital and on motion by Alderman Figard and seconded by Tures, the
Council appointed Alderman Prickett Mayor pro tem.
The Clerk called the•roll with Alderman Blume, Tures, Wright, Neff, Moehling,
Flauter, Figard, Prickett, Tistle, Massman, Bell and Jackson responding.
APPROVAL OF MINUTES:, The motion was made by Alderman Tiatle and seconded
by Tures to approve the minutes of September 19, 1960. The motion was voted
upon by acclamation.

OFFICIAL REPORTS: The Clerk submitted the reports of the.Building Commissioner,
Health Officer and Nurse and Welfare for September.
Superintendent Warnicke reported a report of complaints of Birch Street being ,
closed. The Mayor pro tem referred the matter of the undedicated parts of
Birch Street to City Attorney and City Engineer.
Attorney Dowd read a letter which he sent to the owner of the two uncompleted
buildings on Circle Avenue and suggested the Council appoint an attorney to
go to the Circuit Court regarding demo idhing the buildings. The motion
was made by Alderman Bell and seconded by Massman to retain Attorney Dowd.
The Mayor pro tem put the question and the Clerk called the roll with the
following results: Ayes: Alderman Blume, Wright, Tures, Neff, Moehling,
Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson. Nays: None. The
Mayor pro tem declared the motion carried.
The motion was made by Alderman Tistle and seconded by Massman that the fire
department board up the buildings. The Mayor pro tem put the question and
the Clerk called the roll with the following results: Ayes: Alderman Blume,
Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman,
Bell and Jackson. Nays: None. The Mayor pro tem declared the motion carried.
Attorney Dowd made a progress report on Touhy-River Road Auto -Junk Yard.
DISCONNECTION OF LAND - POTTER AND GOLF ROADS: Alderman Bell made the
following report: "Your Committee on Municipal Development has investigated
the above and has found property was annexed with recent Bel -Aire Sub-
division. According to ordinance, property became zoned single-family
residential upon annexation. Petitioner requested rezoning to multi -family
and commercial and was refused by both the Zoning Board and the City Council.
Petitioner then filed suit'for disconnection and Council voted not to oppose
on the basis that property would be residential in the County and objectors
would have another opportunity to state their case.. We, your, Committee on
Municipal Development, therefore, recommend petition to disconnect by
ordinance be denied since this might be construed as sanctioning rezoning as
this is the only reason for requesting disconnection." On motion by Alderman
Bell and seconded by Blume the Council concurred in the report.'
APPROVAL OF BILLS: Alderman Bell presented the following resolution:

and the Clerk called the roll with the following results: Ayes: Alderman
Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle,
Massman, Bell and Jackson. Nays: None. The Mayor pro tem declared the
motion carried.
A letter from J. P. Tuthill, District'' Engineer, was read concerning speed
between Lee Street and River Road on Oakton St, and another survey will be
made.
AGREEMENT EIECTRICAL ENERGY TRAFFIC LIGHTS AT N.E. AND S.E. CORNERS NT.
PROSPECT ROAD AND NORTHWEST HIGHWAY: On motion by Alderman Massman and
seconded by Figard, the Mayor pro tem and Clerk were authorized to sign the
agreement.

RESOLUTION TO PURCHASE PROPERTY TO EXTEND BROWN ST.: The Clerk read the

Wright, Tures, Neff, Moehling, Flauter, Figard, '.Prickett, Tistle, Massman,

EXTENSION OF-WESTGATE ROAD LETTER FROM K. G. MEYER: The Clerk' read the
following letter: "The Board of Education owns approximately 11-1/2 acres
of land, part of the property bounding on Thacker St. and part on Mt. ;Prospect
Road, and the Board is negotiating with the owner of certain lands north of
and contiguous -to said'school site for the purpose of making an exchange of
lands, and -at the same time to provide for the extension of Westgate Road
southerly to Thacker Street.
"I am enclosing a survey, and the lands colored in yellow and red are
now owned by the School Board. The lands colored in blue and brown are
owned by A. F. D aegling.• Under the negotiations now pending. the School
Board will convey to Daegling the lands colored in red in exchange for
Daegling's land colored in blue, and the School Board and Daegling would
then dedicate the necessary lands to permit the extension of Westgate Road.
"There is one complication in this transaction and that is acquiring title
to the lands colored in green, which is owned by the Commonwealth Edison
Company in connection with their power line.
"Negotiations have been had with the Commonwealth Edison Company and they
have indicated that they are willing to dedicate to the City the lands
marked in green for street purposes and the question that the Board'of
Education would like answered favorably by the City is that the City would
pay the cost of curb, gutter and paving of the portion marked in green, and
it would be up to the School Board and Daegling to stand the expense of
improving the remainder of Westgate Road south from the Commonwealth Edison
property line.
"The matter Of the extension of Westgate Road south as proposed in the
enclosed plat, has been before the Man Commission and they are in favor of
extending Westgate Road as outlined in this letter and the plat enclosed.
"Will you please have this matter referred to the appropriate committee of
the City Council as the decision of the City in this matter would have an
important bearing on the ultimate exchange being wotked out for the •
benefit of the School Board. I will appreciate being invited to the
committee meeting that considers this problem." The letter was referred
to the Municipal Development and Street Committees.
