T nrich City Cle REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE CITY HALL, COUNCIL ROOM, SEPT.' 6, 1960, AT 8:00"P.M. CALL TO.ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Rateike, Blume, Tures, Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell and Jackson responding to roll call. APPROVAL OF MINIMS: The motion was made by Alderman Prickett and seconded by Wright to approve the minutes, of August 15, 1960. The motion was voted upon by acclamation. OPEN BIDS ON FUEL OIL: ,On motion by Alderman Rateike and seconded by Tistle, the Council instructed the City Clerk to open the fuel oil bids. Twelve bids were received and on motion by Alderman Prickett and seconded by Bell the bids were referred to the Building and Grounds and Finance Committees and Supt. Wernicke. OFFICIAL REPORTS: The Clerk submitted the reports of the Building Commissioner - and City Clerk for August. Engineer Fletcher reported he had the plans for widening Touhy Avenue and due to a drainage condition requested it be referred to the Sewer Committee and the Engineer for study.. Chief Kolze presented maps to all the Aldermen showing the Fire District Areas. Supt. Wernicke reported of discussing the Weller Creek flooding report with the Engineer of North Eastern,Illinois Plan Commission and of a meeting for the City Officials attending regarding same. Attorney Dowd made several reports on fowl and animals in new annexed area. On his report on trampolines, there was considerable discussion. The attorney is to write to the owner of the business, a letter regarding a time limit. The Mayor referred to the Code Committee if trampolines are to be allowed in C-2 area. Alderman Tistle called,a meeting on Fire District Contracts for September 15 at 7:30 P.M. Alderman Rateike reported about air conditioning the entire City Hall and re- quested if Council desired to have prints made up by John Geiger at a cost of about $300.00. On motion by Alderman Bell and seconded by Moehling he was granted permission to have the prints made so the costs would be included in the 1961 appropriation. APPROVE ILLINOIS TOOL DRIVEWAY:Alderman Jackson reported the following: , "Your Connittee on Streets and Traffic has investigated the above and has found that the requested driveway does not present a traffic problem, that the County has issued a permit #2-2713 for'the proposed driveway. We, your Committee on Streets and Traffic, therefore recommend that a permit be issued for one 22 foot driveway approximately 4601 north of Howard St. on Mt. Prospect Road." On motion by Alderman Jackson and,.seconded by Bell the Council approved the report. TO ADVERTISE BIDS FOR PAVING LAUREL AVENUE: On motion by Alderman Jackson and seconded by Figard the Council approved to.advertise bids for paving Laurel Avenue with bids to be returned at the adjourned meeting September 26. ARROW ROAD CONSTRUCTION CCMPANX AWARDED BID:: The motion was made by Alderman Wright and seconded by.Flauter.to.award.the.bid on resurfacing Parking Lot # 5 to the Arrow Road Construction Company for $2,545.00, with the other checks to be returned. Alderman Neff and seconded by Moehling, the Council approved the Judiciary Committee report on discontinuing the Presses case with Park Ridge. APPROVAL OF BILLS: Alderman Prickett made the following resolution: BE IT SOLVED BY THE CITY C' DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MARE PAYMEN FOR SAME: TOTAL: $21,907.77. (A copy of the resolution was placed before each Alderman and on file with the City Clerk) The motion was made by Alderman Prickett and seconded by Figard to adopt the resolution. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell and Jackson. Nays: None. The Mayor declared the motion carried. On motion by Alderman Moehling and seconded by Rateike , the Council approved to allow Alderman Moehlingis Committee to work with Committees of other cities re- garding complaints of low flying planes. Alderman Figard•thanked all the, officials for their help in celebrating the 125th Annivergy. The Mayor is to write several thank you letters. J. Pt, TUTHILL LETTER1. The Clerk read the following letter: "Andwers to the three items which you brought up in your lettdr of August 18, 1960 are as follows: 1. Inasmuch as the intersection of Wolf and Thacker is entirely within the corporate limits of.Des Plaines, this Division would not participate in the cost of installing signals. You were informed in our letter of June 27th that we would approve a Motor Fuel Tax Resolution for signals if submitted by the City. A recent count made at Touhy and Lee Streets showed sufficient traffic through the intersection which would warrant our placing this intersection on our 1961 list for signalization at our expense. 2. Our records show,that Touhy Avenue between Dee and,River Roads warrants a 45 M.P.H. posting and our field forces are being instructed to get the proper signs up as soon as our work schedule permits. 3.It will be necessary to conduct several speed studies on Wolf Road between Algonquin and Howard Streets, to see if a reduction in the posted 35 M.P.H. limit which exists between Oakton and Algonquin is warranted. Our records do, not show that the section of Wolf Road between Oakton and Howard was ever speed zoned. However, a survey will be made in this section also, and you will be informed of the results. " /s/_J.P. Tuthill - District Engineer 9/6/60 The motion was made by Alderman Prickett and seconded by Figard that Supt. Wernicke and Engineer Fletcher proceed on Wolf and Thacker traffic lights. After discussion and on motion by Alderman Bell and seconded by Tures, it was referred to the Streets Committee. Traffic Commission made a report recommending making Bittersweet Court a one-way street going north. On motion by'Alderman Tistle and seconded by Bell the Council approved the report and City Attorney to draft the ordinance. ZONING VARIATION ASH AND HOWARD STREETS: The Clerk submitted a zoning variation application for re -hearing on .the opinion of Zoning Board on July 14,.1960. On motion by Alderman Figard and seconded by Blume,, the application was referred to the Zoning Board of .Appeals tocalla hearing sitting as a commission. ADOPT ALLEY VACATION ORDINANCE: The Clerk read for the second reading the vacation of alley ordinance. The alley laying north of Princeton and east of Wolf Road (about 12 square feet). The motion was made by Alderman Rateike and seconded by Bell to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell and Jackson. Nays: None. The Mayor declared the motion carried. ADOPT RESOLUTION TO CONSTRUCT STREET ENTRANCE - RAM ROAD: The Clerk read the above resolution which was presented by Engineer Fletcher, psi motion by Alderman Prickett and seconded by Tistle, the Council adopted the resolution. REZONING APPLICATION POTTER AND BALLARD ROAD: The Clerk submitted a rezoning application to rezone from .R-2.to.R-4 on the southwest side of Potter abd Ballard Roads. On motion by Alderman Tures and seconded by Blume, the application was referred to the Zoning Board of Appeals, sitting as a Commnission., to call a • hearing. FIRST READING OF TEMPORARY SIGN ORDINANCE: The Clerk read for the first reading the above ordinance. The motion was made by Alderman Blume and seconded by Rateike to place the ordinance on passage. The motion was approved by acclamation but Alderman Moehling and Neff voted "no". The motion was then made by Alderman Blume,find seconded by Tures to adopt the ordinance. The motion was made. by Alderman Bell and seconded by Neff to amend the ordinance by changing from.3 years to 1 year. This motion was adopted by acclamation. The Mayor then. put the question to vote an the ordinance as amended. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, B lune, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell and Jackson. Nays: None. The Mayor declared the motion carried. PETITION TO DISCONNECT AT POTTER AND GOLF ROADS.: The Clerk -submitted the above petition for disconnection. The Mayor referred the petition to the City Attorney. TEMPORARY SIGN APPLICATION FIFTH AVE. AND RAND.ROAD: Alderman Blume presented the above application. On motion.by Alderman'Blume and seconded by Prickett that the temporary sign permit be not issued until the temporary sign ordinance will be in effect, was approved by the Council. Alderman Neff voted "no." TEMPORARY SIGN APPLICATION CAPITAL HILLS SUBDIVISION: The Council approved the motion made by Alderman Blume which was seconded by Prickett that the sign application be granted but not issued until the temporary sign ordinance is in effect. Alderman Neff voted "no." LOT 5 WHITCOMB'S SUBDIVISION PLAT: The above plat was referred to the Plan Commission. RE9UEST FOR LIQUOR LICENSE: The Mayor received a request for -Restaurant Liquor License from Des Plaines Motor Inn. The application was referred'to the License -4- 9/6/60 and Inspection Committee. The Mayor made a progress report regarding the City's taking legal action on the Cook County Zoning Amendment. PETITION REGARDING USE CF HARDING AVENUE: The Mayor received a petition from five companies regarding use of Harding. Avenue, for traffic. The Mayor referred the petition to the Streets and Traffic Committee. PETITION FOR SIDEWALKS ON HOWARD STREET: On motion by Alderman Tistle and seconded by Wright, the petition for sidewalks to be installed as requested, was granted. Alderman Neff did not vote. SEWER ON WHITE ST.: At the request of Alderman Bell, sewer condition on White Street south of Everett was referred to the Sewer Committee. Alderman Neff appeared at this time. APPROVAL OF MINUTES: On motion by Alderman Blume and seconded by Massman, the Council approved the minutes of September 12th meeting after one correction of including a no vote made by Alderman Neff on adoption of temporary sign ordinance. OFFIC IAL REPORTS: The Clerk submitted the report'of Treasurer D. Eichner for - A ugust. Alderman Rateike reported oh seven items totalling 058.00 as extras on the remodeling. The motion was made by Alderman Rateike and seconded by Bell to -approve the items for payment. SUBURBAN OIL COMPANY AWARDED FUEL OIL CONTRACT: The motion was made by Alderman Rateike' and seconded by Bell to award the Suburban Oil Company the fuel oil contract at 3.4 cents less. The Mayor pro tem put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Prickett, Tistle, Massman, Bell, and Jackson. Nays: None. The Mayor pro tem declared. the motion carried. Alderman Rateike reported the Police Station open house would be on October 23rd, 1960. AIR CONDITIONING: Alderman Rateike reported that the Architect's fee for air conditioning the. City Hall would, be about $2,500.00.
