Fifth Avenues, and on a motion by Alderman Tietle and seconded by Prickett the Council concurred in resolution for quit -claim deed. ADOPT ELMHURST ROAD RESOLUTION. On a motion by Alderman Prickett and seconded by Bell the Council adopted resolution for construction watermaits, storm sewer and sanitary sewer on east side Elmhurst Road from Dempster Street north for 1123 Feet. ADOPT KATHLEEN DRIVE RESOLUTION. On a motion by Alderman Bell and seconded by Blume the Council adopted resolution for construction street pavement on Kathleen Drive to connect Elmhurst Road and sidewalk in Elmhurst Road from Dempster Street -for 1123 Feet north. ADOPT RAND ROAD RESOLUTION. On a motion }?y Alderman Bell and second by Prickett the Council concurred adoption of resolution to construct water main and storm sewer on north side Rand Road east of Wolf Road. The Mayor referred Safety Council letter to Parking Lots Committee. ZONING APPLICATION WEST MT. PROSPECT ROAD ON GOLF ROAD. On a motion by Alderman Massman and second by Bell the Council concurred, referral of zoning application to Zoning Roard of Appeals sitting as a Commission to call a hearing. POTTER -GOLF DISANNEXATION. On a motion by Alderman Tistle and second by Figard the Council concurred to reconsider rezoning of southwest corner Potter and Golf Roads due -to disannexation suit. PROTEST REZONING GROVE AND RAND ROAD. On a motion by Alderman Blunie and second by Rateike the Council concurred in protesting rezoning at Grove and Rand Road to be written by City Attorney. CALL TO ORDER: The meeting was called to order by Major Herbert H. Behrel with Alderman Jackson, Rateike, Blume, Wright, Moehling, Flauter, Figard, Prickett, Tistle responding to roll call. Alderman Bell and.Massman are on vacation. -2 - APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Tistle to approve the minutes of A ugust 1, 1960. The motion was voted upon by acclamation. OPEN BIDS FOR REPAIRING PARKING LOT NO. 5: On motion by Aldermein Figard and seconded by Jackson the Clerk was instructed to open the above bids. Skokie Valley Asphalt Co. 0,545.00 3,090.00 ' On motion by Alddrman Rateike and seconded by Wright the bids were referred to the Parking Meter and Finance Commission, Superintendent of Public Works and the City Engineer, to report back at the September 6th meeting. OFFICIAL REPORTS: The Clerk submitted the reports of the Treasurer and Clerk for July, also Superintendent Warnickets report on Elm Tree disease. Engineer Fletcher requested a meeting with the Board of Local Improvements regarding Oakton and tee Street lights. DISCONNECTION' OF PROPERTY: Alderman Blume made the following report on Golf and Potter Road disconnection case: "Your Committee on Municipal Development has investigated the above and has found property is zoned wingle family in Des Plaines and petitioner is suing for disconnection in order to obtain multi -family and commercial zoning. If disconnected, property would auto- matically become single family residential in the County. City would have the right to protest rezoning if again resubmitted to the County Zoning Board. We, your Committee on Municipal Development, therefore recommend the City not contest suit for disconnection." On motion by Alderman Blume and seconded by Rateike, the Council concurred in the report. COUNTY REZONING SOUTHEAST CORNER TOUHY AND WOLF ROADS: Alderman Blume made the following report: "Your Committee on Municipal Development has investigated the above and has found property is not within the city limits but is con- tiguous and within our mile and one half jurisdiction. Property is bounded by farmland on the south and east, M-1 on the west and the toll road on the north. Property is in line with proposed O'Hare runway. County Zoning Board has granted the city ten days in which to file an objection. We, your Committee on Municipal Development, therefore rfcommend no objection be filed and Zoning Board be permitted to render a decision as they see fit." Subdivision was previously approved as part of a larger plat but is now being re -submitted as smaller units for purposes of financing. Petition has donated property to Park District and cash to the School District. We, your Committee on Municipal Development, therefore recommend subdivision of 44 lots be approved as shown. .Mayor and City Clerk be authorized to sign plat." Subdivision has been approved by the Plan Commission. Donations to schools and Park have been previously acceptable to the Council. Subdivision consists of 39 lots of single family residential. We, your Committee on Municipal Development, therefore re- commend the Council approve subdivision as platted upon receipt of written promise to install sidewalks on rear of double frontage (there are 5 lots on Mt. Property is part of Miller Subdivision (40 lots) previously approved for school and park donations. All lots are single family residential and meet the square foot requirements of that zoning. We, your Municipal Development Committee, therefore recommend approval of -subdivision as shown. Mayor and City Clerk be a uthorized to sign plat." This is part of Miller -Deutsch property -recently annexed by City and donations to Park and School districts were acceptable. Pian Commission has approved subdivision. We, your Committee on Municipal Development, therefore recommend approval of subdivision as shown upon written consent to provide sidewalks at the.r ear of the three double frontage lots on Algonquin.In addition to regular sidewalks in front of lots. DRIVEWAY REQUEST SOUTHEAST CORNER ROUTE 83 and 58. Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found.l) that the driveways as indicated on the attached plat do not constitute any threat to the safe movement of traffic.' 2) that according to the attached plat that no provisions have been made for sidewalks even though this gas station will be located near substantial commercial interests. 3) that we have no evidence of state approval of these driveways. We, your Committee on Streets and Traffic, therefore recommend that the four requested driveways (35 feet) be approved and issued subject to the followings 1) written agreement from the petitioner (Pure Oil Company) to provide a 10 foot sidewalk along route 83 and route 58 prior to the opening of their gas station. 2)• that the permits not be issued until -Pure Oil supplies evidence of having received state approval of these driveways." On motion by Alderman Jackson and seconded by Tistle, the Council concurred in the report. Alderman Rateike made a, progress report on fire district contracts. Alderman Rateike reported that they decided to enlarge the police parking lot at a cost of $347.00 and asked Council approval. The motion was made by Alderman Rateike and seconded by Moehling to approve the expenditure. EVERETT ZANE STREET LIGHT PETITION: Alderman Jackson reported the following: "Your Committee on Streets and Traffic has investigated the above and has found 1) that the majority of residents expressing themselves wish toletain the street light. 2) that Marshall of Police Kennicott feels that in general street lights are a safety factor relative to traffic, accident and c rime prevention. We, your Committee on Streets and Traffic, therefore recommend that the street light remain where it is." On motion by Jackson and seconded by Blume, the Council concurred in the report. Supt. Wernicke reported the Public Service was checking about changing the wiring. PARKING AT TOWNHOUSES ON MANNHEIM AT EVERETT AND PROSPECT: Alderman Jackson made the following report: "Your Committee on S treets and Traffic. has in- vestigated the above ana has found 1) that part of the parkway along the stretch involved has been blacktopped. 2) that vehicles parked on this blacktopped section stick out into the street and r educe its effective width by one lane. 3) that adequate off-street parking exists for residents and visitors to the rear of.the townhouses. We, your Committee on Streets and Traffic L there- fore recommend that the City Engineer and the Supt. of Public. Works be requested tow rite a letter to the proper authorities to see if the present use of the parkway for parking was approved." Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found that State District Engingeer Tuthill has run a traffic count on this intersection and feels that full traffic -actuated signals are warranted. We, your Committee on Streets and Traffic, therefore recommend that City Engineer Eletcher be instructed to w rite to the appropriate State , County and tollway authorities regarding the possibility of splitting the cost of the traffic light installation." On motion by•Alderman Jackson and seconded by Tistle the Council concurred in the report. AWARD BID FOR REPAIRS ARTERIAL AND NON -ARTERIAL STREETS: The motion was' made by Alderman Jackson and seconded by Rateike to award the bid for the above street repairs to Skokie Valley Asphalt Company for.$2,649.40, on arterial streets and $27,068.52 for non -arterial streets. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Moehling, Flauter, Figard, Prickett, Tistle, Jackson, Nays: None. The Mayor declared the motion carried. MINER STREET PARKING: Alderman Jackson r eported on diagonal parking on Miner Street. The motion was made by Alderman Jackson and seconded by Neff to - abolish diagonal parking on the north side of Miner Street and change to parallel parking on recommendation of the Traffic Commission. The motion was voted upon by acclamation and Superintendent Warnicke was instructed to make the necessary changes. Alderman Neff reported a meeting of the Code Committee on Park Ridge Prassas Case August 30th at 8::00 P.M. and the Council as a Committee of the Whole. The Mayor reported he had received three more book reports on State Flood Control and r equested the Flood Control Committee read the report. There will be a meeting.regarding flood control in the near future. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BIM ARE DUE AND 'PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. TOTAL: $56,944.89 ( A copy of resolution placed before each Alderman and on file with the City Clerk. The motion was made by Alderman Prickett and seconded by Figard to adopt the resolution. TRAFFIC COMMISSION PARKING ON BROWN ST.: The Clerk read the above report on "No parking from Lee Street to the alley between Lee and Oak Street" on Brown St. On motion by Alderman Jackson and seconded by Rateike, the Council con- curred in the report and City Attorney to draft an ordinance. TOUHY AND RIVER ROAD TRAFFIC: •The Clerk read the Traffic Commission report: "Nest bound traffic on Touhy flows at an unrestricted pace from Dee Road to River Road. We feel the Tri-State Tollway overpass has created a poor visability hazard and along with the many different merging traffic lanes much confusion exists. We request the proper authority be contacted in r egards to posting a speed limit from Dee Road to River Road." The report was referred to Superintendent Warnicke to contact the proper authorities. STREET LIGHT TO BE INSTALLED OAKTON AND WOLF ROADS: The Clerk read a report from the Traffic Commission recommending a street light at Oakton and Wolf Roads. This request for the light was from complaints of pedestrians going' to and from Maine West High School. Alderman Callaghan arrived at this time: ZONING AT POTTER AND BALLARD ROADS: The Clerk submitted a letter from Tim Stolar, 1908 Potter Road requesting his property be rezoned Commercial from Residential It was Commercial before the land was annexed. S00 LINE LICENSE FOR SEWER AND WATER MAINS: The Clerk submitted a license from the Soo Line Railroad to allow sewer and water mains to be installed under their tracks north of Rand Road On motion by Alderman Wright and seconded by Prickett the Council approved to have the Mayor and Clerk execute the license. EDWIN J. BACH. 377 WOLF ROAD APPOINTED COMPTROLIERs The Mayor informed the Council that .the Special Committee had recommended the appointment of Edwin J. Bach as Comptroller. He approved their recommendation and requested approval. On motion by Alderman Prickett and seconded by Blume, the Council approved the appointment, of Edwin J. Bach at a salary of $8,000.00. ALDERMAN Rateike requested a load limit on Church St. in Belaire Area be re- ferred to the Street Committee and to investigate if another outlet for hauling could be used. On motion by Alderman Moehling and seconded by Neff, Superintendent Warnicke is to contact the StateDepartment on r educing speed limit to 25 M.P.H. on Wolf Road from Howard Avenue to Algonquin Road. Engineer Fletcher reported he had the plans for widening Touhy Avenue and due to a drainage condition requested it be referred to the Sewer Committee and the Engineer for study.. Chief Kolze presented maps to all the Aldermen showing the Fire District Areas. Supt. Wernicke reported of discussing the Weller Creek flooding report with the Engineer of North Eastern,Illinois Plan Commission and of a meeting for the City Officials attending regarding same. Attorney Dowd made several reports on fowl and animals in new annexed area. On his report on trampolines, there was considerable discussion. The attorney is to write to the owner of the business, a letter regarding a time limit. The Mayor referred to the Code Committee if trampolines are to be allowed in C-2 area. Alderman Tistle called,a meeting on Fire District Contracts for September 15 at 7:30 P.M. Alderman Rateike reported about air conditioning the entire City Hall and re- quested if Council desired to have prints made up by John Geiger at a cost of about $300.00. On motion by Alderman Bell and seconded by Moehling he was granted permission to have the prints made so the costs would be included in the 1961 appropriation. APPROVE ILLINOIS TOOL DRIVEWAY:Alderman Jackson reported the following: , "Your Connittee on Streets and Traffic has investigated the above and has found that the requested driveway does not present a traffic problem, that the County has issued a permit #2-2713 for'the proposed driveway. We, your Committee on Streets and Traffic, therefore recommend that a permit be issued for one 22 foot driveway approximately 4601 north of Howard St. on Mt. Prospect Road."
