CHICAGO DISTRICT PIPE LINE AGREEMENT APPROVED. After a report by engineer

the agreement and authorized Mayor and City Clerk to sign permit.
Alderman Prickett announced a meeting July 20th at 7:30 to interview candidates
for City Comptroller.
DEVONSHIRE SUBDIVISION. The Mayor referred above subdivision to the Plan
Commission.
ZEMON'S'CAPITOL HILL SUBDIVISION. The Mayor referred above subdivision to the'

CAIL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel
City Clerk Henrich being absent the Deputy•Clerk called the roll with the

APPROVAL OF'MINUTE& The motion was made by Alderman Prickett and second by
Bell to approve the minutes of July 18, 1960 as written. The motion was
voted upon by acclamation.
OPEN BIDS FOR ARTERIAL AND NON -ARTERIAL STREETS. On armootion by Alderman
Figard and second by Massman the Deputy was authorized to open the following
bids:

On a motion by Alderman Wright and second by Figard the Council concurred
referring above bids to the Street and Traffic and Finance Committees, City

OFFICIAL REPORTS. The -Deputy Clerk presented the June report from City Treasurer,
and July report from Building Commissioner.
Engineer Fletcher reported the repairs of the two wells was completed with the
assistance of the City of Park Ridge.
Attorney Dowd made progress report on Barry case and informed Council judge
ruled against City in 'Park Ridge case. Mayor referred same to Judiciary
Committee for study and report.
GOLF -PARK TERRACE #2. On a motion by Alderman Bell and second by Callaghan
the Council concurred Mayor and Clerk signing plat, on Ilan Commission approval
letter and following report by Alderman Bell: Property is not within the city
limits of Des Plaines but in the area within *miles of our boundaries.
Property is actually closer to Park Ridge and Niles than to the City of Des
Plaines and both other cities have approved plat. Subdivision meeting all
requirements of multi -family ordinance and in, in fact, so zoned in the county.
VACATION AND DEDICATION ALLEY WOLF AND RAND ROADS. Alderman Bell made the

Petitioner requests to donate an alley approximately 150 feet long and
16 feet wide in exchange for a vacation of a piece of property 12 feet square
donated to the city at same long past,date and apparently serving no purpose
at the present time. We, your Municipal Development Committee recommend
Vacation of 12 feet square piece as shown on plat. Acceptance of dedication
of alley as proposed. City Attorney be authorized to draw proper ordinances
upon confirmation by City Engineer and Superintendent of Public Works that
12 feet piece of land serves no practical purpose. On motion by Alderman
Bell and second by Blume the Council concurred in report.
'ANNEXATION SOUTHWEST CORNER ALGONQUIN AND MT. PROSEECT ROADS. Alderman Bell
made the following report: Property is surrounded on all four sides by City
of Des Plaines, Property has already been built upon and is under the minimum
size necessary for involuntary annextion. We, your Municipal Development C
Committee recommend property be annexed. City Attorney be authorized to draw
proper ordinance. The motion was made by Alderman Neff and seconded by
Moehling to table annexation for further study. The Mayor put the question
and the Deputy Clerk called the roll with the following results: Ayes: Alderman
Callaghan, Rateike, Tures, Wright, Neff, Moehling, Figard and Bell. Nays:
Alderman Blume, Prickett, Tistle and Massman. The Mayor declared the motion
carried.
SOUTHEAST CORNER EIMHURST ROAR AND THACKER STREET. Alderman Bell made the
following report: Property is contiguous to City limits. No rezoning has been
requested and property will be annexed as single family residential. We, your
Municipal Development Committee recommend: Annexation of property as shown.
City Attorney be authorized to draw proper ordinance. On motion by Alderman
Bell and second by Callaghan the Council concurred in. report.
APPROVE WIGERT SUBDIVISION. Alderman Bell made the following report: All lots
more than exceed the necessary minimum for single family residential. Plan
Commission recommends property be subdivided as shown. Property consists of
7 lots. We, Your Municipal Development Committee recommend: Approval of
Subdivision as shown. Mayor. and City Clerk' -be authorized to sign plat upon
confirmation by City engineer that 300 feet of 8 foot sanitary sewer is
guarented. On a motion by Alderman Bell and second by Massman the Council
concurred in approval of Wigert Subdivision.
Alderman Tistle announced meeting Fire Committee for August llth to discuss
fire contracts.
ADVERTISE BIDS RUEL OIL. On a motion by Alderman Rateike and second by Callaghan
the Council concurred in advertising for fuel oil bids returnable September
6th, specifications to b$ drawn by Superintendent.
Alderman Rateike announced open house for new police station August 28th
between 1 and 4 P.M.
CARNIVAL
t ggREPORT. Alderman Callaghan made the following report: In meeting with

it was pointed out by Miss Neff that the new zoning ordinance will prevent a •
recurrence in this location, and that it will limit carnivals to C-3 and Industrial
areas. These areas being limited, it would seem that the Zoning Ordinance itself
exercises adequate control. We your Health, License and Inspection Committee
recommend:; That no Carnival control ordinance by introduced at this time.
Alderman Callaghan announced food'handling school classes will be conducted
later this year.
AWARD WELL REPAIR BID. Alderman Tures made the following report: M.P. Schneller
to be low bidder. We your Water Committee recommend:_ contract'be awarded
M.P.Schneller and:Associates for $4f584.O0 and checks of unsuccessful bidders
be returned. The motion was made by Alderman Tures and seconded by Tistle to
award bid to M.P.Schneller & Associates:for $4,584'.00' and checks of Unsuccessful

Mayor referred to Health, License and Inspection and Dudiciary Committee to

ANNEX ALGONQUIN-OAKTON PIAT. The motion was made by Alderman Bell and seconded

results: Ayes: Alderman Callaghan, Rateike, Blume, Tures, Wright, Neff,

DENY,. CITIZENS WAYCINDEN COMPANY FRANCHISES. Alderman Tures made the following
report: Your Committee on Water has investigated and found that should the
property involved be annexed to Des Plaines, the City has the right and responsibility
to furnish water to the area. Having an independent water company within the
city is not advisable and could lead to a situation the same as experienced in
Orchard Place. We, therefore recommend: that the request for franchise From
Citizens Waycinden Company be denied.
The motion was made by Alderman Tures, and seconded by Massman to deny franchises
for water and sewer of Citizens Waycinden Company. The Council voted by
acclamation.
ADOPT SPECIAL ASSESSMENT NUMBER 171. The motion was made by Alderman Rateike
and seconded by Tistle to adopt Special assessment ordinance number 171. The
Mayor put the question and the Deputy Clerk called the roll with the following
results: Ayes: Alderman Callaghan, Rateike, Blume, Tures, Wright, Neff, Moehling,
Figard, Prickett, Tistle, Massman and Bell. Nays: None. The Mayor voted "Ayes"
and declared the motion carried
ADOPT ANNEXATION ORDINANCE SOUTHEAST CORNER THACKER AND ELMHURST ROADS. The
motion was made by Alderman Bell. and seconded by..B1ie ,to adopt annexation
ordinance southeast corner Thacker and Elmhurst'Roads. The Mayor put the question
and the Deputy Clerk called the roll with the following results: Ayes: Alderman
Callaghan, Rateike, Blume, Tures, Wright, Neff, Moehling, Figard, Prickett,
Tistle, Massman and Bell. Hays: None. The Mayor voted "Aye" and declared the

At request of Alderman Rateike, Mayor Behrel referred Traffic Commission Letter
on north side streets to the Streets and Traffic Committee.
QUIT -CLAIM DEED PRAIRIE AND FIFTH AVENUES. Due to error in survey of 33 feet
at Prairie and. Fifth Avenues, and on a motion by Alderman Tietle and seconded
by Prickett the Council concurred in resolution for quit -claim deed.
ADOPT ELMHURST ROAD RESOLUTION. On a motion by Alderman Prickett and seconded by
Bell the Council adopted resolution for construction watermaits, storm sewer
and sanitary sewer on east side Elmhurst Road from Dempster Street north for
1123 Feet.
ADOPT KATHLEEN DRIVE RESOLUTION. On a motion by Alderman Bell and seconded by
Blume the Council adopted resolution for construction street pavement on
Kathleen Drive to connect Elmhurst Road and sidewalk in Elmhurst Road from
Dempster Street -for 1123 Feet north.
ADOPT RAND ROAD RESOLUTION. On a motion }?y Alderman Bell and second by Prickett
the Council concurred adoption of resolution to construct water main and storm
sewer on north side Rand Road east of Wolf Road.
The Mayor referred Safety Council letter to Parking Lots Committee.
ZONING APPLICATION WEST MT. PROSPECT ROAD ON GOLF ROAD. On a motion by Alderman
Massman and second by Bell the Council concurred, referral of zoning application
to Zoning Roard of Appeals sitting as a Commission to call a hearing.
POTTER -GOLF DISANNEXATION. On a motion by Alderman Tistle and second by
Figard the Council concurred to reconsider rezoning of southwest corner Potter
and Golf Roads due -to disannexation suit. The motion was made by Alderman
Massman andlsecond by Tistle to table and refer to Municipal Development Committee
above. The Mayor put the question and the Deputy Clerk called the roll with
the following results: Ayes: Alderman Callaghan, Tures, Wright, Moehling,
Figard, Tistle, Massman and Bell. Nays: Alderman Rateike, Blume, Neff and
Prickett. The Mayor declared the motion carried.
WEED LIMIT ON CAMPGROUND ROAD. On a motion by Alderman Bell and second by
Prickett the Council concurred in Chief Kennicott corresponding with Wm. Mortimer
of Cook County.Highway to change speed limit from 35 MPH on Ca mpground Road.
Alderman Moehling discussed weed cutting,which was referred to Superintendent
of Public Works.
PROTEST REZONING GROVE AND RAND ROAD. On a motion by Alderman Blunie and second
by Rateike the Council concurred in protesting rezoning at Grove and Rand Road
to be written by City Attorney.
BITTERPNEET ONE..UY. On.recommendation of Alderman Tistle the Mayor referred
recommendation to traffic Commission for study and report.
Alderman Bell announced Municipal Development Committee meeting for August 10,
at 7:30 P.M.
