REGULAR MEETING. OF THE CITY COUNCIL OF
DES PLAINES, ILLINOIS HELD IN COUNCIL
ROOM. CITY HALL JULY 5..1960 AT 8:00 P.M.
The City Clerk called the meeting to order and there being no quorum ajourned
the meeting to July 11, 1960 at 8:00 P.M.

CALL TO ORDER. The meeting was called to order, by Mayor Herbert H.Behrel witb
Alderman Jackson, Callaghan, Blume, Wright, Neff, Moehling, Flauter, Figard,
Prickett, Tistle, Massman and Bell responding to roll call.
APPROVAL OF MINUTES. The motion was made by Aderman Prickett and seconded by
Messman to approve the minutes of June 20, 1960. The motion was voted upon
by acclamation.
OPEN GASOLINE BIDS. On motion by AlderMan Messman and second.by Blume the Clerk
opetted the bids on gasoline. Five bids were received and on motion by Alderman
Bell and second by Massman the bids were referrOd to the Finance Committee
and Superintendent Wernicke.
OPEN BIDS FOR REPAIRS TO PARKING LOT. On motion by.Alderman Prickett and
second by Massman the.Clerk opened above bids:
Milburn Bros. $ 2,550.00
Skokie Valley Asphalt Co 2,970.00
On motion by Alderman Prickett and second by Massman the bids were referred
to Parking Meter and Finance Committees and City Engineer and Superintendent.
OFFICIAL REPORTS. The Clerk submitted his report for June, Building Commissioners
and Nurse and Welfare, also, Health Department report for June. quarter.
Attorney Dowd made progress report on Barry and Park Ridge cases.
ADVERTISE BIDS ON MOTOR FUEL TAX FUNDS. At Engineer Fletcher's request and on
motion by Alderman Jackson and second by Massman, the Council approved to
advertise for bids on street repairs from Motor Fuel Tax Funds to be returned
August 1, 1960.
Alderman Bell requested that the City write to S.J.Layfer to attend the July 27th
meeting regarding vacation of alley at Princeton Avenue.
DENY REZONING AT.GOLF AND POTTER ROADS. Alderman Bell'made the following report:
Your Committee on Municipal Development has investigated and found residents of
the area were heard and pointed out the burden a multi -family development of
thetjpe planned would inflict on the single family residential neighborhood.
Petitioners are uncertain as to the type of commerical development planned for
the area indicated for rezoning. We, your Committee therefore recommend:. Zoning
board reports, suggesting denial of rezoning, be concurred in. Re -zoning of
area to commerical and multi -family be denied. The motion Was made by Alderman
Bell and seconded by,Blume to concur in the rpport. After discussion.<thil:motion
aaecmade by'.AldermanwTidtle and se.eoaded:.by;.Callaghan to table the rpport. The
Mayor put the question and the Clerk,called the roll with the following results: Ayes:
Alderman Callaghan, Wright and Tistle. Nays: Alderman Blume, Neff; Moehling,
Flauter, Figard, Prickett, Massman, Bell and Jackson. The Mayor declared the
motion lost and put the question on the previous motion. The motion was voted
upon by acclamation.
DENY DEDICATION OF AMHERST AVENUE., Alderman Bell made the following report:
Your Committee has investigated and found Original dedication was to be farther

south and not constitute_ an extenaion_ofany existing street._ ..At time of
subdivision, Police Chief.. and .Fire .Marshall ..both stated. that .an entrance and
exit were absolute necessities-. for the safety of. this particular area.
Petitions presented at this time, however, indicate residents are more concerned
with a possible traffic problem than any dangers arising from the lack of
accesibility to this area for fire, police or ambulance equipment. We, your
Committee therefore, caution residents that once this dedication is denied,
homes will be built in this space and it is extremely doubtful that a future
condemnation will provide access to Rand Road. We therefore, recommend
approval of the Plan Commission report of June 14th that the dedication be denied.
On motion by Alderman Bell and second by Blume the Council concurred in the report.
APPROVE BRINATI SUBDIVISION PLAT. On motion by Alderman Bell and second by
Blume the Council approved the Brinati Subdivision plat.
APPROVE REZONING OAKTON- AIGONQUIN SUBDIVISION. Alderman Bell made the
following report: Your Committee on Municipal Development has investigated and
found: Information has been presented which was not known at time of zoning report.
A land fill cite for garbage dump use is contemplated for the now,existing toll
road lake to the south, making single family residential use unrealistic and
improbable. Property is zoned industrial .in the County, and will be used for
Industrial and._Multi=Familydwhetherwe annex it or not, but by annexing, we
will be able to impose our restrictions which are more demanding than those
of the County. Petitioner is donating 6.4 acres of land for public use and $100.
for each hogs sold. In the event that over 50 homes are sold in any calendar
year, this amount will be increased to $1504. Petitioner has agreed to
present all proposed industries to Council for approval before proceeding to
sell or lease property to them. We, your committee there fore recommend:
Annexation of property as outlined on the plat. Rezoning.of property to
single family, multi -family, commercial and industrial as platted. City
Attorney be authorized to draw necessary ordinances. On motion by Alderman
Bell and second by Prickett the Council approved the rezoning. Alderman Tistle
votbd "NO".
Alderman Tistle requested the City Attorney get the 1959 assessed valuation
of Fire Districts.
Alderman Callaghan callerateting of License and Inspection Committee for
July 19th to discuss taxicabs.
SOUTH SIDE STREETS PROBLEMS: Alderman Jackson made the following report: Your
Committee on Streets and Traffic has investigated and found: that residents in
the area desire to have certain improvements accomplished which would require
special assessments. We your committee therefore recommend: that the following
items be referred to the Board of Local Improvements for consideration for
Special assessment projects: curbs and Gutters
1600 & 1700 blocks of Maple where it is not continuous
1600 block of Linden
Sidewalks
the sidewalk in the 1600 block of Maple
Those parte of the 1700 block not already having sidewalks on Maple
the 1600 block of Linden both the east and west sides
the east sidd of the 1600 block of White Street
the 1600 block of the west side of Illinois Street
the 1700 Block of the west side of Illinois is not continuous
the 1600 block of Linden, both the east and west sides.
The report was referred to the Board of Local Improvements.
TRAFFIC LIGHTS AT Q&KT ON AND WHITE STREETS. Alderman Jackson made the following
report: Your Committee on Streets and Traffic has investigated and found: that
because of visual background interference of commerical signs in the area,
the traffic lights at Oakton and White are frequently difficult to distinguish
at a glance. that to install an 8" black baffle board around the four lights on
Oakton Street and increase the size of the red lights will cost an amount not
to exceed $325.80. This includes labor and material completely installed.
We, your Committee therefore recommend: that engineer Fletcher be instructed to
investigate the possibility of securing the necessary funds from our motor fuel
tax fund and that if this is possible we proceed with the work as soon as possible.
On motion by Alderman Jackson and second by Bell the Council approved the report.

Alderman Jackson called a meeting for july 20th regarding traffic and didgonil
parking on Miner Street.
Alderman Nassman called a meeting for July 13th parking lot bids.
Alderman Callaghan reported eight elm tree diseased trees and possibly four more.
ZONING MAPS 53.00. On motion by Alderman Moehling and second by Neff the Zoning
Maps are to be sold for $3.00.
ATTORNEY DOiWD RETAINED FOR HELFER'S CASE. The motion Inas made by Alderman Neff
and second by Prickett to retain Attorney J.J.Dowd and he would file an appearance
in the Elmer Helfer's case. The Mayor put the question and the Clerk called the
roll with the following results: Ayes: Alderman Jackson, Callaghan, Blume,
Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman and Bell.
Nays: None.
PRASSAS-PARK RIDGE CASE. Alderman Moehling made a verbal reporton meeting with
Park Ridge officials and Judiciary Committee on above case. He made the motion
which was seconded by Neff to have a committee appointed to meet with the Park
Ridge officials. After a long discussion and misunderstanding the motion and
second was withdrawn as a Committee was appointed in 1959 to meet with the
Park Ridge officials.
AWARD BID.FOR WARNING SYSTEM. Alderman Figard made the following report: The
committee recommend that we purchase the equipment from the Wisconsin Fire
Protection Service of Kenosha, Wisconsin, the low bidder for the complete
system as approved by the office of Civil and Defence Mobilization, Battle
Creek, Michigan on which they have approved our request for matching funds
on Project No. 0.C.D.M. Illinois 6Q0=30-60. Total cose of the installation
$17,076.02, Des Plaines,co_st 8,538.01. The motion was made by Alderman Figard
and seconded by Callaghan to approve the report. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman
Jackson, Callaghan, Blume, Flauter, Figard Prickett, Tistle, Massman and
Bell. Nays: Alderman Wright, Neff and loehli The Mayor declared the

APPROVAL OF BILIS. Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DES PLAINES, ILLINOIS THAT
THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT'THE MAYO. AND CITY CLERK BE AND
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME.
Total: $23,729.73. (A copy of resolution placed before each Alderman and on
file with the City Clerk.The motion was made by Alderman Prickett and seconded
by Figard to adopt the resolution. The Mayor put the question and the City Clerk
called the roll with the following results: ;Ayes: Alderman Jackson, Callaghan,
Blume,, Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman, and
Bell. Nays: None. The Mayor declared the motion carried.
SPECIAL ASSESSMENT 171. Presented to the Council a recommendation of Board of
Local Improvement for improvement of Mt.Prospect, Warrington Road and certain
easements in City of Des Plaines by construction of a connected system of
sanitary sewer which recommendation had thereto a'proposed ordinance for
said improvement and the Board of Local Improvement estimate of cost certified
by President of Local Board of Improvement.
At Alderman Rateike's request load limits on some north side streets was referred
to Traffic Commission.
WIGERT SUBDIVISION PLAT.' The Clerk submitted above plat approved by Plan Commission.
The Mayor referred same to Municipal Development Committee.
DIVISION OF HIGHWAY LETTER. HLH1HARRISON. The Clerk submitted a letter from the
above regarding 125th anniversary parade blocking highways. The letter requested
special regulations regarding closing of part of U.S.12, U.S.45 and Illinois 62.
The Mayor referred same to the Police Chief and Superintendent Warnicke.

A letter from Paolo.Solce and Companyregarding.. sidewalk to be taken off
special assessment was referred to Board of Local.Impruvement.
CHICAGO AND NORTHWESTERN RAILWAY LICENSE FOR WATER,MAIN AT MT.PROSPECT ROAD. The
Clerk submitted the above regarding water main to be installed under tracks. On
motion by Alderman Figard and second by Wright the Council authorized the Mayor
and Clerk to sign the license.
FIRST READING ANNEXATION SOUTHEAST CORNER THACKER AND ELNBURST.RLAJOS. The Clerk
read report from Plan Commission approving the annexation of Southeast corner
Thacker and Elmhurst Road. The Clerk then read for first reading the annexation
ordinance. The Mayor.referred the ordinance to the Municipal Development Committee.
ENGINEER FLETCHER REPORT ON BROWN STREET.. The Clerk read the following letter:
At the Council meeting on June 13th, the matter of using Motor Fuel Tax Funds
for acquisition of right-of-way and extending Brown Street west to Alles
Street was referred to me.. I have contacted the State Highway Department and
I believe the attached resolutions are in order. Brown Street will have to be
made an Artherial Street as no Motor Fuel Tax Funds can be used to construct
new pavement on Non -Arterial Streets.
Arterial streets must connect to a State or County Road or to another Arterial
street. So we will have to make alles Street an .Arterial street from Brown'
Street to Harding. Harding is an Arterial street. The present pavement on
Brown Street is 21 feet wide and is concrete. The State requires a minimum
width of 28 feet on all new construction. When completed, this street will carry
considerable two-way traffic. I therefore recommend that the existing pavement
be widened to 32 feet and the new pavement be made 32 feet in width. The
estimate of cost is $23,000.00. This includes 050.00 for the land and the
paving of the street to a width of 32 feet.

RESOLUTION ADOPTED CREATING BROWN STREET ARTERIAL STREET 0 AND ALLES STREET,
ARTERIAL STREET On motion by alderman Blume and seconded by Jackson the
resolution was adopted.
ADOPT RESOLUTION IMPROVING BROWN STREET. The Clerk read the above resolution
and on motion by Alderman Massman and second by Tistle the Council approved
the improvement of Brown Street with Motor Fuel Tax Funds including purchase
of a lot for a total of $23,000.00.
CHICAGO DISTRICT PIPE LINE AGREEMENT. The Clerk presented the above agreement
for installing a 10 inch gas pipe line on Soo Line property. The Mayor referred
same to the City Engineer.
TWO LETTERS FROM COOK COUNTY CODE AND ORDINANCE REVISION COMMITTEE. The Clerk
read the above two letters and the Mayor referred them to the Building Commissioner.
Also, any future letters are to be referred to the Building Commissioner.
ZONING APPLIC TA ION 1627 ILLINOIS STREET. The Clerk submitted the above application
to rezone for perking lot. On motion by Alderman Tistle and second by Bell
the application was referred to the Zoning Board of Appeals sitting as a
Commission to call a hearing.
ZONING APPLICATION SYCAMORE STREET. The Clerk submitted the above
application to rezone from single family to apartments. On motion by Alderman
Wright and second by Figard the application was referred to Zoning Board of
Appeals sitting as a Commission to call a hearing.
LETTER FROM K.G.MEYER ON MOTOR COACH COMPANY PROPERTY The Clerk read the
above letter that the property was formerly zoned commerical. The new map
appears as R-4 Multiple Family. That the Zoning Board shauld have a hearing
to change back to original zoning. On motion by Alderman Prickett and
second by Massman the letter was referred to Zoning Board of Appeals sitting
as a commission to call a hearing.
ADJOURNMENT. The motion was made by Alderman Tistle and seconded by Prickett
to adjourn. The motion was voted upon by acclamation.
