06/20/1960-3-. 6/13/60 WOLF ROAD BRIDGE: ' The motion was made by Alderman Jackson and seconded by Massman that the City Clerk be authorized to sign the attached resolution and return two copies to the Cook County Supt. of Highways. Alderman Neff presented a letter from Mr. 114R. Preston regarding toll -gate at Lee Street and Toll Road. The Mayor requested letter be given City Clerk. Chief Kennicott informed the Council that the 35 M.P.H. on C amp Ground Road should be .changed to 25 M.P.H. and that a survey should be made. On motion by Alderman Prickett and seconded by Tistle, the Council approved to have this survey made but to include Thacker St. from Belt line west to the City Limits. ' Aldermen Jackson made the following report on opening Brown St.t "Your Committee on Streets and Traffic has investigated the above and has found that the owners are willing toaccept appraisal price of 115,500 plus 10% - *550 or a total price of $6,050. 'We, your Committee on Streets and Traffic, therefore, recommend that the CityAttorney be instructed to contact Mr. George C. APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Bell to.approve the minutes of, June 6th and adjourned meeting of June ' 13th, 1960. After several small corrections, the Council approved the motion by.acclamation. • Attorney Dowd reported a case filed by Elmer Heifers for injuries on fall on sidewalk on First Avenue between Woodlawn and Greenview Avenue. The Mayo referred the complaint to the Judiciary Committee for study and report. The attorney made verbal r eports on progress of Barry and Park Ridge Cases. Alderman Bell reported the Municipal Development Committee will meet June 27th for all items . Motion was.made by Alderman Tures and seconded by Figard to appoint six more Police Reserves. G RANT DRIVEWAY REQIEST ON NORTH AVENUE NEAR FIRST AVENUE: The motion was made by tAlderman Jackson and seconded by Massman to grant permit for private driveway on North Avenue between First and Second Avenue. The motion was approved. "CHILDREN AT PLAY" SIGNS - 1600-1700 BLOCKS OF STOCKTON AVE: The motion was made by Alderman Jackson. and seconded by. Bell that . the Supt. of Public Works be instructed to erect "Children at Play" signs warning motorists using the 1600 and 1700 blocks of Stockton Avenue. IRKING ON WHITE STREET': Alderman Jackson made the following reports "Your C.ommittee.on.Streets.has investigated the above and has found that White Street is wide enough from Riverview to Oakton to allow parking on both aides of the street every year; that White Street from Riverview to Everett is not currently under the alternate year parking ordinance. We, your Committee on Streets, therefore recommend (A) that parking be permitted on both sides of White Street from Oakton to Riverview ori a 90 day trial basis; (B) that White Street from Riverview to Everett be included in the alternate year parking ordinance; that the City Attorney be instructed to make necessary changes in the parking ordinance for Section B." On motion by Alderman Jackson and seconded by Callaghan the Council approved the report. Alderman Jackson reported.a meeting of the Street Committee June 23rd at 8:00 P.M. TO ADVERTISE BIDS TO REPAIR WEIL NO. 2: On motion by Alderman Tures and seconded by. Neff the. Council approved.to advertise for bids to repair We11 No. 2,,the bids to'be rfturned July 18th and Engineer Fletcher to prepare the specifications. PERMISSION GRANTED FOR SIGN PERMIT 1301 IES ST., Alderman Blume made the following. report: "Your Committee. on Building. Control and Inspection has investigated the above and have_found proposed sign is to be approximately 92 X 122 or 108 square feet. Bottom of sign is to be 9' above grade. Sign is double faced and is to be illuminated. Further most projection of sign is to be 1 foot in from -the sidewalk. Sign is to advertise a business per• formed at that location and is properly zoned. We, your Committee on Building Control and Inspection, therefore recommend that Council grant the petitioner, White Way Sign Company permission to construct said sign and the building commissioner be instructed to issue permit for sante upon paya- ment of necessary application fees." On motion by Alderman Blume and seconded by Massman, the Council approved the report. SIGN PERMIT 1655 DES PLAINES AVENUE TABLED: Alderman Blume made the following report: "Your Committee on Building Control and Inspection has investigated the above and has found sign is flat, fastened to the front of the building at th4 top and is 47 feet from the: road, non - illuminated. Area of sign is 180 square feet (602 long and 32 high). Sign is to advertise a business performed at that.location and`is properly sinned. We, your Ccjmittee on Building Control and Inspection0herefore recommend that the Council grant the petitioner, Tri -R Sign Company pers. mission to reconstruct said sign ands that the Building Commissioner be, instructed to issue permit for same upon payment of necessary application fees." The motion was made by Alderman Blume and seconded by Massman to approve the report. On motion by Neff and seconded by Bell the Council approved to table until next meeting. Alderman Tures'voted "no." BULKO SIGN APPLICATION JEFFERSON AND MINER STREETS APPROVED: Alderman Blume made the following report: "Your Committee on Building Co>ltrol and - Inspection has investigated the above and has found applicant has reapplied for permit for a sign approximately 10' X 40: which is entirely on the applicants property and serves to advertise a business conducted at that location. Sign is not to be illuminated by other means than incidental service station lighting. Applicant has the permission of the adjacent pro- perty owners. Sign is set back from the street far enough so as not to create a distraction for moving traffic, and because of its location, will help shield adjacent property from noise and incidental lights. Wel-your Committee on Building Control and Inspection, therefore recommend that since former objections have been removed and though the sign is of considerable size aver the maximum allowable without consent of the Council; that the Council grant the petitioner Bulko Oil Company permission to construct said sign and that the building commissioner be instructed to issue permit for same upon receipt of necessary fees." On motion by Alderman Blume and seconded by Prickett, tfie Council approved the report. • On motion by Alderman Neff and seconded by Wright, the Council approved to sell the Zo6ing Ordinance books for two dollars. - 6/20/60 On motion by Alderman Neff and seconded by Moehling, the following names are to be printed in the Zoning Ordinances: Mayor, City Clerk, Zoning Board Commission, Plan Commission, Aldermen and Zoning Administrator. The motion was approved by the Council. On motion by Alderman Neff and seconded by Figard the Citizens Committee, which worked on the new Zoning Codes are to be invited by the Mayor to attend the next meeting. The motion was approved by•the Council. On motion byAlderman Neff and seconded by Wright, the Council approved that omission of light regulations from M-2 District be corrected. Alderman Neff called a meeting of the City Code Committee for June 29th regarding "Convalescent Homes". The Judiciary Committee to meet later same night. • APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CrTY OF IES RAINES, ILLINOIS THAT THE FOLLOWING BILLS ARE DUE AND.PAYABLE AND - THAT THE MAYOR.AND G1TY CIERK BE AND HERE& BY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $41,992.29. (A copy of resolution placed before each Alderman and on file with the City Clerk.) The motion was made by Alderman Prickett and seconded by Callaghan to adopt the resolution. A discussion was had on $2,415.15, Attorney Brkets bill. The motion°was made' by Alderman Blume and seconded by Tistle to hold the bill out so the Aldermen could get an itemized bill. The Mayor suggested Attorney Burke, who was present, inform the Council about the bill. The motion and second were then withdrawn and the Mayor put 'eiestion and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flouter, Figard, Prickett, Tistle, Massman, Bell, Jackson and Callaghan; Nays: None. WEIDEMAN APPOINTED ZONING ADMINISTRATOR: On motion by Alderman Neff and seconded by Prickett, the Mayor's appointment of M. Weideman as Zoning Administrator was approved. A petition by residents on 300 and 400 block lee Street regarding a Carnival was referred to the License and Inspection Committee. Alderman Rateike's request - no parking on Brown Street, Lee Street, west to alley was referred to the Street Committee. Alderman Bell had received several petitions on s treets which he received at Southside meeting. The Mayor referred them to the Street Committee. JACK'S CAB LETTER ON FOUR CAB LICENSE.: A letter from E . P. Geisen regarding issuing him the license on four unused cab license was referred to the Eicense and Inspection Committee.
