CITY HALL, JUNE 6, 1960 AT 800 P.M..
CALL TO OFFER: The meeting was called to order by }favor Herbert H. Behrel with
Alderman Jackson, Moehling, Rateike, Blume, fie, affright, Neff, Cppbah, Planter,
Figard, Prickett, Tistle, Massman and Bell, responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by
Tistle to approve the minutes of May 16, 1960. The motion was voted upon by
acclamation.
OPEN BIDS ON WARNING SYSTEM: On motion by Alderman Bell and seconded by Blume,
the Clerk was instructed to open the bids. Four bids were received. On motion
by Alderman Figard and seconded by Fricke t the bids were referred to the Civil
Defense Co:nmittdd and Director Kinser. 9' tiVAiM-e• COWAN'
OFFICIAL REPORTS: The Clerk submitted the reports of the Building Commissioner
and the City Clerk for May.
C. AND N.W. RAILWAY SIDEWALKS AT MT. PROSPECT ROAD: City Engineer Fletoher
presented a license from the C;.&.Nal. Railway regarding sidewalks on Mt. Prospect
Road. On motion by Alderman Jackson and seconded by Wright the Mayor and Clerk
were authorized to sign the license.
Supt. Wernicke reported Well No. 5 is now working.
Attorney Dowd reported verbally on several cases.
On motion by Alderman Prickett and seconded by Massman, the Council went on
record to have Attorney Dowd to continue to fight the cane to prevent 54 apart-
ments USW of 84 at Algonquin and Des Plaines Avenue.
ANNEXATION ar LOTS 1 to 5, HOMELAND ACRES DENIED: Alderman Bell made the follow-
ing report: "Your Committee on Municipal Development has investigated the above
and has found request still does not cover one full block on the west side of Wolf
Road. Alderman Neff informed the committee that sewer in this area was, creat-
ing problems and requested no further homes be added until this problem was
resolved. We, your Committee on Municipal Development, therefore recommend
petition be denied at the present time."
On motion by Alderman Bell and seconded by Neff, the Council concurred in the
report.
APPROVE HILLARY LANE SUB PL T: Alderman Bell made the following report:
"Your Committee on Munic al Development has investigated the above and has
found property is not within City Limits but is within 1 miles. It is,in
fact, contiguous to Park Ridge, who have already approved the plat. Plan
Commission has approved plat without variations. Plat meets all requirements
of county and consists of 13 lots. We, your Committee on Municipal Development
therefore recommend subdivision be approved as shown. Mayor and City Clerk be
authorized to sign plat.* On motion by Alderman Bell and seconded by Blume
the Council approved the report.
APPROVE DEMPSTER GARDEN HOPES SUB. PLATT, Alderman Bell made the following report:
"Your committee on Municipal Development'has investigated the above and has
found: property is not within City Limits but is inside 1- mile jurisdiction.
Plat has been approved by Park Ridge and Niles who are actually closer than
Des Plaines to this area. Property meets all requirements of Multi -family
development in County and is in fact so zoned.' Agreement with School District
63 includes $65.00 per residential unit to be paid semi-annually. We, your
Committee on Municipal Development therefore recommend approval of sub-
division as shown. Mayor and City Clerk be authorized to sign plat after it
has been signed by Plan Commission." On motion by Alderman Bell and seconded by
'Erieketb the. Council approved'the report.

APPROVE KUNTZE'S HIGH RIDGE KNOLLS SUB:. Alderman Bell made the following report:
*Your Committee on Municipal Development has investigated the above and has found
the Plan Commission has approved the plat. Plat conforms to previous plat submitted
at time of annexation. Agreements with E lk Grove School District and Mt. Prospect Park
District had been made at time of annexation. We, your Committee on Municipal
Development, therefore, recommend approval of plat as shown. Mayor and City Clerk
be authorized to sign plat." On motion by Alderman Bell and seconded by Prickett
the Council concurred in the report.
EXTEND BOUTON FOSTER LEASE TO SEPTEMBER 30, 1960: Alderman Rateike made the
following report. "Your.Committee on Buildings and Grounds has investigated
the above and has found new tenants are interested in property but not until
October 1, 1960. We, your Committee on Buildings and Grounds, therefore
recommend that lease be extended with payment of rent 30 days in'advance, exension
definitely not tp be beyond September 30, 1960; that they also show cooperaion
to any new tenant who may wish''to inspect property.° On motion by Alderman
Moehling the Council concurred in the report.
RESOLUTION ON IMPROVEMENT OF LAUREL AVE. FROM HARDING TO WILLOW: Alderman Jackson
made the following report: "Your Committee on Streets.and.Traffic has investiga-
ted the above and has found that the attahced Resolution details work that should
.be accomplished this summer that it would be desirable to designate Laurel an
arterial street for purposes of fuel tax reimbursement, that in order to
designate Laurel arterial we will also have to add Willow from Laurel to Graceland
so that Laurel will,be connected to the existing arterial. We, your Committee on
Streets and Traffic; therefore recommend that: the above Resolution be acted upon
favorably by the Council and_that the city engineer be requested to make applica-
tion for arterial designation on the streets involved.'" On motion by Alderman
Jackson and seconded by Rateike the.Council approved the report and passed
the resolution.
QUEST FROM LIBRARY BOARD FOR PAVING PARKWAY: Alderman Jackson made the following
report: "Your Committee on Streets and Traffic has investigated the above and
has found that the Public Libraryts request to pave their Graceland parkway as
detailed on the attached sketch is reasonable in view of the fact that foot .
traffic to and from cars has made it impossible; to grow grass there'. That
the Public Library Board has made the necessary funds available for this pro-
ject. We, your Ccomittee on Streets and Traffic, therefore recommend that
permission be granted for the library to proceed with the above, work." On
motion by Alderman Jackson and seconded by Bell, the Council approvedthe report.
SEWER FOR PROPOSED CHIPPEWA JUNIOR HIGH SCHOOL: Alderman Moehling made the
following report: "Your Committee on Sewers has investigated the above and has
found the site for the proposed Junior High School is immediately adjacent on
the Weat to the existing Cumberland Grade School on a tract of land also ad-
jacent to the East side of Eighth Avenue, if the latter street were extended
northerly from Golf Road. The tract has no natural drainage 'outlet and, there-
fore, requires the installation of a storm sewer to remove the large quantity
of surface water which would accumulate as roof and parking lot run-off.. An
existing sewer along Eighth Avenue, does not have sufficient capacity to
accommodate the additional burden and the existing sewer along Broadway to which
a sewer could be connected for service to the new school tunneling under Golf
Road is also of insufficient capacity and would, in addition, be a costly in-
stallation without assurance of satisfactory performance.
"A sewer which will serve the Subdivision being developed by Fidelity BUilders
at the Northeast Corner of Rand and Wolf Roads will be constructed on the North
side of Rand Road and will be of sufficient capacity (36 inches internal dia-
meter) to accommodate the additional burden from the proposed school site.
It is recommended that a connecting sewer be constructed running along the North
edge of the present Cumberland Grade School site, thence North to Rand Road,
along a line which would be an extension of Fourth Avenue, if Fourth were to
be so extended, under Rand Road to the proposed sewer on the North side of Rand
Road. The connecting sewer, although of considerable length, is feasible and
would provide the best route under the existing conditions and would have suffic-
ient capacity for the added burden. We, your Committee on Sewers, therefore
recommend that the city recommend the above route for installation of sewers
to. serve the proposed Chippewa Junior High School and that the School Board and
its architect, Mr. Kenneth E Holmes, be informed of the City's recommendation."

Oh motion by Alderman Neff and seconded by Blume the School Board is to be
contacted about sidewalks at the above school.
PROVISION FOR SANITARY SEWAGE FACILITIES FOR MERKLE RORFF GEAR Wel Alderman
Moehling made the following report:. "Your .Committee .an Sewers has investigated
the above and has found Merkle-Korff_Gear Company are the contract purchasers of
a -tract of land consisting of 57 acres at the above location on a part of
Which premises they plan to construct a manufacturing plant and another
portion of the premises they plan to sell to other companies for manufac-
turing purposes. The tract of land has been annexed to the City•of Des
Plaines and is zoned M-2 General Manufacturing.
"The matter of providing a sanitary sewer system for the subject property
has been before the Sewer Committee since February 15th and numerous meetings
have been held involving the Chicago' Sanitary District, your Committee, the
City Engineer, representatives& of Mekkle-Korff Gear Company and Mr. Korwin •
Wagner, Sec. of the Orchard Place Sanitary District.
"During the period of negotiations, Merkle -Korff have retained a proprietory
interest in the property under a contract to purchase with options terminable
in monthly intervals of renewable upon payment of additional sums of money
the final non-renewable option terminating on June 15, 1960. Before
Merkle -Korff can exercise its final options to purchase on June 15th, however,
it must have assurance that sewers will ultimately be available for their
use of the property.
"Among the possible alternative outlets for a sanitary sewer service investi-
gated during the aforementioned period were the following:
(1) An Imhoff tank constructed wholly within the boundaries of
their property, the effluent of which would empty into a natural c reek in
the vicinity. Although Merkle Korff enginee:to were of the opinion that this
method of treatment would not be a nuisance, the city assured Merkle -
Korff Company that this alternative would be permitted only as a last resort.
(2), Connection to the Howard Street sewer. Although this would
be satisfactory with Merkle Korff Company they were informed that this
sewer was not intended to serve any area south of Touhy Avenue, by agree-
ment with J. Fail Anderson Camany and because of insufficient capacity.
(3) Extension of a sewer lateral down Touhy Avenue by the
Chicago Sanitary District and connection of Merkle -Korff Company sewers
with this extension. The District office in Chicago, however, indicated
that nothing definite would be known concerning this possibility for at
least five years and is second in priority on the list of the District's
projects.
(4) Extension of a 24 inch sewer to the subject property by
the Orchard Place Sanitary District provided Merkle -Korff Company file
for annexation to the Sanitary District, pay for such extension by placing
in escrow $90,000 from which the contract would be paid. From this sum
Merkle -Korff Company would irretrievably pay $700/acre (40,000) tap -on
fee and could recover the $50,000 in excess of their own tap -on fee
by charging other users at the rate of $700/acre. Orchard Place Sanitary
District is willing and indeed anxious for such an arrangement and Merkle -
Korff Company is ready, willing and able to consumate the annexation to the
Orchard Place District under the terms indicated.
"Merkle -Korff Company now come to the City of Des Plaines with a proposed
ordinance setting forth an agreement with the City which provided that
Merkle -Korff Company is to use its good offices and every diligent and bona
fide effort to advance the annexation prodeedings of the subject premises .
to the Orchard Place Sanitary District; but if by December 1, 1960, con-
struction of the sewer has not been commenced or if by April 1, 1961, such
sewer has not been completed and is not in service, Morkle-Korff Camnpany may

at any time thereafter install and maintain on its real estate an Imhoff Tank
within 400 feet of the boundary of its tract of land. The ordinance provides
that Merkle -Imhoff Company shall within 5 days after notice from Orchard Place
Sanitary District that bids are to be opened for construction of the sewer,
deposit said $90,000 in escrow.
"Since no other meeting of the council of the City of Des Plaines shall take place
prior to June 15th, the date of termination of the Merkle Koff Company option,
Merkle -Korff requests that the ordinance.be placed on passage at this meeting of
the council." The motjaon was made by Alderman Moehling and seconded by Massman
to approve the report. Due to objections the Mayor instructed the Clerk to call
the roll, with the following results:. Ayes: Alderman Rateike, Blume, Wright,
Neff, Moehling, Flauter, Figard, Prickett, Massman, Bell, Jackson. Nays: Tistle.
The Mayor declared the motion carried.
APPROVE APPLICATION FOR SIGN BY AUSTIN COMPANY FOR ILLINOIS TOOL CO.: Alderman
Blume made the following report: "Your Committee. on. Building Control and Inspec-
tion has investigated the above and has found applicant desires to construct
a temporary sign on the Illinois Tool Company property 60 feet east of Mt.
Prospect Road and 60 feet North of Howard Street; this sign to be four feet
wide and nineteen feet high with two faces each of 76 square feet thus totalling
152 square feet. Property is zoned General Manufacturing M-2 and is not adjacent
to any residential area. The sign is to be removed upon date of occupancy.
We, your committee on Building Control and Inspection, therefore recommend that
the Council grant the applicant the necessary permits." On motion by A;1.derman
Blume and seconded by Massman the Council approved the report.
BULKO SIGN -JEFFERSON &ND MINER STS. Alderman Blume made the following report:,
"Your Committee on Building Control and Inspection has investigated the above
and has found Applicant desires Council' approval of a 10' X 40' painted metal
illuminated bulletin board erected on East property line..of Bulko Service
Station. Sign has been erected, less advertising copy, by Beverly Sign Co.,
8035 S. Halsted Street, Chicago 13, Illinois. The sign's 400 sq, ft. is
considerably in excess of the maximum allowable 120 sq. under Section 216
of Article XXII, Revised Building Code of the City of Des Plaines. We, your
Committee on Building Control and Inspection, therefore rgcommend: 1) That
the application for a building permit to construct said sign be denied. 2)
That the city attorney be instructed to inform the aforementioned sign
company to remove said sign at their expense within a periof of 30 days, or
face legal action by the City of Des Plaines." On motion by Alderman Blume
and seconded by Rateike the Council approved the report.
REVISION OF RESIDENTIAL SWIMMING POOL PERMIT FEES: Alderman Blume made the
following report: "Your. Committee on Building Control and Inspection has
investigated the above and has found that Section 21 of the 'Ordinance amending
the Building Code of the City of Des Plaines to provide for the construction
and regulation of swimming pools' within the City, of Des Plaines as approved
the 21st day of April, 1958 AZ. provides 'The fee for a permit for the
erection or construction of a swimming poolshall be seventy-five dollars for
each one thousand cubic feet or fraction thereof to be contained within the
proposed pool as determined by the plans and specifications submitted with the
application for permit!". That the following communities have idential swimming
pool ordinances with the exception that the fees are ten dollars per thousand
cubic feet: Park Ridge; Mt. Prospect; Arlington, Heights; and Palatine as of
this date. We, your committee on Building Control and Inspection, therefore
recommend that : The City /Attorney be instructed by the city Council of
Des Plaines to draft an amendment to Section 21 which shall place the fee
necessary for a permit to construct a swimming pool at ten (10 dollars per
thousand cubic feet, etc. etc." On motion by Alderman Blume and seconded by
Prickett the Council approved the report.
TO IMPROVE LOT AND PARKING ON GRACELAND: On motion by Alderman Massman and
seconded by Flauter the Council approved to improve the above parking lot at
a cost of $3,500.00, bids to be advertised and returned in July.

with the City Clerk.) The motion. was made by Alde,Prickett and seconded
by Bell to adopt the resolution. The Bulko checks' -1 . Bulko.Co. were withheld
total $433.76. The Mayor put the question and the Clerk called the roll with
the following results: Ayes: Alderman Rateike, Blume, Wright, Neff, Moehling,
Flatter, Figard, Prickett, Tistle, Massman, Bell,°and Jackson. Nays: None.
The Mayor declared the motion carried.
On motion by rAldetman Prickett and seconded by Rateike the gasoline bids were
Deferred back to the Finance Committee.
ZONING BOARD REPORT ON ZONING ORDINANCE;_. The Clerk read the above report that.
the Zoning Ordinance amendment be adopted.,, On motion, by Alderman Neff and
seconded by Prickett, the Council approved the report.
REZONING DENIED ON VANDY LANE. The Clerk'read the report of the Zoning-Boarc
on application . to aezone : fromi .. Single Family to R-4 Multi -Family on Vandy Lane.
There were many objectors and the Board recommended to deny rezoning. On
motion by Alderman Massman and seconded by Bell, the Council concurred in the
recommendation.
HILLARY LANE SUB. APPROVED BY PLAN COMMISSION: The Clerk submitted the Plan
Cammnission .report of above approval.
KUNTZE'S HIGH RIDGE KNOLLS SUB:, The Clerk sub itt4d the Plan Commission report
of above approval.

aan Mr. Tuthill regarding posting the above.
RIVERVIEW CIVIC ASSN. LETTER: The Clerk read the above letter regarding a
meeting to•be held at South P.rk Field House on June 14, 1960 at 8:00 P.M.
to discuss several problems. Any Alderman who wishes to attend would be
welcome. The FourW Ward Alderman, Alderman Jackson and City Engineer have
beenaeked to attend.
SAFETY COUNCIL•LETTER - TRAFFIC LIGHTS OAKTON ST.: The item on traffic lights
and sign lights was referred to Engineer Fletcher for costs. On motion.by
Alderman Massman and seconded by Tistle, the State Highway Department to be
contacted to make a survey from Lee S6reet to Des Plaines Avenue -on miles
per hour was approved.
LETTER FROM SAFETY COUNCIL TRAFFIC LIGHTS WOLF AND GOLD ROADS: The Clerk read
the above letter and was.instructed inform the Safety Council.that Engineer
Fletchdr is working on this item.

LETTER FROM S AFETY COUNCIL -SAFETY ISLAND ACCIDENTS: The Clerk read the above
letter. The letter was referred to the Street.Comomittee to check about flasher
lights with the State Highway Department.
TRAFFIC COMMISSION REPORT: The following are the recommendations of the Traffic
Commission. 1-B- The Channeling was referred to the Street Committee. The
parking on Miner Street to Parking Meter Committee.
First reading Ordinance making provision with respect to sanitary sewer service
to 57 acres of land at the S.E. CORNER Cr TOUHY AVE. AND MT. PROSPECT RD.
The Clerk read the above ordinance for the first reading. On motion by Alderman
Moehling and seconded. by Massman the Council approved to place the ordinance an
passage. The motion was then made by Alderman Moehling and seconded by
Masaman toadopt the ordinance. After a long discussion on motion by Alderman
Neff and seconded by Tistle, the Council tabled the ordinance to the adjourned
meeting June 13, 1960.
First Reading ordinance to prohibit parking within 25 feet of crosswalks at an
intersection. The Clerk read for the first reading the above ordinance.
FIRST REQ COMPREHENSIVE AMENDMENT TO ZONING ORDINA1: The Clerk read for
the first feading the above ordinance.

PPECT RD.: The Clerk presented the above resolution and on.motion-by .
Alderman Maasman and seconded by Tistle the Council adopted' the above resolution.
RESOLUTION TO CLOSE TRAFFIC ON HIGHWAYS AUGUST 27th: The Clerk presented the above
resolution and on motion by Alderman Prickett and seconded by Figard the Council
approved the resolution.
LETTER FROM V.F.W. POST NO. 2992: The Clerk read the above letter requesting
permission to hold their Carnival at Touhy and River Road. They were requested
to get permission from the people on Hickory IAvenue.
CHICAGO "HAVE A' HEART" CHARITIES: A letter from the above organization regard-
ing permission for a tag .day September 13, 1960 was read. They are to contact
the Des Plaines Community Chest.

above application and on.motion-by.Alderman Figard.and seconded by Massman
it was referred to the Zoning Board of Appeals sitting as a Commission to -call
a hearing.
DES PLAINES CENSUS UNOFFICIAL - 34,815: The Clerk read the letter from the
District Supervisor reporting the above.
ALLEY VACATION AND DEDICATION S.E. CORNER WOLF ApD RAND RD1-The above was re-
ferred to the.Municipal.Development Committee....,.
SIDEWALKS ON OAKTON STREET: Alderman -�:/reported the following"Your
Your
Committee on Board of Local Improvements has investigated the above and has
found that the State -of Illinois will do nothing on the above unless a major
improvement of•Oakton Street was being done. Above information was givens to
our Engineer Fletcher. We your Board of Local Improvements,. therefore re- '
commend that no action be taken at this time as the City of Des Plaines does
not have the:necessary funds for this project." -_
The Mayor received a proclamation for the United Nations Day and appointed
Alderman Figard Chairman for that day.
At request of Alderman Blume, the licensing and inspection of swimming pools was
.referred to the License and Inspection Committee.
At request of . L1derman Tistle, the Mayor instructed Mr. Wiedeman to contact
the builder on Prospect Avenue about completing building.
ADJOURNMENT: The motion was made by Alderman Tistle and seconded'by Prickett
