04/25/1960 Adjourned Meeting1 ADJOURNED MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN COUNCIL ROOM, CITY HALL, APRIL 25, 1960 at 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel who presided with Alderman Massman, Bell, Jackson, Callaghan, Blume, Wright, Moehling, Flauter, Figard, Prickett, and Tistle responding to roll call.. ZONING BOARD REPORT ON ILLINOIS TOOL APPLICATION: The Clerk read the above report to rezoxie from R-.2 to M-2, .Manufacturing. .The Zoning Board recommended that the proposed amendment to zoning ordinance be granted. On motion by Alderman Prickett and seconded by Blume the Council concurred in the report. ZONING BOARD REPORT ON OAKTON-A'LGONQUIN SUB. REZONING: The Clerk read the above report which hadthree items to rezone to Industrial, Multiple Family and Commercial. They reported the following: "The entire property in question is presently in use as'Farmland'except for the .northwest corner of Oakton Street and Mt. Prospect Road which is used for farm implement sales; "The City Plan indicates 'Single Family Residential' use for the entire area; "The petitioner's evidence and testimony was not convincing as to the public need and general desirability of reclassifying and industrial and multi -family portions of the subject property and, accordingly, your Zoning Board of Appeals does not recommend suet reclassifications; 'The petitioner's evidence and testimony was, convincing as to the public need and general desirability of 'Commercial' zoning at the northwest corner of Oakton Street and Mt.•Prospect Road fora the convenience of the proposed 'Single Family Residential' development. "There were�mo'objOctors to the proposed zoning requests. "Your Zoning Board of Appeals, acting as a Commission, having heard and con- sidered the evidence and being fully informed in the premises, recommends to the Mayor and City Council of the City of Des Plaines that the proposed amendment to the zoning ordinance, hereinbefore described, be DENIED on the 'INDUSTRIAL' and'MULTIPiE FAMILY' request (on a vote of five against and none for); also, be GRANTED on the 'COMMERCIAL' request (On a vote of five for and none against)." On motion by Alderman Bell and seconded by Blume, the report was referred to the Municipal Development Committee. ZONING AMENDMENT ORDINANCE FOR ILLINOIS TOOL PROPERTY: The Clerk read for the first reading the above ordinance. On motion by Alderman Tistle and seconded by Blume the Council approved to place the ordinance on passage. The motion was then made by Alderman Tistle and seconded by Prickett to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: eyes: Alderman Blume, Wright, Moehling, Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson, and Callaghan. Nays' None. The May6r declared the motion carried. On motion by Alderman Wright,and seconded by Callaghan, the Council approved the reappointment of William Burfisher, Gilbert Rudiger and Savena,Gorsline to the Library Board for three years. On motion by Alderman Prickett and seconded by Jackson, the Council approved the appointment to the Traffic Commission, Richard F. Huxsnann to Apri1,30, 1964, and Henry P. Stone to April 30, 1965. On motion by Alderman Callaghan and seconded by Bell, the Council approved the reappointment of Fred K. Howe to the Zoping Board for seven years. On motion by Alderman Figard and seconded by Prickett, the Council approved the reappointment of Charles H. Bentley to the Civil Service Commission for three years. On motion by Alderman Massman and seconded by Blume the Council approved the reappointment of Harold J. Ahbe to the Fire and Police Commission for three years. On motion by Alderman Figard and seconded by Blume, the Council approved the reappointment of Walter Oehler to the Board of Trustees of the Police Pension Fund, for two years. On motion by Alderman Massman and seconded by: Figard, the City Attorney is, to draft a resolution to"purchase Linden Street property for parking lot. Several members of the Nurse and Welfare Association were in attendance and the Mayor informed them that .there had been a misunderstanding regarding the funds but that the Clerk was instructed to remit to them the same amount as last year. Alderman Wright requested to refer to the Street Committee a letter from the Library Board regarding sidewalks extension at the Library. CALL TO ORDER: The meeting was called to order by City Clerk, Otto14 J. Henrich•due to the absence of Mayor Behrel who is on vacation, with Alderman Massman, Bell, Jackson, Callaghan, Rateike,&iume, Tures, Wright, Neff, Moehling, Flouter, Figard, Prickett and Tistle responding to roll calls On motion by Alderman Bell and seconded by Tures, Alderman Prickett was appointed Mayor pro tem. APPROVAL OF MINUTES: The motion was made by Alderman Blume and seconded by Wright to approve the minutes of April 18 and adjourned meeting of April 25, 1960. The motion was voted upon by acclamation. OPEN BIDS ON STARTER FOR CATER WELL: On motion by Alderman Rateike and seconded by Tistle the Clerk was instructed to open starter bids. The following bids were received: Electric Supply Corp., Chicago Allen Bradley Co., Chicago Alien Bradley Co., Chicago,(Alternate) Clark Controller Co. Chas. Johnson, lec.,DesPlaines Hawkins Elec. Co.,Chicago 1,884.00 2,222.64 ;,042.82 2,139.74 2,149.74 2,149.74 On motion by Alderman Tures and seconded by Moehling the bids were referred to the Water and Finance Committees and Engineer and Superintendent of Public Works. OFFICIAL REPORTS: TheClerk submitted the reports of the Building Commissioner and City Clerktfor April. • APPROVE HIGH RIDGE KNOLLS SUB. NO.5: Alderman Bell made the following report: wY our Committee on Municipal Development has investigated the above and has found the Plan Commission has approved subdivision property is part of overall plan submitted . Donations to parks and schools had been previous- ly submitted. We, Your Committee on Municipal Development, therefore recommend approval of subdivision as shown. Mayor and City Clerk be authorized to sign plat."
