COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS
HELD IN THE COUNCIL ROOM, CITY HALL, APRIL
18, 1960, AT 8:00 P.M.
CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel
who presided with Aderman Massman, Bell, Jackson, Callaghan, Rateike, Blume,
Tures, Wright, Neff, Moehling, Flauter, and Prickett responding to roll call.
APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded
by Rateike to. approve the minutes of April 4, 1960. After several
corrections, the motion was voted upon by acclamation.
OFFICIAL REPORTS: The Clerk reported he had received three monthly reports
from the Nurse and Welfare Association. E. N. Fletcher reported he had
mailed a new zoning map to all the officials and would -like to know how many'
should be printed. The motion was made by Alderman Tures and seconded by
Prickett to have 500 printed. The Mayor put the question and the Clerk called
the roll with the following results: Ayes: Alderman Rateike, Blume, Wright,
Tures, Neff, Moehling, Flauter, Prickett, Massman, Bell, Jackson and Callaghan.
Nays: None. The Mayor declared the motion carried.
Attorney Dowd reported the Johnnie 1s Trailer Sales had removed a section of
their sign off the highway, also their trailers, at request of Magistrate
Sengstock, therefore only paid a small fine to' close the case. The Park
Ridge Case will have another hearing May 10th.
On motion by Alderman Bell and seconded by Prickett, the Council instructed
Attorney Dowd to draft an ordinance regarding the Commercial Ordinance to
allow apartments.
Alderman Rateike reported that to convert to gas,heating would cost $1,585.00.
The motion was made by Aderman Rateike and seconded by Blume that the
Architect Geiger be instructed to proceed with the installation. The Mayor
put the question iiid the Clerk called the roll with the following results:
Ayes: Alderman Rateike, Blume, Wright, Tures, Neff,,Moehling,'Flauter,
Prickett, Massman, Bell, Jackson, and Callaghan. N ays: None. The Mayor
declared the motion 'carried.
On motion by Alderman Rateike and seconded by Callaghan, the Norther
Illinois Gas Company be notified teat our unit will be installed August
of 1960.
Alderman Callaghan reported the Grocerland Store application for a liquor
license was denied.
DRIVEWAY HICKORY AND TOUHY AVENUES: Alderman Jackson made the following report:
"Your Committee on Streets and Traffic has investigated the above and has
found that the driveways as requested for Touhy (2, 35' driveways) are in
keeping with the proposed use and do not appear to create hazardous traffic
conditions. That the proposed 351 driveway for Hickory is larger than
necessary since traffic entering and leaving by this driveway will not be
subject to the speed and traffic volume existing on Touhy, that the State
has issued the necessary permits for the Touhy Drives. We, your Committee
on Streets and Traffic, therefore recommend that two permits be issued as
requested for the 351 concrete driveways on Touhy and that a permit for a
351 concrete driveway be issued for the Hickory driveway." The motion was
made by Alderman Jackson and seconded by Massman to approve the report.
The motion was made by Alderman Bell and seconded by Prickett to amend the
motion for two 351 driveways on Touhy but eliminate the 25' driveway on
Hickory. The Mayor put the question and the Clerk called the roll with
the following results: Ayes:. Alderman Rateike, Blume, Wright; Tures,
Neff, Moehling, Prickett, Bell and Callaghan. N ays: Flauter, Jackson
and Massman. The Mayor declared the motion carried.
The Mayor put the question on the previous motion as amended and the'Clerk
called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Tures, Neff, Moehling, Flauter, Prickett, Massman, Bell, Jackson
and Callaghan. Nays: None. The Mayor declared the motion carried.

PARKING ON PERRY STREET: Alderman Jackson reported on parking on the
1300 Block on Perry Street. Alderman Jackson made the motion which was
seconded by Bell to approve the report. After discussion, the motion and
second was withdrawn and further investigation is to be made.
PARKING ON WALNUT WEST OF TFE STREET: Alderman Jackson made the following
report: "Y our Committee on Streets. and Traffic has investigated the above
and has found that at the corner of Walnut and Lee Streets manuverability is
restricted, visibility is poor because of parked cars, parking is provided
off -the street for patrons of the stores on the NE corner. We, your Committee
on Streets and Traffic, therefore recommend that "No Parking" signs be
erected to prohibit parking on both sides of the_street (Walnut) from Lee
Street to the first alley west of Lee and that the city attorney be in-
structed to draw up the necessary ordinance." On motion by Alderman Jackson
and seconded by Massman, the Council approved the report.
SIDEWALKS TO WEST MAINE HIGH SCHOOL ON CARTON STREET: Alderman Jackson made
the fo].lowing report: !'Your.Coimittee on Streets. and Traffic has investigated
the above and has found that there is considerable risk to pedoStrian students
and motorists due to the number of students walking along this stretch of
Oakton, particularly during inclement weather; that part of the area involved
is not within the city limits. We, your Committee on Streets°and Traffic,
therefore recommend that City Engineer Fletcher be requested to contact
Mr. Tuthill of the State Highway Department to determine what possibility
there is of having sidewalks put in on the South side of Oakton in the area
outside the city limits." On motion by Alderman Jackson and seconded by
Massman, the Council concurred in the report.
MAPLE STREET COMPLETION: Alderman Jackson made the following report: "Your
Committee on Streets and Traffic has investigated the above and has found
that lines 12 through 21 �n page three of the Purchase Agreement between J.
Emil Anderson and Son, Inc. and the Board of Education of Community School
District 62, Cook County, Illinois would seem to indicate that none of the
costs'for the completion of Maple Street should be borne by the School District
62. Since Maple Street has not been dedicated to the City of Des Plaines, none
of the costs can be borne by the City.
"The above findings are based on the assumption that the attached, unsigned
copy of the Purchase Agreement was a true copy of the agreement signed: by
both parties. We, your Committee on Streets and Traffic, therefore recommend
that City Attorney Dowd be requested to meet with the attorneys of the parties
involved to help clear up the questions regarding the completion of Maple Street."
On motion by Alderman Jackson and seconded by'Bell, the Council approved the
report.
COMNNTER PARKING ON SEEGERS ROAD: Alderman Jackson made the following report:
"Your Committee on Streets and Traffic, has investigated the above and has -
found commuter parking on the North side of Seegers Road between Broadway
and Seventh is so concentrated as to constitute a hardship on the residents
whoPe homes front on that stretch. The South side of this part of Seegers
belongs to the Township; there are no homes fronting on the township side.
We, your Committee on Streets and'Traffic, therefore recommend that signs
reading 'No Parking 8 AM to 11 AM except Saturdays, Sundays and Holidays'
be erected on the North side of Seegers Road from Broadway to Seventh and
that the City Attorney be instructed to draw up the necessary ordinance.":
On motion by Alderman Jackson and seconded by Massman, the Council approved
the report.
Alderman Jackson made a progress -report on the purchase of land to extend Brown
Street.
ONE WAY STREETS NORTH SIDE: Alderman Jackson made the following report: -
"Your Committee on Streets and Traffic has investigated the above.and has
found that we are in agreement with the recommendations of the Streets and
Traffic Commission on the following streets:
Evergreen as is
Willow as is
Harding two way tee to Graceland
one way (west), Graceland to Western
Washington one way (east), Western to Graceland
Brown one way (west) Graceland to Western

"We, your Committee on Streets and Traffic, therefore recommend that the report
of the Streets and Traffic Commission be accepted as submitted with the follow-
ing exception - the Committee recommends Ferry (east one-way N.W. Highway to
Lee rather than N.W. 'Highway to Des Plaines Avenue as recommended by the
Commission and that the City Attorney be instructed to draw the necessary
ordinance." On motion by Alderman Jackson and seconded by Rateike, the Council
approved the report.
IMPROVEMENT OF LAUREL AVENUE WAREN HARDING AND WILLOW: Alderman Jackson made
the following report: "Your Committee on Streets and Traffic has investigated
the above and has found the westerly half of this bit of road will be
dedicated to the City of Des Plaines with the understanding that: 1) the
city would accept it in its condition as of that date. 2) that the city
would commence maintenance as of the date of dedication. 3) That DoAll
Corporation.would put aside $1;880.00 to be given to the City of Des Plaines
at the time. the above portion of road was improved to include curbs and gutters
on the ,easterly half and a good black top surface. We, your Committee on
Streets and Traffic, therefore recommend that the City Engineer and Superintend-
ent of Public Works be instructed to place this work on the schedule for this
summer." On motion by Alderman Jackson and seconded by Rateike, the Council
approved the report.
ALLEY BEHIND 1261 BROWN STREET: Alderman Jackson made the following report:
"Your Committee onStreets and Traffic has investigated, the above and has
found to properly maintain this alley, it will be necessary for.3 structures
to be removed. City Engineer Fletcher has submitted the attached survey
indicating the three offending structures.
"In addition to the above it will cost about $3,150 to fidish the alley which
at present goes less than half way from Laurel to Miner. We, your Committee
on Streets and Traffic, therefore recommend that notice be given to the
owners that the offending structures should be moved -out of the alley and
located on their property, in accordance with the Des Plaines Building Code,
or removed from the premises.
"This report also stands as a report on the -same matter referred jointly
to the Streets Committee and the Committee on Building Control and
Inspection, on August 17, 1959.
"6Je further recommend that since the alley is only 121 wide that it be
.posted for one way traffic, and that this matter be placed on the schedule
of work to be completed this summer.". On motion by Alderman Jackson and
seconded by Bell the Council approved the report.
Alderman Jackson called a meeting of the Street Committee for April 28 at
8:00 P.M.
JOE DI V120 COMPANY AWARDED THE WATER MAIN BID: Alderman Tures reported
that the Joe DiVito Company was low bidder on -the water main on Mt: Prosg ct
Road. The motion was made by Alderman Tures and seconded by Prickett to ,
award the bid to Joe DiVito Company for $26,080.20'. The Mayor put the
question an d the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Prickett,
Massman, Bell, Jackson, and Callaghan. Nays: None. The Mayor declared the
motion carried.
REQUEST BY S ONS CLAMP AND MANEFACTURING COMPANY FOR TEMPORARY SEPTIC TANK:
On motion by Alderman Moehling and seconded by Massman, the Council approved
the report.
There will be a meeting of the Parking Meter and Finance Committee April
25th at 7:30 P.M.
.At Alderman Massmants request the Mayor requested the Street Committee to
investigate about 2.hour parking on Oakton Street from the Soo Line to
Des Plaines Avenue
SIGNS IN RESIDENTIAL AREA - DEMPSTER AND MT. PROSPECT ROAD: Alderman Neff
reported the .following .regarding sign application: "Your Committee on
Judiciary has investigated the above and has found all land within the city
} Alderman Moehling made the following report:
"Your Committee on Sewer has investigated the above and has found Symons
Clamp requests the variation as a temporary measure only for use by their
employees during construction and operation of the warehouse facilities
they are erecting on their premises. The operation of the warehouse
which will require not more than about eight employees is the initial
phase of transfering the entire Company to this site, a procedure which
is expected to require up to three years. We, your Committee on Sewer
therefore recommend that a temporary permit be granted to Symons Clamp to
install a septic tank system limited to the size and for the service in-
dicated on plans now in the hands of the Building Commissioner. It is
further recommended that the duration of the permit be limited to one year,
renewable each year by application of Symons Clamp for a total of three
years and that any request for increase in use beyond the present number
of employees or for a period more than three ydars be denied. On motion
by Alderman Moehling and seconded by Massman, the Council approved the
report.

limits at or near this corner is zoned for residential use only. The Westfield
Gardens Civic Association has discussed the erection of a business sign at
this corner and passed a resolution disapproving the sign by a vote of 45
to none. Under the zoning ordinance, no sign is Termitted in a residential
zone except certain signs advertising an activity at the site. The proposed
sign woi.ild advertise commercial development in Waycinden Park, about half a
mile west and outside the city limits. We, your Committee on Judiciary,
therefore, recommend that no permit be issued for the proposed sign at this
corner." On motion by Alderman Neff and seconded by Moehling, the Council
approved the report, to deny sign application. •
APPROVAL OF BILLS: Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY OF IES PLAINES
THAT THE FOLLOWING BILLS ARE DUE AND PAY*
ABLE AND THAT THE MAYOR AND CITY CLERK BE
AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT
FOR SAME.
Total: $29,434.85. (A copy of resolution placed beforf each Alderman and on
file with the City Clerk.) The motion was made by Alderman Prickett and
seconded by Callaghan to adopt the resolution. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman
Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Prickett, Massman,
Bell, Jackson and Callaghan. Nays: None. The Mayor declared the motion
carried.
ADOPT RESOLUTION QUIT CLAIM DEED: The motion was made by•Alderman Prickett
and seconded by Callaghan to adopt the above resolution and authorize the
Mayor and Clerk to sign the quitclaim deed for which the City will receive
$100.00. The motion was voted upon by°acclamation.
TRAFFIC COMMISSION REPORT: The Clerk read the, following report: "The Traffic
Commission sitting as a commission, makes the following recommendations:
Item 1)t"Right Turn Only" - Harding at Lee Streets.
We recommend: No•action at present. °
Item 2) One-way traffic flow proposed for the following streets.
Evergreen, Willow, Harding, Washington, Brown Perry.
We recommend:
A. EVergreen - as is
B. Willow - as is
C. Harding, -.two-way, Lee to Graceland, one-way West, Graceland to Western.
D. Washington, - one-way East, Western to Graceland.
E. Brown, - one-way West, Graceland to Western.
F. Perry, - one-way East, N.W. Highwy. to Des Plaines Avenue
On motion by Alderman Rateike and seconded by Massman, the report was made
a part of the Street Committee report on same item.
TRAFFIC COMMISSION REPORT: The Clerk read'the following report: "It is the
request of this commission that the City Council draft an ordinance
prohibiting parking on alternate side of the following streets: David Drive,
Joseph Drive, Fox Lane, Eberle Drive, Craig Drive (between Pratt Ave. and
David Drive). All streets lying within the boundries of the subdivision,
commonly known as Pleasant Manor. The aforementioned streets are 20 feet
wide and do not permit free flow of traffic with parking on both sides of
the street. This ordinance will conform with others now in effect in
other sections of Des Plaines at present." On motion by Alderman Massman and
seconded by Callaghan, the report was referred to the City Attorney to draft
an ordinance.
DES PLAINES TERRACE UNE N0. 1 PLAT: The Clerk reported he had received the
above plat approved by the Plan Commission The Mayor referred the plat
to the Municipal Development Committee
ZONING BOARD REPORT ON APPLICATION SCOTT ST. AND EAST WEST TOLLWAY: The
Zoning Board recommended to deny rezoning the 5.8 acres from single family
residence to multiple family. On motion by Alderman Bell and seconded by
Blume, the Council concurred in the report.

ADOPT LIBRARY COMMITTEE ORDINANCE: The Clerk read for the second reading,
the above ordinance, The motion was made by Alderman Prickett and seconded
by Blume to adopt the ordinance. The Mayor put the question and the Clerk
called the roll with the following results: .Ayes: Alderman Rateike, Blume,
Wright, Tures, Neff, Moehling, Flauter, Prickett, Massman, Bell, Jacksoh, and
Callaghan. Nays: None. The Mayor declared the motion carried.
ADOPT ZONING ORDINANCE 1319 PRAIRIE AVE: The Clerk read for the second
reading the above `ordinance. The motion was made by Alderman Bell and '
seconded by Rateike to adopt the ordinance. The Mayor put tie question and
the Clerk called the roll with the following results: Ayes: Alderman
Rateike, Blume, 'Wright, Tures, Neff, Moehling, Flauter, Prickett, Massman,
Bell, Jackson and Callaghan. Nays: None. The Mayor declared the motion
carried.
Alderman Callaghan called a meeting of the Board of Health Committee,
April 27th at 8:00 P.M.
Alderman'Bell called a meeting of the Municipal Development Committee April
28th at 8:30 P.M.
ADOPT DIF; CASTING ZONING ORDINANCES The Clerk read for the second reading
the ab9ve ordinance. The motion was made by;Alderman Prickett and seconded
by Neff to adopt the ordinance. The Mayor put the -question and the Clerk
called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Tures, Neff, Moehling,Flauter, Prickett, Massman, Bell, Jackson and
Callaghan. Nays: None. The Mayor declared the motion carried.
FIRST READING ZONING ORDINANCE SIDE YARDS IN M-1 and M-2: The Clerk read
for the first reading the above ordinance.
REZONING APPLICATION VANDY LANE TO MULTIPLE FAMILY: The Clerk submitted the
above rezoning application. On motion by Alderman.Prickett and seconded
by Callaghan the application was referred to the Zoning Board of Appeals,
sitting as a commission to call a hearing.
FIRST CHURCH OF CHRIST SCIENTIST SETTER ON TRAFFIC: The Clerk read -the
above letter about traffic, congestion at Thacker, Arlington 'and Laurel
Avenues. The Mayor referred the letter to the Street Committee.
DES PLAINES POST 2992 V.F.W. INSTALLATION: The Clerk read a letter inviting
the city officials.to the above installation of officers Aril 30th at
8:00 P.M.
At request of Alderman Tures, the Mayor requested the Street Committee to
investigate the alley rear of 1300 Block of Oakwood and Henry.
The Mayor referred to Superintendent of Public Works to investigate about
sidewalk of one lot on Forest Avenue at Earl Avenue.
TO ADVERTISE BIDS ON TREE TRIMMING: On motion by Alderman Callaghan and
seconded by Jackson, Superintendent Wernicke is to advertise for tree
trimming with bids to be returned May 16th.'
Engineer Fletcher and Superintendent Wernicke are to contact State authorities
about flasher light on concrete wall at river on Miner Street and paint white
stripes on wall,
ADJOURNMENT: The motion was made by Alderman Bell and 'seconded by
Prickett to adjourn to Monday April 25th, 1960 at 8:00 P.M. The motion
was voted upon by acclamation.
