OFFICIAL REPORTS: The Clerk submitted the report of the City Treasurer for February. At request of Engineer Fletcher, the Council referred to the Street Committee and the Plan Commission, about change in Official Plan Ordinance on street construction. Superintendent Wernicke reported Well No. 4 operating_ and work on rehabilitat- ing Cater Well has been started. Attorney Dowd reported on having won the case about Presses annexation with Park Ridge. ' PETITION TO DISCONNECT FROM CITY(BEL-AII AREA). Alderman Bell reported the following: "Your Committee on Municipal Development has investigated the above and has found request for disconnection was received prior to annex- ation, but petitioner agreed to withhold action so as not to disrupt pro- ceedings. Property is not completely surrounded by city and is in fact on the western edge of Bel -Aire Section. We, your Committee on Municipal Develop- ment therefore recommend that petitioner be allowed to disconnect as requested." On motion by Alderman Bell and seconded by Prickett, the Council approved to allow the disconnection. -= IRVING M0EHLING ANNEXATION: Alderman Bell reported the above property is located on Rand Road and Eighth Avenue and is contiguous to the City on 2 of 3 sides. It is a triangular shaped 280 ft. X 300 ft. X 300 ft. The Municipal Development Committee recommended the property be annexed. On motion by Alderman Bell and,seconded by Blume, the Council approved the report. LOT # 4- HOMELAND ACRES - NOT TO ANNEX: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found property consists of a single lot in center of the block on west side of Wolf Road. It has been the policy of this committee not to annex single lots in this manner since problems of servicing such property by the City arise. We, your Committee on Municipal Development, therefore recommend petitioner solicit neighboring property so that at'least a full block may be included in such a petition. Present request for annexation denied." On motion by Alderman Bell and seconded by Prickett, the Council concurred in the report. Alderman Bell made a progress report on "Front Yards" in Industrial Zoning that the Committee would meet March 29th to discuss same. =3= 3/21/60 On motion by Alderman Flauter and seconded by Rgteike the Council approved. to instruct the Fire and Police Commissioners to appoint three policemen by April 15. Attorney Dowd was instructed to check to see if the City has a sound truck ordinance. TIMBER CONSTRUCTION COMPANY OPTION: The motion was made by Alderman Retells and seconded. by. Tistle. to authorize the Mayor, Clerk and Building and Grounds Committee Chairman to sign the option regarding remodeling City Hall. PINBALL MACHINES: Alderman Neff made the following report: "Your Committee on License, Inspection and Health has investigated the above and has found that pinball machines are allegedly being used for gambling purposes within the city; that such machines can be used legitimately but that it is difficult if not impossible for the police department to prevent their use as gambling devices; that they offer a potential threat to the public welfare in that they appeal to minors who may thereby be encouraged in•a disregard of the law which may lead to habitual contempt for law enforcement. We, your Committee on License, Inspection and Health, therefore recommend that the City Attorney be,instructed to investigate the law to determine whether the city has the power to prohibit pinball machines and their use within the City; and if it does have such power, to prepare an ordinance making it un- lawful to maintain, own, or operate such machines." TRAFFIC SIGNS AT DRAKE AND CORNELL: Alderman Jackson made the following report: n'Your Committee on Streets and Traffic has investigated the above and has found that the traffic pattern at the above intersection is sufficiently hazardous to warrant control but not heavy enough to require a stop sign. We, Your Committee on Streets and Traffic, therefore recommend that the Superintendent of Public Works be instructed to install "Yield" signs at this intersection causing the Drake Traffic to yield to Cornell." PLOW TO O'MAR EQUIPMENT CO.: Alderman Jackson made the following report: "Your. We further found'that R.C.O'Mar is agreeable to holding up delivery at bid price until October or stch . earlier time as funds become available for this expenditure. CAR POOL PARKING AT 618 GOLF ROAD: Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found' that car pool parkers have been leaving the cars all day around the corner of Eighth and Golf; that these_parkers have not complied with the re- quests of the owner of this property to discontinue this practice; that in alighting from their cars these individuals have either knowingly or un- knowingly, broken several underground sprinkler heads; that the owner would like to have this property posted 'No Parking'. We, your Committee on Streets and Traffic, therefore recommend that chasing these parkers from this location would only settle them in another spot in the area; that it would be impractical to post the entire area.
