by Bell to annex Bel -Aire subdivision. The Mayor put the question and the
Deputy Clerk called the roll with the following results: Ayes: Alderman
Prickett, Tistle, Massman, Bell, Jackson, Callaghan, Blume, Wright, Neff,
Moehling, Flauter, and Figard. Nays: Alderman Rateike and Tures. The Mayor

Alderman Massman and second by Wright, The Council concurred sending the above

Application to consider amending Section 5C.4 of Section 5C.2 was referred to
Zoning Board of Appeals sitting as a Commission by the Council on a motion by
Alderman Massman and second by Figard.

GOLF TERRACE ANNEXED. On a motion by Alderman Bell and second by Neff, the
Council concurred to place on passage Golf Terrace subdivision on Mt.Prospect
Road south of Washington Street for annexation. The motion was made by ;Alderman
Bell and second by Massman to adopt ordinance annexing Golf Terrace. The
Mayor put the qeustion and the Deputy Clerk called the roll with the following
results: Ayes: Alderman Prickett, Tistle, Massman, Bell, Jackson, Callaghan,
Rateike, Blume and Tures, Wright, Neff, Moehling, Flauter and Figard. Nays:

approximately 700 catch basins returnable March 7, 1960.

The meeting was called to order by Mayor Herbert H. Behrel who presided with
Alderman Prickett, Tistle, Massman, Bell, Jackson, 0attaghai, Rateike,'Blume,

APPROVAL OF MINUTES: The motion was made by, Alderman Rateike ani seconded by
Massman to. approve the minutes of February 1, 1960. The motion. was voted upon
by acclamation after a correction regarding sign fees.
Callaghan arrived at this time.
OPEN BIDS FOR CINDER SPREADER: On motion by Alderman Tistle and seconded by
Tures,the Clerk .was instructed to open bids on the cinder spreader. Only one
bid was received from OfNar Equipment Company, Park Ridge for $1,185.00. On
motion by Alderman Rateike and seconded by Blume the bid was referred to the
Street and Finance Committee and Superintendent of Public Works

City Attorney Dowd informed the Cooincil that the Clerk received the notice of

On motion.by .Alderman.Maasman and seconded_by Tistle, the case was referred
to the Judiciary Committee to consider taking the case before the Master

APPROVE CRAIG MANOR NO. 2 SUBDIVISIONL Alderman:Bell made the following report:
"Acceptable.school.and park arrangements had been made with Feehanville Shhool
and Hes Plaines. We, your Committee oh Municipal Development, therefore re-
commend approval of subdivision as shown." On motion by Alderman Bell
and seconded by Blume, the Council approved.the plat.
APPROVE TREC INSKI SUB. -PLAT: On motion by Alderman Bell and seconded by
Blume, the Council approved.the Trecinski Sub. -Plat.
APPROVE LAKEVIEW TOWERS SUB. -PLAT: Alderman Bell made the following report:
"Your Committee on Municipal Development has investigated the above and has
found this is a portion of a larger subdivision previously approved by this
Council. Property has now been divided in smaller parcels for financing.
Previous offer of $40.00 per house for schools and donation to Park Board
still unchanged. Wei your Committee on Municipal Development, therefore
recommend approval of plat as shown." On motion by Alderman Bell and seconded
by Blume the Council approved the plat.
REZONING DENIED AT RAND AND MINER STREETS: Alderman Bell read the following
report: "Your Committee on Municipal Development has investigated the
above and has found the..Zoning Board has denied petition for rezoning as
property values would be lowered as a result of this rezoning. Desirability
of a 160 unit motel in this area was not clearly proved. We, your Committee
on Municipal Development, therefore recommend petition for rezoning be
denied. • Report of Zoning Board be concurred in." On motion by Alderman
Bell and seconded by Rateike, the Council approved the report and con-
curred in report, of Zoning Board to deny rezoning..
REZONING WOLF & RAND ROAD SUBDIVISION: Alderman Bell made the following re-
port: ""Your Committee on Municipal Development Yeas investigated the above
and has found subject has been referred to the Committee for the fourth
time. Committee has re -considered all evidence and finds property along _
Sioux Line R.R. tracks totally unsuitable for single family residential use.
Intensity of use if property were zoned R-4 would be too great to be accept-
able for this large area. We, your Committee on Municipal Development,
therefore, recommend property be re -zoned R-2, R-4 and M-2 as previous,j►"
.proposed. ": The motion was made by Alderman Bell and seconded by Prickett
to approve,. -the report. The Mayor.put the question and the Clerk called the
roll with the'following results: Ayes: Alderman Rateike, Blume, Wright,

REZONE 1319 PRAIRIE AVE.: Alderman Bell made the following report: "Your
Committee on Municipal Development has investigated the above and has found
:lot does not appear suitable for modern single family residence. Lot is
on corner surrounded by•large older homes, property across alley is now
multi -family zoning. Intensity of use ordinance would prohibit all but one
two story dwelling on this lot. We, your Committee on Municipal Development
therefore recommend property be rezoned R-4 as requested." On motion by
Alderman Bell and seconded by Prickett, the Council concurred in the report
and the -City Attorney is to draft an ordinance.

REZONING C-1, C-2, C-3 on LEE ST., TOUHY AVE. AND HIGGINS RD.:, Alderman Bell
made the. following..report:."Your Committee.on Municipal Development has in •

vestigated the above and has found no intended use for property after re-
zoning is indicated. Properties should be submitted one at a time after use
is determined. We, your Committee on Municipal Development, therefore recommend
report of Zoning Board be concurred in." On motion by Alderman Bell and seconded
by Prickett, the Council approved the report and concurred in report of Zoning
Board denying the 'rezoning.
ANNEXATION OF PLEASANT MANOR UNITS 1 and 2 APPROVED: Alderman Bell made the
following.report: "Your-Committee.on.Municipal. Development has investigated
the above and has,found Unit one would continue to be subdivided as shown
with lots in excess of our present minimums. Unit two would be re -subdivided
at a later date to conform or exceed our present minimum lot sizes. Subdivided,
would increase school board donation from $40.00 to $150.00 per house. City
would receive building permit monies. We, your Committee on Municipal Develop-
ment, therefore recommend annexation of subdivision as requested. Annexation
ordinance be placed at first reading." On motion by Alderman Bell and seconded
by Prickett, the Council approved the.report.
MAINE LEASING CORP. AWARDED POLICE CAR RENTAL BID: The motion was made by
Alderman Tures and.seconded.by Wright to ward the bid'of $296.00 per car to
the Maine Leasing Corp. This is the same price as 1959. The Mayor put the
question and the Clerk called the roll with the following results: Ayes:
Alderman Rateike, Blume, Wright,Tures, Neff, Moehling, Flauter, Figard, Prickett,
Tistle,'MassmanBell, Jackson, Callaghan. Nays: None. The Mayor declared
the motion carried.
PIN BALL MACHINES: Alderman Tures said that due to publicity of pin ball
machines, the Police Commissioner requested that they should be referred to
the License and Inspection Committee to cancel licensing the machines. On
motion by Alderman Tures and seconded by Prickett they were so referred.
Alderman Callaghan reported the Northwest University of Women Club are making
investigation of the cities and villages, in this area regarding a district
health office which they will report to him.
Alderman Callaghan requested that City Attorney Dowd prepare a resolution
for monthly report of Health Board.
On motion by Alderman Jackson and seconded by Rateike, the Council approved
to allow the Street Committee to contact the owners of property which was
appraised regarding opening Brown St.
Alderman Tures reported that Well No. 4 was not supplying enough water so
the Water Committee gave Superintendent Wernicke authorization to have
emergency repairs made before the repairing of Cater Well, He said it would
cost about $5,000.00 to $6,000.00.. The motion was made by Alderman Tures
and seconded by Figard to approve the expenditure. The Mayor put the question
and the Clerk called the roll with the following results: Ayes: Alderman
Rateike, Blume, Wright, Tures, Moehling, Flauter, Figard, Prickett, Tistle,
Massman, Bell, Jackson, and Callaghan. Nays: Neff. The Mayor 'declared the
motion carried.
TO ADVERTISE FOR BIDS FOR WATER MAIN: On motion by Alderman Tures and
seconded by Callaghan, bids are to be advertised for l0inch water main.
See_report following: "Advertise for bids for a 10 inch water main on Mt.
Prospect Road across the Northwest Highway and the Northwestern Railroad to
connect the Cumberland area to Northshire and to construct a 12 inch water
main in Mt. Prospect Road from Northshire subdivision to Golf Road and west
on Golf Road to the new Westwood Subdivision. This is necessary in order to•
supply an adequate water supply to the Cumberland area. Bids to be due April
4, 1960. Plans and specifications have been prepared."
Alderman Massman made a progress report on off-street parking to be held in
abeyance for further investigation.

Alderman Wright reported on repairs needed for some of the books donated by
Harry Talcott for the Attorneys Office. The motion was made by Alderman
Wright and seconded by Moehling to allow the Public Library have the books
repaired at an estimated cost of $500.00 to be paid by the Legal Department.
The Mayor put the question and the Clerk called the roll with the following
results: Ayes: Alderman Rateike, Blume, Wright,Tures, Neff, Moehling, Flauter,
Figard, Prickett, Tistle, Massman,Bell, Jackson and Callatihan. Nays: None.

PLAN COMMISSION REPORT: The.Plan Commission investigated regarding the new
factory of '"Convex"Division of Illinois Tool Works and after considering
this proposal find no objection to this proposed development.
PETITION TO ANNEX LOT 4 HOMELAND ACRES: Plan Commission reported no objection
to this annexation. 'The Mayor referred the petition to the Municipal Develop-
ment Committee.
PETITION I. MOEHLING ANNEXATION: Plan Commission reported no objections to
this annexation. The Mayor referred the petition to the Municipal Develop-
ment Committee.
ZONING REPORT - GOLF ROAD WEST OF MT. PROSPECT ROAD, GOLF ROAD INVESTMENT CO.
The Clerk read the above report to rezone from R-2 to R-4, Multiple Family,
