The Mayor declared the motion carried.
SAFETY COUNCIL LETTER: A letter from the Safety Council was read by the
Clerk regarding bad conditions of several railroad crossings. The Mayor re-
ferred the letter to Superintendent Warnicke.
SAFETY COUNCIL LETTER: A letter was read by the Clerk regarding the Safety
Council meeting on the second Tuesday of the month and said they found Council
Committee meetings on that night.. The Mayor said he had apologized for having
the meeting.
FIRST READING BEL AIRE ANNEXATION ORDINANCE: The Clerk read for the first
reading the above ordinance. .
MC BAY NEALIS PLAT; The Mayor referred the above plat to the Plan Commission.
GOLF TERRACE PLAT: The Mayor referred,the above plat to the Plan Commission.
JUNE MOREHART AND SAVENA GORSLINE APPOINTED TO THE LIBRARY BOARD: On motion
by Alderman Wright and seconded by Neff, the Council approved the above
appointments to fill the vacancy of resignations of Ann L. Troyan and Erich
Schalk.
TO ADVERTISE BIDS FOR GARGAGE PACKER TRUCK: On motion by Alderman Figard and
seconded by Rateike the Council approved to advertise bids for garbage truck
and chassis to be returned March 7th, 1960.
At Alderman Figard's request the Mayor referred to the Street Committee and
Superintendent Warnicke the matter of Installing a "no left turn" sign at
Laurel and Thacker.
At Alderman Bell's request Superintendent Warnicke is to check fence on Maple
School property.

CITY COUNCIL, DES PLAINES, ILLINOIS HELD
IN THE COUNCIL ROOM, CITY HALL
FEBRUARY 15. 1960 AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel, the
City Clerk being absent the Deputy Clerk called the roll with Alderman Prickett,
Tistle, Massman, Bell, Jackson, Callaghan, Rateike, Blume, Tures, Wright, Neff,
Moehling, Flauter and Figard responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Wright and seconded by
Prickett, to approve the minutes as written with the following corrections:
Page 1 - Safety measure West School - line 3 change to - it is recommended by
Superintendent Smaage . . . and Page 3 - Lime bid seconded by Alderman Wright,
which the Council concurred with the above corrections.
BIDS FOR SQUAD CARS. On a motion by Alderman Figard and second by Tures the
Deputy Clerk was instructed to open the following bids: Maine Leasing Corporation
$298.00 per car monthly - 30,000 miles maximum - $.06 per mile in excess. Holmes
Motor Company- $315.00 per car monthly - 30,000 miles maximum - $.065 per mile in
excess. On a motion by Alderman Prickett gnd second by Massman the bids were
referred to the Police and Finance Committees for study and report.
OFFICIAL REPORTS. The Deputy Clerk submitted the Treasurers report for January.
City Engineer Fletcher reported on draft of zoning map to be ready for March 7
meeting.

Attorney Dowd reported litigation with Park Ridge would be heard before Judge
Roberts February 18, 1960 at 2 P.M.
The city employees were commended for their work during the recent snow storm.
The City attorney was instructed to investigate legality of 8 foot fence on
Fargo Avenue.
NORTHEAST CORNER RAND AND WOLF ROADS. Alderman Bell made the following report:
Fidelity Builders, northeast corner Rand and Wolf Roads was re-referred to
committee for study. Petitioner has agreed to with draw petition for industrial
request leaving only single and multifamily zoning in area. We, your Committee
on Minicipal Development, therfore recommend: Annexation of property as shown.
Portion shown as multi -family be rezoned by ordinance now on second reading.
Ordinance for rezoning to Industrial be withdrawn. The motion was made by
Alderman Bell and second by Prickett to concur in report. The Mayor put the
question and the Deputy Clerk called the roll with the following results:
Ayes: Alderman Prickett, Tistle, Bell, Blume, Wright, Moehling, Flauter and
Figard. Nays: Alderman Massman, Jackson, Callaghan, Rateike, Tures and Neff.
The Mayor declared the motion carried.
PLEASANT MANOR ESTATES #2. Alderman Bell made the following report: The
property isnot within present city limits. Plan Commission has approved
subdivision. Petitioner has agreed to denate $40.00 per home to Elk Grove
School District, this amount to be increased to $150.00 if property is annexed
to city. We, your committee on Municipal Development, therefore recommend:
Approval of subdivision as shown. Mayor and City Clerk be authorized to sign
plat. On a motion by Alderman Bell and second by Prickett, the Council concurred
in recommendation of approval, and authorize Mayor and City Clerk to sign plat.
MC KAY NEALIS SECOND ADDITION SUBDIVISION Alderman Bell made the following
report: The property consists of 9 lots adjacent to existing -McKay Nealis
subdivision. Plat meets all requirements of City Code. Plan Commission
approves plat. Your Committee on Municipal Development, therefore recommend:
Approval of subdivision as shown. Mayor and City Clerk be authorized to sign
plat. On a motion by Alderman Bell and second by Blume, the Council concurred
in approval of recommendation and Mayor and City Clerk be authorized to sign
plat.
GOLF TERRACE ANNEXATION. Alderman Bell made the following report: On petition
for annexation the land east side Mt.Prospect Road and north of Water plant -
Golf Terrace. Your committee on Municipal Development has investigated and found
property is directly west of Northwestern property now in litigation for
rezoning to industrial. Petitioner plans single family residential of type
that would compliment the neighborhood. Petitioner has donated approximately
5% of property to park district. We, your committee recommend: Property be
annexed as shown. Subdivision be approved as platted. Mayor and City Clerk be
authorized to sign plat. On motion by Alderman Bell and second by Blume the
Council approved recommendation and authorization of Mayor and City Clerk signing
plat.
ROBIN LANE ESTATES. .Alderman Bell made the following report: Plan Commission
has approved subdivision. Subdivider has agreed to donate $100.00 per lot for
schools, to be paid at time building permit is issued. Property adjoins power
line tract previously donated to schools and parks. We, your committee on
Municipal Development, therefore recommend:Approval of subdivision as shown.
Mayor and City Clerk be authorized to sign plat. On a motion by Alderman Bell
and second by Blume, the Council concurred in the report and authorized Mayor
and City Clerk to sign plat.
Alderman Bell reported a meeting of Municipal Development committee for
,February 24, at 7:30 P.M.
Alderman Rateike made progress report that the approximate date of completion of
new police department for June 1, 1960.
BARRICADE HARVEY AND SEEGERS ROAD. Alderman Jackson made the following report:
'Your committee on Streets and traffic has investigated and found that in the
opinion of Fire Marshal, Marshal of Police and Superintendent of Public Works
the erection of barricade at Seegers- Harvey intersection as recommended is
inadvisable and would create service problems for all city vehicles, eg. snow
removal, garbage, fire and: police protection. We, your committee recommend:

that nothingbe done at this time regarding the Erection of a barricade, but that
this matter be referred to the Streets and Traffic Committee again 60 days after
the apartment building is occupied for check regarding what effect,the increased
traffic has really had on the area in question. On motion by Alderman Jackson
and second by Callaghan, the Council concurred in the report.
BARTON ASSOCIATES ADDITIONAL REPORT. Alderman Jackson made the following report:
Your committee on Streets and Traffic has investigated the above and has found:
that in checking through the signed contract supplied to me by Ex. Alderman Sam
McKay, it appears that several survey items in the contract were not specifically
discussed in the survey report dated Nov. 1959. Listed below are items from
the traffic section which I feel require additional reporting by Barton & Associates.
(I have also asked George Massman, Chairman of the Parking Committee to check the
section on parking against the contract.) CONTRACT - 1.(a)(1) A study of traffic
lights on Miner and Ellinwood and recommendation of changes to improve traffic flow
and protect pedestrians. (2) A study of the area bounded by Lee, Thacker, Center
and Prairie and the traffic interferences at parking lots having entrances and exits
on Lee and Center. (6) A study of speed limits expecially on Golf Road, Mount
Prospect Road and Algonquin Road. I.(a)(9) Recommendation on right turns on
red light in the business area. (11) Check of traffic conditions at bus
service terminal at Northwest Highway and Brown Street. (12) Studies of
conditions at all schools, public and parochial, including parking facilities
at the schools and speed limits, traffic restrictions and crossing guard
service on all access streets. (d) Consultants will make recommendations for
improving and modernizing the existing traffic ordinances and will study
suggestions that subdividers be required to submit a traffic survey with their
plans for proposed development showing how streets and roads will fit in with
the existing.,traffic pattern. We', your Committee, therefore recommend: that
Barton & Associates becontacted regarding information on the above points prior
to payment for the survey.. On a motion by Alderman Jackson and second by Bell
the Council concurred in report. Mayor Behrel referred letter to Streets and
Tra"ffic Committee.
ADVERTISE BIDS FOR DUMP TRUCK, SNOW PLOW AND CINDER SPREADER. On a motion by
Alderman Jackson and second by Massman to advertise bids for 1 -Dump truck,
1 -snow plow and 1 -cinder spreader returnable March 7, 1960 with Superintendent
of Public Works preparing specifications.
ONE WAY BUSINESS DISTRICT TRAFFIC. Aldermap Jackson made the following report:
Your Committee on Streets and Traffic has investigated and found: 1. that the
proposed system would do much to deviate traffic conflicts and mold efficient
movement in the central business district. 2. that in order to proceed,
it would be necessary to have the state approval since Lee Street is a state
route. We, your committee recommend: that the state be contacted regarding
the possibility of initiating a One -Way Street system in the central business
district with the changes being roughly: Lee Street One Way N -NE from Walnut
to Jefferson. Graceland One -Way S -SW from Walnut to Jefferson. The request to
the state should be accompanied by a copy of exhibit 10 from Barton Report.
The matter should be referred to the Superintendent of Public Works and the
City Engineer to follow up. On a motion by Alderman Jackson and second by
Massman the Council concurred in report and authorized Superintendent of Public
Works and City Engineer to investigate and report.
LEE, FIRST AND WALNUT STREETS. Alderman Jackson reported the following:
Your Committee on Streets and Traffic has investigated the above and has found:
traffic oonditions in this area have improved since the bounds of the traffic
island were changed to conform with the traffic pattern. Nevertheless,
because of the numerous possible maneuvers at this intersection, considerable
hazard still exists. We, your Committee recommend: that nothing be changed at
this intersection until the initiation of the Graceland-Lee 1 -way pair as
proposed in the attached sketch. Such a traffic pattern reduces the number of
possible maneuvers that lead to conflicts. This matter should be taken up again
by the Streets Committee 90 days after one-way change is initiated. On motion by
Alderman Jackson and second by Neff the Council concurred in the report.
Alderman Jackson announced a meeting on Monday, February 22, 1960 at 8:00 P.M.
of the Streets and Traffic Committee.

DO ALL SIGN DENIED. Alderman Blume made the following report: Application for
sign permit at DoAll Company is for the construction of an unlighted sign to be
erected on the gpplicants property, the surface area of which is approximately
192 square feet. We, your Committee on Building Control and Inspection, therefore
recommend: That the application for a permit toerect the aforementioned sign be
granted. The motion was made by Alderman Blume and second by Prickett to concur
in the report, and grant permit. The Mayor put the question and the Deputy Clerk
called the roll with the following results: Ayes: Alderman Prickett, Massman,
Blume, Wright, Flauter and Figard. Nays: Alderman Tistle, Bell, Jackson,
Callaghan, Rateike, Tures, Neff and Moehling. The Mayor declared the motion lost.
CHANGING SIGN ORDINANCE. Alderman $fume made the following report: Your Committee
on Building Control and Inspection has investigated and found: That only those
business place signs which constitute a threat to the public safety by inspected
each year and charged an inspection or annual license fee. An annual license
or inspection fee is unwarranted where the sign in question is well inside of
the private property and where the public safety is not endangered. We, your
Committee, therefore recommend: That the City attorney by instructed to draw
up an ordinance to ammend Section 251 of Article XXVII to read approximately
as follows: "The annual fee for the privilege of,maintain4iig an unlighted or
non -electric signboard upon the wall of any building abutting any street, sidewalk
or public alley, which may constitute a threat to the public safety, etc. concurred
in the report and for City Attorney Dowd to draw up ordinance,on a motion by Alderman
Blume and second by Rateike, which the Council concurred.
REPORT ON BUILDING CODE. Alderman Blume made the following report: Your Committee
on Building Control & Inspection has investigated and found: A:The present
building code was adopted in 1939 and, being over 20 years old may be considered
archiac. B.Numbers of amendments have been added to the code which are difficult
to interpret or which have become lost or misfiled over the years. C.That new
materials and standards for modern construction are no longer covered by the
present code unless revised with a number of amendments.. D.The present code is
bulky, unwieldy and in many instances has proven not to be enlightening to
architects, builders or the City Building Inspectors. We, your Committee,
therefore recommend: A.That the suburban Building Code of 1957 is corrected
as published by adopted in toto to supplement the present building code of 1939.
B. An annual supplement should be adopted, after proper'study,-as soon as
practicable after it is issued. C. That the city attorney be instructed to -
draw the necessary ordinance for adopting.the aforementioned suburban building
dode by reference and that copies of the code to be adopted shall be filed with
the city clerks office and the building commissioners office where they are
to be availablefor public review prior to adoption and to remain there after
the effective date of the ordinance. On a motion by Alderman Blume and second
by Rateike, the Council concurred in,the.report.
POSTPONE SIGN LITIGATION 90 DAYS. Alderman Neff made,the following report: ,
Your committee on Judiciary has investigated and found: The four cases
mentioned all involve ordinance violations of a continuing nature. The violators
refuse to conform to the ordinance, and enforcement cannot be had except
through litigation. However, litigation through the local Police Magistrate's
court, or through the Circuit Court of Cook County, is slow and not wholly
satisfactory from the city's standpoint. The Judiciary.Committee invited
38 local attorneys to a meeting to discuss with them the possibility of setting
up a City court or Municipal Court of Des Plaines in which cases like the four
mentioned above could be handled promptly and effectively. Nine attorneys
including City Attorney Dowd attending the meeting and expressed considerable
interest in establishing such a court. The attorneys formed a committee to
investigate the problems involved in forming and operating the court. We, your
committee, therefore recommend: with the concurrence of the City Attorney, that
a decision on how to handle the four cases above mentioned be postponed for
90 days until the recommendations of the lawyers committee on the City Court
are available. On a motion by Alderman Neff and second by Prickett the Council
concurred in the pdport.
CIVIL DEFENSE MEETING FOURTH THURSDAY OF MONTH. On a motion by Alderman Figard
and second,by Callaghan, the Council concurred the Civil defense regular meeting
in the City Hall on the fourth Thursday of each month.
APPROVAL OF BILLS. Alderman Prickett presented the following resolution:

by Bell to adopt the resolution. The Mayor put,the question and the Deputy

Tistle, Massman, Bell, Jackson, Callaghan, Rateike, Blume, Tures, Wright, Neff,
Moehling, Flauter and Figard. Nays: None. The Mayor declared the motion carried.
POSTOFFICE PARKING APPROVED. Zoning Board of Appeals recommendation to grant
variation for post office parking was approved.
ZONING SOUTHWEST CORNER MINER AND RAND ROADS DENIED. Zoning Board of Appeals
recommendation to deny rezoning from residential to "C-2" Commerical was referred
to Municipal Development Committee for study and report.
ZONING TAMELING PROPERTY DENIED. Zoning Board of Appeals recommendation to deny
rezoning upon annexation to "M-1" restrictive Manufacturing was approved by
Council on a motion by Alderman Tures and second by Callaghan.
DENY 1 RAND ROAD REZONING. Zoning Board of Appeals recommendation to deny
rezoning upon annexation to "C-2" or "C-1" was approved by the Council on a
motion by Alderman Blume and second by Massman.
DENY 1666 RAND ROAD REZONING.. Zoning Board of Appeals recommendation to deny
rezoning upon annexation to "R-4" Multiple Family was approved by the Council
on a motion by Alderman Blume and second by Rateike.
REZONING 131 PRAIRIE AVENUE. Zoning.Board. of Appeals recommendation to deny
rezoning to "R-4 " Multiple Family was referred to the Municipal Development
Committee for study and report on a motion by Alderman Rateike and second by
Callaghan.
COMMERCIAL AREAS C-1, C-2,and C-3. Zoning Board of Appeals recommendation to
deny rezoning of Parcel "A": Lots 1,2,4,5,6,7,8,9 and 10 on S.W. corner of Van
Buren and Lee Sts.; with a frontage of 415'on the west side of Lee St. and a
frontage of about 185.' on the south side of Van Buren St. Parcel "B" Eight
acres on the north side of Touhy between St.Patrick's Academy and the existing
commerical,at the N.W. corner. of Mannheim Rd. and Touhy Ave. Parcel "C" Property
bounded by/Higgins, on the west by the Soo Line Railway; on the east and north by
the Toll Road Property, was referred to the Municipal Development Committee on
a motion by Alderman Massman and second by Tistle.
Zoning Board of Appeals recommended changing "R-4" Multi -Family parking to one
and one half spaces per dwelling unit. The motion was made by Alderman Tistle
and second by Tures to approve Zoning Boards recommendation. The Mayor put the
question and the Deputy Clerk called the roll with the following results:
Ayes: Alderman Prickett, Tistle, Rateike, Tures, Wright, Flauter and Figard.
Nays: Alderman Massman, Bell, Jackson, Callaghan, Blume, Neff and Moehling.
Due to a tir vote the Mayor voted "aye" and declared the motion carried.
Zoning Board of Appeals recommendation of 2,500 square foot area exemption in
commercial districts to repeal were referred to the Parking Lots and City Code
Committees.
On a'motion by Alderman Neff and second by Moehling the Council approved adoption
of Zoning Board of Appeals recommendation for specific changes in the Zoning
Ordinance.
On a motion by Alderman Massman and second by Prickett the Council adopted the
Zoning Board of Appeals recommendation on reclassification of Industrial land
and referred it to City Engineer and City Attorney to draft an ordinance.
ADOPT ZONING FOR SYMONS CLAMP COMPANY. The motion was made by Alderman Bell
and second by Prickett to adopt rezoning to M-2 General Manufacturing for Symons
Clamp Company. The Mayor put the question and the Deputy Clerk called the roll
with the following results: Ayes: Alderman Prickett, Tistle, Massman, Bell, Jackson,
Callaghan, Rateike, Blume, Tiures, Wright, Neff, Moehling, Flauter and Figard.
Nays: None. The Mayor declared the motion carried.

Road south of Washington Street for annexation. The motion was made by ;Alderman
Bell and second by Massman to adopt ordinance annexing Golf Terrace. The
Mayor put the qeustion and the Deputy Clerk called the roll with the following
results: Ayes: Alderman Prickett, Tistle, Massman, Bell, Jackson, Callaghan,
