02/01/1960MINUTES OF THE REGULAR MEETING OF THE, CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN THE COUNCIL ROOM, CITY HALL, FEBRUARY 1, 1960 at 8:00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with Alderman Prickettt,Tistle, Bell, Jackson, Callaghan, Rateike, Blume, Tures, Wright, Neff, Moehling, Flauter, and Figard responding to roll call. - 9 APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Wright to approve the minutes of January 18, 1960. OFFICIAL REPORTS: The Clerk submitted his annual report for 1959 and the report for January 1960. Chief of Police, Building Commissioner and Board 'of Health annual reports, were submitted, also the Northwest Mosquito Abatement District=s report for 1959. DOWD REPORTP Attorney Dowd made a verbal report on sevetal cases and at his request the'Mayor referred four items to the Judiciary Committee and Attorney Dowd. They are John Brierson and Company, Johnny's Trailer Sales, Triangle Sign Company at Higgihs and Mannheim Road sign, Denne-Wiley's Photo Service Sign, and Oak Street Developer Off -Street Parking. He said these cases must be taken to a_Chicago Court. SIMMONS CLAMP & MANUFACTURING COMPANY REZONING: Alderman Bell reported the following: "Your Committee on Muhicipal Development has investigated the above and has found the property is shown as 'Industrial' on our City Plan. Petition requests rezoning for use as a warehouse which isnot objectionable in this area.. Zoning Board rOcomunendation is to grant rezoning to M-2. We, your Committee on Municipal Develbgnent, therefore recommend property be rezoned to M-2 as requested. City Attorney be authorized to prepare proper ordinance to cover rezoning." On motion by Alderman Bell and seconded by Blume the Council approved the recommendation. APPROVE PLATTUNIT NO, 1 PLEASANT MANOR ESTATES: _On motion by Alderman Bell and seconded by Prickett, the Council approved the above plat .APPROVE CORITE PRODUCTS INC. FOR ANDERSON PROPERTY: Alderman Bell made the following report: "Your Oommittee on Municipal Development has investigated the above and has, found Industries are neither noisy nor objectional from a noxious odor standpoint. Reynolds Corporation forms ductwork for air condition- ing. Corite Products manufacture products of laminated fiber glass for insula- tion, pipes, etc. We, your Committee on Municipal Development, therefore recommend approval of industries for sites requested. City Clerk to notify J. Emil Anderson of this approval." On motion by Alderman Bell and seconded by Tures, the Council approved the recommendation and the Clerk is to notify Mr. Anderson. Alderman Rateike reported that the Public Buildings Committee recommends not to 'permit Bouton Foster Company to sub -lease the building to Sam Cohen and the Clerk to notify them regarding same. SAFETY MEASURES AT WEST SCHOOL: Alderman Jackson made the following report: "Your Committee on Syreets and Traffic has investigated the above and found that safety measures instituted earlier on a 90 day basis at West School have proven satisfactory. It is up to Superintendent Leon &mage, Florence Danes and the West P.T.A. that'these measures be made permanent. In addition, that the signs on the west side of Second Avenue be changed to No Parking from 8:30 A. M. to 4:00 P.M. on school days. No hones front on West Avenue on this block. We, your Committee on Streets and Traffic, therefore recommend that the two trial measures: 1. Rose Avenue, north of West School, to be blocked during the noon hour from 11:45 A.M. to 12:50 P.M. The blocking of the street does not hinder local traffic as a patrol boy at each intersection is stationed'to'move the 'saw -horse' when necessary. -2- 2/1/60 2. That the signs on the west side of Second Avenue be changed to t'No Parking from 8:30 A.M. to 4:00 P.M. on School Days.' be made permanent and that the Superintendent of Public Works be instructed to order and install these signs." On motion by Alderman Jackson and seconded by Callaghan, the Council approved the report and the Attorney is to draft ordinance. IDA•STREET PARKING: Alderman Jackson reported the following: "Your Committee on Streets and Traffic has investigated the above and has found that Ida Street is 18 feet wide and that parking on Ida Street reduces the street to one lane. Only two houses front on Ida, both of which have side drives. We, your Committee on Streets and Traffic, therefore rOcommend,that 'No Parking' signs be posted on both sides of the street." On motion by Alderman Jackson and seconded by Rateike, the Council approved the report and the Attorney is to draft the ordinance. BROWN STREET TRAFFIC: Alderman Jackson reported the following: "Your Committee on Streets has investigated the above and dfound that the proposed traffic pattern for the five corners area, if carried out, will not allow traffic moving north on Lee Street to turn onto Brown (raised median strip). Since Brown is cut off from Alles by a piece of vacant property, traffic onto this area is rather severly restricted. On a day-to-day basis, it is inconvenient for residents and patrons of commercial. establishments to park, and in time of emergency, would cause certain problems for the service vehicles. There are already two dead ends in this section. The alley behind the property on Lee Street, be- tween Perry and Brown, has only one portal - onto Brown. In addition, Oak Street is One Way onto Brown. We, your Committee on Streets and Traffic, therefore recommend that permission be given to have the 50 foot lot fronting on Alles appraised with the thought in mind that the Council would then consider the possibility of completing Brown Street for an amount not to exceed $100.00." The motion was made by Alderman Jackson and seconded by Bell to approve the report. The Mayor put the question and the clerk called the roll with the following re- sults: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson, Callaghan. SERGERS ROAD PARKING: Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and has found thatthe size of Seegers Road is such that all -day parking constitutes safety hazards. We, your Committee on Streets and Traffic, therefore recommend that the Supek ntendent of PublicWorks be instructed to install 'No Parking 8:A.M. to 11:00 A.M. Mondays throBgh Fridays' signs on both sides of Seegers Road from Harvey to • Wolf." On motion by Alderman Jackson and seconded by Callaghan, the Council approved the report and the Attorney is to draft the ordinance. YALE COURT.PARKING::Alderman Jackson made the following report: "Your Committee on Streets and Traffic has investigated the above and found.that commuter parking on Yale Court has become so intense that it has created a nuisance and safety hazard. We, your Committee on Streets and Traffic, therefore recommend that the Superintendent of Public Works be instructed to install 'No Parking 8:A.M. to 11:00 A.M. Mondays through Fridays' signs on both sides of Yale Court, from Broadway to Seventh." On motion by Alderman Jackson and seconded by Callaghan, the Council approved the report and the Attorney is to draft the ordinance. Alderman Jackson asked the Council to approve the expenditure of traffic lights repair. The motion was made by Alderman Jackson and seconded by Rateike.to approve the expenditure. The Mayor put the question and the clerk called the roll with the following: results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle , Bell, Jackson, Callaghan. Nays: None. The Mayor declared the motion carried . The Mayor referred the Barton and Associates report to the Streets and Parking Meters Committees for study and report. AWARD BID ON REPAIRS TO CATER WELL TO J. CLIFF NEELY: The motion was made by Alderman Tures and seconded by Figard to. award the bid on Cater Well repairs to -3- 2/1/60 J. Cliff Neely for $12,756.00 and return other bidders' checks and bonds. The Mayor put the question and the clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson and Callaghan. Nays: None: The Mayor declared the motion carried. AWARD LIME BID TO MARBIEHEAD LIME CO.: The motion was made by Alderman Tures to award, the. lime bid to Marblehead Lime Company at $18.25 and $22.90 per ton. The Mayor put'the question and the clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson and Callaghan. Nays: None. The Mayor declared. the motion carried. Alderman Blume called a meeting of the Building Control and License and In • - spection Committees for February 10th at 8:00 P.M. regarding the Building Code, and Sign Ordinance: AWARD SALT BID TO INTERNATIONAL SALT COMPANY: The motion was made by Alderman Wright and seconded by Flauter to award the salt bid to International Salt Company for $15.20 per ton. The Mayor puts the question and the clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson and Callaghan. Nays: None. The.Mayor declared the motion carried. Alderman Neff has called a.meeting of the Judiciary Committee and Attorney Dowd for February 9th at 8:00 P.M. regarding the four suits and inviting all attorneys who desire to attend to discuss creating a Municipal Judge. Alderman Bell called a meeting for February 9th, at 7:30 P.M. of the Council .as a Committee of the Whole. APPROVAL OF BILLS: Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE, AND THAT THE MAYOR AND CITY COUNCIL BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $65,016.22 (A copy of resolution placed before each,alderman)and on file with the City Clerk. The motion was made by Alderman Prickett and seconded by Bell to adopt the resolution. Nays: None. The Mayor declared the motion carried. PLEASANT MANOR NO. 2 PLAT: The Clerk,read the report of the Plan Commission approving the above plat. The Mayor referred the plat to the Municipal Development Committee. FIRST READING SYMMONS CLAMP AND MANUFACTURING COMPANY REZONING ORDINANCE: The Clerk read for the first reading the above ordinance. ADOPT PAYROLL ORDINANCE:. The Clerk read for the second reading the 1960 Payroll Ordinance. The motion was made by Alderman Prickett and seconded by Tistle to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson and Callaghan. Nays: None. The Mayor declared the motion carried. ADOPT THE 1960 APPROPRIATION ORDINANCE: The Clerk read for the second reading the above ordinance. The motion was made by Alderman Prickett and seconded by Bell to adopt the ordinance. The Mayor put the question and the Clerk called the roll with the following results: Ayes; Alderman Rateike, Blume, Wright, Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson and Callaghan. Nays: None. -4- 2/1/60 The Mayor declared the motion carried. SAFETY COUNCIL LETTER: A letter from the Safety Council was read by the Clerk regarding bad conditions of several railroad crossings. The Mayor re- ferred the letter to Superintendent Warnicke. SAFETY COUNCIL LETTER: A letter was read by the Clerk regarding the Safety Council meeting on the second Tuesday of the month and said they found Council Committee meetings on that night.. The Mayor said he had apologized for having the meeting. FIRST READING BEL AIRE ANNEXATION ORDINANCE: The Clerk read for the first reading the above ordinance. . MC BAY NEALIS PLAT; The Mayor referred the above plat to the Plan Commission. GOLF TERRACE PLAT: The Mayor referred,the above plat to the Plan Commission. JUNE MOREHART AND SAVENA GORSLINE APPOINTED TO THE LIBRARY BOARD: On motion by Alderman Wright and seconded by Neff, the Council approved the above appointments to fill the vacancy of resignations of Ann L. Troyan and Erich Schalk. TO ADVERTISE BIDS FOR GARGAGE PACKER TRUCK: On motion by Alderman Figard and seconded by Rateike the Council approved to advertise bids for garbage truck and chassis to be returned March 7th, 1960. At Alderman Figard's request the Mayor referred to the Street Committee and Superintendent Warnicke the matter of Installing a "no left turn" sign at Laurel and Thacker. At Alderman Bell's request Superintendent Warnicke is to check fence on Maple School property. CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel, the City Clerk being absent the Deputy Clerk called the roll with Alderman Prickett, Tistle, Massman, Bell, Jackson, Callaghan, Rateike, Blume, Tures, Wright, Neff, Moehling, Flauter and Figard responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Wright and seconded by Prickett, to approve the minutes as written with the following corrections: Page 1 - Safety measure West School - line 3 change to - it is recommended by Superintendent Smaage . . . and Page 3 - Lime bid seconded by Alderman Wright, which the Council concurred with the above corrections. BIDS FOR SQUAD CARS. On a motion by Alderman Figard and second by Tures the Deputy Clerk was instructed to open the following bids: Maine Leasing Corporation $298.00 per car monthly - 30,000 miles maximum - $.06 per mile in excess. Holmes Motor Company- $315.00 per car monthly - 30,000 miles maximum - $.065 per mile in excess. On a motion by Alderman Prickett gnd second by Massman the bids were referred to the Police and Finance Committees for study and report. OFFICIAL REPORTS. The Deputy Clerk submitted the Treasurers report for January. City Engineer Fletcher reported on draft of zoning map to be ready for March 7 meeting.
