01/18/1960-3. 1/4/60 RESOLUTION AUTHORIZING EXPENDITURES UNTIL 1960 APPROPRIATION ORDINANCE ADOPTED: :The Clerk read the above resolution, -and on motion by Alderman Prickett and seconded by Tures the Council adopted the resolution. EIECTRIC ORDINANCE FIRST READING:` _ The Clerk read the above ordinance for the first reading. TREINSKIIS SUBDIVISION PLAT: The Clerk submitted the above plat and the Mayor r$ferred. same to the Plan Commission. J. EMIL ANDERSON IETTER: A letter from the above regarding City approval of the Reynolds Corporation and Corite Products was referred to the Municipal Development Committee. Alderman Tistle requested the Clerk to write a letter to Mr. Brandel to inquire about the amount of money they have received for the Howard Street sewer. A letter regarding parking on Seeger's road east of Wolf Road was referred to the Street Committee. A report about parking received by Alderman Callaghan, at Yale St. and alley, was referred to the Street Committee. City Clerk MINUTES OF THE REGULAR YEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, JANUARY 18, 1960. at 8:.00 P.M. CALL TO ORDER: The meeting was called to order by Mayor Herbert H. Behrel with.Alderman.Prickett, Tistle, Massman, Bello -Jackson, Callaghan, Rateike, Blume, Tures, Wright, Neff, Moehling, and Flauter responding to roll call. Alderman Figard was out of town on business. APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Callaghan.to approve the minutes of January 4, 1960. The motion was voted upon by acclamation. OFFICIAL REPORTS: The Clerk submitted the report of City Treasurer for December.and Chief Kolze's annual report. attorney Dowd reported about the status of the Cities Service and Park Ridge suits. ' Alderman Callaghan reported there will be a meeting of the Committee of the Whole regarding the Health Board, January 25th, 1960. He requested -the Safety Council be present. OPEN SALT BIDS: On motion by Alderman Massman and seconded by Prickett, the.Clerk.was.instructed to gDen the salt bids. The following two bids were received. International Salt Company $15.20 per ton Morton Salt Company 15.20 per ton On motion by Alderman Wright and seconded by Tures, the bids were referred to the Parking Meter Committee and Superintendent of Public'Works. OPEN LIME BIDS: On motion by Alderman Prickett and seconded by Tistle, the Clerkwasinstructed to cpen the lime bids. - Only one bid was received from Marblehead Lime Company, the company that the City has been purchasing lime -2- 1/18/60 'from for many years. Two types of lime are used and the price bid was $22.90 per ton and $18.25 per ton. This is the price the City has been paying in the past. On motion by !Alderman Prickett and seconded by Tistle the bid was referred to the Water Committee and Superintendent of Public Works. OPEN BIDS ON REPAIR TO %ATER WELL : On motion by Alderman Massman and seconded by Tures, the Clerk was instructed to open the bids on Cater Well Repairs. The following bids were received: L. Cliff Neely, Batavia, I11. $12,756.00 J.P. Miller Artesian Well Co., 12,780.00 Brookfield, I11. Lynn Western Co., Aurora, Ill. 13,217.00 Milaeger Well & Punp,Co., Milwaukee, Wis. 13,500.00 On motion by Aldeimnan Prickett and seconded by Tures, the bids were referred to the Water and Finance Committees and the,Superintendent of Public Works, and the City Engineer. ZONING VARIATION, HOWARD HIGHLANDS: Alderman Bell reported the following: "Your Committee on Municipal Development has investigated the above and hag found reduction of the minimum of 2800 square feet required by ordinance for multi -family zoning would be highly undesirable at this time and in this area. Zoning Board denied request for variation." On motion by Alderman Bell and seconded by Prickett, the Council concurred on the report. TO ADVERTISE FOR POLICE CARS: On.motion by Alderman Tures and seconded by Rateike, the Council approved to advertise bids.for police cars, bids to be returned February 15 at the regular Council meeting. Specifications 'are to be prepared by Chief Kennicott. APPROVE ZONING NORTH OF RAND ROAD WEST OF S00 LINE: Alderman Bell made the following report: "Your Committee on Municipal Development has investigated the above and has found Industrial Zoning along the Soo Line Tracks is proper since residential zoning in this area is unrealistic. Petitioner has agreed to submit industrial tenants to City for approval before leasing or selling property. "Multi -family would serve•as a buffer zone between single family residential and industrial and would be only one block in width. (One side of block town- houses and the other side two story buildings). Committee has investigated multi -family now under construction by petitioner and found them acceptable . from all stand -points. 1e, your Committee on Municipal Development, there- fore recommend approval of annexation and ordinance to be placed on first reading. Approval of requested industrial, multi -family and single family residential zoning upon annexation. Subdivider has agreed to donate four lots and a "Kiddie Park".to the Park District and $40.00 per. house (to be paid at time permit is issued) to the School Board." On motion by Alderman Bell and seconded by Blume, the Council approved°the report on rezoning and place the annexation ordinance on first reading. SIDEWALKS AT TOUHY AND DES PLAINES AVENUE: Alderman Jackson made. the follow-• ing report: "Your Committee on Streets and Traffic has investigated the above - and has found that when tollway work was completed a 5: sidewalk was put in where a 10' sidewalk formerly existed; that the area serviced by this side- walk is joined on both sides by 101 sidewalks; that the ex -owner and present owners are willing to bear the entire expense of'restoring the sidewalk to its proper width if such is theCity Council's desire. We, your Committee on Streets and Traffic, therefore recommend that the City Clerk be instructed to write a letter to the parties involved requesting them to increase the sidewalk to its original width." On motion by Alderman Jackson and seconded by Massman, the Council concurred in the report. 'AWARD BIDS ON PRINTING ZONING CODE: The motion was made by Alderman Neff and seconded by Moehling to award the bid for printing of the Zoning Code to the Twentieth Century Press for $781.40 for 1,000 copies of 96 pages,each addition- al 8 page form ' •9/65 less for each 8 page form deducted from 96 pages, $51.00. After some discussion the Mayor put the question and the Clerk called the roll with the following results: Ayes: Blume, Wright, Neff, Moenling, Flauter, ,Prickett, The Mayor APPROVAL Massman, declared OF BILLS: -3- 1/18/60 Bell, Jackson, Callaghan. Nays: Rateike, Tures and Tistle. the motion carried. • Aderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $28,031.71. (A copy of resolution placed before each Alderman and on file with,the City Clerk) The motion was made by Alderman Prickett and seconded,by Callaghan to adopt the resolution. TRANSFER OF FUNDS: Aderman Prickett made the motion which was seconded by Tistle to transfer from the Sales Tax Account the following amounts to clear the deficits: Corporate $54,871.55 ,Street 33,134.77 Parking Meters 24,348.19 Fire - -• 102,804.77 leaving a balance of $167,224.08 in the Sales Tax Account. BOUTON -FOSTER LETTER: A letter from Bouton Foster regarding leasing building to Sam. Cohen. The Mayor referred the letter to the Public Buildings and Grounds Committee. NOTICE OF ACTION FOR DAMAGES; A notice was received regarding Ann Wietor action for damages due to fall at Pearson and Park Place. Attorney Dowd' had information regarding the above so the Mayor referred the notice to the Judiciary Committee and Attorney Dowd . DO ALL SIGN APPLICATION: The Mayor referred the above sign application to the Building. Control and Inspection Committee. NORTHERN ILLINOIS GAS COMPANY APPLICATION TO ILLINOIS COMMERCE COMMISSION: The Mayor referred the above regarding installing more gas mains to the. Superintendent of Public Works and City Engineer. SIDEWALKS TO BOARD OF LOCAL IMPROVEMENTS. At the request of Alderman Jackson and Callaghan, sidewalks on the north side of Forest Ave. frau Fourth Ave. to Earle Ave. and at the north side of the railroad at Wolf and Golf Roads, was referred to the Board of Local Improvements. MEL-AIRE RESOLUTION: The Mayor reported the Council members had received a resolution from Bel -Aire Civic Club regarding annexation.
