Alderman Jackson called a meeting October 13th regarding the bus rerouting and
requested Alderman Neff and Moehling to attend.
The Mayor referred the parking at Medical Building, Center and Thacker to Supt.
Warnicke and Police Chief Kennicott.

CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel. with
Alderman Flauter, Figard, Prickett, Tistle, Massman, Jackson, Rateike, Blume & Wright
responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by
Blume to approve the minutes of October 5, 1959 and adjourned meeti#g of September
28th. The motion was voted upon by acclamation.
OFFICIAL REPORTS The Clerk submitted this report of receipts and disbursements

To advertise bids for electrical equiptment for Well No. 5. At Engineer'Fletcner's
request on motion by Alderman Wright and seconded by Figard, the Council approved.
to advertise bids for the above equipment with bids to be returned at the November

To advertise bids for sludge beds. On motion by Alderman Figard and seconded by
Vkight, the council approved to advertise bids for sludge beds at Water Plant and
to be returned November 16th at the regular meeting.'

R-4 MULTIPLE FAMILY DISTRICT. Alderman Prickett reported the following?Your Committee
on Municipal Development has investigated the above and has found - Zoning Board
recommends denial of this petition. Reduced requirements create concentration of
dwelling units not in keeping with our Suburban Community. Recent developments
substantiate the opinion that such concentration is undesirable. We, your Committee,
on Municipal Development, therefore recommend that the decision of the Zoning
Board be upheld. Petition to change present intensity of land use ordinance.be

Committee oh Municipal Development has investigated the above and has found:

GRANT DRIVEWAY PERMIT RIVER & TOUHY. Alderman Jackson reported the followings
"Your Committee on Streets and Traffic has. investigated the above and has found:
That the request for permission to install a 241 driveway on the S.W. corner of
River Road and Touhy does hot appear to be unreasonable or dangerous, that the
request has already been approved by the State permit # 10-1732241S 023. We,
your Committee on Streets and Traffic, therefore recommend, that a permit be
issued to permit the construction of the above driveway." On motion by Alderman
Jackson and seconded by Maasnan, the council concurred in the report.
Alderman Figard made the following report: "Mayor Behrel and the Water Committee,
with the Supt. of Public Works, had a meeting with the officials of the United
States Gypsum Company regarding their petition to furnish nater service for a
research center to be constructed on their property situated on the north side
of Northwest Highway and contiguous to the lest of the Soo Line tracks. This
research building will occupy approximately 100,000 square feet of floor space
and off street parking areas will be_..provided for all employees and visitors.
They will employ from 130 to 170 with an estimated payroll of $800,000.
"Their requirements for water is estimated at 140,000 cubic'feet of water per month,
with an estimated insane to the water department of $6,000 per year.
'There are aIternative ' avenues of annexation open and to initiate one 'of the
methods (1) Me. Warnecke niet with 'Thomas Industries relative to their annexim
their property sothat United States Gypsum property would be continuous.
Another meeting will be held within the near future. It is the recommendation
of the Water Committee that 'thefr 'requee t •be granted."
The following letter was received from the United States Gypsum Company: "In
connection with our recent application for city w ater service for our Des_Plaines
Research Laboratory building, I understand that one of your general requirements
is that the property to be so served must be within the city limits. As you know,
our property is located just outside the city limits, and, unfortunately, certain
legal -difficulties prevent us from becoming annexed to the city at this time.
We are presently working toward the solution of the problems involved and are
hopeful of success within the near future. I would like to extend to you my
.assurance that we fully intend to have our property annexed to your city as soon
as conditions permit."

On motion by Alderman Figard and seconded by Planter, the Council concurred in the

APPROVE SIGN APPLICATION EIMHURST AND "GOIF RD. Alderman B lune reported the
application for the above sign is temporary and to be removed approximately in
one year. On motion by Alderman Blume and seconded by Prickett, the Council
approved the application.

that the Roadmaster was instructed to clean up the straw at the hacks on Miner
Street, that the agent had contacted the contractors to refrain from throwing
straw out of the cars.

APPROVAL OF MINUTES: The motion was made by Alderman Prickett and seconded by Tistle
to approve the minutes of October 19, 1959. Alderman Rateike requested a correction
on sludge bid to fence around sludge bed.
OPEN BIDS ON MAPLE STREET WATERMAIN:. On motion by Alderman Tistle and seconded

OFFICIAL REPORTS; The Clerk submitted the reports of the City Clerk, and Building
Commissioner for October. Engineer Fletcher reported No. 5 well drilling has been
completed and building will now be erected.
On motion by Alderman Neff and seconded by Wright, Superintendent Wernicke is to
contact the State Highway, Department t6mnake a survey of traffic on Wolf and Thacker
Streets for traffic lights or a four-way stop sign.
COMPLAINT AT LAW VIRGINIA S. JOHNS: Attorney presented. the above complaint and
the Mayor referred same to the Judiciary Committee.
