Auditor regarding an accounting machine for the Clerk's office. Mr. Burns and
Mr. Blair of Burroughs explained the system now being operated and the change to
be made with the new machine. Mr. Schultheis, the auditor, then reported approval
of -the intended system. The motion was made by Alderman Prickett and seconded by
Figard to purchase the Burroughs machine at the price of $6,730.75, but that it
would be included in the 1960 appropriation ordinance with payment in 1960.
The Mayor put the question and the Clerk called the roll: Ayes: Alderman Neff.
Moehling, Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson, Callaghan,
Rateike, Blume and Wright. Nays: None. The Mayor declared the motion carried.
PINEHURST STREET PARTY. & motion by Alderman Jackson and seconded by Callaghan,
the Council approved to allow the usen of Pinehurst Street for a party on October
3rd, but a liability policy is to be issued protecting the city.
ADJOURNMENT The motion was made by Alderman Massman and seconded by Prickett to
adjourn. The motion was voted upon by acclamation.

MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL, DES PLAINES,
ILLINOIS, HELD IN THE COUNCIL ROOM,
CITY HALL, OCTOBER 5, 1959 AT 8:00 P.M.
CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel with
Alderman Neff, Moehling, Flauter, Tistle, Bell, Jackson, Callaghan, R4teike, Blume,
Tures and Wright responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Rateike and seconded by Tistle
to approve the minutes of September 21, 1959. The following corrections were made:
Add Alderman Blume as present. Proposed Zoning Ordinances C-2 and C-3 to Zoning
Board, sitting as a commission to call a hearing on Traffic Condition at Walnut,
Lee and First Avenue, referred to the Traffic Commission. The motion was voted upon
by acclamation with corrections made.
OFFICIAL REPORTS. The Clerk submitted the reports of the Building Commissioner and Clerk
for September.
On request of City Engineer Fletcher, the Council approved to have him prepare
specifications and advertise bids to be returned November 2, 1959 for Water Main to
connect up with, Orchard Place Area.
KOEHIER ANNEXATION Alderman Bell reported that the Koehler property is contiguous
to the present City Limits. The property is to be developed as single family
residential. The Municipal Development Committee recommends the annexation of the
property as shown and ordinance be placed on first reading. On motion by Alderman
Bell and seconded by Tures, the Cotancil concurred in .the recommendation.

Alderman Callaghan reported on. request to increase liquor store license. "That
the area in question is now quite well served by licensees. That it be borne in
mind that future annexations to the City will present a great many problems -regarding
liquor licenses, because of existing places of business in unannexed areas. We,
your Committee on License, Health and Inspection, therefore recommend that the
number of liquor licenses not be increased at this time." On motion by Alderman
Callaghan and seconded by Tistle, the Council concurred -in the report.
WATER REQUEST FIELD AND ASSOCIATES: Alderman Tures reported the following: "Your
Committee on Water has investigated the above and has found this is the same parcel

of property seeking city water' for several years under different owners. There are
no water mains on the property at the present time. The property is outside the .
city limits. We, your Committee on Water therefore recommend that due to the
critical water shortage in the city during the past summer this request be denied."
On motion by Alderman Tures and seconded by Rateike the .Council concurred in the
report. '
Alderman Moehling reported the following about sewers on Brown and Washington Streets:
In accordance with the report of Alvord Burdick and Hawson, submitted to the City
Council of Des Plaines in July of 1954, the adequacy of the entire sewer system was
studied and it was found that most of the sewers presently existing were inadequate
at that time to handle the quantity of sewage which our combined sanitary and
storm system placed on the existing facilities. However, it is the opinion of this
Committee that except for flooding conditions the existing sewers are adequate
for the proposed construction of 32 apartments in the 1200 block on Washington
Street and 78 apartments in the 1200 and 1300 block on Brown St. That is, the
existing empty lots can be built upon to provide these apartments but the sewers
would not be adequate if existing single family units were to be removed and
substituted by multiple family use." On motion by Alderman Moehling and seconded
by Neff, the Council concurred in the report.
SEWAGE DISPOSAL, 1000 APPIE CREEK LANE. Alderman Blume reported the following:
"Applicant's lot at 1000 Apple Creek Lane, Des Plaines meets seepage test require-
ments and there is no sewer for sanitation available. We, your Committee on
Building Control and Inspection, therefore recommend approval of the application
and that the building commissioner be directed to issue the required permit as
requested." On motion by Blume and seconded by Tures, the Council concurred in the
report.
APPROVAL OF BILLS. Alderman Bell presented the following resolution:

file with tie City Clerk.Y The motion was made by Alderman Bell and seconded
by Tures to adopt the resolution. The Mayor put the question and the clerk called
the roll with the following results: Ayes: Alderman Rateike, Blume-,*ight, Tures,
Neff, Moehling, Flauter, Tistle, Bell, Jackson) Callaghan. Nays: None. The Mayor
declared the motion carried.
At Alderman Moehlingts request, Supt. Wernicke is to make a new survey of old
and non -existing sidewalks.
PLAT OF FIRST ADDITION TO MC KAY AND NEALIS SUBDIVISION. The Plan Commission
approved the above plat and the Mayor referred the plat to the Municipal Development
Committee.
The Zoning Board approval, of amendments to Commercial Zoning was referred to the
Municipal Development Committee. The following is the report: "Your Zoning Board,
acting as a Commission , has had referred to it the matter of considering the
recommendation of the Des Plaines Plan Commission; - that all of the presently
zoned 'Commercial' property - north of Thacker Street - shall be zoned tC-2
Commercial' with the exception of the following, to be zoned as indicated;
S.E. Corner Central and Mt. Prospect'Roads C-3
S.E. Corner Golf and Amhurst Roads C 3

FIRST READING KOEHIER ANNEXATION ORDINANCE. The Clerk read for the first reading
the Koehler Annexation .
ZONING BOARD REPORT ON "R-4 MUL.TIPIE FAMILY LAND USE." The above report was referred
to the Municipal Development Committee by the Mayor.
ADOPT ALLEY VACATION ORDINANCE AT 313 DES PLAINES AVE. The Clerk submitted the
ordinance for vacating alley in Lee's Subdivision and check for $1,250.00 for the
price requested by the City Council. The motion was made by Alderman Bell and
seconded by Tistle to place the ordinance on passage. The motion was voted upoi'
acclamation. The motion was then made by Alderman Bell and seconded by Tistle to
adopt -the ordinance. The Mayor put the question and the clerk called the roll with
the following results: Ayes: Alderman Rateike, Blume, Wright,: Tures, Neff, Moehling,
Flouter, Tistle, Bell, Jackson, Callaghan. Nays: None. The Mayor declared the
motion carried.
REZONING APPLICATION AT TOLL ROAD, TOUHY AVE. & BELT LINE. The Clerk submitted
application for rezoning to M-2 Manufacturing by Symons Clamp Manufacturing Company,
4249 W. Diversey Avenue, Chicago, Illinois. On motion by Alderman Bell and seconded
by Blume the application was referred to the Zoning Board, sitting as a commission
to call a hearing.
REQUEST FOR W ATER BY U. S. C PSUM COMPANY A letter to the Mayor regarding the above
was referred to the Water Committee.
COUNTY COURT ANNEXATION PETITION. The above. order is regarding land between Dempster
and Golf Road and West of Potter.Road. The Mayor referred the petition to the
Municipal Development Committee.
IIIORDINANCE TO AMEND THE COMPENSATION AND CLASSIFICATION ORDINANCE. The Clerk read for
the first reading the above ordinance.
PRATT AVENUE SUBDIVISION PLAT. The Mayor referred the Pratt Avenue Addition plat
to the Plan Commission.

SIGN 'APPLICAZION-SIETTEN SIGN SERVICE. The Mayor referred 'the above application
to the Building Control and Inspection Committee.
DES PLAINES NURSES? ASSOCIATION REQUEST FOR STORAGE ROOM. The Mayor referred a
letter from the above to the Building and Grounds Committee.
Alderman Bell has called a meeting., October 15th at 7:30 P.M., of the Municipal
Development Committee to discuss items referred to him. The people living in
the area of annexation of Court Order were informed so they could attend.
Alderman Jackson called a meeting October 13th regarding the bus rerouting and
requested Alderman Neff and Moehling to attend.
The Mayor referred the parking at Medical Building, Center and Thacker to Supt.
Warnicke and Police Chief Kennicott.
ADJOURNMENT: On motion by Alderman Tures and seconded by Bell, the Council was

R-4 MULTIPLE FAMILY DISTRICT. Alderman Prickett reported the following?Your Committee
on Municipal Development has investigated the above and has found - Zoning Board
recommends denial of this petition. Reduced requirements create concentration of
dwelling units not in keeping with our Suburban Community. Recent developments
substantiate the opinion that such concentration is undesirable. We, your Committee,
on Municipal Development, therefore recommend that the decision of the Zoning
Board be upheld. Petition to change present intensity of land use ordinance.be

in the report.
