09/28/1959 Adjourned Meeting9/21/59 -6- PETITION FOR ANNEXATION OF KOEHIER PROPERTY. The Clerk informed the Council he had a petition for annexing land south side of Howard Street and West of Park Lake. They referred the petition to the Municipal Development Committee and they are to contact John Geiger about reference to Jarvis Street. • APPLICATION REZONING AT RAND AND C ORNELL. On motion by Alderman Tures and seconded by Prickett the application was referred to the Zoning Board to call a hearing as a -Commmission. REZONING APPLICATION NORTH SIDE OF RAND ROAD. WEST OF THE S00 LINE. The Clerk presented a rezoning application conditional upon annexation. On motion by Alderman Prickett and seconded by Tistle, the application was referred to the Zoning Board sitting as a Commission to call a hearing. A letter from Walgreen IDrug Stores for liquor store license was referred to the License Committee. A letter from Glen -Plaines Civic Association regarding street paving in De Matteo Subdivision was referred to the Engineer and Superintendent. Traffic condition at -Walnut, Lee and First was referred to the Street Commission. MOTOR FUFLrTAX'r RESeUTION+,ADOPTED Engineer Fletcher presented a n°solution for Motor Fuel Tax.Funds.for.Cumberland Street Lighting . On motion by Rateike and seconded by Callaghan the Council adopted the resolution. CALL TO ORDER The meeting was called to order by Mayor Herbert H. Behrel with Alderman Neff, Moehling, Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson, Callaghan, Tures and Wright responding bo roll call. The Mayor informed the Council the meeting was adjourned to take up the mechanizing of the City Clerkts Office but that several items will be first disposed'of. Our Lady of Hope Church, 3122 Stillwell. Drive requested school patrolman and the police made a pedestrian, tabulation . The Mayor referred the item to the Street Commission. FIELD ASSOCIATES. The Clerk received a letter from a small subdivision. The Mayor referred the letter CITY TO APPLY -FOR GAS HEATING. The Clerk received a Illinois Gas Company that the City may install gas letter to the Public Buildings Committee. CIVIL DEFENSE WARNING SYSTEM. The Mayor referred a letter from Harry Kinser, Director of Civil Defense to the Civil Defense Committee regarding the above. the above requesting water for to the Water Committee. letter from the Northern heating. The Mayor referred the Alderman Tures was excused at this time. Alderman Blume and Rateike appeared at this time. . APPROVE PURCHASE OF ACCOUNTING MACHINE. The Mayor informed the Council of two meetings of the Finance Committee with representatives front Burroughs and the City -2- 9/28/59 Auditor regarding an accounting machine for the Clerk's office. Mr. Burns and Mr. Blair of Burroughs explained the system now being operated and the change to be made with the new machine. Mr. Schultheis, the auditor, then reported approval of -the intended system. The motion was made by Alderman Prickett and seconded by Figard to purchase the Burroughs machine at the price of $6,730.75, but that it would be included in the 1960 appropriation ordinance with payment in 1960. The Mayor put the question and the Clerk called the roll: Ayes: Alderman Neff. Moehling, Flauter, Figard, Prickett, Tistle, Massman, Bell, Jackson, Callaghan, Rateike, Blume and Wright. Nays: None. The Mayor declared the motion carried. PINEHURST STREET PARTY. & motion by Alderman Jackson and seconded by Callaghan, the Council approved to allow the usen of Pinehurst Street for a party on October 3rd, but a liability policy is to be issued protecting the city. The meeting was called to order by Mayor Herbert H. Behrel with Alderman Neff, Moehling, Flauter, Tistle, Bell, Jackson, Callaghan, R4teike, Blume, Tures and Wright responding to roll call. APPROVAL OF MINUTES. The motion was made by Alderman Rateike and seconded by Tistle to approve the minutes of September 21, 1959. The following corrections were made: Add Alderman Blume as present. Proposed Zoning Ordinances C-2 and C-3 to Zoning Board, sitting as a commission to call a hearing on Traffic Condition at Walnut, Lee and First Avenue, referred to the Traffic Commission. The motion was voted upon by acclamation with corrections made. OFFICIAL REPORTS. The Clerk submitted the reports of the Building Commissioner and Clerk for September. On request of City Engineer Fletcher, the Council approved to have him prepare specifications and advertise bids to be returned November 2, 1959 for Water Main to connect up with, Orchard Place Area. KOEHIER ANNEXATION Alderman Bell reported that the Koehler property is contiguous to the present City Limits. The property is to be developed as single family residential. The Municipal Development Committee recommends the annexation of the property as shown and ordinance be placed on first reading. On motion by Alderman Bell and seconded by Tures, the Cotancil concurred in .the recommendation. Alderman Bell made a progress for school at Dempster and Nt. Committee be allowed to spend to determine value. On motion approved the expenditure. report on letter from K. Meyer regarding street Prospect Road and requested the Municipal Development not in excess of $75.00 for appraisal of property by Alderman Bell and seconded by Blume, the Council Alderman Callaghan reported on. request to increase liquor store license. "That the area in question is now quite well served by licensees. That it be borne in mind that future annexations to the City will present a great many problems -regarding liquor licenses, because of existing places of business in unannexed areas. We, your Committee on License, Health and Inspection, therefore recommend that the number of liquor licenses not be increased at this time." On motion by Alderman Callaghan and seconded by Tistle, the Council concurred -in the report.
