08/17/1959MINUTES Q' THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS BEID IN COUNCIL ROOM, CITY HALL, AUGUST 17, 1959 at 8:00 P.M.. CALL TO ORDER The meeting was called to order by Mayor Herbert H. Behrel, City Clerk.Henrich being absent, the Deputy Clerk called the roll with the following results: Alderman Tures, Wright, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Jackson, Callaghan, Rateike and Blume. Alderman.Massman and Bell being absent. APPROVAL OF MINUTES. The motion was made by Alderman Figard and seconded by Callaghan to approve.the minutes of August 3, 1959 with the following addition. On page 2, "Sign request of Acme -Wiley Sign Company for Photo Service was re- ferred to the Judiciary Committee and the City Attorney for review and report." The Council concurred the above. On motion by Alderman Figard and seconded by Tistle, the Council concurred approval of minutes of August 10, 1959, Special Meeting. Building Commissioner reported violation at 367 Oak Street on parking which was referred to the City Attorney. Attorney Dowd made a progress report on the Valiquet and Acme -Wiley Cases. Alderman Jackson made a progress report on recommended stop signs of Streets and Traffic Committee. Toil Road Commission request release referred to City Engineer Fletcher and acting Superintendent of Public Works Schwab for inspection and report. Alderman Tures reported new well w as at 1800 feet and ready for testing. The Mayor referred application for Gas heat to Northern Illinois Gas Company to acting Superintendent of Public Works Schwab. APPROVE SHOPPERS WAREHOUSE SIGNS. The motion was made by Alderman Blume and seconded by Ratlike to approve.two signs for Shoppers Warehouse. The Mayor put the question and the Deputy Clerk called the roll with the following resultsi Ayes: Aldermares, Wright. Flauter, Figard, Prickett, Tistle, Rateike and Blume. -Nays: Alderman'Neff, Moehling, Jackson, and Callaghan. The Mayor declared the motion carried. Alderman Neff requested attendance of Attorney Dowd at the Judiciary Committee meeting of August 18, 1959, to discuss Cities Service case. Alderman Moehling announced open public meeting for objectors to Valiquet case, by the Judiciary Committee. APPROVAL OF BILLS. Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CIERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total:. 312,686.48. (A copy of resolution placed before each Alderman and on file with the City Clerk.) The motion was made by Alderman Prickett and seconded by Callaghan to adopt the resolution, withholding B. Hartmann check for $45.15. The Mayor put the question and the Deputy Clerk called the roll with the follow- ing results: Ayes: Alderman Tures, Wright, Neff, Moehling, Flauter, Figard, ?it'ickett, Tistle, Jackson, Callaghan, Rateike and Blume. Nays: None. The Mayor declared the motion carried. WESTWOOD SUBDIVISION # 1 The Mayor, after reading recommendation from the Plan Commission referred Westwood Subdivision Unit # Ito the Municipal Development Committee for study and report. MANUFACTURING DISTRICTS. The Mayor read recommendations of the Plan Commission of Manufacturing Districts and referred to the Zoning Board of Appeals, sitting as a Commission to call a hearing. 9? 8/17/59 -2- UNITED NATIONS DAY CHAIRMAN. The Mayor appointed Alderman Flauter and Figard as Co -Chairman of United Nations day, 1959. CHANGE JACOBIS.PLAN. Alderman Prickett made the following report: We, Your special committee assigned the task of reviewing the Wage and Job Classification Ordinance, in light of certain apparent, inequities and indications of necessity for certain modifications to better facilitate its use, offer .the followings The ordinance, Mr. Mayor, is a good and useful,one and we are confident that it will -prove to be of inestimateable value in the years to come. With changes in administration of the magnitude as brought about by the ordinance, it could be expected that some difficulties or "growing pains" would arise that must be ironed out. ;This, the Committee has attempted to_do. From the time of acceptance of the Jacobs Plan, submitted to.the City by John L. Jacobs Company and the subsequent adoption by the City as the Wage and Job classifica- tion Ordinance, plus the interval before its actual use, appreciable time had • elapsed. This was of prime concern to the committee resulting in a comprehensive study of its effect"on.our salary structure. It is the committee's recommendation that the salary schedule as contained in the ordinance should be revised in keep- ing with the cost of living increase during this interval. In accordance with statistics as published by the Prentice Hall in Union Contracts and Collective Bargaining Practice and pertaining to the Chicago metropolitan areas it is re- dammended that the schedule be modified by increasing the.salary values for all classes 5.2% in its entirety. The question of retaining Police and Firemen jobs and salaries within the ordinance was studied and Mr. Thames Jacobs' aid was solicited. It is the committee's recommendation that no change be made in this regard. However, the committee recommends that a class be established one step higher than patrolmen for a police officer assigned a juvenile officer and that a class.be established, one step higher than fireman for a fireman assigned as fire inspector. While the foregoing two subjects constitute a major change, several subjects of minor nature were studied and the following is recoMmended. That all department heads originate and maintain a file card for each employee on which may be recorded from time to time throughout the year, information of such nature as to aid him in making recommendations for increases or pro- motions pribrr to the beginning of the next fiscal year. That the heading "Longevity Rates" in the salary schedple be changed to read "rates A & B" with the following footnote: "Salaries A & B constitute longevity rates as. follows:: " This shall be the heading for and precede the two existing statements, in the footnote in reference to rates A & B. Due to the recent enactment of a law by the state legislative terminating the ten per cent police fine contribution by the municipality to the Police Pension fund and the subsequent increased two per cent in the individuals contribution toward the pension fund with no increase in benefit, the following is recommended. That all,regular members of the Police Department be granted vehicle tax stickers without cost and that our regular members of the Police Department be granted local. telephone service free of charge. Mr. Mayor, last February certain funds were included in the appropriation ordinance in. anticipation, of a probable midyear salary revision for certain employees. Because virtually all members of the committee constitute the membership of the Finance Committee and while normally the Finance Committee would be consulted prior to making the following statment, we feel the follow- ing recommendation to be proper. The first gay period after June 30, 1959, and retroactive to that date, all employees be 'granted salaries in accordance with the aforementioned increase of 5.2% annuality in the salary schedule. This in effect constitutes a salary increase for all employees'of 2.6%. 1 8/17/59 -3- There are numerous minor changes and additions of little consequence that are not contained in this report consisting of choice Words, sequence of instttuction etc. that the committee would be happy to convey to the City Attorney when he redrafts the ordinance. /s/ A. The Mayor referred tentative plat of Pleasant Manor Estates within one and one-half mile boundary for approval to Plan Commission. Letter of K. G. Meyer, Attorney for school district regarding property at Mt. Prospect Road and Dempster Street was referred to Municipal Development Committee. The Mayor read Safety Council letter on "No Left Turn" at Ellinwood Street and River Road and referred same to Street and Traffic Committee.. REZONING APPLICATION NORTHEAST CORNER WOLF AND CENTRAL ROADS Application to rezone northeast corner of Wolf'and Central Roads from residential R2 to Commercial was. referred to the Zoning Board sitting as a commission on a motion by Alderman Tistle and seconded by Prickett. Alderman Blume's request for "No Parking" signs at Busse Highway and Park View Land was referred to the Streets and Traffic Committee. CENTRAL ROAD AND CORNELL AVENUE RESUBDIVISION Request for resubdividing of north- west corner Cornell Avenlig and Central Roads was referred to the Plan Commission and Municipal Development Committee. REQUEST ANNEXATION IAT SIX BETWEEN FOREST AND OAKTON STREETS. Request for annexation of Lot 6, of William Iagerhausen division of Lot 7, Carl Lagerhausen Estate Division, was referred to Municipal_ Development Committee by Mayor. VACATION ALIEY WHITE AND CORA STREETS. The Deputy Clerk read for first reading the above ordinance. ADOPT CIVIL DEFENSE ORDINANCE. On a motion by Figard and seconded by Callaghan the Council concurred to place on passage Civil Defense Ordinance. The motion was made by Alderman Prickett and seconded by Tures to adopt Civil Defense Ordinance. The motion was made by Alderman Neff and seconded by Moehling to amend said ordinance deleting part of the last paragraph - "and may levy . . . " The Mayor put the question on the amendment and the Deputy Clerk called the. roll with the following results:. Ayes: Alderman Wright, Neff, Moehling and Jackson. Nays; Alderman Tures, Flauter, Figard, Prickett, Tistle, Callaghan, Rateike and Blume. The Mayor declared the motion lost. The Mayor put the question on the -adoption or ordinance as written and the Dejuty Clerk called the roll with the following results: Ayes: Tures, Flauter, Figard, Prickett, Tistle, Jackson, Callaghan, Rateike and Blume. Nays: Alderman Wright, Neff and Moehling. The Mayor declared the motion carried. COUNTY ZONING HEARING SEPTEMBER 3. 1959 The Mayor announced the Cook County Zoning hearing would be held Thursday, September 3, 1959 at 10:30P.M. ZONING MAP LAW H. B. 880 Attorney Dowd announced new law requiring yearly zoning map for state was passed. 8/17/59 REQUEST "NO PARKING 8-11 A. M. STATE STREET Alderman Callaghan read request for "No Parking 8-11 A. M. " from eight residents of State Street which was referred to the Street and Traffic Committee. On request of Alderman Rateike ahe Mayor referred alley rpair of the 1200 and 1300 Block of Brown and 1200 block of Washington Streets to the Streets and Traffic and Building Control and Inspection Committees for study and report. On request by Alderman Rateike, the Mayor instructed the Deputy Clerk to w rite the Chicago and Northwestern Railway regarding straw blowing from team track into dwellings in neighborhood. On request of tAlderman Neff, the Mayor instructed the Building Commissioner, City Attorney and Engineer to. study and report on sidewalk at First Avenue and Oakwood Avenue. In the absence of the Mayor and the City Clerk, the Deputy Clerk called the.meeting to order. On a motion by Alderman Bell and seconded by Tistle the Council, concurred appointing Alderman Prickett Mayor pro -tem. The Deputy Clerk called the roll with the following results: Alderman Tures, Moehling, Flauter,-Figard, Prickett, Tistle, Bell, Jackson, Rateike and Blume. Alderman Wright, Neff) Massman and Callaghan being absent. AWARD MFG -STREET MAINTENANCE BID. On a motion by Alderman Figard and seconded by Tistle, the Council concurred the Deputy Clerk open bids for Motor Fuel'Tax Funds for Street Maintenance which are as follows: Skokie Valley Asphalt Co. Black Top Roads Co. - Milburn Brothers, Inc. Alderman Neff arrived at this time. $16, 165.80 17, 384.40 18, 824.70 Mayor pro -tem referred bids to Streets and Traffic Committee and City Engineer. On motion by Alderman Figard and seconded by Jackson, the Council concurred a recess of five minutes for study and report. On reconvening, the motion was made by Alderman Jackson and seconded by Bell to award the bid for Street maintenance to Skokie Valley Asphalt Company for $16,165.80 and return checks of other bidders. The Mayor pro -tem put the.question and the Deputy Clerk called the roll with the following results: Ayes: Alderman Tures, Neff, Moehling, Flauter, Figard, Prickett, Tistle, Bell, Jackson, Batelle and Blume. 'The Deputy Clerk submitted City Treasurer Eichner's report for July, 1959. 8/24/59 #5 WEIL SHOOTING Alderman Tures informed the Council of having to shoot #5 Well, as it was only producing 750 gallons.per minute. Alderman Callaghan arrived at this time. AWARD WELL # 5 SHOOTING .Alderman Neff made a motion for bids to have•Nell # 5 shot, but lost for second. The motion was made by Alderman Tures and seconded by Jackson to hire Cliff Neely Company for shooting well at $15.00 per hour for bailing and not to exceed $15,000.00. ,The Mayor pro -tem put the question and the'Deputy Clerk called the roll with the following results: Ayes: Alderman Tures, Flauter, Figard, Prickett;, Tistle, Bell, B`Iackson, Callaghan, Rateike, Blume. The Mayor. pro -tem referred Alderman Moehling's request for Speed limit signs on Fifth Avenue from Oakton Street to Algonquin Road to the Street and Traffic Committee and Traffid Commission. APPROVE DRIVEWAY PERMIT NORTHWEST CORNER TOUHY AVENUE - AND DES PLAINES .AVEC On a motion by Alderman Jackson and seconded by Bell, the Council concurred approval of 4-35 foot driveways for above. The Mayor pro -tem referred Alderman Jackson's request on information of cutting trees to make parking on parkway to Streets and Traffic Committee and City Attorney for study and report. Attorney Dowd made several verbal progress reports. Attorney Dowd reported on sidewalk at'Oakwood and Soo Line R. R. The Mayor referred this matter to the Streets Committee and Safety Council.
