letter and referred same to the License and Inspection Committee.
KEATS LONGER REAPPOINTED TO LIBRARY BOARD. On motion by Alderman W right and.
,seconded by Prickett, the Council approved the above appointment.
At request of Alderman Massman, the Mayor asked Mr. lavender what action had
been taken to disannex Orchard Place Area out of fire district. He said they were
still in the district and is w aiting to hear from the people in section outside
of City south ofFDevon Avenue.
N. E. CORNER GOLF AND MT. PROSPECT RDS. REZONING. On motion by Alderman Jackson
and seconded by Blume, the above rezoning request of George Burges was referred
back to the Zoning Board for reconsideration.
HIGH RIDGE- SUBDIVISION TRAFFIC. A petition from *the people in the above area
regarding "Caution - Children at Play" signs be installed, was referred to the
Street Committee.

REGULAR MEETING OF THE CITY COUNCIL,
DES PLAINES, ILLINOIS, HELD IN COUNCIL
ROQ4, JULY 20, 1959 at 8:00 P. M.
CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel, with
Alderman Wright, Neff, Moehling, Figard, Tistle, Massman, Bell, Jackson,
Callaghan and Blume responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Massman and seconded by
Callaghan to approve the minutes of July 6, 1959. The motion was voted upon
bfacclamation.
OFFICIAL REPORTS. The Clerk submitted the reports of the City Treasurer for June
and the six months report of the Clerk and Fire Chief. Attorney Dowd reported
that he filed, a lawsuit against Valigwet Company for failure to obtain a building
permit and a zoning violation. The attorney also reported about the County
Zoning hearing on all property outside the cities in Maine Township. He said
he would like a resolution adopted objecting to spot zoning. On motion by
Alderman Bell and seconded by Massman, the Council adopted the resolution ,
objecting to spot zoning.
ALDERMAN BELL REPORTED THE FOLLOWING: Zoning Board reccdation that Lots 21
through 26.inclusive in.Lees Subdivision, which are east of Des Plaines Avenue
opposite Perry Street, be rezoned from Single Family R-1 to Multi -Family R-4.
Your Committee on Municipal. Development has investigated the above and found:
The condition of the aforementioned site -to -have the following deficiencies:
1. It is serviced by an unimproved alley 16" wide on the south and the. •
east, and a 20' alley on, the north.
2. The construction of sidewalks or parkwaysfor pedestrian traffic, other
than alley itself, is impossible. .
3. All traffic would have to enter the alleyway adjacent to the North
School cross -walk from a 35 MPH 4 lane highway into an intersection,,
from which visibility, is blocked by trees and buildings located
approximately 10 feet from the corner.
We, your Committee on Municipal Development as a Majority Report therefore
recommend:: - While present conditions and buildings remain adjacent to the site,
preventing the construction of a proper street and'walks, constituting a

permanent threat to the lives of the people using said street, that the Zoning
Board's recommendation for rezoning be denied.
On motion by Alderman Bell and seconded by Massman, the Council approved the
recommendation.
APPROVE VACATING TWO ALLEYS. Alderman Bell reported an appraiser quoted $1.70
per square foot of all.property zoned Commercial on east side of Des Plaines
across from Northside Parking Lot. Frontage on River Road only is commercial.
At $1.70 per square foot value of alleys, it would be $10,254.10. Petitioner
offers $500.00 for vacation. The Municipal. Development Committee recommends
vacation of alleys for a fee of $6,000.00. On motion by Alderman Bell and
seconded by Blume, the Council approved the recommendation. Alderman Neff
voted "No."
iideiman Bell reported the following onmezoning on south side of Touhy Avenue
east of Middle States Telephone Company warehouse: Industrial zoning is
necessary to permit intended.•operation. Indust J would constitute spot
.zoning in this area. Zoning Board -recommends denial of this zoning. The
Munidipal Development Committee recommends property retain present status
and remain residential. On motion by Alderman Bell and seconded by Tistlet the
Council upheld the Zoning Board's recommendation.
Two - rezoning Golf Road Investment Company and annexation. Alderman Bell re-
ported the Commercial Development would be an asset to the area. No Commercial
property is now developed in nearby area. Multi -family zoning is not desirable
in this area. Zoning Board recommends approval of Commercial and denial of,
Multi -Family, The Municipal DevelopmentCommittee recommends annexation of
property as described on ordinances. Rezoning of property on corner.of Elmhurst
Road and Golf Road as Commercial and remainder of property as single family
residential. On motion by Alderman Bell and seconded by Tistle, the Council
approved the recommendation. Alderman Neff and Callaghan voted "No."
FIRE DISTRICTS MEETING. Alderman Tistle reported there will be a meeting July
30, 1959 of the Fire Commmittee at 7:00 P.M. and the Clerk to notify the four
districts of their time of meeting.
INTERNATIONAL DANCE CELEBRATION.- On motion by Alderman Callaghan and seconded
by Massman, the Council granted. permission to the Chamber of Commerce to close
Ellinwood Street from Lee to Graceland after 8:00 P.M. on August 29 for a dance.
They must furnish a liability policy with the City.
Alderman Jackson reported the following on request for Thildren.at Play" signs:
Your Committee on Streets and Traffic has investigated the above and has.found:
That the request for "Children at Play" signs does not seem unreasonable -and would
not present a disrupting influence on normal traffic. We, your Committee on Streets
and Traffic therefore recommend:, That the Superintendent of Public Works be
instructed to place the "Children at Play" signs at the following locations: -
Northwest corner of Berkshiritiane and Wolf Road.
Southwest cornera.of Nelson Lane, Jon Lane, Patricia Lane and Clayton Lane
at Central Road.
On motion by Alderman Jackson and seconded by Callaghan, the Council concurred
in the report.

Alderman Jackson r eported the following on 25 -MPH speed limit:Your Committee
on Streets and Traffic has investigated the above and has found: That prior
to the development of the Hi -Ridge sub -division, a sign was placed 20 feet from
the Wolf and Rand Road intersection stating "End 25 MPH speed limit." Most
motorists increase their speed rapidly at this point. We, your Committee on
Streets and Traffic, therefore recommend: That we write a letter to the State
Department of Highways, requesting that this sign be replaced with a sign read-
ing "Speed Limit 25 MPH" and that the sign r ending 'end 25 MPH speed limit" be
moved beyond the Wolf and Central Road intersection.
On motion by Alderman Jackson and seconded by Massman,.the Council concurred in the
report.

Alderman Jackson reported the following: Request 20 MPH speed limits for the

That few of the above streets are more than three blocks in length. That no
unusually hazardous intersections or curvea exist. We, your Committee on Streets
and Traffic, therefore recommend: That the speed limit on the above streets be
maintained at 25 MPH in conformance with our present ordinances. On motion by
Alderman Jackson and seconded by Massman; the Council concurred in the report.
Alderman Jackson reported on a request for. two 25 foot driveways for Henryla
Drive -In on the northeast corner of Higgind and Mannheim Roads, that the request
appears to be reasonable and to be granted. On motion by Alderman Jackson and
seconded by Bell, the Council concurred in the report.

Alderman Jackson reported the following on traffic lights at Golf and Mt. Prospect
Roads. Your Committee on Streets and Traffic, has investigated the above and
has found: That the increasing.volume of traffic carried by Golf Road particular-
lyiduring-rush hours is making it increasingly difficult and hazardous to enter
or cross Golf Road from Mt. Prospect Road. We, your Committee on Streets -and -
Traffic, therefore recomtend: That the City Clerk write to the State Highway
Department requesting the installation of traffic lights at this intersection.
On motion by Alderman Jackson and seconded by Bell, the Council concurred in the
report. .

inbea'tigated and has found: That the petitioner, Tech Associates, after hating
been denied pe*mits by the City Council June 15, 1959, for the construction of
48 single -bedroom apartments on 70,318 square feet of land area, have proposed
in attached letter the following modifications.
1. From 48 single -bedroom apartments'to 43 single bedroom apartments and
5 efficiency apartments.-

partments.-2. From one car stall per apartment to 1.25 car stalls per apartment.
Th.se modifications meet the proposed new ordinance restrictions for density
of use as set forth by the Plan Commission.
We, your Committee on Building Control and Inspection, therefore, recommend that
the application for building permits be granted subject to.the aforementioned'
restrictions. The motion was made by Alderman Blume and seconded by Massman
to approve the report. The Mayor put the question and the clerk called the roll
with the following results: Ayes: Blume, Wright, Neff, Moehling, Figard, Masaman,
Bell, Nays: Alderman Tistle, Jackson and Callaghan. The Mayor voted "aye" and
declared the motion carried.

Alderman Neff reported the Code Committee meeting of July 27th was changed to August
lOth.

ZONING BOARD REPORT ON RECONSIDERATION OF REZONING4. E. CORNER OF GOLF AND
MT. PROSPECT RDS. The Board reported if the petitioner (George F. Burgess
has new evidence to -submit to the Board, he may apply in the normal way for
a public hearing by request to the City Clerk, The Mayor referred the report
to the Municipal Development Committee.
REZONING N. E' CORNER WOLF AND CENTRAL RD. The' Clerk read the recommendation of
the Zoning Board that rezoning be, denied as reported:11That the type of commercial
usage was not indicated by the petitioner.2-That the Northwest corner and the
Southeast corner are undeveloped and are presently zoned "Farming" or Residential."
3 -That the need for this commercial zoning to the nearby residents was not
clearly shown. ,4,- That there were two objectors to the proposed rezoning.'
5 -That the evidence presented was not convincing as to the desirability of
granting the rezoning from "Residential R-20 to 0 Commercial." On motion by
Alderman Bell and seconded by Blume the Council concurred in the recommendation.
ADOPT TAXICAB FARES ORDINANCE. The Clerklead for the second reading the above
ordinance. The motion w as made by alderman Massman and seconded by Callaghan
to adopt the ordinance. The Mayor put the question and the clerk called the '
roll with the following results: Ayes:: Alderman Blume, Wright,,Neff, Moehling,
Figard, Tistle, Massman, Bell, Jackson, Callaghan. Nays: None. The Mayor
declared the motion carried.
REZONING APPLICATION N. E. CORNER DES PLAINES AVE. AND ALGONQUIN RD. The Clerk
read the above application. On motion by Alderman Bell and seconded by Maseman
the application was referred to the Zoning Board of Appeals sitting as a
Commission to call a hearing.
STATE AGREEMENT TRAFFIC LIGHTS AT OAXTON AND MT. PROSPECT RDS. On motion by
Alderman Bell and seconded by Callaghan the Council authorized the Mayor and
Clerk to sign the agreement.
STATE AGREEMENT TRAFFIC LIGHTS AT ALGONQUIN AND MT. PROSPECT RDS. On motion by
Alderman Figard and seconded by Tistle the Council authorized the Mayor and Clerk
to sign the agreement.
LETTER FROM T. B. GRAY. The Clerkmad a letter from Mr. Gray, 1087 Camp Ground
Road regarding dumping and smoke at incinerator grounds.. The Mayor referred the
letter to the Superintendent of Public Works.
CUMflERI,AND CIVIC ASSN. TETTER ON W TER SUPPLY. The Clerk lead the letter from Mr.
Sibly 'from the above association. Engineer Fletcher was requested by the Mayor
to inform the Council on City Water plans. The Mayor thenreferred the letter
to Engineer Fletcher to reply'to Mr. Sibly and give him the information.
RESOLUTION TO COUNTY -HIGHWAY DEPT. ON WIDENING LEE ST. FROM HOWARD TO FARGO AVE.
The Clerknead the above resolution and on motion by Alderman Tistle and seconded
by Massman, the Council adopted the resolution.
COMMERCIAL ZONING DISTRICTS.' The Clerk had City Plan map which he received
from the Plan Commission which they marked to show the ComMercial Di'atriets
they suggest for new Commercial Zoning ordinance. On motion by Blume and'
seconded by Wright to refer to Zoning Board of Appeals to call a hearing.
PLAT FOR CHURCH IN GOIF /D. INVESTMENT CO. AREA. The Clerk had a play approval
by the Plan Commission for Church property on .south of Golf Road between Mt.
Prospect Road and Elmhurst Road. The Mayor referred the plat to the Municipal
Development Committee.
1959 TAX LEVY ORDINANCE. The Clerk read for the first reading the 1959 Tax
Levy Ordinance.
HEALTH INSPECTION TRAILER COURTS. The Mayor referred. to the License Inspection
and Health.Conmittee.to.investigate the t ';City Ordinance on City Health Department
to take over inspection of trailer courts.

sent to J. P. Tuthill regarding street damage to Engineer Fletcher.
STANDIEY REDNEWS RESIGNATION FROM FIRE AND POLICE COMMISSION. The Mayor read the
letter from Mr..Redmer resigning from the above Commission as he is moving from
Des Plaines. The Clerk was instructed to write a letter commenting him for
his' service.
SAFETY COUNCIL CONFERENCE. The motion was made by Alderman Jackson and seconded
by Blume that the Safety -Council be given $175.00 toward their expense to
attend conference in Miami,' Florida.- The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Blume, W right, Neff,
Moehlitg, Figard, Tistle, Massman, Bell, Jackson, Callaghan. Nays: None.

FOUR WAY STOP AT ORCHARD AND EVERETT.. At Alderman'Tistle's request the
Superintendent of Public Works is to place four-waystop for 60 day trial at
Orchard and Everett. The item was alsoreferred to the Street Committee.

The Mayor informed the Council the meeting had been adjourned to consider purchase
of water billing machine.- After information given by the Clerk on three types of
machines, the motion was made by Alderman Tistle and seconded by Massman to
purchase the Burroughs Corporation Machine for $3,320.25. The Mayor put the
question and the Clerk called the roll with the following results: Ayes: Alderman
Tures, Wright, Moehling, Figard, Tistle, Massman, Bell, Jackson, Rateike, and Blume.
Nays: None. The Mayor declared the motion carried.
The Mayor referred a letter and forma on traffic safety to the Street Committee.
A request for driveway, at River Road and Touhy Avenue was referred to' Street Committee.
At Alderman Tistle's reques t the four=way stop at Orchard and Everett Streets was
referred to Street Committee and Traffic Commission.
