City Clerk was instructed to inquire of Park District what they intend to do
about west side of Lee Street.
.The Mayor referred the matter of gates at the Belt Line Thacker Street Crossing
to Engineer Fletcher.
The Mayor referred the matter of bump in Wolf Road at 775 to the Superintendent
of Public Works.

CALL TO ORDER The meeting was called to order by the Mayor, Herbert H.
Behrel, with Alderman Tures, Wright, Neff, Moehling, Flouter, Prickett, Tistle,
Massman, Bell.,.Jackson,,Rat$ike and Blume responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Prickett and seconded by
Wright to approve the minutes of June 15, 1959. The motion was voted upon.
by acclamation.
OFFICIAL REPORTS. The Clerk submitted the reports of the Building Commissioner,
Health Officer and Clerk for June. The Clerk read a letter from Police Magistrate
Sengstock-that the Johnny's Trailer Sales case was appealed to Criminal Court
of Cook County. Attorney Dowd reported on vote of Zoning Board that it was
valid. Chief Kennicott had investigated and was authorized to place crossing
guards during.school term at Maple and Touhy and at Oakton and Cora.
Alderman Rateike reported a meeting of the Council as a whole, July 28, 1959
at 7:30 P. M. to discuss the contract to remodel Municipal Building.-
PARKING ON.NORTHWEST HIGHWAY. Alderman Jackson reported the following: "That
cars parked along the above section of Northwest Highway seriously block the
vision of motorists approaching Northwest Highway from both Cembridge'Road
and State Road. We, your Ccthmittee on S treets and. Traffic, therefore recommend,
that the Superintendent of Public Works be instructed to place no parking signs
in this area on a 90 day basis. At the end of. the 90 day period the matter should
then be reconsidered by the Streets and Traffic Committee." On motion by .
Alderman Jackson and seconded by Bell, the council concurred in the report.
PARKING ON IEE AND WALNUT. On motion by Alderman Jackson and'seconded by
Massman, the Council approved parallel parking signs for therabove streets. .
Bei i AND HOWARD STREETS REQUEST FOR FOUR WAY STOP SIGN% Alderman Jackson made
therfollowing report: "That Birch Street dead ends less;than one block beyond
Howard Street. In the_other direction, it forms a T intersection one block
beyond the Howard, Birch intersection. The Committee also found that this newly
paved portion of Howard Street is being utilized ate a short cut.by River Road
traffic. We, your Committee on Streets and Traffic, therefore recommend that
this area be brought, to the attention of the police department for enforce-
ment action against speedem, " On motion. by Alderman Jackson and seconded by Bell,
the Council concurred on the.report.
OAKTON AND WHITE STREETS PARKING. Alderman Jackson made the following report:

"That cars are parked so close,to the intersection as to r estrict vision. We,
your Committee on Streets and Traffic, therefore recommend, That no parking .
from here to corner sign be moved to a point thirty feet from the stoplight."
On motion by Alderman Jackson and seconded by Bell, the Council concurred in
the report.
MILBURN BROTHERS INC. AWARDED BID ON CENTER STREET PAVING. The motion was made
by Alderman Jackson and seconded by Bell to award the Center Street paving to
Milburn Brothers for low bid of $11,891.45. The Mayor put the question and the
Clerk called the roll with the following results: Ayes: Alderman Rateike, Blume,
Wright, Tures, Neff, Moehling, Flauter, Prickett, Tistle, Massman, Bell, Jackson.
Nays: None. The Mayor declared the motion carried.
Alderman Jackson reported of complaints of speeding on Scott St. and it was
referred to the Police Chief who reported they had been checking and found no
speeders.
FOREST AVENUE TRAFFIC. Alderman Jackson reported the following: "That traffic
-is leaving Mannheim. Road and traveling down Forest Avenue to avoid traffic signals
on Algonquin. Much of this traffic particularly during the rush hours appears
to be traveling above the legal limit. We, your Committee on Streets and Traffic,
therefore recommend that this matter be referred to the police department for
appropriate enforcement action."
RESOLUTION STREET MAINTENANCE MOTOR FUEL TAX FUNDS. Alderman Jackson reported
the.following: "Your Committee. on. Streets and Traffic hal; investigated the daove
and found that the city funds allocated for the purpose of street maintenance
are not sufficient to complete the maintenance work this summer. If it, is not
possible to complete the proposed maintenance work before next winter, most
of these streets will require a minimum of 2i" of asphalt to restore them to
good condition.
"We, your Committee on Streets and Traffic, therefore recommend that the Council
pass a resolution appropriating the sums of $33,000.00 of Motor Fuel Tax Funds
for the purpose of maintaining the attached list of non -arterial streets sub-
mitted by City Engineer E. N. Fletcher and endorsed by acting Superintendent
of Public Works, Joseph J. . Schwab. "

of Morse Avenue east of Scott which was approved by the Council. The Mayor

1959 TAX LEVY ORDINANCE% Alderman Prickett reported each Alderman had received
a copy of suggested 1959 Levy from the City Clerk. After explanation on motion
by Alderman Prickett and seconded by Bell, the Clerk was authorized to prepare
the ordinance.

The Clerk read the above Zoning Board's recommendation to approve the re-

to approve a shopping center and steel strapping products company. The Mayor •
referred the letter to the Municipal Development Committee for a report July 20th,
the Clerk to write a letter informing Anderson of action taken.
ZONING VARIATION, 969 ROSE AVENUE FOR PARKING LOT. The Clerk presented a -zoning
variation for Bible Faith Church parking lot. On motion by Alderman Prickett
and seconded by Massmen, it, was referred to the Zoning Board of Appeals.

letter and referred same to the License and Inspection Committee.
KEATS LONGER REAPPOINTED TO LIBRARY BOARD. On motion by Alderman W right and.
,seconded by Prickett, the Council approved the above appointment.
At request of Alderman Massman, the Mayor asked Mr. lavender what action had
been taken to disannex Orchard Place Area out of fire district. He said they were
still in the district and is w aiting to hear from the people in section outside
of City south ofFDevon Avenue.
N. E. CORNER GOLF AND MT. PROSPECT RDS. REZONING. On motion by Alderman Jackson
and seconded by Blume, the above rezoning request of George Burges was referred
back to the Zoning Board for reconsideration.
HIGH RIDGE- SUBDIVISION TRAFFIC. A petition from *the people in the above area
regarding "Caution - Children at Play" signs be installed, was referred to the
Street Committee.

CALL TO ORDER. The meeting was called to order by Mayor Herbert H. Behrel, with
Alderman Wright, Neff, Moehling, Figard, Tistle, Massman, Bell, Jackson,
Callaghan and Blume responding to roll call.
APPROVAL OF MINUTES. The motion was made by Alderman Massman and seconded by
Callaghan to approve the minutes of July 6, 1959. The motion was voted upon
bfacclamation.
OFFICIAL REPORTS. The Clerk submitted the reports of the City Treasurer for June
and the six months report of the Clerk and Fire Chief. Attorney Dowd reported
that he filed, a lawsuit against Valigwet Company for failure to obtain a building
permit and a zoning violation. The attorney also reported about the County
Zoning hearing on all property outside the cities in Maine Township. He said
he would like a resolution adopted objecting to spot zoning. On motion by
Alderman Bell and seconded by Massman, the Council adopted the resolution ,
objecting to spot zoning.
ALDERMAN BELL REPORTED THE FOLLOWING: Zoning Board reccdation that Lots 21
through 26.inclusive in.Lees Subdivision, which are east of Des Plaines Avenue
opposite Perry Street, be rezoned from Single Family R-1 to Multi -Family R-4.
Your Committee on Municipal. Development has investigated the above and found:
The condition of the aforementioned site -to -have the following deficiencies:
1. It is serviced by an unimproved alley 16" wide on the south and the. •
east, and a 20' alley on, the north.
2. The construction of sidewalks or parkwaysfor pedestrian traffic, other
than alley itself, is impossible. .
3. All traffic would have to enter the alleyway adjacent to the North
School cross -walk from a 35 MPH 4 lane highway into an intersection,,
from which visibility, is blocked by trees and buildings located
approximately 10 feet from the corner.
We, your Committee on Municipal Development as a Majority Report therefore
recommend:: - While present conditions and buildings remain adjacent to the site,
