ROOM, CITY HALL, APRIL 27, 1959 AT
8:00 P.M.
Call to order.' The meeting was called to'order by the Mayor, Herbert H. Behrel
Uith Alderman.Dunlap, Tures, Wright, Wexler, Figard, Prickett, Tistle, Massman,
and McKay responding to roll call.
The Mayor recessed the Council for a short meeting of Board of Local Improvements
regarding bids on Webster Lane ,Sewer.

Fire truck bid awarded to Seagrave Corp. After reconvening, the motion was
made by Alderman Tistle and seconded by Tures to award the fire truck bid to the
Seagrave Corp. for $41,992.00. Payment oneblivery of $17,000, balance on note
of $7,000.00 annually, plus interest of 6 per cent on the unpaid balance.
The Mayor put the question and the clerk called the roll with the following
results: Ayes: Alderman Dunlap, Wright, Tures, Wexler, Figard, Prickett, Tistle,
Massman, Bell and McKay. Nays: None. The Mayor declared the motion carried.
APPROVAL OF Bilis.
Alderman Prickett presented the following resolution:
BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF PIES PLAINES THAT THE
FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MYAOR AND THE CITY CLERK
BE AND ARE' HEREBY AUTHORIZED TO MAKE
PAYMENT FOR SAME.
Total: $1,320.00 (A copy of resolution placed before each Alderman and on file
with the City Clerk). The motion was made by Alderman Prickett and seconded
by Figard to adopt the resolution. The Mayor put the question and the clerk
called the roll with the following results: Ayes: Dunlap, Wright, Tures, Wexler,
Figard, Prickett, Tistle, Massman, Bell and McKay. Nays: None. The Mayor declared
the motion carried.
Alderman Neff appeared at this time.
First reading "Off -Street Parking Ordinance.' The Clerk read for the first reading
the &ove ordinance.
Alderman Callaghan appeared at this time.
On motion by Alderman Wexler and seconded by Prickett the Council amended the
ordinance by eliminating,in 31.0. at the end of paragraph "in the building, whichever
is more." On motion by Alderman Massman and seconded by.Dunlap, the Council
amended the ordinance in Section 1944 by adding the word "involuntary" between
"other «. cause V On motion by Alderman Figard and seconded by Tistle, the Council
mended the ordinance in B-11 by changing "two beds" to "five beds'; On motion
by Alderman Figard and seconded py Tistle, the Council placed the ordinance on
passage. Alderman Rateike appeared at -this time. The motion was made by
Alderman Prickett and seconded by Dunlap to adopt the ordinance. The Mayor put
the question and the clerk called the roll with the following results: Ayes:
Alderman Rateike, Dunlap, Wright, Tures, Neff, Wexler, Figard, Prickett, Tistle,
Massman, Bell, McKay and Callaghan. Nays: None. The Mayor declared the motion
carried.
Adopt Ordinance parking on Kennicott Court. The Clerk read for the second read-
ing the above ordinance. The motion was made by Alderman Prickett and seconded
by Figard to adopt the ordinance. The Mayor put the question and the clerk called
the roll with the following results: Ayes: Alderman Rateike, Dunlap, Wright, Tures,
Neff, Wexler, Figard, Prickett, Tistle, Massman, Bell,.McKay and Callaghan. Nays:
None. The Mayor declared the motion carried.

First Reading of ordinance on backing into parking places. The Clerk read for
the first reading the above. ordinance....' ..
Plat of street vacation and dedication Northwest corner River Road and Touhy.
The Clerk presented the above plats.whichlere approved by the P1'an.Commission.
The Mayor referred the plats to the Municipal Development Committee.
Two letters from Safety Council. The Clerk submitted two letters from the
Safety Council, one letter regarding parking at West School and the other re-
garding traffic hazard on Wolf Road betweeh Oakton and Algonquin Road. The
Mayor referred the letters to the Street Committee.
Petition regarding storm water drain on Amling property. The Clerk presented
the above petition. The Mayor informed the Council that they already had
considered taking action regarding the above and the Clerk to inform Ir.
Frank Foote.
Letter from Public School about dogs. The Clerk read the above letter and the
Mayor referred same to City Attorney for ari ordinance.
Rezoning application from Farming to Multiple Family at Golf and Elmhurst Roads.
On motion by Alderman Bell and seconded by Prickett the application was referred
to the Zoning Board of Appeals sitting as.a commission to call a hearing.

On motion by Alderman Prickett and seconded by Bell, the application was re..

Resolution for 'Fire Department protection for Illinois Toll Road, The Clerk
read the following resolution: "WHEREAS, certain portions of the.Illinois
State Toll Highways traverse the City of Des Plaines, and ,
WHEREAS, the Illinois State Toll Highway Commission desires that the Des
Plaines Fire Department furnish fire protection for certain portions of the
Illinois
Mate Toll Highways in and near the City of Des Plaines, and
WHEREA11, the City of Des Plaines is willing to afford said fire protection
to said portions of the Illinois State Toll Highways,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines:
That the Mayor and City Clerk are hereby authorized to execute two agreements
with the Illinois State Toll Highway Commission whereby the City of Des Plaines
Fire Department will furnish fire protection to two portions of the Illinois
State Troll Highway in and near the City of IDes Plaines.

CANVAS OF ELECTION RETURNS. On motion by Alderman Prickett and seconded
by Tistle the Council approved to tally the returns. The Mayor appointed
Alderman Figard, Rateike and Wright as the Committee. The Council recessed.

RESOLUTION DECLARING THE RESULTS
OF THE CITY ELECTION HELD ON
APRIL 21, 1959
WHEREAS, a regular election was held in the City of Des Plaines on Tuesday,
April 21, 1959, for the purpose of electing one Alderman for each of Wards
1, 2, 3, 4, 5, 6, and 7.
WHEREAS the Mayor and City Council have canvassed the votes east at said

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES,
COOK COUNTY, ILLINOIS.
Section 1. That Robert 0. Blume, Raymond N. Tures, Donald E. Moehling, Peter
R.Flauter, Walter J. Tistle, George Massman, and Ralph J. Jackson having re-
ceived the highest number of votes cast for the office of Alderman of they
first, sedond, third, fourth, fifth, sixth and seventh Wards respectively,
shall be and are declared elected to the office' of Aldermen of the City of
Des Plaines, Illinois, for a full term of four (4) years as provided by law.
Adopted by the City of Des Plaines, Illinois on the day of 1959."
On motion by Alderman Figard and seconded by Wexler, the Council adopted
the resolution.
Resignation of Arthur Rieck. Building Commissioner. The report was read that
Mr. Bieck notified of his resignation as of May 1,.1959. On motion by
Alderman Figard and seconded by Wright,. the Council accepted his resignation.
On motion by Alderman Neff and seconded by Wexler, the Council adopted a
resolution of appreciation for the many years of service he has given the City.
Merritt L. Wiedeman appointed Building Commissioner. The Council, by motion -
of Alderman Figard.and seconded by Rateike, approved the appointment of
Merritt L. Wiedeman as Building Commissioner.
Supt. Wernicke to enter Sanitarium. The Mayor informed the Council that Supt.
Wernicke will enter the sanitarium for two or three months for treatment of
T.B. Joe Schwab and Mrs. Hartman to act_as assistants during his absence.
Alderman Rateike has called a meeting for Wednesday, April 29th at 7130 P.M,
the City -Clerk to notify the new Aldermen elect.
Alderman Bell reported that the Toll Road construction removed a sidwalk on
River Road from Chase to Touhy._ The Supt..of Public Works is to contact the
Toll Commission.
Adjournment. On motion by Alderman Prickett and seconded by Bell, the
Council adjourned.

CALL TO ORDER The meeting was called to order by Mayor Herbert H. Behrel, with .
Alderman Rateike, Dunlap, Tures, Wright, Neff, Wexler, Figard, Prickett, Tistle,
Massman, Bell, McKay and Callaghan responding to roll call.
APPROVAL OF MINUTES The motion was made by Alderman Prickett and seconded
by.Bell_to approve.the minutes of April 20th and adjourned meeting April 27,
1959. The motion was voted upon by acclamation.
OFFICIAL REPORTS The Clerk submitted the reports of the Building Commissioner
ana City Clerk. Mrs. Hartman reported the following for Supt. Wernicke. The guard
rail along the sidewalk on Miner St. east of the river has been completed by
the State Highway Department as of April 21, 1959. Route 62 signs have not
been changed as yet, but Mr. Tuthiel reported they would be changed as soon
as possible. Sidewalk work at ToBhy and River Road to be finished by 'the
end of the week, weather permitting.
