02/16/1959MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL, DES PLAINES, ILLINOIS HELD IN COUNCIL ROOM, CITY HALL, FEBRUARY 16, 1959 CALL TO ORDER. The'meeting was called to order Clerk being absent, the Deputy Clerk called the Ayes: Alderman Rateike, Dunlap, Tures, Wright Massman, Bell, McKay and Callaghan. APPROVAL OF MINUTES. On a motion by Alderman Prickett the Council approved the minutes of February 2, 1959. OFFICIAL REPORTS. The Deputy Clerk presented the City Treasurer and the City Clerk's reports. by Mayor Herbert H. Beh L, the City roll with the following results: Neff, Wexler, Figard, Prickett, Tistle, and seconded by Callaghan OPEN BIDS SQUAD CARS. On a motion by Alderman Figard and seconded by Tistle, the Deputy Clerk opened the following bids for police squad cars: $298.00 per month per car 335.00 per month per car Maine Leasing, Des Plaines MacNevin Motor Sales, Des Plaines Alderman Tures requested a recess after all bids were opened to decide on the squad cars. , • OPEN BIDS — WELL # 5. AWARD SQUAD CAR BID TO MAINE LEASING. A. recess was called for the`Police and Finance Committees to meet and decide on squad car bids. After the recess the motion was made by Alderman Tures and seconded by Callaghan to award the bid for five squad cars to the Maine Leasing Company for $298.00 per car per month. The Mayor put the question and the Deputy Clerk called the roll with the following results: Ayes: Alderman Rateike Dunlap, Tures, Wright, N eff, Wexler, Figard, Tistle, Massman, Bell, McKay and Callaghan. N ays: none. The Mayor declared the motion carried. TERRSAL PARK SUBDIVISION APPROVED. On a motion by Alderman Bell and seconded the Council concurred in the report of the Municipal Development by Massman, P pment Committee of approval of subdivision as shown and for Mayor and City Clerk to sign plat upon receipt of check covering improvements and notification to City Park Board that deed to park property has been received. LOT "C" TRIER SUBDIVISION APPROVED. On a motion ell and Dunlap, the Council concurred in the report of the Municipal Z' alerman BDeve opmentonded Committ pee to approve subdivision as shown and for Mayor and City Clerk to sign plat upon receipt of check to cover improvements. -2 - Mayor Behrel informed the Council of a meeting with the Metropolitan Sanitary District for February 18, 1959, 10:00 A.M. to discuss Weller Creek. Alderman McKay requested formal letter of intent from Attorney Dowd for the meeting. ADVERTISE.BIDS FOR CITY HALL IMPROVEMENT. On a motion by Alderman Rateike and seconded by Tistle, the Council approved advertising bids for remodeling of City Hall bids returnable April 6, 1959. Alderman Callaghan reported on possibility of outlawing pin ball machines completely from City. Alderman Callaghan left at this time. OPTION FOR LAND FILL GARBAGE DISPOSAL PROPERTY. The motion was made by Alder- man Dunlap and seconded by Massman to permit Sanitation Committee to obtain one-half option for land fill garbage d isposal property for $3,750,00 and land appraiser fee $100,00. Expenditures of these funds is to be conditional on the appropriation of the other half of the option price by Park Ridge. The option is to provide that one-half the option cost is to be returned if the option is dropped within six months. The Mayor put the question tad the Deputy Clerk called the roll with the following results: Ayes: Alderman Rateike, Dunlap, Tures, Wright, Neff, Wexler, Figard, Prickett, Tistle, Massman, Bell, . and McKay. N ays; None. The Mayor declared the motion carried. APPROVAL OF BILLS. Alderman Prickett presented the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND' THAT THE MAHOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME. Total: $28,826.11 (A copy of resolution placed before each Alderman and on file with the City Cler.) The motion was made by Alderman Prickett and second- ed by Figard to adopt the resolution. The Mayor put the question'and the Deputy Clerk called the roll with the following results: Ayes: Alderman Rateike, Dunlap, Tures, Wright, Neff, lexler,'Figard, Prickett, Tistle, Massman, Bell and McKay. Nays: None. The Mayor declared the motion carried. Mayor Behrel made a progress report on'the purchase of 1iiggins Water Company. Mayor Behrel called a Committee as a Whole meeting for February 23rd at 8:00 to discuss the 1959 appropriation and salary ordinance. APPROVE ANNEXATION TRIER LOT "C". The motion las made by Alderman'Bell and seconded by,Massman to approve annexation of•Petersonts Trier Lot "C". The Mayor put the question a nd the Deputy Clerk called the roll with the following result s : Ayes: Alderman Rateike, Dunlap, Tures, Wright, Neff, Wexler, Figard, Prickett, Tistle, Massman, Bell, and McKay. Nays::: None. The Mayor voted "Aye" and declared the motion carried. ADOPT SPECIAL ASSESSMENT 170 - ORCHARD PLACE WATER MAINS. The motion was made by Alderman Bell and seconded by Massman to adopt Special Assessment 170. The Mayor put the question and the Deputy Clerk called the roll with the following results: Ayes: Alderman Rateike, Dunlap, Tures, Wright, Neff, Wexler, Figard, Prickett, Tistle, Massman, Bell and McKay. Nays: None. The Mayor declared the motion carried, Alderman Bell announced the Kuntze High Ridge Knoll subdivision annexation will be deferred to next meeting. REZONING SHAGBARK LAKE AND EAST BUSSE HIGHWAY. On a motion by Alderman Bell and seconded by Massman, the Council concurred in the report of the Zoning Board of Appeals rezoning from "A" Single Family to "R-1" "Deluxe Single Family Residential" - Area 1: Shagbark Lake; bounded on the north by Whitcomb Avenue as extended or River Drive, on the east by the Des' Plaines River; on the south by Wicke Avenue as extended; and on the west by Des Plaines Avenue. (River Road) Area 2: East Busse Highway; bounded on the southwest by Busse Highway, on the east by the Forest Preserve District ( -section line) and on the Northwest by the creek. This is an area 'adjacent to and southeast of Rand Park. The City Attorney to draw up the necessary ordinance. 2/16/59 -3- RECLASSIFICATION RESIDENTIAL ORDINANCE. On a motion by Alderman Wright and seconded by Dunlap, the Council concurred in report of Zoning Board of Appeals for reclassification of residential ordinance and Attorney Dowd to draw up necessary ordinance. On a motion by Alderman McKay and seconded by Rateike, the Council concurred in the report of the Zoning Board on the Cumberland property north of City Limits. PETERSON LAKE AREA REFERRED TO PLAN COMMISSION. On motion by Alderman Wexler and seconded by Prickett the Council concurred in report of Zoning Board on Peterson Lake area. Alderman Massman requested Peterson Lake area be referred to Plan Commission. PLAN COMMISSION REDISTRICTING OF INDUSTRIAL AND COMMERCIAL ZONING. Mayor Behrel read the Plan Commission recommendations of redistricting of Industrial and Commercial zoning and requested City Clerk to furnish copies to each Alderman, Chamber of Commerce and Oakton Street Businessmen's Association, with map on display in Mayor's office andCity Clerk's office. PETTINGER SUBDIVISION - DEY AND SPROAT PLAT REFERRED TO MUNICIPAL DEVELOPMENT COMMITTEE. The above plat was referred to the Municipal Development Committee by the Mayor. ' HOWARD HIGHLAND SUBDIVISION TO PLAN COMMISSION . The Mayor referred the Howard Highland Subdivision plat to the Plan Commission. AMENTA ZONING VARIATION REFERRED TO ZONING BOARD. On a motion by Alderman Wright and seconded by Prickett the Council referred the Amenta zoning variation between Center and Pearson streets to the Zoning Board of Appeals sitting as a Commission. ADOPT NO PARKING ON GRACELAND ON LIBRARY PROPERTY. On a motion by Alderman Wright and seconded by Prickett, the Council approved to place on passage the ordinance prohibiting parking on Graceland Avenue the length of Library Property at Thacker Street; The motion was made by Alderman Prickett and seconded by Tures to adopt the above ordinance. ARNOLD RUUD REAPPOINTED TO SIX YEAR TERM ON DAMP COMMISSION. On a motion by Alderman Prickett and seconded by Massman, the Council approved the Mayor's reappointment of Arnold Ruud to a six year term on the DAMP Commission. Mayor Behrel read letter from Mr. Bartelsmeyer, Chief Highway Engineer, inform- ing the Council of the relocation of Route 62 to extend westerly over Oakton Street to M'b-. -fi t , then no terly to Algonquin Road. Elmhurst Road - changed 3/2/59hmeeting The Mayor referred the Immanuel Lutheran Church letter of Street Lighting on Lee Street to the Board of Local Improvement. Mayor Behrel Chamales for Committee. Mayor Behrel of Census on read Plan Commission letter on not requiring the' assistance of Mr. successful function, which he referred to Municipal Development referred to the Municipal Development Committee letter from Bureau housing statistics. Alderman Neff commended Mr. Chamales for an excellent job. After several speakers from Ohio Oil Company, -favoring the tank farm, on a motion by Alderman Bell and seconded by Rateike to refer the matter to Municipal Development Committee for report and study. ' OFFICIAL REPORTS. The Deputy Clerk presented the Building Cc®miissionera report for February. On the Dean Case, Attorney Dowd reported that the. Judge gave 20 more days to demolish the building. On a motion by Alderman Rateike and seconded by Masaman, the council approved to return the bids and checks submitted for demolishing said building, with a letter of explanation. APPROVAL OF BILLS.
