MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
DES PLAINES, ILLINOIS, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, November 21, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Jr. Mayor Susan Rieck,
introduced by Mayor Herbert H. Volberding, at 8:00 P.M.
in the Council Chambers, Des Plaines Civic Center.

Roll Call, taken by Jr. City Clerk Steven Kopp, indicated
the following aldermen present:
Koplos, Szabo, Sullivan, Kehe, Ensign, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams,
Ward. Absent was Alderman Leer
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Schwab, Assistant City Engineer Perl, Director
of Zoning and Planning Richardson, Acting Building Commissioner Trost, Fire
Chief Corey, Police Chief Hintz, Environmental Officer Lindahl, Health
Director Branding, and City Attorney Hug.
PRAYER AND The meeting opened with prayer by Rev. Mark Bergman, pastor
PLEDGE of Trinity Lutheran Church, followed by the Pledge of
Allegiance to the flag.
MINUTES:
Moved by Kehe, seconded by Sarlo, to approve the Minutes
of the regular meeting held November 7, 1977, as published.
Motion declared carried.
BILLS PAYABLE Moved by Ward, seconded by Seitz, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total $89,497.50.
Upon roll call, the vote was:

PUBLIC WORKS Moved by Ward, seconded by Sarlo, to adopt the recommendation
EQUIPMENT of Finance and Insurance Committee to authorize the repair
Repair of a Caterpillar Tractor, 1966, in the Public Works Depart-
ment, waiving the usual bid procedure, by General Diesel,
at a cost of $7,525.00. Upon roll call, the vote was:
AYES: - 16 - Koplos, Szabo, Sullivan, Kehe, Ensign, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo,
Meyer, Seitz, Abrams, Ward, Mayor Volberding

THALMANN Moved by Szabo, seconded by Koplos, to adopt the recommenda-
SUBDIVISION tion of Municipal Development Committee made by Jr. Alderman
Darryl Rizzo, to approve Plat of Thalmann Subdivision,
located at 2501 Emerson Street, and authorize Mayor and City
Clerk to execute same. Motion declared carried.
IZONING CASE
77-58-R
1745-55 Rand
Moved by Szabo, seconded by Koplos, to adopt the recommendation
of Municipal Development Committee to concur with Zoning
Board of Appeals in Case 77-58-R, property located at 1745-55
Rand Road, with the provision that the property owner
execute a covenant agreement with the City that the property
will be used for residential use only. Motion declared
carried. Previous to the vote on the motion, Fire Chief
Corey announced to the Council that the Fire Department
goes on record opposing the present land use plan as submitted
to the Zoning Board of Appeals due to limited ingress and
egress to the buildings for fire equipment. Alderman Kraves
voted No.

MAINTENANCE Moved by Erbach, seconded by Ensign, to adopt the recommenda-

AIR to award the bid for Maintenance of Heating and Air
CONDITIONING Conditioning Equipment to Tapper's Central Heating in the
amount of $10,550.00, Mayor and City Clerk to sign the
necessary agreement. Upon roll call, the vote was:

Washer to award the bid for the High Pressure Washer to the Zep
Manufacturing Co. in the amount of $3,975.00, Mayor and
City Clerk authorized to sign the contract. Upon roll call,
the vote was:

VANGUARDS Moved by Erbach, seconded by Seitz, to adopt the recommenda-
Drum & Bugle tion of Public Buildings, Grounds and Parking Lots Committee
Corps. to approve the use of the ground level area of the Herbert
H. Behrel Parking Plaza by Vanguards Drum and Bugle Corps
for a fun fair on May 21, 1978. Motion declared carried.
FIRE STATION Moved by Erbach, seconded by Sarlo, to adopt the recommendatior
FLOOR of Public Buildings, Grounds and Parking Lots Committee
COATING to extend the contract with Haseck-Melville an additional
I CONTRACT $685.00 for the floor coating of Fire Station No. 2 to allow
for work to be done at separate periods of time, not specified
in specifications. Upon roll call, the vote was:

HISTORICAL Deferred motion relating to the moving of the Historical
MUSUEM Moving Museum (Kinder House) to a new location at 791 Pearson St.
was brought to the floor. Alderman Ensign withdrew the
motion.
Moved by Ensign, seconded by Sarlo, to adopt the recommenda-
tion of Library and Historical Society to return all unopened
bids for the moving of the Historical Museum and return
plan deposits to those contractors returning bid documents.
Further that the City advertise for new bids on January 20,
1978, to be returnable in the office of City Clerk at 3 P.M.
on Friday, February 17, 1978. Motion declared carried.
Alderman Szabo voted No.
NORTRAN
TICKETS
Moved by Kehe,seconded by Seitz, to adopt the recommendation
of Special Transportation Committee made by Jr. Alderman
Flint Collier, that the City participate in the purchase
of special Nortran Tickets, with an initial purchase of
1,000 tickets at a cost of $100 for distribution to persons
coming into the Civic Center, following approval of the
$13,000 grant. Upon roll call, the vote was:

Water Sheila Gleringer, that the City Award the Maintenance
Tanks Service Conrract for the elevated water tanks, to Wallace
& Tiernan, in the amount of $2,179.00, per proposal dated
October 12, 1977, waiving the usual bid advertising
procedure. Upon roll call, the vote was:

560 Potter Rd. of Streets and Traffic Committee, made by Jr. Alderman
Michael Earl, to grant a driveway permit for an approach
to twenty-four feet, to Mr. George F. Blackburn, 560 Potter
Road, upon payment of necessary permit fee. Motion
declared carried.

Moved by Abrams, seconded by Kisslinger, to adopt the recom-
mendation of City Code and Judiciary Committee that the
City pay the yearly assessment of $2,114.00 to the North-
eastern Illinois Planning Commission for the year 1977.
Alderman Meyer and Alderman Seitz made minority reports
objecting to the payment of the assessment. Following
discussion, the roll call vote was:
AYES: - 3 - Brannigan, Erbach, Abrams
NAYS: 12 - Koplos, Szabo, Sullivan, Kehe, Ensign, Kisslinger,
Birchfield, Kraves, Sarlo, Meyer, Seitz, Ward
ABSENT: 1 - Leer
Motion declared lost. Mayor was requested to write letter
to NIPC conveying the concerns of the City Council and
clearly indicating the reasons for non -participation this year.
Jr. Alderman Jeff Groves reported that the Fire and Civil
Defense Committee would be reporting on the new Mobile
Intensive Care unit within the next 30 to 45 days.

Inspection Committee has requested City Attorney to draft
a tentative ordinance for further review by the Committee
having to do with the licensing of pinball machines.
Placed on First Reading was Ordinance Z-29-77, AN ORDINANCE
AMENDING THE ZONING ORDINANCE OF THE CITY OF DES PLAINES,
ILLINOIS, CASE No. 77-49-R, property located at 1442-44
Rand Road.
Placed on First Reading was Ordinance Z-30-77, AN ORDINANCE
AMENDING SECTION 4.1.2 OF THE DES PLAINES ZONING ORDINANCE
HAVING TO DO WITH USE REGULATIONS IN THE C-1 NEIGHBORHOOD
SHOPPING DISTRICT BY ADDING THERETO SECTION 4.1.2.28 AUTH-
ORIZING SCHOOLS OF DANCING.
