MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, November 7, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:07 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Kehe, Ensign, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer.
Absent were Aldermen Seitz, Abrams, and Ward.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Schwab, City Engineer Bowen, Director of
Zoning and Planning Richardson, Acting Building Commissioner Trost, Fire
Chief Corey, Police Chief Hintz, Environmental Officer Lindahl, and City
Attorney Hug.

MINUTES:
Alderman
The meeting opened with prayer by Rev. Richard Drankwalter
pastor of Good Shepherd Lutheran Church, followed by the
Pledge of Allegiance to the flag.
Moved by Sarlo, seconded by Meyer, that the Minutes of the
regular meeting held October 17, 1977, be approved as
published. Motion declared carried.
Seitz and Alderman Ward arrived at the meeting at this time.

draft necessary ordinance. Motion declared carried.
Moved by Szabo, seconded by Meyer, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 77-54-V, 906 North Avenue,
City Attorney to draft necessary ordinance. Motion
declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 77-48-V, property located
at 644 S. Fourth Avenue, to deny petition to allow variation
to permit two detached garages on one zoning lot. Motion
declared carried. Aldermen Kisslinger and Brannigan voted
no.
Moved by Szabo, seconded by Meyer, to adopt the recommenda-
tion of Municipal Development Committee to concur in Case
77-55-A, Text Amendment to allow Schools of Dancing in a
C-1 Commercial District, City Attorney to draft ordinance.
Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to approve Plat of
Stanley Home Products, Inc. Subdivision, located at
1633 Birchwood Avenue, and authorize Mayor and City Clerk
to sign same. Motion declared carried.
Moved by Szabo, seconded by Sullivan, to adopt the recommenda-
tion of the majority of the Municipal Development Committee
to deny petition to rezone property located at 791 Graceland
Avenue, Zoning Case 77-37-R, to R-5 District. Alderman
Erbach submitted a minority report stating he generally
agreed with the majority report, with the exception of
the statement that the City Council should initiate any
change in R-5 zoning and that it should be done by areas
and not individual lots. Alderman Erbach urged the City
Council to review the matter thoroughly as Graceland Avenue
at 791 Graceland is primarily residential zoning non-
conforming. Following discussion, and upon roll call,
the vote was:

PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $500,626.15.
Moved by Koplos, seconded by Sarlo, to delete Voucher No.
08102, in the amount of $142.70 from the register. Motion
declared carried. Upon roll call on motion to adopt
resolution as amended, the vote was:

EMPLOYEES Moved by Ward, seconded by Seitz, to adopt the recommendation
MEDICAL GROUP of Finance and Insurance Committee that the City continue
INSURANCE with Blue Cross -Blue Shield Co. for employee medical
group insurance on a month to month basis at a yearly
fee of $485,000, to allow the City Council sufficient time
to examine alternatives. Upon roll call, the vote was:

LIQUOR LIC. Moved by Kisslinger, seconded by Meyer, to adopt the
CARDINAL recommendation of License and Inspection Committee to
LIQUORS issue a Class B Liquor license to the new owner of liquor
Northwest store at 40 E. Northwest Highway, Cardinal Liquors, upon
Highway payment of a full year's fee. Motion declared carried.
GARAGE SALES
Moved by Kisslinger, seconded by Leer, to adopt the
recommendation of License and Inspection Committee to
defeat Ordinance M-36-77 and authorize City Attorney to
draft ordinance as follows:
1. Define terms and types of merchandise allowed to be
sold at garage sales
2. Allow two sales per calendar year - allow three sales
per year if premises are being vacated by resident
3. Allow sales to be held for three consecutive days per
sale and provide for a permit to be issued at a cost
of $2 per sale, to be obtained in person.
4. All advertising signs to be removed by 9 p.m. at the
close of the last day of the sale
5. Exemp religious and service organizations from the
above requirements.
Moved by Meyer, seconded by Brannigan, to amend the motion
deleting the requirement for permit or registration and
deleting the $2 permit charge. Upon division of the
question, the roll call on the vote on deleting the
requirement for permit or registration was:
AYES: - 7 - Sullivan, Brannigan, Kraves, Sarlo, Meyer,
Seitz, Ward.
NAYS: 8 - Koplos, Szabo, Kehe, Ensign, Leer, Kisslinger,

Motion as amended declared carried and City Attorney
instructed to prepare necessary ordinance.
Moved by Ensign, seconded by Leer, to adopt the recommenda-
tion of Library and Historical Society as follows:
1. That the two bids received - one for electrical work
and one for excavation work in connection with the moving
of the Kinder House (Historical Museum) be opened.
2. That City Council allow this committee to negotiate
with contractors for the remaining work to be completed.
3. Authorize the Mayor and City Clerk to enter into
contracts as recommended by this committee, at a total
amount not to exceed $85,000, excluding architects fee.
Moved by Koplos, seconded by Sarlo to defer action, to
allow Chairman of Committee time to determine final date
for relocation of Kinder House.
Moved by Meyer, seconded by Sarlo, to adopt the recommenda-
tion of Health and Welfare and License and Inspection
Committees that the City adopt an ordinance amending the
City Code to provide for licensing of ambulance and mobile
intensive care units, at an annual fee of $125.00 for
ambulance and $250 for mobile intensive care units,
City Attorney to draft the necessary ordinance. Motion
declared carried.
Moved by Seitz, seconded by Meyer, to adopt the recommenda-
tion of Fire and Civil Defense Committee to authorize
the purchase of radio equipment for the Fire Rescue Squad
from Motorola Communications, in the amount of $1,994.00,
waiving the usual bid procedures. Upon roll call, the
vote was:

tion of Fire and Civil Defense Committee to authorize the
purchase of radio equipment for the Fire Department to
update and replace antiquated radio equipment from Motorola
Communications and Electronics, Inc., in the amount of
$10,376.00, waiving the usual bid procedures. Upon roll
call, the vote was:

Moved by Koplos, seconded by Sarlo, to adopt the recommenda-
tion of Water and Sewer Committee that the City assume
33 1/30 of the project cost as public benefit; that the
property owners pay their proportionate share of the cost
of the project, less public benefit, at the time of hook-
up to the system and that property owners be permitted to
finance their share of the project by providing the City
a promisory note for the required amount to be repaid over
a period of ten years at 6% interest on the unpaid balance.
