MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, October 17, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:07 P.M. in the Council chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Cali indicated the following alderman present:
Koplos, Sullivan, Ensign, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams,
mat-cr. .: Absent was Alderman Kehe. Alderman Szabo arrived
during discussion of R. L. Kautz contract.
Also present were: City Treasurer Swanson, City Comptroller Blietz,
Commissioner of Public Works Schwab, City Engineer Bowen, City Planner
and Zoning Director Richardson, Acting Building Commissioner Trost, Fire
Chief Corey, Police Captain Mensching, Health Director Branding, and
Environmental Officer Lindahl, and City Attorney Hug.
PRAYER AND The meeting opened with prayer by Father Buck, pastor of
PLEDGE Our Lady of Hope Church, followed by the Pledge of Allegiance
to the flag.
MINUTES:
Moved by Esbach, seconded by Meyer, that the Minutes of the
regular meeting held October 3, 1977, be approved as published.
Motion declared carried.
WORKMEN'S Moved by Ward, seconded by Seitz, to adopt the recommendation
COMPENSATION of Finance and Insurance Committee to accept the proposal
Contract of R. L. Kautz & Co. to provide Workmen's Compensation
Service for an annual fee of $18,000.00, Mayor and City
Clerk authorized to sign necessary documents. Upon roll
call, thevote was:
AYES: - 16 - Koplos, Szabo, Sullivan, Ensign, Leer, Brannigan.
Kisslinger, Birchfield, Erbach, Kraves, Sarlo,
Meyer, Seitz, Abrams, Ward, Mayor Volberding

PARKING
Ardmore
Moved by Sarlo, seconded by Meyer, to adopt the recommendation
of Streets and Traffic Committee to authorize City Attorney
to draft necessary ordinance for "No Parking 8 a.m. to 10 a.m.
on the 200 block of Ardmore Rd., except Saturdays, Sundays,
and Holidays". Motion declared carried.
YOUTH Moved by Sullivan, seconded by Birchfield, to adopt the
ACTIVITY recommendation of Youth Activity Committee to enter into
PROGRAM (Fall) an agreement with Des Plaines Park District to conduct three
fall activities for City of Des Plaines youth, limited only
to Des Plaines residents, at a cost not to exceed $1,751.87,
City Attorney to draft necessary agreement for further
consideration by the City Council. Motion declared carried.
Alderman Szabo voted No.
SIGN Moved by Leer, seconded by Koplos, to adopt the recommendation
1225 S. of Building Control and Inspection Committee to grant sign
Elmhurst Rd. variation for front yard set back at 1225 S. Elmhurst Rd.
and to pass Resolution R-26-77 under New Business. Motion
declared carried.
SIGN Moved by Leer, seconded by Sarlo, to adopt the recommendation
654 Graceland of Building Control and Inspection Committee to grant variation
for roof sign set back and authorize City Attorney to draft
necessary resolution - sign meets all other requirements,
located at 654 Graceland Avenue. Motion declared carried.
TREES
Moved by Birchfield, seconded by Ensign, to adopt the
recommendation of Beautification and Forestry Committee
to award the bids for the purchase of trees to the low bidder,
Charles Kelhm and Son Nursery, in the amount of $4,156.25.

Moved by Birchfield, seconded by Ensign, to adopt the recom-
mendation of Beautification and Forestry Committee, to
advertise for bids for necessary plantings, fill, etc.
adopting the beautification plan for the Behrel Parking Plaza
as developed by Planning Horizons, Inc., subject to prior
approval of the Chicago and Northwestern Railway Co.
Motion declared carried.
Moved by Erbach, seconded by Seitz, to adopt the recommendation
of Public Buildings, Grounds and Parking Lots Committee that
City Council approve the submission of lease agreement to
Cook County subject to approval of Cook County Board and
upon approval of the necessary lease agreement to lease
second floor space of the City Hall Building at the proposed
$7.50 per square foot (includes costs of construction),
the City authorize Holmes and Fox to proceed with working
drawings, at a fee of 10% of the estimated cost of $49,595.00,
which includes space to be leased by RTA. Upon roll call,
the vote was:

Kisslinger, Birchfield, Erbach, Kraves, Sarlo,

Moved by Erbach, seconded by Seitz, to adopt the recommendation
of Public Buildings, Grounds and Parking Lots Committee that
the City accept the bid of Hascek-Melville Corporation in
the amount of $5,865.00 for the Coating and Grading of
Floor at Fire Station #2, checks or bonds of the unsuccessful
bidders to be returned.

Moved by Koplos, seconded by Sarlo, to adopt the recommendation
of Water and Sewer Committee to extend the City's watermain
south of Ballard Road to Trailside Lane and Woods Road,
a distance of 365 feet, extending the contract with LoVerde
Construction Co. per proposal, in the amount of $8,475.00,
waiving the usual bid advertising procedure. Upon roll
call, the vote was:

of Health and Welfare Committee to declare December 3, 1977
as Robert O'Keefe Day in Des Plaines, City Attorney to
draft necessary resolution to be presented to the O'Keefe
family. Motion declared carried.
Moved by Kisslinger, seconded by Kraves, to adopt Ordinance
M-35-77, AN ORDINANCE INCREASING CLASS H BEER AND WINE
LICENSES BY ONE (1) (Sano's Pizza, 933 Oakton Street).
Upon roll call, the vote was:

DEMOLITION, CONSTRUCTION AND OPERATION OF A GAS STATION

AN ORDINANCE AMENDING SECTION 36.8 OF THE BUILDING CODE AND
ORDINANCE OF THE CITY OF DES PLAINES HAVING TO DO WITH
PLUMBING FIXTURES BY REQUIRING THE INSTALLATION OF WATER
SAVING PLUMBING FIXTURES IN ALL NEW CONSTRUCTION. Upon roll
call, the vote was:

Alderman Birchfield requested that City Attorney investigate
the possibility of acquiring necessary right of way for
the extension of Chestnut Street, at the rear of properties
owned by Imperial Printing and Business Interiors ...also
that proper drainage is provided.
Capt. Mensching was requested by Alderman Ward to determine
the reasons for one speed limit citation per 24 hr. period
being written as the State of Illinois has determined that from
2,00 vehicles that:are traveling on Algonquin Road, 47 are
10 m.p.h. over the limit.
Alderman Ward requested that the City monitor on a daily basis
the use of water trucks at the MSD site of construction as
agreed by MSD and the City would be done. City Attorney
requested to contact MSD regarding failure to use water trucks
today until contacted to do so.
City Engineer Bowen reported that the State of Illinois has
awarded a contract for the improvement of River Road, just
north of Golf and as soon as Central Telephone moves their
cable, the project will begin - contract calls for 65 working
days to complete.
Alderman Birchfield submitted petition signed by residents
of Plainfield requested a three-way stop sign at Plainfield
and Nebel. Moved by Birchfield, seconded by Sarlo, to authorize
City Attorney to draft necessary ordinance for 3 -way stop
signs at Plainfield and Nebel Drive and Mayor post necessary
signs by Police Order in interium period. Motion declared
carried.
Alderman Sullivan's request for traffic on White to stop for
traffic on Oakwood was referred to Traffic Commission and
Streets and Traffic Committee.

AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY

AND REQUIRING A PERMIT.
Placed on First Reading was Ordinance M-37-77, AN ORDINANCE
AMENDING SECTION 3-4-4 OF THE CITY CODE HAVING TO DO WITH
WATER EXCAVATION PERMITS BY DELETING REQUIREMENT THAT CITY
EMPLOYEES LAY THE LEAD LINES.
Placed on First Reading was Ordinance M-38-77, AN ORDINANCE
AMENDING TITLE IX OF THE CITY CODE HAVING TO DO WITH PUBLIC
WAYS BY ADDING THERETO A NEW CHAPTER 20 HAVING TO DO WITH
SEWER REGULATIONS.
Moved by Koplos, seconded by Szabo, to waive First Reading
and place on passage Ordinance T-19-77, AN ORDINANCE AMENDING
PARAGRAPH (M) OF SECTION 10-6-16 OF THE CITY CODE HAVING TO
DO WITH A 20 MILE PER HOUR SPEED LIMIT BY ADDING THERETO
MASON LANE FROM BUSSE HIGHWAY TO DEMPSTER STREET. Motion
