08/15/1977195 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, Monday, August 15, 1977 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:07 P.M. in the Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kehe, Ensign, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Abrams. Alderman Sullivan arrived following Pledge of Allegiance to the flag and Alderman Szabo arrived following approval of Minutes. Absent were Aldermen Meyer, Seitz, and Ward Also present were: City Comptroller Blietz, City Treasurer Swanson, Commissioner of Public Works Schwab, City Engineer Bowen, Director of Zoning and Planning Richardson, Acting Building Commissioner Trost, Fire Chief Corey, Police Chief Hintz, Health Director Branding, Environmental Officer Lindahl, and City Attorney Hug. PRAYER AND The meeting opened with prayer by Rev. Ronald Graham, pastor PLEDGE of First Methodist Church, followed by the Pledge of Allegiance to the flag. MINUTES: Moved by Leer, seconded by Sarlo, to approve the Minutes of the regular meeting of August 1, 1977, as corrected. Corrections: Add the date, August 1, 1977 to heading and change City Engineer Perl to City Engineer Bowen in third paragraph, Page one. Motion declared carried. BILLS Moved by Abrams,seconded by Sarlo, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $505,392.30. TERRSAL PARK Deferred motion to adopt the recommendation of Finance and IMPROVEMENT Insurance Committee to advertise for bids for the improvement of Terrsal Park Parking Lot by Special Tax method was brought to the floor. Following discussion, by unanimous consent, Mrs. Inga Stagg, 2145 Ash Street, addressed the Council urging that the Council vote favorably for the improvement. Motion declared carried. ill WATER RATES Moved by Koplos, seconded by Sarlo, to adopt the recommenda- tion of Water and Sewer Committee that Ordinance M-31-77 be passed implementing the following water rate schedule effective on September 1, 1977: 1. The rate of 87 per 100 cubic feet for residents within the corporate limits, excepting those residing in Pleasant Manor Estates 2. The rate of $1.74 per 100 cubic feet be charged for all water consumers residing outside the corporate limits. 3. The rate of $1.42 per 100 cubic feet be charged for residents within the corporate limits within Pleasant Manor estates. Motion declared carried.
