08/01/1977190 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER. Monday, August 1, 1977 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Volberding at 8:06 P.M. in the Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Kehe, Ensign, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Seitz, Ward. Absent were Aldermen Szabo, Sullivan, Meyer, Abrams. Also present were: -City "Comptroller Blietz, City Treasurer Swanson, Commiss- ioner of Public Works Schwab, City Engineer Bowen,Director of Zoning and Planning Richardson, Acting Building Commissioner Trost, Fire Chief Corey, Police Chief Hintz, Police Captain Mensching, Health Director Branding, Environmental Officer Lindahl, and City Attorney Hug. PRAYER AND The meeting opened with prayer by Rev. James Jackson, PLEDGE associate pastor of Christ Church, followed by the Pledge of Allegiance to the flag. MINUTES: Moved by Erbach, seconded by Sarlo, to approve the Minutes of the regular meeting held July 18, 1977, as published. Motion declared carried. Alderman Kehe requested City Clerk to include time of adjournment. So ordered. BILLS Moved by Ward, seconded by Seitz, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $195,595.28. Moved by Ward, seconded by Seitz, to adopt the recommendation IMPROVEMENT of Finance and Insurance Committee to issue check to Paveway Construction Co., in the amount of $16,227.15, representing final payment for the improvement of Prairie Avenue, contingent on a written confirmation that work has been satisfactorily completed. AUTOMOBILE Mayor Alderman Abrams arrived during roll call at this time. Moved by Ward, seconded by Seitz, to adopt the recommendation of Finance and Insurance Committee to award the bid for automobile for Mayor's use to the low bidder, Des Plaines Chrysler Plymouth for a Plymouth Grand Fury, in the amount of $4,222.70. Upon roll call, the vote was: AYES: - 14 - Koplos, Kehe, Ensign, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Seitz, Abrams, Ward, Mayor Volberding NAYS: 0 - None ABSENT: 3 - Szabo, Sullivan, Meyer Motion declared carried. Moved by Koplos, seconded by Leer tc defer action to determine the number of absentee owners in Terrsal Park area to be improved. Upon roll call, the vote was: AYES: - 14 - Koplos, Kehe, Ensign, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Seitz, Abrams, Ward, Mayor Volberding NAYS: 0 - None ABSENT: 3 - Szabo, Sullivan, Meyer Motion declared carried. Alderman Ward reported that the Finance and Insurance Committee is studying the possibility of increasing vehicle license fees and asked the administration to furnish a complete review of vehicle license fees in the area to be considered at the next meeting. Moved by Sarlo, seconded by Ward, to adopt the recommendation of Streets and Traffic Committee that three way stop signs be installed at the "T" intersection of Riverview Avenue and Chestnut Street...City Attorney to draft necessary ordinance. Motion declared carried. Moved by Sarlo, seconded by Ward, to adopt the recommendation of Streets and Traffic Committee that the Mayor be authorized to sign documents concuring with Area Wide Street Program for the improvement of Rand Wold from Wolf Road to U. S. 45 and River Road from Lee Street to Devon Avenue. Motion declared carried. Moved by Sarlo, seconded by Brannigan, to adopt the recom- mendation of Streets and Traffic Committee to grant Mr. James Galeski, a driveway permit to expand driveway approach at 1465 Marshall Drive to twenty-five feet, ten inches upon payment of necessary permit fees. Motion declared carried. Moved by Erbach, seconded by Seitz, to adopt the recommenda- tion of Public Buildings, Grounds and Parking Lots Committee to award the bid for a Small Industrial Sweeper for the parking decks to the low bidder, Tennant Company, in the amount of $8,148.50. Behrel Parking Plaza, City Engineer to provide plans and specifica- tions. Motion declared carried. Moved by Erbach, seconded by Leer, to adopt the recommenda- tion of Public Buildings Grounds and Parking Lots Committee to authorize City Clerk to advertise for bids returnable August 11, 1977, at 3 P.M. in the City Clerk's office for the waterproofing of the top deck of Des Plaines Civic Center Parking Deck, Engineering Department to supply plans and specifications. Motion declared carried. SIGN Moved by Leer, seconded by Koplos, to adopt the recommendation 1145 S. Elmhurst of Building Controls and Inspection Committee to grant a sign permit to Sally's Pancake House, 1145 S. Elmhurst Road for a new sign not to exceed 11'9" double faced with height not to exceed 15'. Fire Station No. 3 Display Building ZONING CASE Following discussion regarding Zoning Case 77 -31 -SU, it was 77 -31 -SU moved by Koplos, seconded by Sarlo, that said case be 2579 Ballard re -heard before the Zoning Board of Appeals and Plan Commission Motion declared carried. Aldermen Kehe and Erbach voted no. Moved by Kehe, seconded by Birchfield, to waive the necessary zoning fees for said re -hearing. Alderman Brannigan reported that the Sanitation Committee studied costs of Sanitation Department and estimate costs to be $6,000 over estimate, with cost per household being $42.18.
