MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE COUNCIL
CHAMBERS, CIVIC CENTER, TUESDAY,
July 5, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert H. Volberding
at 8:05 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL: Roll Call indicated the following aldermen present: Koplos,
Sullivan, Kehe, Ensign, Brannigan, Kisslinger, Birchfield,
Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Ward.
Absent were Aldermen Szabo and Leer.
Also present were: City Comptroller Blietz, Assistant Commissioner of
Public Works Schaefer, City Treasurer Swanson, City Engineer Bowen,
Director of Zoning and Planning Richardson, Acting Building Commissioner
Trost, Deputy Fire Chief Crosby, Police Chief Hintz, Health Director Branding,
and City Attorney Hug.
PRAYER AND The meeting opened with the Lord's Prayer, followed by the
PLEDGE Pledge of Allegiance to the flag.

Moved by Erbach, seconded by Birchfield, to approve the
Minutes of the regular meeting held Jeiy 20, 1977, as

BILLS Moved by Ward, seconded by Seitz, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME: Total, $226,676.05. Upon roll

Moved by Ward, seconded by Seitz, to adopt the recommendation
of the Finance and Insurance Committee to authorize the
Public Works Commissioner to draw specifications for a
1977 mid-size four -door sedan for the Mayor, City Clerk to
advertise for bids. Motion declared carried.
ELECTRONIC Moved by Koplos, seconded by Sarlo, to adopt the recommenda-

RECORDER one Type 752 Sparling Electronic Pressure Recorder from
Jack Ward of Lisle, Illinois, in the amount of $1,635.00,
waiving the usual bid procedures. Upon roll call, the vote

WATER Moved by Koplos, seconded by Sarlo, to adopt the recommenda-
LEAK tion of the Water and Sewer Committee, that the request for
Maple St. payment of $365.00 to the homeowner at 1921 Maple Street
in connection with a water leak be denied. Motion declared
carried.
WATER RATE
STUDY
Moved by Koplos, seconded by Sarlo, to adopt the recommenda-
tion of the Water and Sewer Committee to engage the firm
of Benjamin and Lang, Inc. for the purpose of performing a
water rate study at the rate of $50 per hour, total cost
not to exceed $1,000. Alderman Meyer requested that
the study include percentage of Chicago water used by
Des Plaines 'in relation to water from wells, cost of
operating Thacker Street Pumping. Station, and estimated
cost of refund should City receive favorable ruling in Water
Suit. Upon roll call, the vote was:

Alderman Leer arrived during discussion at 8:23 P.M.
DES PLAINES Moved by Kehe, seconded by Seitz, to accept the resignation
MASS TRANSIT of Mr. Harry Mertz and Mr. Edward Tobin from the Des Plaines
DISTRICT Mass Transit District and authorize Mayor to write letter
of commendation, City Attorney to draft ordinance to dissolve
Des Plaines Mass Transit District. Motion declared carried.
NORTRAN
Moved by Kehe, seconded by Meyer, to accept the resignation
of Mr. Rex Wilson as Trustee representing Des Plaines
on the North Suburban Mass Transit District, authorizing
Mayorto write letter of commendation and to concur with
Mayor Volberding's appointment of Mrs. Marge LaVine as
Des Plaines' representative to NORTRAN. Motion declared
carried. Alderman Ward gave a status report as reported
by Mrs. Marge LaVine relative to ridership.
SIGN Moved by Leer, seconded by Koplos, to adopt the recommendation
622 E. NW Hwy. of the Building Control and Inspection Committee to grant
Chrysler Plymouth Co., 622 E. Northwest Highway, the addition
of one 4 x 5 and one 5 x 5 sign upon inspection of Building
Department as to the removal of one 5 x 5 existing sign.
Motion declared carried. Ald. Szabo arrived at this time.
SIGN Moved by Leer, seconded by Erbach, to adopt the recommendation
2100 Miner St. of Building Control and Inspection Committee to approve
two signs 2' x 2' double faced requested by Mobil Oil
Corporation at 2100 Miner Street. Motion declared carried.
SIGN Moved by Leer, seconded by Birchfield, to adopt the recom-
2999 S. Mannheimmendation of Building Control and Inspection Committee to
grant a setback variation for Econo Car, 2999 S. Mannheim
Road, City Attorney to draft necessary resolution.

RESOLUTION Moved by Leer, seconded by Koplos, to adopt Resolution
R-17-77 R-17-77, RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES
Econo Car PLAINES HAVING TO DO WITH ECONO CAR SIGN AT 2999 MANNHEIM
2999 S. ROAD. Motion declared carried.

1800 S. Wolf ation of Building Control and Inspection Committee to approve
a ten foot high cyclone fence requested by Dry Storage
at 1800 S. Wolf Road. Motion declared carried.
SIGN Moved by Leer, seconded by Sarlo, to adopt the recommendation
2300 S. Mt. of BuildingControl and Inspection Committee to approve one
Prospect Rd. 10' x 19' double faced sign 30' high after the removal and
replacement of sign on Mt. Prospect Road meeting City Code,
as requested by Neidert Motor, 2300 S. Mt. Prospect Rd.

of Municipal Development Committee to approve Plat of Murphy
and Noonan Subdivision, First Addition, located at 1973
Busse Highway and Eastward. Motion declared carried.
Moved by Szabo, seconded by Birchfield, to adopt the recom-
mendation of Municipal Development Committee to approve the
Plat of Hennegan Subdivision, located at 2246 Webster Lane.
Motion declared carried.
Moved by Szabo, seconded by Meyer, to adopt the recommendation
of Municipal Development Committee to concur with the Plan
Commission and Zoning Board of Appeals in Case 77 -17 -SU,
property located at 1199 S. Elmhurst Rd. and authorize the
City Attorney to draft necessary ordinance. Motion declared
carried.
Moved by Szabo, seconded by Seitz, to adopt the recommendation
of Municipal Development Committee to approve the Plat of
Szczesny's Third Addition, Pleasant Lane Subdivision.
Motion declared carried. Alderman Brannigan voted No.
Moved by Szabo, seconded by Sarlo, to adopt the recommendation
of Municipal Development Committee to deny the request from
Village of Rosemont to purchase approximately five (5) acres
for a favorable decision to disconnect from the City.
Motion declared carried.
Alderman Szabo reported that the City Council Municipal
Development Committee rejected the compromise settlement of
the Zoning Suit involving property at 850 E. Oakton St.
and instructed Corporation Counsel DiLeonardi to continue
with the case.
Moved by Kisslinger, seconded by Erbach, to adopt the recom-
mendation of Special Committee on Committees to authorize
City Attorney to draft necessary ordinance having to do
with bal]oting and selection of a five man committee on
committees. Motion declared carried.
Moved by Kisslinger, seconded by Erbach, to adopt the
recommendation of Special Committee on Committees that
aldermen on the meeting before an election vote by secret
ballot for five encumbents, with the five top vote getters
the winners, the alderman with the most votes be named
chairman, for the Special Committee on Committees, City
Attorney to draft necessary ordinance. Motion declared
carried.
Moved by Kisslinger, seconded by Brannigan, to adopt the
recommendation of Special Committee on Committees that
all Special Committees be in effect for no more than three
months and then dissolved unless the City Council votes
an extension, City Attorney to draft necessary ordinance.
Motion declared carried. Aldermen Koplos, Leer, Ensign,
Birchfield, and Sarlo voted No.
The letter received from Alderman Koplos from Adlite
Electric Co., Inc., 1365 Webford Avenue as to the proper
bid procedures for the installation of emergency standby
generator was referred to City Code and Judiciary Committee.
Moved by Koplos, seconded by Sarlo, to postpone action ori
Zoning Case 77 -31 -SU, 2579 Ballard Road until property has
been properlysted les o be waived, and zoning hearing

amend the motion to authorize City Attorney to draft necessary
ordinance that signs be posted on the property in question
as to zoning and variation. Motion as amended declared ..
carried.

to draft necessary ordinance to be reviewed by Director of
Zoning and Planning and presented to Zoning Board of Appeals
re posting of signs on property to be rezoned or variation.

RTA Matter of RTA lease for office space and need of the City
Lease to file for Fair Employment Practices Commission number
with Affirmative Action Program was referred to City Code
and Judiciary Committee. Referred also was Alderman Meyer's
,request for review of new lease agreements with outside
agencies.
TRAFFIC Referred to City Engineer was Alderman Abrams request for
SIGNAL status of proposed traffic signal at Golf Road and Marshall
Golf & Marshall Avenue.
BELLAIRE AVE. Petitions submitted by Alderman Koplos from residents of
Petitions Bellaire and University Avenue re traffic on Bellaire Avenue
were referred to Streets and Traffic Committee and Traffic
Commission.
STOP SIGN Alderman Sullivan's request for stop signs at the intersection
Wicke-White of Wicke and White Streets was referred to Streets and Traffic
and Traffic Commission, Wicke to stop for White.
Cumberland Alderman Meyer's request for alternate parking on Cumberland
Pkwy Parking Parkway between Golf and Warrington Roads was referred to
Streets and Traffic and Traffic Commission.
FIFTH AVE. Alderman Meyer's request to prohibit parking on Fifth Avenue
PARKING. between Rand Road and Waikiki Ave. was referred to Streets
and Traffic Committee, and Traffic Commission.
ELECTRICAL Alderman Abrams renewed request for relocating electrical
POWER LINES power lines on Elmhurst Road below grade. Referred to
Elmhurst Rd. Beautification and Forestry Committee.
TREES
Referred to Beautification and Forestry Committee was Ald.
Abrams's concern re premature death of young trees along
Dempster Street east of Elmhurst Road.
ZONING TEXT Referred to Municipal Development Committee by Alderman Abrams
AMENDMENT was a proposed text amendment to the Zoning Ordinance to
Dancing Schools include as a permitted use in the C-1 Commercial District
dancing schools for children.
