MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, June 20, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert Volberding
at 8:02 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Sullivan, Kehe, Ensign, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Ward
Alderman Szabo arrived immediately following Pledge of
Allegiance. Absent were Aldermen Leer and Abrams
Also present were: City Comptroller Blietz, Commissioner of Public Works
Schwab, City Treasurer Swanson, City Engineer Bowen, Director of Zoning
and Planning Richardson, Acting Building Commissioner Trost, Fire Chief
Corey, Police Chief Hintz, and City Attorney Hug.

PLEDGE
MINUTES:
The meeting opened with the Lord's Prayer, followed by
the Pledge of Allegiance to the flag.
Moved by Seitz, seconded by Sarlo, to approve the Minutes
of the regular meeting held June 6, 1977, as published.
Correction: Page two, paragraph two, change "Yield" to
"Stop"; Page Five, paragraph one, add Alderman Koplos
to those voting Nay. Following correction, motion to
approve as corrected declared carried.
BILLS Moved by Ward, seconded by Seitz, to adopt the following
PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED
TO MAKE PAYMENT FOR SAME: Total, $485,589.73. Upon roll
call, the vote was:
AYES: - 15 - Koplos, Szabo, Sullivan, Kehe, Ensign, Brannigan
Kisslinger, Birchfield, Erbach, Kraves, Sarlo,
Meyer, Seitz, Ward, Mayor Volberding
NAYS: 0 - None

GOLF OUTING
Moved by Sarlo, seconded by Meyer, to adopt the recommendation
of the 1977 City Golf Outing Committee that the contract
with the River Forest Golf Club for a Golf Outing and Dinner
for Thursday, August 25, 1977, be approved. Upon roll call,
the vote was:
AYES: - 15 - Koplos, Szabo, Sullivan, Kehe, Ensign, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo,
Meyer, Seitz, Ward, Mayor Volberding
NAYS: 0 —None
ABSENT: 2 - Leer, Abrams
Motion declared carried.
FOREST -LEE Moved by Sarlo, seconded by Ward, to adopt the recommendation
IMPROVEMENT of Streets and Traffic Committee to authorize advertising
for bids returnable at 3 P.M. July 12th in office of City
Clerk for the Forest -Lee Improvement as per, specifications
drawn by Fletcher Engineering Co. Motion declared carried.
ALGONQUIN RD. Moved by Sarlo, seconded by Ward, to adopt the recommendation
BRIDGE of Streets and Traffic Committee to authorize Mayor to
MFT 105 CS sign joint agreement with State of Illinois for the
Algonquin Road Bridge improvement, and to authorize
the Supplemental Appropriation of $750 MFT Funds (105CS).
Upon roll call, the vote was:
AYES: - 14 - Koplos, Sullivan, Kehe, Ensign, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves, Sarlo,
Meyer, Seitz, Ward, Mayor Volberding
NAYS: 0 - None
ABSENT: 3 - Leer, Abrams, Szabo (Alderman Szabo left the
meeting previous to roll call vote)

STATE Moved by Sarlo, seconded by Meyer, to adopt the recommendation
HIGHWAY of Streets and Traffic Committee to concur with the following
IMPROVEMENTS proposed State Highway Improvements as recently announced
by Governor Thompson with Federal Funds, City to assume
certain costs in connection with traffic signals, parking
lanes, and energy:
U. S. Route 14 from Palatine to I-294
U. S. Route 45 a.t'intersection of Illinois Route 58
U. S. Route 45 from Ill. 21 to Jefferson St.
U. S. Route 14 at Rand Rd.
U. S. Route 12, Walnut Ave. to Touhy Avenue
U. S. Route 14 from I-294 to Merrill Avenue
Motion declared carried.
COMMUNITY .. Moved by Meyer, seconded by Sarlo, to adopt the recommendation
DEVELOPMENT of Health and Welfare Committee that the City do not file
BLOCK GRANT an application for Community Development Funds nor
FUNDS participate in the Chicago Metropolitan Area program.
Motion declared carried. Alderman Szabo returned to the
meeting at this time.
LIQUOR LIC. Moved by Kisslinger, seconded by Koplos, to adopt the recom-
Henrici's mendation of License and Inspection Committee to grant a
Restaurant Class A Liquor License to owners of Henrici's Restaurant
(Seven Eagles) at 1050 E. Oakton Street, lessee of Seven Eagles Restaurant
building and operating under Seven Eagles Restaurant name.
Motion declared carried. Alderman Sullivan abstained from
voting due to possible conflict of interest as Henrici's
are a client of his company.
JOJO's Moved by Kisslinger, seconded by Koplos, to adopt the recom-
RESTAURANT mendation of License and Inspection Committee to grant a
Elmhurst Rd. Class E Liquor License to owners of Jojo's Restaurant,
Elmhurst Road, City Attorney to draft necessary ordinance
increasing Class E Liquor licenses by one. Motion declared
carried.
TAXICAB
Moved by Kisslinger, seconded by Birchfield, to adopt the
recommendation of License and Inspection Committee to
grant permission to Martins Cab Co, Jack's Cab Co, and
Tu -Tone Cab Company to re -organize the company and consolidate
to the Community Cab Co. and further to allow the issuance
of 20 taxicab licenses to the newly formed company, when
finalized. Motion declared carried.
BUSINESS Moved by Kisslinger, seconded by Koplos, to adopt the recom-
CERTIFICATION mendation of License and Inspection Committee, to deny
FEE request of "The Workshop" located on Northwest Highway to
waive Business Certification License fee. Motion declared
carried.
LANDSCAPING Alderman Birchfield, Chairman, announced that the Beautifica-
PLANS tion and Forestry Committee reviewed the plans for landscaping
HHB PLAZA the Herbert H. Behrel Parking Plaza and stated that only
the corners with 18 plantings would be implemented this
season.
ZONING CASE Moved by Szabo, seconded by Meyer, to adopt the recommendation
76-18-R of Municipal Development Committee to concur with Zoning Board
1220 Miner St. of Appeals in Case 76-18-R, property located at 1220 Miner St.
and to authorize City Attorney to draft necessary ordinance.
Motion declared carried.
ARMSTRONG CT. Moved by Szabo, seconded by Koplos, to adopt the recommendation
INDUSTRIAL of Municipal Development Committee to deny approval of Plat
PARK SUBD. of Armstrong Court Industrial Park Subdivision. Motion
declared carried.
FLOOD PLAIN Moved by Szabo, seconded by Meyer, to adopt the recommendation
ORDINANCE of Municipal Development Committee to authorize City Attorney
to draft necessary ordinance to update city's Flood Plain
Ordinance along guidelines as recommended by Director of
Zoning and Planning Richardson. Motion declared carried.

WATER Moved by Koplos, seconded by Sario, to adopt the recommenda-
METERS tion of Water and SewerCommittee that the City purchase
Water Meters and Conversion Kits as requested in Commissioner
of Public Works Schwab's letter dated June 14, 1977, in the
amount of $21,893.12 from the Badger Meter Co., waiving
the usual bid procedure. Upon roll call, the vote was:

City Council adjourned into Executive Session at 9:03 P.M. to 10:25 P.M/
to discuss personnel matters.

M-19-77 AN ORDINANCE AMENDING CHAPTER 15 OF TITLE I OF THE CITY CODE

APPOINTMENT Moved by Koplos, seconded by Szabo, to concur with Mayor
Plan Volberding's appointment of Mr. Richard Sevon, 1884 Big Bend
Commission Drive to the Plan Commission, term to expire April 30, 1979,
to fill vacancy created by resignation of Carmen Picone.
Motion declared carried.
LIBRARY Moved by. Ensign, seconded by Sarlo, to concur with Mayor
BOARD Volberding's reappointment of the following to the Library
Appointments Board, terms to expire June 30, 1980:
Mrs. Patricia Dahl, Mr. Elmer Graebner, and Mr. Manson North.
Motion declared carried.
RESAUTION Moved by Koplos, seconded by Sarlo, to adopt a resolution
East Maine encouraging Congressman Mikva in his efforts towards the
Unincorporated goal of self -incorporation of the East Maine Township area,
Area east of Potter Road. Motion declared carried.
