MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, May 16, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Herbert Volberding
at 8:07 P.M. in the Council Chambers, Des Plaines Civic
Center.
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Kehe, Ensign, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Sarlo, Seitz, Abrams,
Ward.
Also present were: City Comptroller Blietz, Commissioner of Public Works
Schwab, Health Director Branding, Acting Building Commissioner Trost,
Fire Chief Corey, Police Chief Hintz, Environmental Officer Lindahl,
and City Attorney Hug.

The meeting opened with prayer by Rev. James Bowman,
pastor of Immanuel Lutheran Church, followed by the
Pledge of Allegiance to the flag.
Moved by Koplos, seconded by Seitz, to approve the
Minutes of the regular meeting held Monday, May 2, 1977
as published. Correction Page four, paragraph one,
add Alderman Kehe to the committee. Following correction,
motion declared carried.
Moved by Ward, seconded by Kehe, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE
HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total,
$221,284.21. Upon roll call, the vote was:
AYES: 15 - Koplos, Szabo, Sullivan, Kehe, Ensign, Leer,
Brannigan, Kisslinger, Birchfield, Erbach,
Sarlo, Seitz, Abrams, Ward, Mayor Volberding
NAYS: 0 - None
ABSENT:2 - Kraves, Meyer
Motion declared carried.
Moved by Ward, seconded by Erbach, to adopt the recommenda-
tion of Finance and Insurance Committee not to accept
the offer of Brockford & Co. to furnish insurance at
an annual premium of $16,497.00, but remain of present
plan of self insurance. Motion declared carried.
Alderman Ward, Chairman of Finance Committee submitted
partial list of future capital expenditures for review.
Moved by Abrams, seconded by Kisslinger, to adopt the
recommendation of City Code and Judiciary and Finance
and Insurance Committees not to hire the firm of
Pandolfi & Weiss to act as transition coordinators
for Mayor Volberding. Alderman Ward submitted a minority
report recommending payment of the Mayor's itemized
consultant expenditures from May 2, 1977 estimated not
to exceed $1500. Following debate, the roll call vote was:
AYES: - 10 - Koplos, Szabo, Kehe, Ensign, Leer, Brannigan,
Kisslinger, Sarlo, Seitz, Abrams
NAYS: 5 - Birchfield, Erbach, Sullivan, Ward, Mayor

Motion declared carried.
Moved by Sarlo, seconded by Brannigan, to adopt a
resolution appropriating $248,000.00 MFT Funds for the
improvement of White, Linden, and Prospect with streets,
curbs, gutters, and appurtenances. Alderman Ward submitted
a minority report expressing concern that the Finance
Committee has not reviewed the budget to determine the
necessary transfer of items, and further expressed his
concern that this mayet a precedent for future
improvements by Special

improvement. Following discussion, moved by Sullivan,
seconded by Birchfield, to refer the matter to Finance
and Insurance Committee. Motion declared lost.
Following discussion, moved by Ward, seconded by Sullivan,
to defer action.
DONAGHUE Moved by Szabo, seconded by Sarlo, to adopt the recommenda-
RESUBDIVISION tion of Municipal Development Committee to approve Plat
2765 Greco of Donaghue Resubdivision located at 2765 Greco Avenue,
and authorize execution thereof. Motion declared
carried.
D & G Moved by Szabo, seconded by Sarlo, to adopt the recommenda-
SUBDIVISION tion of Municipal Development Committee to approve Plat
Bellaire & of D & G Subdivision located at Bellaire and University
University and authorize execution thereof. Motion declared- carried.
Alderman Koplos abstained from voting due to possible
conflict of interest as his mother was previous owner.
Alderman Abrams abstained from voting as he represented
Alderman Koplos's mother in the sale of real estate.
BUTZBACH Moved by Szabo, seconded by Koplos, to adopt the recommenda-
RESUBDIVISION tion of Municipal Development Committee to approve Plat
of Butzbach Resubdivision located at 1094 Prairie Avenue
and authorize execution thereof. Motion declared carried.
ZONING CASE Moved by Szabo, seconded by Koplos, to adopt the recommenda-
1219 Rand Rd. tion of Municipal Development Committee to concur with
Zoning Case 77-15-R, property located at 1219 Rand Rd.
City Attorney to draft necessary ordinance. Motion
declared carried.

Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to grant variation
in Case 77-18-V, re setbacks, property located at 1595
Ashland Avenue = City Attorney to draft necessary ordinance.
Motion declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to grant variation
for two driveways at 1595 Ashland Avenue, Zoning Case
77-18-V, and authorize City Attorney to draft necessary
ordinance. Motion declared carried.
POLICE Moved by Kehe, seconded by Sarlo, to adopt the recommenda-
SQUAD CARS tion of Police Committee to award the contract for four
1977 Pontiac Enforcers squad cars to Ridge Motors, Inc.
for a net price of $14,308.00 and accept the proposal
of Wally's Auto Body Shop of $450.00 for the damaged
squad car. Upon roll call, the vote was:

Moved by Kehe, seconded by Ensign, to adopt the recommenda-
tion of Police Committee that the request from the "Ten
Ring Gun Club" to use the pistol range at the Public Works
Building be denied. Motion declared carried.
PUBLIC WORKS Moved by Ward, seconded by Sarlo, to adopt the recommenda-
EQUIPMENT tion of Streets and Traffic Committee to award the bid for
Tractor Tractor Loader to P &'W Industrial Sales, Inc., in the
Loader amount of $11,580.60 Net (low bidder). Upon roll call, the
vote was:

LIQUOR LIC. Moved by Erbach, seconded by Koplos, to reconsider motion
1011 Touhy Ave. to adopt the recommendation of License and Inspection
Committee to deny application of Mr. Ovanes A. Mikaelian
for a Class A liquor license for a proposed restaurant
to be located at 1011 Touhy Avenue office building, 1st
floor. Motion to reconsider declared carried.
Moved by Erbach, seconded by Koplos, to amend the motion
to deny Class A license and grant Class E license to
Mr. Ovanes A. Mikaelian. Moved by Kisslinger, seconded by
Sietz, to amend the amendment to add "subject to necessary
security check". Motion to amend the amendment declared
carried. Motion as amended declared carried.
Alderman Abrams left the meeting at this time
ORDINANCE Moved by Koplos, seconded by Seitz, to adopt Ordinance
M-16-77 M-16-77, AN ORDINANCE AUTHORIZING THE SALE BY PUBLIC AUCTION
Auction of OF PERSONAL PROPERTY OWNED BY THE CITY OF DES PLAINES,
Personal ILLINOIS. Upon roll call, the vote was:

ELECTRICAL The matter of requiring applicants for Electrical Contractor
CONTRACTORS licenses to take examinations was referred to Building
LICENSING Control and Inspection Committee.
Moved by Koplos, seconded by Leer, that a moratorium be
placed on all licenses for electrical contractors until
the above matter is reported out of committee. Considerable
discussion was held re failure of Electrical Inspector
Michael Danzi to issue an Electrical Contractor license
to Mr. Jerome Cascino, following direction of Electrical
Commission at meeting held May 11, 1977. Upon roll call
on the motion to declare a moratorium, the vote was:
AYES: - 6 - Koplos, Szabo, Leer, Kisslinger, Sarlo, Seitz.

DES PLAINES Alderman Erbach reported that an estimated 1500 persons
RIVER CLEAN cooperated in the Des Plaines River Clean Up, May 14, 1977,
UP and were provided Environmental Patches by the Environmental
Commission and lapel pins and patches by Metropolitan
Sanitary District for 20 hours of service.
ENERGY
AWARD
Alderman Erbach presented Mayor Volberding with the
First Energy Award presented the city by Waste -Not for
efforts in conservation of energy.
ORDINANCE Moved by Koplos, seconded by Sarlo, to waive First Reading
M-18-77 and place on passage Ordinance M-18-77, AN ORDINANCE
Salaries AMENDING SECTION 1-15-4 OF THE CITY CODE HAVING TO DO WITH
THE COMPENSATION PLAN BY INCREASING CERTAIN SALARIES.
Motion declared carried. Alderman Szabo and Birchfield

Class A liquor license at 1050 East Oakton Street
(Seven Eagles Restaurants) was referred to License and
Inspection Committee.

Mayor Volberding's appointment of Mrs. Marge LaVine,
556 Pinehurst Drive to the Des Plaines Mass Transit
District to fill vacancy created by resignation of
Mr. Clayton Mott. Motion declared carried.
Moved by Sarlo, seconded by Kehe, to concur with Mayor
Volberding's reappointment of William Connolly to the
Board of Fire and Police Commissioners, term to expire
April 30, 1980. Motion declared carried.
Letter from Martin Cab Co. re condition of vehicles
and plans to incorporate with new ownership was referred
to License and Inspection Committee.
City Clerk notified City Council that bids for installation
of Standby Emergency Generator would be received on
June 1, 1977, at 3 P.M.

resolution supporting and recognizing Des Plaines Theatre
Guild as a fully recognized Civic endeavor in the City
of Des Plaines. Motion declared carried.
The adoption of the National Fire Code, 1977 Edition,
was referred to the Fire and Civil Defense Committee
The matter of uniformity within City's ordinance relating
to use of either Chicago Electrical Code or National
Electrical Code was referred to Building Control and
Inspection Committee.
The matter of continuing the Employees Christmas Party
was referred to the Finance and Insurance Committee.
