MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, May 2, 1977
The regular meeting of the City Council of the City of Des
Plaines was called to order by Mayor Pro Tem Koplos at
8:00 P.M. in the Council Chambers, Des Plaines Civic Center.
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Olen, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Abrams, Ward.
Absent were Alderman Seitz and Acting Mayor Bolek.
Alderman Seitz arrived following the Pledge of Allegiance
to the flag.
The meeting opened with prayer by Rev. Kenneth Wobbe,
paster of the United Church of Christ, followed by the
Pledge of Allegiance to the flag.
Moved by Szabo, seconded by Sarlo, to approve the Minutes
of the regular meeting held April 18, 1977 and the adjourned
meeting held April 25, 1977, as published. Motion declared
carried.
Moved by Ward, seconded by Kisslinger, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $251,712.95.
Upon roll call, the vote was:
AYES: - 15 - Koplos, Szabo, Sullivan, Olen, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves,
Sarlo, Meyer, Seitz, Abrams, Ward.

Moved by Meyer, seconded by Sarlo, to adopt the recommenda-
tion of Beautification and Forestry Committee to award the
contract for tree trimming to G. R. Fowler Tree Surgery
in an amount not to exceed $15,000, and return checks
or bonds of unsuccessful bidders. Upon roll call, the vote
was:
AYES: - 15 - Koplos, Szabo, Sullivan, Olen, Leer, Brannigan,
Kisslinger, Birchfield, Erbach, Kraves,
Sarlo, Meyer, Seitz, Abrams, Ward.
NAYS: 0 - None
ABSENT: 1 - Acting Mayor Bolek
Motion declared carried.
Moved by Olen, seconded by Meyer, to adopt the recommendation
of Building Control and Inspection Committee to deny request
of Frank Stape Building to install a double faced sign
at the corner of Rand Wolf Road, totaling 640 square feet.
Motion declared carried. Alderman Olen abstained as his
company is under contract with Frank Stape Builders.
Moved by Olen, seconded by Erbach, to adopt the recommenda-
tion of Building Control and Inspection Committee that no
new sign perm its be issued to U -Haul Co., at 1560 S.
Mt. Prospect Road until the existing signs are removed.
Motion declared carried.
Moved by Olen, seconded by Erbach, to adopt the recommenda-
tion of Building Control and Inspection Committee to grant
request for temporary sign for a period not exceeding
180 days of Bennett Buildings to be installed on Golf Road,
at Mt. Prospect Road. Motion declared carried.
Moved by Kisslinger, seconded by Leer, to adopt the recommend-
ation of License and Inspection Committee to deny the
request of Cumberland Liquors, Inc., 40 E. Northwest Highway
for a refund of $1,200 liquor license fee paid on
December 29, 1976. Motion declared carried.

TAXICAB Moved by Kisslinger, seconded by Brannigan, to adopt the
LICENSE recommendation of License and Inspection Committee that
T & D CAB no new taxicab license be granted at this time and to
instruct License Officer to recommend to present taxicab
license holders that better service be provided to persons
in outlying areas of the city. Motion declared carried.
LIQUOR LIC. Moved by Kisslinger, seconded by Erbach, to adopt the recom-
1011 Touhy Ave.mendation of License and Inspection Committee to deny
application of Mr. Ovanes A. Mikaelian for a Class A
liquor license for a proposed restaurant to be located at
1011 Touhy Avenue office building, 1st floor. Motion
declared carried. Alderman Birchfield voted No.
SIGN Moved by Olen, seconded by Sullivan, to remove from the
2100 Miner ST. table the motion to adopt the recommendation of Building
Control and Inspection Committee to approve the request of
Mobile Oil Co., 2100 Miner St., for an additional 16 sq. ft.
sign, subject to written guarantee that all illegal signs
will be removed. Motion declared carried. Moved by Olen,
seconded by Kraves, to amend the motion to read "approve the
request of Mobil Oil Co., 2100 Miner Street for an additional
16 sq. ft. sign after all illegal signs have been removed."

to amend. Motion declared carried.
ORDINANCE Moved by Birchfield, seconded by Erbach, to adopt Ordinance
T-4-77 T-4-77, AN ORDINANCE AMENDING SECTION 10-5-4 SCHEDULE I OF
Penna. & THE CITY CODE BY PROHIBITING PARKING ALONG THE WEST SIDE OF
Roxbury PENNSYLVANIA AVENUE NORTH OF ROXBURY COURT A DISTANCE OF
ONE HUNDRED FEET (100') AND ALONG THE NORTH SIDE OF ROXBURY
COURT EAST OF PENNSYLVANIA AVENUE A DISTANCE OF SEVENTY FIVE
FEET (75'). Upon roll call, the vote was:
