MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, HELD IN THE
COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, APRIL 4, 1977
CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by Acting Mayor Charles J. Bolek
at 8:00 P.M. in the Council Chambers, Des Plaines Civic Center
ROLL CALL:
Roll Call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Olen, Brannigan, Birchfield, Erbach,
Kraves, Sarlo, Seitz, Ward, Bolek. Aldermen Kisslinger
and Meyer arrived immediately following roll call.
Absent were Aldermen Leer and Abrams
Also present were: City Comptroller Blietz, City Engineer Bowen, Director
of Zoning and Planning Richardson, Acting Building Commissioner Trost,
Fire Chief Corey, Police Chief Hintz, Commissioner of Public Works Schwab,
Environmental Officer Lindahl, and City Attorney Hug.
PRAYER AND The meeting opened with the Lord's Prayer, followed by the
PLEDGE Pledge of Allegiance to the flag.
MINUTES Moved by Seitz, seconded by Sarlo, to approve the Minutes
of the regular meeting held March 21, 1977, as published.
Correction, Page seven paragraph 2, strike "Seitz's" and
insert "Meyer's"; Page four, final paragraph questioned by
Alderman Birchfield and Clerk directed to obtain complete
transcript from tape for review by City Council.
Following corrections, motion declared carried.
BILLS PAYABLE Moved by Kisslinger, seconded by Sarlo, to adopt the following
resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE
AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHOR-

Park District from Revenue Sharing Funds. Upon roll call,

tion of Water and Sewer Committee to award the contract for
Farthing Lane and Westmere Road Storm Sewer Improvements,
Contract #1 1977 to R C Construction in the amount of
$1.4,089.00, returning checks or bonds of unsuccessful

and Repair in the amount of $2,500.00. Upon roll call, the

mendation of Municipal Development Committee to approve Plat
of Thompson's Resubdivision, located at 1626 Lunt Avenue,

Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to approve Plat of
David F. Cahill's Subdivision, located at the northeast
corner of Wolf and Oakton Streets, and authorize execution
thereof. Motion declared carried.
Moved by Szabo, seconded by Birchfield, to adopt the recom-
mendation of Municipal Development Committee to approve
Plat of Susie Ann's Resubdivision, located at 2221 Douglas
Avenue, and authorize execution thereof. Motion declared
carried.
Moved by Szabo, seconded by Sarlo, to adopt the recommendation
of Municipal Development Committee to approve Plat of
Annexation of the south half of the right of way of Golf
Road between Elmhurst Road and Mt. Prospect Road and authorize
City Attorney to draft necessary ordinance. Motion
declared carried.
Moved by Szabo, seconded by Erbach, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 77-8-V, property located
at 1372 Redeker Rd. and authorize City Attorney to draft
necessary ordinance for further consideration. Motion

Moved by Szabo, seconded by Seitz, to adopt the recommenda-
tion of Municipal Development Committee to concur with
Zoning Board of Appeals in Case 77-9-A, revising and
renumbering the Des Plaines Zoning Ordinance, City Attorney
to draft necessary ordinance. Motion declared carried.
Letter from Wiss, Janney, Elster and Associates, Inc.
regarding structural engineering study performed was read
to City Council and referred to Buildings, Grounds and
Parking Lots Committee.

tion of Streets and Traffic Committee to authorize Mayor
and City Clerk to execute contract with Novak, Dempsey &
in the amount of $25,000 for the 1977 Pavement

LEASE WITH DES PLAINES MALL CORPORATION CONCERNING RENTAL
OF PRAIRIE-PEARSON PARKING LOT. Moved by Sullivan,
seconded by Erbach, to table motion to adopt. Motion

Moved by Meyer, seconded by Seitz, to authorize Mayor
and City Clerk to execute Excrow Agreement having to do

with Fredrick Quinn Construction Co., general contractor
for City Hall Building and authorize City Attorney to
contact bonding company re certain requirements not having

The North Side Central Business District Study recently
completed by our consultant, David Outhred, was referred
to Municipal Development Committee.
The institution of a Des Plaines Community CPR (Basic
Rescuer) Program was referred to Health and Welfare
Committee.
Moved by Kisslinger, seconded by Meyer, to authorize Mayor
and City Clerk to execute Yearly Resolution with Illinois
Department of Transportation for Maintenance of certain
streets with MFT Funds. Upon roll call, the vote was:

Mayor Bolek reported that a meeting was held with Mr.
Monihan re use of CETA employees stating that in the last
two years the City of Des Plaines has received $450,000
administered by Cook County using Des Plaines residents
as CETA employees.
LEFT TURN Alderman Koplos's request for left turn signals at Rand
SIGNALS and Dempster, for traffic turning east from Rand Road was
Rand & Dempster referred to the City Engineer.

DUTIES
Moved by Kisslinger, seconded by Koplos, to authorize City
Attorney to draft necessary ordinance describing duties
of City Treasurer. Motion declared carried.
SIDEWALK Letter from City Engineer Bowen re sidewalk obstruction
OBSTRUCTION next to Volkswagen, Rand Road, was referred to City Code
and Judiciary Committee.
