03/07/19771 127 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, March 7, 1977 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Acting Mayor Charles Bolek at 8:09 P.M. in the Council Chambers, Des Plaines Civic Center. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Sullivan, Olen, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Ward. Absent was Alderman Szabo Also present were: City Comptroller Blietz, Commissioner of Public Works Schwab, Assistant Engineer Perl, Director of Zoning and Planning Richardson, Acting Building Commissioner Trost, Fire Chief Corey, Police Chief Hintz, Health Director Branding, Senior Citizen Coordinator Tapson, and City Attorney Hug. PRAYER & The meeting opened with prayer by Rev. Ernest Grant, pastor PLEDGE of First Congregational Church, followed by the Pledge of Allegiance to the flag. MINUTES: BILLS PAYABLE Moved by Kisslinger, seconded by Erbach, to approve the Minutes of the regular meeting held February 21, 1977, as published. Motion declared carried. Moved by Sarlo, seconded by Seitz, to adopt the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $258,687.98. INSURANCE Moved by Kisslinger, seconded by Ward, to adopt the recommenda- City Vehicles tion of Finance and Insurance Committee to purchase theft and comprehensive insurance for all city vehicles from International Surplus Lines Insurance Co., at an annual premium of $2,600 per year, with a $25,000 deductible clause, and further that the City self insure all city vehicles for collision. BOND Moved by Koplos, seconded by Leer, to adopt the recommendation REFINANCING of Finance and Insurance Committee to approve the Official Statement relating to the sale on March 21, 1977 of $2,020,000 City of Des Plaines, Illinois Corporate Purpose Refunding Bonds, and designate the publishing of Notice of Sale in the Wall Street Journal and The Bond Buyer, setting bid opening date of March 21, 1977, at 11:00 A.M. at the offices of Benjamin and Lang. Moved by Koplos, seconded by Abrams, to adopt the recommenda- tion of Water and Sewer Committee to authorize the advertising for bids for the Short Street Sanitary Sewer Project, Phase I 1977, returnable March 23, 1977, at 3 P.M. in the office of City Clerk. Moved by Koplos, seconded by Sarlo, to adopt the recommendation of Water and Sewer Committee to authorize the advertising of bids for the River Road and Fargo Avenue Lift Station, returnable March 23, 1977, at 3 P.M. in the Office of City Clerk. Moved by Brannigan, seconded by Seitz, to adopt the recommenda- tion of Sanitation Committee to award the bid for Packer Truck and Body to the low bidder, Northside International, Inc. in the amount of $32,797.61. Alderman Brannigan reported that the Sanitation Committee reviewed the problem of notification to residents of refuse pick up day following a holiday and recommends that the information contained in Des Plaines Digest should eliminate the necessity of notifying residents in advance of a holiday at a cost of $335.00 per notification. Committee will continue to review notification to property owners and residents Moved by Birchfield, seconded by Leer, to adopt the recommenda- tion of Historical Society Committee to adopt Resolution R-5-77, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DES PLAINES THANKING MR. RICHARD WELCH FOR SERVICES PROVIDED THE CITY OF DES PLAINES AS MUSEUM DIRECTOR. Motion declared carried. Resolution was presented to Mr. Welch at this time. Moved by Abrams, seconded by Seitz, to adopt the recommendation of City Code and Judiciary Committee to authorize Martin Boyer Companies to settle Workmen's Compensation Claim of Mr. David M. Albrecht for $7,500.00. CITIZEN Moved by Erbach, seconded by Olen, to adopt the recommendation ACTION of Police Committee that the City Council approve the concept CRIME of a Mobile Citizen's Band Patrol, known as a Citizen Action PREVENTION Crime Prevention Program, to function in coordination with PROGRAM and acting as an aid to the Des Plaines Police Department, and further to authorize an expenditure not to exceed $200 to provide the PAC members with Photo -identification cards which will be issued by the Police Department. POLICE DEPT EQUIPMENT Radio Moved by Erbach, seconded by Olen, to adopt the recommendation of Police Committee to authorize the purchase of a Motorola Radio Repeater Station from Motorola Communications and Electronics, Inc. in the amount of $3,644.00, and waive the usual bid procedure. Sixth Moved by Erbach, seconded by Ward, to adopt the recommendation of Municipal Development Committee to approve Plat of Garrett's Resubdivision located on South Sixth Avenue, and to authorize Mayor and City Clerk to execute same. WINDY POINT MOVED by Erbach, seconded by Seitz, to adopt the recommendation RESUBDIVISION of Municipal Development Committee, to approve Plat of Windy Rand & Wolf Point Resubdivision located at the northwest corner of Rand and Wolf, and to authorize Mayor and City Clerk to execute same. ZONING CASE 77-3-R 1372 Redeker Moved by Erbach, seconded by Ward, to adopt the recommendation of Municipal Development Committee, to approve Plat of Szczesny's Third Addition to Pleasant Lane, granting variation of one lot to 54' frontage. Fire Chief requested that the record indicate that the Fire Department is opposed to this subdivision from a safety viewpoint. Moved by Leer, seconded by Koplos to defer action. Moved by Erbach, seconded by Koplos, to adopt the recommendation of Municipal Development Committee to concur with Zoning Board of Appeals in Case 77-2-R, property located at 300-353 N. River Road, and authorize City Attorney to draft necessary ordinance to rezone subject property to "I" Institutional District. Motion declared carried. Moved by Erbach, seconded by Sarlo, to adopt the recommendation of Municipal Development Committee to concur with Des Plaines Zoning Board of Appeals in Case 77-3-R, property located at 1372 Redeker Road, and authorize City Attorney to prepare necessary ordinance to rezone from M-1 to M-2 Manufacturing District. Alderman Sarlo submitted petition with 173 signatures requesting the rerouting of #230 RTA/Nortran Bus Route to provide service to residents of lower Scott Street. Mayor Bolek reviewed a letter received from Nortran re City's request for re-route and expects action by RTA shortly. Following withdrawal of Alderman Olen's motion that City hire a structural engineer to inspect the Herbert H. Behrel Parking Plaza, Mayor Bolek was requested to contact Architect Beebe, supervisor F & D, Inc. and contractor North States Construction Co. to discuss structural difficulties of the Herbert H. Behrel Parking Plaza. Placed on First Reading was Ordinance M-6-77, AN ORDINANCE AMENDING SECTION 1-7-19 OF THE CITY CODE HAVING TO DO WITH RENTAL OF CITY BUILDINGS BY AUTHORIZING SALE OF LIQUOR IN PARKING BUILDINGS AND DELETING OUTDATED WORDING. Moved by Seitz, seconded by Meyer, to waive First Reading and place on passage Ordinance M-7-77, AN ORDINANCE CALLING FOR A REGULAR ELECTION OF OFFICERS OF THE CITY OF DES PLAINES ON APRIL 19, 1977, AND DECLARING THE OFFICES TO BE FILLED AT SAID ELECTION. Letter from Des Plaines Zoning Board of Appeals re Case 77-5-V, Bellaire Court, D & G Development Company, was referred to Municipal Development Committee. Alderman Koplos announced that he would refrain from any statement and would refrain from voting on this issue as his Mother was the previous owner of property. ELECTRICAL Moved by Meyer, seconded by Seitz, to concur with Mayor COMMISSION Bolek's appointment of Mr. James E. Cuny, 555 Amherst Avenue, Des Plaines to the Electrical Commission to fill vacancy created by resignation of Mr. Paul Whalen, term to expire April 30, 1977. Motion declared carried. SPEEDING Aldermani,Leer's request for study of speeding on Jeannette Jeannette Street, especially at the intersection of Oakwood and Jeannette was referred to Streets and Traffic and Traffic Commission. THIRD- Alderman Brannigan's request for traffic on Third either to Greenview Yield or stop for traffic on Greenview was referred to Yield Streets and Traffic and Traffic Commission. N.O.I.S.E Moved by Sarlo, seconded by Kraves, to authorize Environmental Officer Lindahl and Alderman Abrams to continue to attend meetings of N.O.I.S.E and testify before bodies of the legislature whenever necessary, expenses to be borne by the City of Des Plaines.
