MINUTES OF PUBLIC HEARING HELD
ON PROPOSED 1977 BUDGET IN THE
CITY COUNCIL CHAMBERS, DES PLAINES
CIVIC CENTER, December 27, 1976
CALL TO ORDER: The Public Hearing was called to order by Acting Mayor
Charles Bolek at 8:20 P.M.
PRESENT:
Those present were: Aldermen Brannigan, Leer, Olen,
Koplos, Ward, Seitz, Sarlo, Kraves, Erbach, Birchfield,
Kisslinger, Meyer, and Abrams. Also present were Assistant
Engineer Perl, City Attorney Hug, City Clerk Rohrbach,
City Comptroller Blietz, Fire Chief Corey, Police Chief
Hintz, representatives of Des Plaines Publishing Co.,
The Trib, and Des Plaines Herald (press). Also seven
residents.
Acting Mayor Charles Bolek reviewed the proposed 1977 Budget,
page by page. The following changes were proposed and by majority
consent will be reflected in the final budget and appropriation ordinance:
1. Salary of Judges of Election - increased by $5 per judge - total of
$1,025.00
2. Include $1,000 line item in the Street Department Budget for
Ter.rsal Park. Improvement
3. Increase Executive Budget - Mayor's Salary - $5,000
4. Include $100 line item in Street Department for Purchase of Equipment
5. Include line item of $100 in Police Department for Purchase of
Equipment
6. Include $100 line item in Fire Department for Purchase of Equipment
7. Include $100 line item in Sewer Department for Sewer Extension
8. Decrease Recreation item in Revenue Sharing to $12,800' and increase
Environmental Protection - Sewage and Storm Water Drainage to
$52,800
The following concerns were expressed by Aldermen present as follows:
1. Alderman Seitz - re parity between Police Department and Fire
Department personnel salaries
2. Alderman Abrams - re establishment of a Special Service District
and eliminating Board of Local Improvements - referred to City
Attorney
3. Alderman Abrams - re funding for the Consumer Protection Commission
4. Alderman Birchfield and Alderman Erbach - re budgeting of funds
for the improvement of Terrsal Park area Parking Lot
5. Alderman Ward - suggested a line item in Street Department for
sidewalk construction
6. Alderman Abrams and Alderman Koplos - urged increasing funds for
Flood Control
Moved by Kisslinger, seconded by Olen to notify Des Plaines Park District
and Mt. Prospect Park District that no Revenue Sharing Funds will be
allocated to said park districts in 1978. Motion carried. To be
placed on agenda of January 3, 1977 meeting.
Moved by Ward, seconded by Abrams, to reduce Recreation item in Revenue
Sharing Budget to $10,000 and increase Environmental Protection to $52,800.
Motion carried.
Mrs. Eva Stag;• speaking for residents of Terrsal Park, expressed concern
for funding in the proposed 1977 Budget for the improvement of Terrsal
Park Parking Lot. Line item of $1,000 was added to Street Department
Budget.
