MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD IN
THE COUNCIL CHAMBERS, CIVIC CENTER,
MONDAY, NOVEMBER 1, 1976.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Acting Mayor Charles J.
Bolek at 8:00 P.M. in the City Council Chambers, Des
Plaines Civic Center, City Hall Building.
ROLL CALL:
Roll call indicated the following aldermen present:
Koplos, Szabo, Sullivan, Olen, Leer, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams,
Ward, Bolek.
Also present were: City Comptroller Blietz, Police Chief Hintz, Fire
Chief Corey, City Engineer Bowen, Zoning and Planning Administrator
Richardson, Commissioner of Public Works Schwab, Building Commissioner
Acting Trost, Environmental Officer Lindahl and City Attorney Hug.

The meeting opened with prayer by Rev. James Bauman of
the Immanuel Lutheran Church, followed by the Pledge of
Allegiance to the flag.
Moved by Seitz, seconded by Kraves, to approve the Minutes
of the regular meeting of the City Council held October 18,
1976, as published. Motion declared carried.
BILLS PAYABLE: Moved by Kisslinger, seconded by Sarlo, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE
DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE
AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME.
Total $500,539.55. Upon roll call, the vote was:

Moved by Leer, seconded by Szabo, to adopt the
recommendation of the Building, Grounds and Parking Lots
Committee, to award the contract to Alyden Automatic Air
in the amount of $4,049.00 plus parts of 40% above actual
cost, for the maintenance of heating and air conditioning
units for the Thacker Street Softening Plant, the
Public Works Building, Fire Stations 1, 2, and 3, the
Maple Street Pumping Station and the Old City Hall
building. Also to authorize the City Clerk to return
all bid bonds/checks to the unsuccessful bidders.
Upon roll call, the vote was:

Brannigan, Kisslinger, Birchfield, Erbach,

Moved by Leer, seconded by Szabo, to adopt the recommenda-
tion of the Building, Grounds and Parking Lots Committee,
that the City Clerk be authorized to advertise for
bids for the demolition of the Old City Hall building
returnable 3:00 P.M., December 1, 1976 in the Office
of the City Clerk.

After considerable discussion, it was moved by
Erbach, seconded by Sarlo, to curtail debates as to
the razing of the Old City Hall building by a 2/3 vote
of council. Upon roll call, the vote was:

Brannigan, Kisslinger, Birchfield, Erbach,

Society obtain specific costs to present to the council
within a sixty day period to bring building into operating
condition with city codes. Upon roll call, the vote was:

Progress report was made by Seitz with reference to
the radio maintenance bids.,
Moved by Kisslinger, seconded by Koplos, to adopt the
recommendation of the License and Inspection Committee,
that the Liquor Commissioner be authorized to write a
letter advising all churches within the City of Des Plaines
who presently apply for the Special Occasion liquor
licenses, that the city will no longer issue those
licenses for functions other than church related groups.
Motion declared carried.
Moved by Kisslinger, seconded by Koplos, to adopt the
recommendation of the License and Inspection Committee,
that trust participants in land owned by liquor license
applicants be divulged and made a part of the application,
and to authorize the City Attorney to draft the necessary
amendment to the ordinance. Motion declared carried.
Moved by Kisslinger, seconded by Koplos, to adopt the
recommendation of the License and Inspection Committee,
to deny the application for a Class B Liquor License
of Columbus Food Mart, 1651 Rand Road. Motion declared
carried.

LIQUOR Moved by Kisslinger, seconded by Birchfield, to adopt the
LICENSE recommendation of the License and Inspection Committee,
Grove to grant application for a Class A Liquor License to
Investments Grove Investments Company, 1145 S. Elmhurst Road and to
authorize the City Attorney draft the necessary ordinance
for further consideration. Motion declared Lost.
LIQUOR Moved by Kisslinger, seconded by Brannigan, to adopt the
LICENSE recommendation of the License and Inspection Committee,
Genotti's to grant application for a Class E Liquor License to
Geontti's Restaurant, 1165 S. Elmhurst Road, and to
authorize the City Attorney draft the necessary ordinance
for further consideration. Motion declared Lost.
ZONING CASE Moved by Szabo, seconded by Meyer, to adopt the
76-55-V recommendation of the Municipal Development Committee,
1210 LeslieLn. to concur with the Zoning Board of Appeals in Case 76-55-V,
1210 Leslie Lane, to grant variation, and to authorize
the City Attorney to draft the ordinance for further
consideration. Motion declared carried.
ZONING CASE Moved by Szabo, seconded by Erbach, to adopt the
76-56-R recommendation of the Municipal Development Committee,
769 Holiday Ln. to concur with the Zoning Board. of Appeals in Case 76-56-R,
769 Holiday Lane, to grant the rezoning from R-2 single
family residence district to the C-2 commercial district
classification and to authorize the City Attorney
draft the necessary ordinance for further consideration.

ZONING CASE Moved by Szabo, seconded by Leer, to adopt the
76-53-V recommendation of the Municipal Development Committee,
1422 Jefferson to concur with the Zoning Board of Appeals in Case 76-53-V,
1422 Jefferson Street, to deny the variation. Motion
declared carried.
SUBDIVISION, Moved by Szabo, seconded by Erbach, to adopt the
Christopoulos recommendation of the Municipal Development Committee,
Willow Manor to approve the plat of Christopoulos Willow Manor
Subdivision, Birchwood and Douglas Avenues. Motion
declared carried.
DEDICATION OF
STREET
Moved by Szabo, seconded by Erbach, to adopt the
recommendation of the Municipal Development Committee,
to approve the plat of Dedication of Street by
Illinois Tool Works and to authorize the Mayor and
the City Clerk to execute the Agreement. -Motion declared
carried.
RESIDENCY Moved by Abrams, seconded by Seitz, to adopt the
REQUIREMENTS recommendation of the City Code and Judiciary Committee,
that the City adopt a policy whereby persons who apply
for positions will be given a three-point credit
providing they have been residents of the city for one
year prior to the Civil Service examination, as well
as those for promotions, and authorize the City Attorney
to draft the necessary ordinance for further consideration.
Motion declared carried. Brannigan, Leer, Meyer, Sullivan,
Sarlo, voted No.
WARD Moved by Abrams, seconded by Meyer, to adopt the
REDISTRICTING recommendation of the City Code and Judiciary Committee,
to redistrict wards in accordance with map drawn and
proposed Ordinance M-52-76 (on First Reading) prior to
the April 1977 city election. Motion declared carried.
BID PROCEDURES Moved by Abrams, seconded by Sullivan, to adopt the
recommendation of the City Code and Judiciary Committee,
to increase the expenditures from $1,500.00 to $3,000.00
before it is necessary to advertise for bids, and to
authorize the City Attorney to draft the necessary
amendment to the ordinance for further consideration.

BICENTENNIAL Moved by Birchfield, seconded by Koplos, to adopt
FLAGS/DISCS the recommendation of the Library and Historical Society
Committee, to concur with the Bicentennial Commission
that the thirty flags be presented to each member of
the commission, the remaining to various organizations;
to authorize the purchase from the Fine Arts Contest
be deposited with the Des Plaines Library for distribution
to the various public buildings and the street discs
sold upon request, and the remainder to be given to the
Historical Society to be sold at the annual country fair.

ORDINANCE Moved by Koplos, seconded by Szabo, to Adopt Ordinance
M-50-76 M-50-76, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
DES PLAINES, PROVIDING FOR THE ABATEMENT OF THE 1976 TAX
LEVY PREVIOUSLY MADE BY THE CITY OF DES PLAINES, FOR
GENERAL OBLIGATION CORPORATE PURPOSE BONDS, SERIES 1975.

be authorized to institute legal action against the
property owners of the Woodland Avenue townhouses to
gain compliance to the city codes. Motion declared
carried.
Moved by Olen, seconded by Koplos, to authorize
Building Commissioner to post No Occupancy signs at
the Woodland Avenue townhouses effective immediately.

LIQUOR LICENSE Referred to Planning and Zoning Administrator was
LIMITATIONS Alderman Kisslinger's suggestion to review guidelines
as to the limitation of the number of liquor licenses in
each category by population and also review the congestion
boundaries in certain areas of the city.

The Clerk announced that the Village of Hoffman Estates is hosting a
meeting having to do with juvenile problems, November 17, 1976, 7:30 P.M.
in the auditorium of Hoffman Estates High School.

Federal Grant Des Plaines be authorized to file applications for
Program the Public Works Grant Program under Title I of the
Public Works Employment Act of 1976 for specific projects
which include the demolition of the Old City Hall building
and construction of a municipal parking lot, the storm
sewer installation at Westmere Road and Farthing Lane
and on Howard Street from Plainfield Drive to Lee Street,
and the sanitary sewer and watermain installations on
Lincoln Avenue, Ridge Lane, Short Terrace and Oatkon Street.

UNITED NATIONS Mayor Bolek presented Alderman Birchfield with a
AWARD certificate of Distinguished Service Award for her
participation in United Nations Day.
DEPARTMENTAL The letter from Mayor Bolek having to do with the
QUESTIONING questioning of department heads at council proceedings,
was referred to the City Code and Judiciary Committee.
REFUND Moved by Olen, seconded by Sarlo, that the city refund
the bond deposit check for the installation of sidewalks
to Universal Oil Products Process Division, Southeast
corner of Mount Prospect and Algonquin Roads, in
the amount of $23,750. Upon roll call, the vote was:
