10/04/1976l MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, MONDAY, October 4, 1976 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Acting Mayor Charles Bolek at 8 P.M. in the City Council Chambers, Des Plaines Civic Center, City Hall Building. ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Sullivan, Olen, Leer, Brannigan, Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Abrams, Aldermen Szabo and Ward arrived following Pledge of Allegiance. Also present were: City Comptroller Blietz, Police CAPtdif_Menc1ing;. Fire Chief Corey, City Engineer Bowen, Director of Zoning and Planning Richardson, Commissioner of Public Works Schwab, Environmental Officer Lindahl, and City Attorney Hug. PRAYER & The meeting opened with prayer by Rev. Kenneth Wobbe, pastor PLEDGE of Christ Church, followed by the Pledge of Allegiance to the flag. SUMMER YOUTH PROGRAM MINUTES Mr. David Dorn, Youth Coordinator, gave a summary report of the Summer Youth Program, and encouraged City Council to adequately appropriate funds for contiuing the program. BILLS Moved by Kisslinger, seconded by Leer, to adopt the following PAYABLE resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Tota, $194,944.18. (Voucher 2968 and 3014 withheld). LIQUOR LIC. Deferred motion to adopt the recommendation of License 55 E. Rand and Inspection Committee to grant Class E Liquor license to applicant CJN, Inc. at 55 E. Rand Road. Alderman Kisslinger withdrew the motion. Moved by Kisslinger, seconded by Koplos, to adopt the recommendation of License and Inspection Committee to grant Class A Liquor License to CJN, Inc. at 55 E. Rand Rd. Motion declared carried. LIQUOR LIC. Alderman Kisslinger reported that the application of Columbus Food Columbus Food Mart for a liquor license is being held in Mart Committee until litigation against property owner relating to zoning violation is resolved. • LIME SLUDGE Moved by Koplos, seconded by Olen, to adopt the recommenda- tion of Water and Sewer Committee to award the contract for JIIthe hauling of lime sludge plus the sweepings and excavation materials to the low bidder, Albrecht Enterprises at the rates of $4.23 and $3.65 per cubic yard respectively, totaling $19,990.00. SIGN Moved by Olen, seconded by Leer, to adopt the recommendation Clay Mott of Building Control and Inspection Committee to grant Rent a Car permission to install a 3 x 4 sign double faced at the Lee St. southwest corner of the Chelsea Motor Inn property reading Clay Mott Rent a Car, Office in Lobby or Motor Inn. SIDEWALK Moved by Ward, seconded by Szabo, to adopt the recommendation CONSTRUCTION of Streets and Traffic Committee to award the contract for the installation of sidewalks to the low bidder, Provencal Builders, in the amount of $76,458.90. The letter from Des Plaines Zoning Board of Appeals re Case 76-54-R, property located at 2980 Des Plaines Avenue - River Road was referred to Municipal Development Committee. Plat of Hoag's Resubdivision, 166 Farwell Avenue and letter from Plan Commission was referred to Municipal Development Committee. Plat of Jo -Nor Subdivision located at Golf and Mt. Prospect Roads and letter from Plan Commission was referred to Municipal Development Committee. Application of Parkside Cab Company, Park Ridge Cab Co., and O'Hare Cab Co. for three taxicab licenses was referred to License and Inspection Committee. Application of Antonios, Inc., 11 E. Oakton Street for a Class E liquor license was referred to License and Inspection Committee. "This letter is to inform you that the street known as State Street (Sakas Drive) is private property and is not subject to acquisition by the city or by the public. We wish this to be made known to the public and ask that you post this in the appropriate city records. We appreciate your handling of this matter and if you need any further information, please let us know." Motion declared carried. Alderman Sullivan's request for off -pavement bicycle path to be installed on Oakton Street from Soo'Line Railroad to Maine West High School with sloping at intersections was referred to Streets and Traffic Committee. PETITION Petition submitted by residents of Whitcomb Avenue requesting WHITCOMB AVE stop signs at Whitcomb and Cora and Whitcomb and White Sts. was referred to Streets and Traffic Committee. SPEED LIMIT Dempster St. LIQUOR LICENSE Columbus Food Alderman Koplos's request for reduction of speed limit on Dempster Street from Rand Road to Potter Road was referred to Streets and Traffic Committee and State Highway Department. Moved by Koplos, seconded by Abrams, to deny application of Columbus Food Stores for a liquor license. Moved by Leer, seconded by Brannigan, to table the motion.
