DES PLAINES, ILLINOIS, HELD IN THE COUNCIL CHAMBERS, CIVIC CENTER, TUESDAY, September 7, 1976 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Acting Mayor Charles Bolek at 8:11 P.M. in the City Council Chambers, Des Plaines Civic Center. 111 ROLL CALL: Roll Call indicated the following aldermen present: Koplos, Szabo, Sullivan, Olen, Leer, Brannigan,Kisslinger, Birchfield, Erbach, Kraves, Sarlo, Meyer, Abrams, Ward. Absent was Alderman Seitz Also present were: City Comptroller Blietz, Police Chief Hintz, Fire Chief Corey, Acting Building Commissioner Trost, City Engineer Bowen, Director of Zoning and Planning Richardson, Commissioner of Public Works Schwab, Environmental Officer Lindahl, Deputy Clerk Trost, and City Attorney Hug. PRAYER & PLEDGE MINUTES: The meeting opened with prayer by Mike West of Campus Life, followed by the Pledge of Allegiance to the flag. Moved by Erbach, seconded by Sarlo, to approve the Minutes of the regular meeting held August 16, 1976, as published. Motion declared carried. BILLS Moved by Kisslinger, seconded by Sarlo, to adopt the PAYABLE following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total, $599,349.00. Prospect to enter into an agreement with the City of Des Plaines for the purchase of water was referred to the Water and Sewer Committee. Moved by Abrams, seconded by Meyer, to adopt the recommenda- tion of City Code and Judiciary Committee that the Office of City Treasurer shall remain elective, the salary shall be set at $1800 per year and the 1977 budget adjusted accordingly. Motion declared carried. Referred to the City Code and Judiciary Committee was the request for amendment of the Code relating to the duties and hours of the City Treasurer. Moved by Abrams, seconded by Kisslinger, to adopt the recommendation of City Code and Judiciary Committee to authorize City Attorney to draft necessary ordinance that parent or guardian of children 11 to 19 years of age responsible for damages involved with vandalism up to $500 and further making vandalism a violation of City Code. Oakton petition for rezoning and Planned Unit Development Special Use, as set forth in Zoning Case 76 -20 -PUD - property located at 850 E. Oakton for the following reason: "Section 9K4 paragraph (a) of the Zoning Ordinance states that "No SPECIAL USES shall be granted by the City Council unless the Special Use is deemed necessary for the public convenience at that location." The evidence presented does not allow us to conclude that this Special Use is deemed necessary for the public convenience at that particular location." Following debate, Alderman Szabo made a minority report urging that petition to rezone and Planned Unit Development Special Use recited above be granted. City Clerk notified City Council bids would be received for hauling of lime sludge on September 17, 1976. Moved by Koplos, seconded by Meyer, that City Council file objection with Cook County Zoning Board of Appeals and Board of Commissioners expressing objections to Cook Co. Zoning Docket 2789 and 2790. Motion declared carried. City Attorney was authorized to attend hearing on Cook Co. Zoning Dockets 2785 and 2786, property located on the south side of Central Road, west side of Crawford Lane and east side of Potter Road. Moved by Seitz, seconded by Kraves, to accept the resignation of Mr. Donald Belden from the Environmental Commission and concur with Acting Mayor Bolek's appointment of Mr. Richard C. Herout for a one year term to the Environmental Commission. Motion declared carried.
