CALL TO ORDER: The regular meeting of the City Council of the City of Des
Plaines was called to order by City Clerk Rohrbach at
8:05 P.M. in the City Council Chambers, Des Plaines Civic
Center.

MONDAY, May 3, 1976
Roll Call indicated the following aldermen present:
Koplos, Sullivan, Olen, Bolek, Brannigan, Kisslinger,
Birchfield, Erbach, Kraves, Sarlo, Meyer, Seitz, Ward.
Absent were Aldermen Szabo, Leer, and Abrams.

Also present were: Assistant City Comptroller Placko, Police Chief Hintz,
Fire Chief Corey, Acting Building Commissioner Trost, City Engineer Bowen,
Director of Zoning and Planning Richardson, Assistant Commissioner of
Public Works Schaeffer, Environmental Officer Lindahl, and City Attorney
Hug.
The meeting opened with prayer by Rev. Thomas Adams, pastor
of First Baptist Church, followed by the Pledge of Allegiance
to the flag.
Moved by Kisslinger to nominate Alderman Birchfield to serve
as Chairman Pro Tem for this meeting. Moved by Koplos to
nominate Alderman Sarlo to serve as Chairman Pro Tem for
this meeting. Moved by Meyer, seconded by Seitz, to close
nominations for Chairman Pro -Tem. Motion declared carried.
City Council members selected secret ballot method of
voting for Chairman Pro Tem and Alderman Sarlo received the
highest number of votes and was seated as Chairman Pro Tem
for this meeting. The meeting then commenced at 8:12 P.M.
Moved by Erbach, seconded by Birchfield, to approve the
Minutes of the regular meeting held April 19, 1976, as
published. Motion declared carried.
Moved by Bolek, seconded by Kisslinger, to adopt the
following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND
PAYABLE AND THAT THE MAYOR AND CITY CLERK BE AND ARE HEREBY
AUTHORIZED TO MAKE PAYMENT FOR SAME. Total, $136,819.78.

A representative of Petterson Safety Service present at the meeting agreed
to serve the City for maintenance of City Vehicles beyond the contract
date of May 1, 1976, until new contract is awarded.
SPECIAL Alderman Erbach, Chairman, reported that the Special
FOREST Forest Hospital Committee has not been able to come to
HOSPITAL any agreement between Forest Hospital owners and the
residential community. He reported that the Committee held
five meetings that were well attended by Forest Hospital
representatives and members of Hawthorne Lane Civic
Association, and at the last meeting it became apparent
that the Civic Association will not agree to any kind of

expansion Forest Hospital desires. Mr. Erbach believes
that the status of the Committee is that it has effectively
completed its work even though it has not accomplished
what it was established to do. Moved by Erbach, seconded
by Koplos to dissolve the Special Forest Hospital Committee.

the contract for Maintenance of elevator in Des Plaines

City Engineer was questioned regarding report submitted
relating to recent flooding in the southern area of Des
Plaines in the Higgins - Willow Creek district. City Engineer
reviewed with City Council the report of NIPC and explained
locations of various sewers and interceptors serving the
southern area of the City.
Alderman Sarlo relinquished the chair to Alderman Koplos
to allow him to speak to the subject from 10:05 P.M. to
10:18 P.M.
Following further discussion, it was moved by Erbach,
seconded by Kraves, to adopt a resolution addressed to
all State Senators and Representatives urging them to
take some action to hurry the relief in the improvement
of Higgins - Willow Creek. Motion declared carried.

R- 10 -76, A RESOLUTION ESTABLISHING FILING FEES FOR PLANNED
UNIT DEVELOPMENTS BEFORE THE ZONING BOARD OF APPEALS OF

Moved by Koplos seconded by Olen to concur with Mayor
Behrel's reappointment of Mr. Harold Harvey and Mr. Roger
Lietzau to the Des Plaines Housing Commission, terms to
expire March 4, 1980. Motion declared carried.
Letter from Clow Corporation regarding bids for 30 fire
hydrants was referred to Water and Sewer Committee.
Letter from The Questers regarding the preservation of
the Socrates Rand House was read and placed on file.
Moved by Ward, seconded by Koplos, to authorize Mayor and
City Clerk to execute necessary legal documents for the
purchase of property located at 1654 Prospect Avenue
for the sum of $22,000.00. Upon roll call, the vote was:
