MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, APRIL 7, 1997 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Ted Sherwood at 7:00 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, April 7, 1997. ROLL CALL: Roll call indicated the following aldermen present: Beauvais, Christiansen, Elstner, Higgason, Curley, Sarlo, Chiropolos, Arredia. Also present were: City Treasurer Fredricks, City Manager Douthwaite, Director of Economic Development Klaus, Assistant Director of Finance & Administration Placko, Police Chief Sturlini, Fire Chief Farinella, Public Works Director Shirley, City Engineer Oakley, Development Specialist Hogensen, Director of Human Resources and Services Merriman, Assistant City Attorney Gruber, and City Attorney Wiltse. PRAYER AND PLEDGE: The opening prayer was given by Father John Ketchum, St. John The Baptist -Greek Orthodox Church, followed by the Pledge of Allegiance to the Flag. PRESENTATION: Mayor Sherwood introduced Marlene Pasdo, Chairman of the Des Plaines Youth Commission, who presented National Youth Service Certificates and U.S. Savings Bonds to the following Des Plaines students who were nominated by their schools for their community sells/ice: Seretha Eiland and Mona Aburmishan from Maine East High School; Rosalynn Lazar, Friendship Jr. High School; Robin Fabian, Chippewa Jr. High School; Michael Tunhand, Iroquois Jr. High School; and Laura Minerva, Algonquin Jr. High School. Mayor Sherwood introduced Police Chief Sturlini who, in turn, introduced Jack O'Malley, of the U.S. Customs Department of the Treasury. Mr. O'Malley presented Des Plaines Detective William Prim, currently assigned to the U.S. Customs Department at O'Hare Airport, with two plaques of appreciation for his outstanding performance and achievements in being instrumental in the recent arrest and conviction involving the smuggling, sale, and money laundering of narcotics and the seizure of over $3 million of residential and commercial property and vehicles. CONSENT Alderman Beauvais requested that Items 5, 8, and 8a be AGENDA: removed from the Consent Agenda. Mayor Sherwood requested that Item 21 be removed. Moved by Sarlo, seconded by Chiropolos, to establish a Consent Agenda except for Items 5, 8, 8a and 21. Motion declared carried. PARKING FINES Assistant City Attorney Gruber reviewed the proposed AMENDMENT: ordinance amending the City's parking fines; these amendments were recommended by the Police Department and vtk PAGE SIX 149. 4/7/97 PARKING FINES the Legal Department after a survey of neighboring cities (Cont'd.) revealed that the City's fine structure is comparatively low; it is the belief of these two (2) departments that increased fines for parking violations will promote greater compliance with the City's parking regulations. Moved by Elstner, seconded by Christiansen, to recommend to the City Council that this matter of increasing parking fines be held for discussion at a future Committee of the Whole meeting. Motion declared carried. Alderman Chiropolos voted no. COMMUNITY DEVELOPMENT - Alderman Sarlo, Chair TIF Moved by Curley, seconded by Chiropolos, to concur with AMENDMENT: Staff recommendation and recommend to the City Council that the City amend the ordinances approving the Tax Increment Redevelopment Plan and Redevelopment Project (TIF), which reflects new legislation and extends the date of termination of the TIF Project and the latest date for retirement of debt to finance TIF Project costs to June, 2020 (housekeeping action); and Ordinance M -25- 97 be placed on First Reading at appropriate time this evening. ZONING CASE Real Estate Manager Steve Young for the Boston Market 97 -10 -SU Restaurant chain addressed the City Council regarding 1065 their request for a Special Use to permit a Class B OAKTON ST.: restaurant with a drive - through window. Moved by Beauvais, seconded by Curley, to concur with recommendation of Des Plaines Plan Commission, Des Plaines Zoning Board of Appeals and Staff, and recommend to the City Council, to grant request re Zoning Case 97- 10-SU, to permit a Class B restaurant with a drive - through window on property located at 1065 Oakton Street in C -2 General Commercial District, contingent upon: 1. The western access drive on Oakton Street be signed as an "Entrance Only" and the eastern drive be signed at an "Exit Only;" 2. The "Entrance Only" and "Exit Only" signs be visible to traffic on site, as well as to traffic on Oakton Street; 3. The eastern drive be striped to indicate separate left and right turn lanes; 4.
