02/14/1996 Special MeetingCALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines was called to order by Mayor Ted Sherwood at 7:00 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Wednesday, February 14, 1996 ROLL CALL: 232. MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, WEDNESDAY, FEBRUARY 14, 1996 Roll call indicated the following aldermen present: Beauvais, Christiansen, Elstner, Curley, Sarlo, Chiropolos, Arredia. Alderman Higgason was absent. Also present were City Manager Douthwaite, Director of Finance & Administration Peters, Police Chief Sturlini, Fire Chief Farinella, Director of Public Works Shirley, Emergency Communications Director Ornberg, and Human Resources and Services Department Director Merriman. PURPOSE: Mayor Sherwood announced that the sole purpose of the Special Meeting was to review in detail all aspects of City's Compensation package, including wages and fringe benefits; and to hold an Executive Session to review the City Manager's Employment Contract. CITY'S Mayor Sherwood stated that this would be an informational COMPENSATION meeting only, no action would be taken by the City PACKAGE: Council on this matter. Mayor Sherwood asked City Manager Douthwaite to review this matter for the City Council. City Manager Douthwaite asked the City Council to refer to his memo of February 14, 1996 and the accompanied documents (see attached). Mr. Douthwaite stated the City's compensation plan is divided into four (4) major categories: Salaries and Wages; Pensions; Insurance; and Leave Provisions. 1. Salary and Wages - Mr. Douthwaite stated that there are three (3) major sub - categories: General Wage Increases; Merit -Step Increases; and Special Salary Provisions. Mr. Douthwaite explained each of these three (3) sub - categories in detail. a. Merit -Step Increases - A lengthy discussion was held on this matter. Alderman Beauvais asked Mr. Douthwaite to explain the difference between "Step" and "Merit." Mr. Douthwaite explained that the Police -Fire- Public Works -9 -1 -1 Unions are affected by "Step" as well as Police -Fire Non -Union employees. AFSCME Union and other non -union employees are affected by "Merit." Mr. Douthwaite stated that, philosophically, he prefers the "Merit" system, but he can understand why some people would want "Step." b. Special Salary Provisions - These provisions include Out of Class Pay; Uniform Allowance; Paramedic Evaluator Pay (Fire Union); Night Shift Premium (Public Works Union); Standby Pay (for Public Works Union and Police Union); Specialty Pay (Police Union); Shift Differential (Police Union; and Telephone Subsidy (police officers and police supervisors). 2. Pensions - Mr. Douthwaite stated that there are three (3) different pension plans: IMRF for all employees except Police and Fire, they have their own pension plan. ,04 1 1 1 COMPENSATION 3. Health - City presently pays 90% of health insurance for all employees. b. Life - Fire and 9 -1 -1 Unions: $40,000 policy for those employees with a salary below $35,000 and a $50,000 policy for those employees with a salary above $35,000; AFSCME - Public Works and Non - Union: $30,000 policy for those employees with a salary below $24,000 and a $40,000 policy for those employees with a salary between $25,000 and $34,000, and a $50,000 policy for those employees with a salary above $35,000. Police Union employees receive $30,000; and supervisory employees receive one x annual pay to a maximum of $50,000. 4. Leave Provisions - Mr. Douthwaite stated that there are five (5) different categories for Leave Provisions: Vacation; Bonus Vacation; Holidays; Sick Leave; Personal Days and Other Leave. Mr. Douthwaite explained each category in detail. Mr. Douthwaite concluded his presentation. 233. 2/14/96 EXECUTIVE Moved by Curley, seconded by Sarlo, to go into Executive SESSION: Session to review the City Manager's Employment Contract. Upon roll call, the vote was: AYES: 7- Beauvais, Christiansen, Elstner, Curley, Sarlo, Chiropolos, Arredia NAYS: 0 -None ABSENT: 1- Higgason Motion declared carried. Council recessed at 8:02 p.m. Council reconvened at 8:36 p.m. Roll call indicated the following aldermen present: Beauvais, Christiansen, Elstner, Curley, Sarlo, Chiropolos, Arredia. CITY Moved by Beauvais, seconded by Chiropolos, to concur with MANAGER'S consensus in Executive Session that the City Manager's EMPLOYMENT Employment Contract remain as is with the previously CONTRACT: approved (January 15, 1996) salary increase. Motion declared carried. ADJOURNMENT: Moved by Chiropolos, seconded by Curley, that the Special Meeting of the City Council adjourn. Motion declared carried.
